"That the minutes of November 6th, and 20th, 1961 be adopted as printed." Carried. Councillor Hammond offered his congratulations to all members of the Council and his best_wishes for the coming year. Mayor Nisbet congrat- ulated the Deputy Reeve and Council and added that during the election one man had got carried away but was probably ill advised. Reeve Davis offered all the best to the retiring Councillor and also congratulations to Council on their election. Mayor Nisbet introducted a Mr. Fairfield attending Council on behalf of the Junior Chamber of Commerce. CORRESPONDENCE A letter.from the Aurora Planning Board comamending Council on the recent purchase by the Town of land on the north side of Wellington Street west. DAVIS: "That this letter be received and filed." HAMMOND: Carried. A letter from the Town of Aurora Police Department advising Council that the members of the Aurora Police Department intend to seek changes in wages and working conditions as of January 1, 1962 and further that a brief indicatimng proposed changes will follow was read. CHILD: DAVIS: "That this letter be filed and referred to the incoming Council for consideration." Carried. A'letter from the Aurora Board of Trade thanking Council for the action they have taken to improve public relations and now recommend that as a.result of the test period that the parking meters should not be replaced was read. DAVIS: HAMMOND: "That a copy of this letter be referred to the incoming Finance Committee for consideration." _Carried • . ... .. -.. -~·- 23 REGULAR -2-DECEMBER 4, 1961 A letter from the University of Toronto thanking Council on behalf - of the students of the Department of Civil Engineering for a recent conducted tour through the utilities of the T9wn was read. STODDART: "That this letter be acknowledged and filed," CORBETT: Carried. Two letters from the Ontario Water Resources Commission one dealing with observations concerning sewage disposal facilities for the Town of Aurora and the other dealing with the matter of the Commission making an arrangement with Aurora ~n which they would operate the Sewage Treatment Plant for the Town were read, STODDATT: DAVIS: "That these letters be referred to next years Council for consideration." Carried. A letter from Franklin McArthur Associates Limited, Dpwnsview, Ontario, offering their services in connection.with Consulting Engineering Services for Aurora and setting forth their e~perience and mainly in the matter of increasing sewage treatment facilities for Aurora was read. HAMMOND: DAVIDSON: "That a copy of this letter be included with the Ontario Water Resources letters and referred to next years Council for consideration at the same time." Carried. REPORTS OF COMMITTEE Reeve Davis presented a report of the Fire Committee in which the Committee respectfully submit the following: DAVIS: HAMMOND: "That the Aurora Firemen be paid for the following for the past year: ' 129 calls 2004 Firemen answered calls @ $4.00 per call plus meetings Salaries and officers stipends TOTAL $8,016.00 382.25 $8.398.25 "That the report of the Fire Committee re calls, services and salaries be accepted and the Seal of the Corporation be attached hereto." Reeve Davis Reported that in doing away with the fire alarm boxes that the incoming Fire Committee should consider this item and further stated that the fire alarm system change had not been made since the money was not available in the 1961 budget. Councillor Corbett expressed ~is regrets that the job of straightening the creek had bogged down due to recent illness of te contractor. Councillor Davidson reported on the matter of mm promotions for the Police Department as follows: P.C. Lewis to first class retroactive with pay increase November 1, 1961. P.C. McClenny to second class retroactive with pay increase to November 16, 1961. DAVIS: STODDART: "That this matter of promotions be referred to the Police·committee for report." Carried. Councillor Child presented a report of the Planning Committee in which the Committee respectfully submit the following: "The Committee met pursuant to a request reeeived from Rev. H. G. Warren, 40 Spruce Street, concerning in part Councils' permission to sell from the rear ofhis property a strip of land 50 feet x '50 feet. Investigation indicates that ahese measurements must have been derived from an old plan since the actual measurements prove to be only 76 feet by 116 feet. Since this area does not allow for any division the Committee has no other alternative but to de~line the request." ..• CHILD: MOFFAT: "That the report of.the Planning Committee in regards to a request from Rev. H.G. Warren be accepted." Carried. Mayor Nisbet brought to Councils attention tha matter of d.ecl_aring Boxing Day a holiday and advised'that the Aurora Banks require this proclamation in order for them to close on this day. After some discussion it was decided that letters be forwarded to the Banks in Aurora s-eating that Council felt it was not up to them to declare December 26th as a holiday. Mayor Nisbet brought to Councils, attention the matter of the Town's Insurance Co. advising they would accept half the cost of the claim concerning the gentleman who assisted the Police Department recently. CHILD: MOFFAT'!: BY-LAWS MOFFAT: CHILD: "li1esoJ,ved that the Town accepted the half cost of the claim for car damages from th.e Insurance Co. in this instant." Carried. "That leave be given to introduce a By-iaw to authorize the acceptance of lands dedicated by Dilcue Ltd. and that the same be now read a first time." The By-law was then read a first time. HAMMOND: DAVIDSON: NISBET: CHILD: "That the by-law now before the Council be read a second time ~kix and that the Council resolve itself into a committee of tae whole for that purpose." That the second reading of the by-law be taken as read." Carried· All infavour of the second reading of the By-law. "That the third reading of the By-law be taken as read." Carried. The by-law was then numbered 1501. " The by-law was then read a first time. "That the 3rd reading of the by-law be left over till the next meeting for final acceptance." Carried. "That leave be given to int~roduce a by-law to authorize the acceptance oflands dedicated by Sunnybr~rok Investments Limited and that the same be now read a first time." Carried. The by-law was then read a first time. The second reading of the by-law was approved in Council. CHILD: DAVIS: DAVIS: STODDART: "That the by-law now before the Council be read a third time this day and that Rule 22 of by-law number 1468 be suspended for that purpose." "That the third reading of the by-law be taken as read." Carried. The by-law was then numbered 1504. MOFFAT: CORBETT: "That leave be given to introduce a by-law to amend by-law number 1051 and that the same be now read a first time." The by-law was then read a first time. STODDART: DAVIS: Resolve that christmas fowl be purchased by the Clerk for all Town employees and the same be purchased from Aurora Frosted Eoods, proyiding that each turkey does not exceed 16 lbs and that the price is competative, and the Seal of' the Corporation be attached hereto." Councillor Jones reported to Council with regards to the sewers on Sqruce Street and Catharine Ave. and stated that there is a long stretch between manholes and that they are hard to clean due to distance. Councillor Jones felt that another manhole between two would be warranted, and felt that it would not cost too much, approximately $300.00 JONES: DAVIS: "That a manhole be put in between Spruce and Catharine Streets at a approximate cost of $300.00." Carried. Councillor Jones reported to Council that he and Town Superintendent Jack Browning had looked at trees on Spruce Street and stated that one is in bad shape and should come down. Councillor Jones stated that outside of little trimming nothing else could be done now. Mayor Nisbet state that the job on George Street is coming am along very good and Councillor Jones stated it should be an excellent job when finished. DAVIS: "That we adjourn."
