CORRESPONDENCE
A~letter from the Assistant Deputy Attorney General advising Council
that he will hold meetings on October 3 and 4, 1961 to discuss
suggestions that the jurisdicmion of .the C and D Courts be increased
was read.

"That this letter be referred to the Town Solicitor
and he so represent the Town on the dates set forth."

A·letter from the County of York Emergency Measures Organization
requesting that the Co-ordinator Mr. W. Preston be allowed an. opportunity
to address Council on Emergency Planning was read.

"That Council as a Committee of the Whole meet with
Mr. Preston as soon as possible;"
Carried.
A letter from the Town qf Aurora Planning Board recommending to Council
that the land Use By-law be amended to provide that akx for all 50 '
lots in the Sunnybrook ?Ud Aurora Heights Subdivision accessory buildings
attached to a dwelling should be built at a distance of not less than
three feet from the side boundary. Further, the Board recommends that
the distance between two such buildings on ajoining lots be not less
than nine feet, so that it will not be posskible to construct accessory
buildings three feet from the side boundary on each of two ajoining
sideyards.

this amendment."
Councillor Child stated this was in keeping with bringing the present
by-law into line so that all areas might be covered by this amendment
and it was felt that now was a good time to do so before more buildings
are erected.
The motion was then carried.
A·letter from Headmount Holdings Limited regarding a meeting at the
Regency Acres development on September 21st at 3.00 p.m. to finalize
the acceptance of services and remedial work necessary was read.

A letter from the Ontario Fire Marspall to-gether with a sample
Proclamation aeclaring October 8 to 14, 1961 Fire Prevention Week
was read.
DAVIS: "That this Proclamation be approved and so advertised." -

A letter from Headmount Holdings Limited regarding a meeting with
Council on September,25 at 8.00 p.m. was read.
HAMMOND:
DAVIS:
"That this letter be acknowledged and the time
of meeting confirmed."
Carried.
A letter from the' Department of Highways in answer to a motion of
Council forwarded on August 24, 1961 and stating :
As the wording of the agreement states --"The Town
agrees with Consolidated Building Corporation that, if required by the
Department of Highways, the Town will take such action as may be
necessary to close up this Co~cession Road in so far as access to
Yonge Street is concerned." --The Department requests to have this
road closed where it intersects Yonge Street.
The Agreement gores on to say --"If this road is
closed, the owner agrees with the Town that it will provide, at its
own expense, a diversion road to provide proper access to Yonge St:treet."
It would seem to me that the developer in this instance would be
the one responsible for providing this access. However, a vehicular
access is available fmrom thms Concession Road via Murray Drive,
·which does provide access to Yonge Street. Therefore, I would
presume that the developer has considered this as meeting his part
of the agreement •
. I presume that this question stems from the access
provided to the property owned by a Mrs. Case. We had contacted
Case some time ago and explai~ed the situation to her. At that
time he had stated that there was the possibility of the developer
prov~ding an aceess r_oad from th,e East end of her property, North
toR gency Drive when that latter road_ is built. MY latest under-
standing is that this pl~ has not been approved as yet. We had
promished her that we would provide a pedestrian access to Yonge Street
at the location of the old intersection to avoid a much longer walk. I
might say that Mrs. Case indicated her satisfaction at this arrangement,
provided that this sub-division road from the East m£ end of her
property to Regency Drive was built.
As far as .I can see, the Department has no further
responsibility in this matter, but I would say that we would do
everything that we can in order to settle this matter." was read.

A letter from Belhill Construction adv~sing that Councils' request to
clean up their advertising sign and to keep same away from the
fire alarm would be attended to immediately was read.

REPORTS OF COMMITTEES
~eputy Reeve Stoddart reported on 1961 Tax Collections and stated
that 88.4% of the 1961 levy had been collected. Total collections
amounted to $689,908.00 of a total $780,378. levy. Deputy Reeve
Stoddart mentioned that one large Toronto firm owes $15,00.00 in
taxes and when this amount is collected the percentage collected
will be even higher.
Councillor Corbet presented a report of the Parks Committee in which
the Committee respectfully submit thEl following:
In order to 'provide more park space and eliminate a

bottleneck in a water course the Committee recommend that the -,
water course through the Mill Street Park be straightened and
further that the tend of A.T. Hussey & Co in the amount of $200.00
be accepted.
JONES: "That the report of the Parks Committee re straighening

be accepte'd and the Seal of the Corporation be attached
hereto."

permission ,is received to enter on private lands

Councillor. Jones :presented at report of the Works Committee in which
the Committee res:pecoctfully submit the following:
JONES:
"That approximately 75 feet of cement sidewalk and curb
be laid on Yonge Street north from Centre St and
approximately 40 f~et of sidewalk on Tyler St. west
of the Bridge at an estimated cost of $275.00"
DAVIDSON:
"That the report of the Works Committee re sidealks
and curb be approved, at an estimated cost of $275.00
and the Seal of the Corporation be attached hereto."
Carried.
Councillor Hammond :presented a report of the Property Committee
in which the Committee respectfully submit the following:
HAMMOND:

"That the Sewage Department Plant Operator
Mr. P. Barwick be authorized to attend the Convention
of The Canadian Institute on Sewage and Sanitation at
Montreal October 22npto 25th. 1961 and that he be
allowed $100. to defray expenses, also that a report
be submitted following the convention for the benefit
of the assistant operator."
"That the report of the Property Committee 11B Sewage
immmxtte Convention be accepted and the seal of the
Corporation be attached hereto."
Carried.
Councillor Davidson reported that he had talked with the Police
Chief and it was determined that a sharp eye would be kept on
the Town Parks to :prevent vanalisim and also that the Chief would
get in touch with the Globe and Mail representative concerning the
:placing of newspapers on the sidewalks near the :post office.
Councillor Moffat reported that a further application had been
received concerning subsidizing an ambulance service in Aurora
and district. However, to bring this matter into a more bu±iness
like manner, Councillor Moffat reported that a meeting had been
arranged with the Townships of King and Whitchurch, September 20,
1961 at 8.00 p.m. at which time a solution to this :problem might
be arrived at •

Councillor Child reported that a thorough investigation of Town
records did not reveal the existence of any minimum charge for
bullding permits and that the by-law respecting permit fees would
be presented again this night.
Mayor Nisbe~ reported that the preliminary report of the Dominion
B:nreau of' S:t;atistics outlined Aurora• s population, according to -··!
the census taken June 1, 1964, to be 8,735. Mayor Nisbet stated
that the Per Capital Grant ne~t year of $3.50 per person would
be based on this population figure.
UNFINISHED BUSINESS
Councillor Jones advised that a meeting had been held to look
over the walkways in REgency Acres Subdivision and nothing liad
been finalized at that time. However, Councillor Jones felt
that the laying of colas would prove satisfactory. He requested
a discussion of this matter and direction from Council. General
discussion took place and the following motion was proposed.

"That the walkway at Browning Court be graded
and treated with colas and a sand binder be placed
on top and this project to be on a trial basis."
Carried.
Councillor Jones reported a complaint received from Mrs. Watson
90 George St. concerning water backing up onto her lawn and,felt
that an entension o£ the storm sewer on Hillview for about 175
feet plus 2 catch basins would alleviate this condition and
further that this job would not interfere with the paving of
George Street.

"That the Works Committee obtain prices to extend
this sewer and report back."
Carried.
Councillor Davidson enquired if the Sewage repoDt had been received
from Dr. Ber;vy and Mayor Nisbet stated not yet but that a letter'.
had gone forward re this report. ,
Councillor Davidson enquired if our anti-noise by-law might be
enforced .and was to study this matter. ·

Reeve Davis enquired if Town Engineer had made a survey regarding
the sewer from Berczy Street and Mr. Murray advised that a survey
was being carried out at present time,
Councillor Hammond reported that neighboring residents have
complained about the weeds etc on the property north west of the
Town Works Building,

"That the Town Works Department clean up this
area•" ·

MayorNisbet reported that since the Brewers Warehousing Store
would be located at the North-East section of the Shopping centre
property, Council should consider grading "trhe aeea between there
and the Billings Well property, Councillor Child stated that at
the last Planning Board meeting, the Planning Consultant had felt
the Billings Well property might be converted into a park with a
Fountain and also a good location for the Bell. Councillor Moffat
enquired if this project might be undertaken this year and would
like some direction regarding placing of the Bell since some type
of ceremony was also expected,
Mayor Nisbet stated that a meeting might be arranged with Planning
Board at 7, p.m. a week Tuesday ahead of their regular meeting so
that a Committee of the Whole, the Parks Board and Planning Board
might discuss the matter of purchasing the Abernathy land for parks.
Councillor Child said he would speak to the Planning Board Chairman
re this ·meeting,

Reeve Davis stated we were to write Mr. Sobara a letter requesting him
to attend council and that we must keep hammering away at these
subdividers to obtain any action,
