A letter from the Aurora Boy Scout Asso~iation requesting permission to hold their annual apple and tag day on October 28, 1961 was read, DAVIS: CORBETT: "That permission be granted the Boy Scout Association to hold their annual apple and tag day on October 28, 1961." Ar1:1solution from the Town of Weston resolving that the Honourable the Minister of Transport of the Province of Ontario be and he is herewith respectfully requested to present legistation to the legis- lature of the P.ro:Vince-of Ontario permitting the establishing of pedestrian crossovers in urban areas throughout the Provi~ce and furi!l:!r resolving that each City and Tovm -.,in Ontario be requested to endorse this Resolution, was read. A letter from the Town of Richmond Hill advising Council that Richmond Hill had endorsed the letter sent by the County of York to the Honourable Kelso Roberts, Q.C. Attorney-General agre!iing that the County of York should aave their own court house accom- odation was read. J)AVIS: STODDART: "That the Council of the Town of Aurora endorse this matter and an appropiate letter be forwarded to the Honourable Kelso Roberts, Q.C. Carried. A letter from Thomas McPherson, Solicitor advising Council that he had attend a meeting presided over by Eric Silk, Q.C. of the Attorney General's Department dealing with the increase in monetary jurisdiction of Division Courts and County Cours in fuhe Province of Ontario and further stating that the whole question is subject to a great deal of investigation, since it involves approval from Ottawa, the amendment of seyeral acts and is subject to a great deal of opposition from megligence firms in Downtown Toronto. ~1 ij I ! A resolution from the Town of Whitby resolving that the Council respectfully reoo~nds to the Department of Highways of the Provincial Government that the Highway Traffic Act be amended to permit the Councils of cities, towns and villages to pass by-laws limited speed in designated school zones to fifteen miles per hour and that a copy of this resolution be forwarded to all cities., towns and villages in Ontario asking for their endorsation was read, STODDART: HAlVIIVIOND: "That this resolution be referred to the . Police: Committee for report." Carried, A letter from the County of York requesting Council to invite a representative of the Department of Public Welfare to address them prior to the meeting of County Council in November in order that Council might be aware of all the aspects of the welfare act was read. STODDART" MOFFAT: "That a letter be written to the Department of Public Welfare requesting a representative attend Aurora to address them on the subject of Welfare be written," Carried, A letter from Mr. B. Gordon, 27 Kemano·Road Aurora bringing to Councils attention the following: 1. The culverts with their constant erosion, making it a threating problem to the roads, carrying slit and clay onto lawas and gardens, ruining same ;as well as .making it very hazardous to children at play. The solution would appear to be sodding of all said culverts. 2. The vacant lots with their forest of weeds, and their dry river beds, which become torrents in rainstorms. , 3. The large clay mound at the end of the road,which according to Council, is in King Township, but was deposited by subdivider and contractors, f~om the home~ build on Kemano Road in Aurora was read, A letter from Aurora Heights Limited in connection with the same problem and stating that sinde they recognize that the Council have the interest oft the citizens of Aurora at heart :. : : they have ' .:. engaged a .,. contractor to cut the, bank that lies between Aurora Heights Submivision and the Township of King and that .: this work should be finished this week or early next week. was read, •~, 20TH REGTILAR -8-OCTOBER 16, 1961 DELEGATIONS A delegation f~~m Kemano Road Aurora Heights appeared before Council and request that something be done in regards to weeds, ditches and the large mound of clay at the end of Kemano Road. Mrs. Loriaux suggested that the ditches be sodded to prevent the run off. Mayor Nisbet suggest that a letter be forwarded to subdivder enclosing a copy of letter from delegations. Councillor Jones inquired if a ditch could be put in. and take the drainage to the north if permission could be obtained to do so on this land. MOFFAT: CHILD: "Th!j.t we contact subdiuider and ascertain what he ,is willing to do in this matter." Councillor Hammond suggested having the Town Superintendent find out what it will cost tq sod this bank. The motion was then carried. Mr. Gordon will be contacted as soon as we find something out. CORRESPONDENCE Reeve Davis brought forward the matter of the fire siren and stated he had talk; to the chief with the Committee and the Fire Chief is 'to get prices to see how it would be worked. The first fire alarm has been shortened considerably and another meeting between the Chief and the Fire Committee will be arranged to finalize this matter. STODDART: CHILD: "That this matter be :fleferred to the Fire Committee." Carried. In regards to the letter from Headmount Holdings Limited the following motion was proposed; DAVIS: CHILD: "That the modifications be inserted in an Agreement and so signed." Carried. A thank you card from Mrs. L. Davis thanking Council for the rembrartce while she was in hospital was read. STODDART: "That this card be filed.~ JONES: Carried. • ~ .~ ' • 20TH REGULAR -9-OCTOBER 1~, 1961 A.letter from Our Lady of Grace Sepanate School Board asking for the installation of a sidewalk along the Glass Drive boundary of the school property was read. CORBETT: H.AlV11VI OND : "That this letter be referred to the Streets Committee for investigation and report back," Councillor Jones stated he felt it was very important that this· sidewalk be constructed and Councillor Child stated that.this was 500 feet of sidewalks in front of the school. The motion was then Carried, A letter from the County of York Education Chairman, Mr. R,G, Henderson asking Council to endorse November 5 to 11, 1961 as education week in Ontario. · H.AlV11VIOND : "That Council endorse this request. 11 JONES: Carried. Town Clerk, William Johnson advised Council that as there were 450 electors in Regency Acres Subdivision a new polling station would be created, R:U:ERHEX~'UD::S: DELEGATIONS: ... Mr. N, Cook appeared before Council and presented a petition from the merchants of Aurora requesting consideration to the covering of parking meters throughtout the town for a trial period, starting as soon as possible and lasting to the end of 1961 CHILD: H.AlV11VIOND: . "That the meters be removed for the period between November 1st to December 31st. 1961." Councillor Moffat inquired if they could compare November this year as against November last year's business. Councillor Moffat then presented the following amendment "That the covering of the meters be tired for November and give us an idea as to progress .and .then decide further." Councillor Jones inquired if the meters were not usually coverd in December anyway, • 20TH REGULAR -1o-OCTOBER 16, 1961 Deputy Reeve Stoddart stated that this was definately worth a trial, There was no seconder for the amendment, The motion was then Carried, Mr. S, Symington appeared before Council asking information on catering license fees. Mr. Symington asked that some distinction be made between the fees charged,local caterers and those charged outsiders, STODDART: . CHILD: "That this matter be referred to the Services Committee to bring in a'report or by-law for next meeting.~ Carried, REPORTS OF COMMITTEES The Town Solicitorstated in regard to land at the Mill St, park that the Town Engineer submit report to Council to do work and assess~ork to anyone who MWE belongs to it. CORBETT: "That we go ahead and straighten out this creek," REEVE: Councillor Hammond inquired of Mr. McPherson if there is anyway of finding owner who is not registered and Mr McPtl@rson stated that the Act is designed to get around this problem and allow Town to eleminate problem. Councillor Jones stated he would fro.wn on going in on private property wntil permission is received from the owner. The following was then added to the motion: "That Councillor Corbett contact Mr. West and if he does not own the property then he go ahll[ead and have the property cleaned up." The motion was then carried, -·---. Councillor Jones advised Council that he had been contacted by Mr. Coleman Aurora Separate School Trustee in regards to the walkway south of Separate school in Regency Acres, who advised that they were having some paving done on parking lot and woould it he possible to also get this strip paved now and spread some fine grav:~el on this walkway, Councillor Child EgRgREXRN suggested that no work be done until fencing between the two schools was put up. Mayor Nisbet statedhe felt we should wait until nextspring and see What deve~s in this area. CORBETT: CHILD: "That this matter be left for incoming Council next year," Carried,± ·, ,_ ,c~ i i -~-" , 20TH REGULAR ' -11-OCTOBER 16, 1961, Councillor Hammond presented a verbal report with regards to the problem of the Sewage Treatment Plant and stated he had spent part of Thursday with the Town Engineer and a representative of Collis Leather and have found some problems that can be overcome and steps would~be so taken, Mayor Nisbet informed Council that he had written Dr. Berry regarding the Ontario Water Resources Commission taking over this plant, CHILD: STODDART: "That the ~roperty Committee study this situation and obtain costs and complete picture of other municipalities," Carried, Councillor Davidson inquired of Mr. T, McPherson, Town Solicitor what progress had been made in the matter of Police arbitation and the Solicitor stated that :' ,._ another a:r'bi trator would have to be found since Professor Taylor cannot be pinned down to a definate date. Councillor Child presented a verbal report on Planning Committee meeting re change proposed in side lot boundaries and that this had been turned over to the Town Solicitor for the necessary by-law, Councillor Child state h~ would like to know what is taking place before getting motion regarding Industrial report: CHILD: DAVIS: 1 • "That the Industrial Brochure "Aurora, Ontario Canada de·signed · for general distribution and Industrial Report on Aurora" for limited distribution be authorized as official publications of the Town of Aurora, to be distributed by the Joint Industrial Committee or its appointees, Note: copies of both publications are filed with original of this motion, 2. That a motion of thanks be sent to Mr. Mike Lysecki, Chairman of the Joint Industrial Committee, for his originating of this idea of the Industrial Brochure, and through:;; him to his committee for the preparation of both publications. J, That a motion of thanks be sent to Dr, James Johnston Owner Auvora Banner Publishing Company for his invaluable aid in the preparation of both publications, Mayor Nisbet stated we all have copies of the Brochure and that the idea of the set-up it can be readily changed and also stated he felt the Committee has done a very good job on it, The com .. ple ted one is only handed out to anyone really interest in Town of Aurora • Reeve Davis inquired if Mr. Lysecki had'been contacted re his opinion of paragraph 1 and it was stated that this had been left in the hands of WJr, Lyseck, Dr,. Johns.ton and Town Engineer to complete, •, 20TH REGULAR -12-OCTOBER 16, 1961 Deputy Reeve Stoddart stated he would like to commend the Committee for excellent job done and stated that the brochure was very attractive. Reeve Davis complimanted Committee on great deal of work they have undertaken. The motion was then carried. Tehders for Fuel Oil were received from the following Companies: 1. Stiver Brothers 15.6 cents per gallon 15.45 cents per gallon 2. Cities Service Oil 3. Ken Rose 15. cents per gallon STODDART: CHILD: MOFFAT: DAVIDSON: "Resolve that the Tender of Ken Rose Heating to supply fuel oil to Municipal Buildings at a price of 15 cents per gallon for the period of November 1st 196a to November 1st 1962 be accepted and the Seal of the Corporation be attached hereto," Carried, "That permission be granted to the Town :E:ngineer to submit the application to the Department of Transport of the Canadian Government for the following frequencies, " Fire Department (+600 Kcs) Ontario Fire Marshall 154.07 Mcs, 154.07 Mcs," Deputy Reeve Stoddarted presented a report of the Finance Committee in which the Committee respectfully submit the following: STODDART: ~AVIS "That the Finance Committee met with representatives of the North American Life Assurance Company and the Representative Town employees on Thursday October 5, ±9~ 1961 to study the proposed chages in the Town Employees Group Annuity plan, Subsequently the Finance Committee .recommends that this improved plan be adopted." "Resolved that the report of the Finance Committee re change in employee Pension Plan be approved and the North American Assurance Company so notified, and, they be instructed to prepare the necessary- by-laws in accordance with the require~ents of The Municipal Act and Regulations and, the By-law be sub= mitted to the Department of Municipal Affairs for app- roval." Carried, 'j ' ' ' ' 20TH REGULAR -13-OCTOBER 16, 1961 UNFINISHED BUSINESS Councillor Hammond stated that Councillor Jones did a lot of work to get bridge underway on Temperance Street 'and inquired if anything further is being done. Town Engineer Mr. Murray stated that a drawing of 2 culverts was.submitted but tunred down by bridge office due to lack of retaining walls, w~. Murray suggested that estimates on ·~ concrete culverts with retaining walls be obtained. Mr. Murray stated he had done a preliminary drawing and submitted it to the bridge office and·now redrawing the whole thing to geth their approval, for a proper bridge. l_ Councillor Hammond brought forward the matter of sidewalk crossing · :. and stated that this is in very poor shape and if some delay he would like to see some extra support for walkway. This matter was left over till another meeting for further report. Councillor Davidson stated he approved of the Commercial development coming into the south end of Town and he would like it shown that any assessment belongs to the Town and not any subdivider, Mayor Nisvet stated that if the Subdivider requests assessment we will deal with it then. ; Councillor Hammond stated that the Streets Committee carried out a trial basis of coating a walkway with colas and sand, Mayor Nisbet stated that this looked very good. Re·eve Davis stated that Jones Court elevated walkway is collapsing and Councillor Jones informed Council that he had been talking with people who claimed this walkway is not used by pedestrians and it is a bad situation and dangerous to children and that something should be done and maybe it could be closed. JONES: DAVIS: "That this matter be referred to the Town Solicitor to check on this and by-law beprepared and people in area contacted." Carried, ed Councillor Corbett inquired if Mr. Southwood had contact Councillor Child regarding Wellington St. W, Land and it was decided that he should contact Councillor Child. ]Jd_A,'f/S ""' MOFFAT: CORBETT: "That leave be given to introduce a By-law to appoint a Court of Revision for 1961 and that the same be now read a first time," The By-law was then read a first time. liWFFAT: DAVIDSON: "That the By-law now before the Council be read a second time and that the Council resolve itself into a committee of the whole for that purpese." ... 20TH REGULAR -14-ffiCTOBER 16, 1961 The By-law was taan read a second time and approved in Committee of the Whole DAVIS: CORBETT: CHILD: DAVIS: The By-law DAVIS: STODDARD: "That the 5 names, Locke, Veigel, Hill, Lysecki, MacDonald be approved and inserted in Clause 1." Carried, "That the By-law now before the Council be read a third time this day and that Rule 22 ofl By-law 1468 be suspended for that purpose." was then read a third time. "That the third reading of the by-law be taken as read," All in favour of the third reading of the By-law. Carried, The By-law was then numbered 1494. MOFFAT: DAVIDSON: "That leave be given to introduce a by-law to authorize the signing of an agreement between the Corporation of the Town of Aurora and her Majesty The Queen in the right of Ontario as represented by the Minister of Public Wovks to install an antenna and base station for two- way radio communication on the roof of the main ' building of the Ontario Hospital." 1 The By-law was then ~~- read a first time. lli[OFFAT: DAVIDSON: Carried, "That the By-law now before the Council be read a tecond time , and that the Council resolve itself into a committee of the whole for that purpose." Carried. The second reading of the by-1aw was then approved in Council. Preston, Co-ordinator Emeegency JYieasurers Organization. Town Clerk, 1k. W. Johnson was instructed to write a letter to ~ueen City Storage re smoke abatement. Councillor Hammond stated that we have no zoning by-law and we are condonning commercial usuages from residiences and feel we should have a by-law regarding residential zones and carrying on P, commercial business unless area is zoned commercially.and fee', 1 we should en;force it or drop it. HAlYI!IIOND: DAVIDSON: "That the By-laws Committee investigate this by-law and re word it or do away with it until zoning by-law is in existence." Carried. Councillor Davidson inquired if any results from a letters sent out lasfweek and Mayor Nisbet stated yes.
