A letter from the Ontario Water Resources Commission informing Council that a course of instruction for operators of Waterworks will be held in the new laboratory building of the Commission on Highway 401 at Islington Ave. on October 2nd to October 6th 1961 was read. JONES: DAVIS: ~That Mr. J. MCGhee be-granted permission to attend the-course for Water Works Operators at the O.W.R.C. Laboratory at Islington Avenue and Highway 401, Toronto, from October 2n to 6, 1961 at the approximate cost of $35.00 and the Seal of the corporation be attached hereto." Carried. A card of thanks to Council from Flossie Conaer and family was read. ' DAVIS: "That ~hi~ ~ard be received and filed." HAMMOND: Carried. A letter from the Aurora Parks Board raising the question of the possiblility of.the Town acquiring the property situated south of Aurora belonging to the Late John Bowwer at a suggested • price for the estate comprising approximately 54 acres of $200,000.00 and requesting Col?Ilcil to appoint a Committee tih way the pros and cons Of a possible purchase and to ~nquire into ways and means to enable it to be accomplished was read. JONES: STODDART: "That the Property and Finance Committees meet with the Parks Board to discuss this matter and further that a copy of this letter be for- warded to the Planning Board for their information." CarrieQ.. 17TH REGULAR -2-· September 5, 1961 A letter from the Regency Acres Ratepayers Association inviting ~or Nisbet and members of, Council to attend the Regency Acres Ratepayers Association general meeting at 8. 15.p.m. September 11, 1961 at the Graystones R~staurant was read. HAMMOND: DAVIS: "That this letter be received and the president of the Regency Acres Ra;jepayers Association notified that on the •ateix« stated date one or two meetings of Committees of Council have already been allocated and Council express the hope that certain members may be able to attend the ratepayers meeting at a later time in the evening." Carried. A letter to-gether with a resolution f:om the County of York in connection with the Last Post FUnd and indicating that where indigent burials if not paiQ..for by the last Post Fund become the direct responaibility of the local municipality concerned and fUrther that Mr. Andrews be advised that his expenses in connection with the Last Post Fund are not the responsibility of the County of York was read. · DAVIS: "That this letter and resolution be filed." CHILD: Carried.·· A letter and resolution from the County of Peel resolving that the Peel County Council petition the Federal Ontario Provincial -~-, 1 governments to take earl;;: action to bring available before the ·~··· respective houses to legalize a national hospital sweepstakes under government jurisdioation and Control of the Chartered B4 nkS of Canada, and that a copy of this resolution be sent to all County and Munioiap Councils soliciting their support of the principle of this resolution was read. CORBETTI:: CHILD: "That the Council of the Town of AUDora endorse this resolution,11 and the County of Peel be so notified." Carried. A letter from the Aurora Minor Hookey Association requesting permission from Council to hold a tag day in Aurora on Fri4ay 29th of Sep)'ember and all day Saturday 30th of September 1961 was read. HAMMOND: CORBETT: "That permission be granted the Aurora Minor Hockey Association to hold tag days in Aurora on the:se dates." Carried. ~ . .. I. ': "--·---' 17TH REGULAR -a-September 5, 1961 A leflter of application from Arthur Giddy, 52 Ma.chell St. Aurora applying for permission to carry on Aurora Ambulance S~rvice wherein Mr. Giddy would be the sole owner and further stating that the subsidy would be·· required with a minimum from the Township of King of $600. a minimum from the Township of WhitchUrCh of $700. and aminimum from the Town of Aurora $500. per annum was read. Mr. Giddy appeared before Council on behalf of this application and stated he felt the letter was self explanatory and that we were all aware of the need for an ambulance service in the Town of Aurora at the present time. Mr. Giddy stated that he would leave this matter to Council to decideand advised that similar letters had been forwarded to the Township of King and the Township of Whitchurch for their Councils attention. DAVIS: HAlVJMOND: DELEGATIONS "That this application be referred to the Services Committee for study and report .. : back." Carried. A Mr. T. Bignell, ~ Browning Court, REgency Acres appeared before Council in connection with a complaint concerning the walkway between Jobpson Road and Browning Court and stated that gravel from this walkway was washing down to his lawn. Mr. Bignell requested that something be done to eleveate this conditio~. DAVIS: STODDART: "That this matter be referred to the Works Committee to-gether with the Town Enginner and that estimates for hard topping the walkways in this subdivision or applying an asphalt :Band seal be obtained and a repor,; brought back to Council." Carried., It was further decided that members of Council would meet with Mr. Bignell this Eriday evening September 8th at the site to look over this walkway problem. Mr. M. Hodgkisnon, representing the Aurora Junior Chamber of C~mmerce and distributed samples of brochures or directories of other Municipalit- ies together with a copy of a proposed directory for the Town of Aurora to be printed by the Junior Chamber of Commerce and to be ready by the end of September. Mr. Hodgkinson stated that this directory was designed to outline some of the history and general information of the Town and would be delivered to every householder in Aurora. DAVIS: HAlVJMOND: "Resolve that Council purchase the inside front «mx page of the Aurora Junior Chamber of Commerce brochure at a cost of $150.00 and the seal of the Corporation be attached hereto." Carried. 17TH REGULAR -4-September 5, 1961 Mayor Nisbet stated he would like to publicly thank the Aurora Junior Chamber of Commerce for their recent gift of -500.00 to~ wards the Library in Aurora. REPORTS OF COMMITTEES Reeve Davis reported verbally with regards to the fire siren and stated that a meeting had been held with the fire chief who had stated he had not should the f. siren be discontinued at.night wish to operate it manually and suggested that an elec.tric clock be installed in order. tb,"at the siren might be shut off automatically from night to early monning. Reeve Davis stated no further report regarding the cost has as yet been obtained but stated that a new ll: fibre wheel would be required in this connection. Deputy Reeve Stoddart brought to Councils attention that a report had. been submitted to each Councillor from the Assessment Department concerning the progress made in the re•assessment of values this year., and elaborated that this report should be studted and further that the re-assessment now completed will bring the Towns local assessment in line with the County Assessment formual. Deputy Reeve Stoddart further reported that a Finance Committee had been held. on. August 28th. 1961· and that several items were discussed at this meeting· but require a further meeting to finalize. Deputy Reeve Stoaddart stated that the finance.meeting might be held on Monday September 11, 1961. JONES: DAVIDSON: nThat the Council petition for intermin payment of the Statudlory Grant under the Highw!lY Improvement Act on Road expenditures incurr$d.from January 1st, 1961, to August 31, 1961 be made to th!il Depar.tment of HighW!lYS•" Carried. Councillor Hammond brought to Councils attention that the repairs to the R mington Rand Roo# had not as yet been undertak~n although four · commeHcement dates had been promised up to this time however Councillor Hammond stated he had been promised definately that the work would commence the following day and further he had requested that the Roofing Co. Submit a letter to him if they are unable. to start this time. · ~. 1 .. ~· ,--;-, 1 .,_ 17TH REGULAR -5-September 5, 1961 Councillor Moffat reported regarding by-laws and stated that one by-law was to be introduced this evenigg and it had been decided by Committee that one reading only would be given to-night and .this was in connection with setting a scale of fees to be paid to Corporation for permits used in connection with the Building Department. CounciUor Moffat stated that the Plumbing by-law that had received a first reading previously might now be read second and third time. Councillor Child stated he had checked with the Town Building Inspector regarding the taking on the duties of Plumbing Inspector and when contacting other municipalities k had found out that he did not ~ave the proper qualifications to act as a P.lumbing Inspector in the Town. Councillor Child stated regarding the Building Inspector Fees for Permits that all members of Council had received copies,of this proposed by-law and had an opportunity to peruse same previously. JliDII'IIIDDTl!l /, UNFINISHED BUSINESS Reeve Davis brought to Councils attention that a bank at the end of Kemano Road in Aurora Heights Subdivision was washing down on to the residents lawn during rains and suggested if possible that the dirt be removed f11omthis bank and placed elsewhere in Town. After discussion by Council it was decided that Council members would look at this site on Friday evening September 8th. Councillor Davidson inquired. into what had happened to the Brewers Warehouse and Liquor Stores and why they had not erected these stores as of yet and also the six or seven stores that were to be built in Regency Acres shoppi~ eentre had not been completed as yet. Mayor Nisbet stated that he haci :f word that0 the Brewers Warehouse would be located at the north end of .the shpping eentre at the south end of Town and had been promised that the warehouse would be opened before Christmas. Mayor Nisbet stated that.the liquor control board had assured him that a site would be settled on shortly for the liquor store and further that the seven or ei§ht stores mentioned with regard to the Regency Acres Shopping centre is a matter of st raight ec,onomics. Councillor Child stated we are indeed lucky .to have that shopping centre at the sought end tJf Town and now felt there was 'a definate need for approximately 6 stores at the corner of Aurora Heights and Yonge St at the north end of Town. Councillor Jones brought forward the matter of a ·storm sewer on Hillvie~ Road that comes out on Mr. Slater's property and ascertained if we are to go ahead and continue this storm sewer down amd delete this requirement from the proposed Subdivision Agreement. May11r Nisbet felt that it was the Towns responsibility to get this into the creek. ' STODDART: CHILD: "That the Works Committee obtain a cost to undertake this project and ascertain if we have the appropriate permission to do so." Carried. 17TH REGULAR BY-LAWS ~ ~\ ( MOFFAT :CORBETT \ · CORBETT: -6-September 5, 1961 "That leave be given to introduce a By-law to set a scale of fees to pe paid the Corporation for permits issued and that the same be now read a first time" Carried. The By-law was then read a first time. MOFFAT: CHILD: "That the By-law now before the Council be read a second time and that the Council resolve itself into a Committee of the Whole for that purpose." Discussion followed this motion and Councillor Moffat stated that the fees had only been raised slightly and felt that it was bringing it in line with our National Building Code that had been adopted previously. Councillor Child stated that Mr. Jubb had contacted several municipalities and had taken an reasonable average of the fees he had received mf as applicable to other municipalities • NESBIT: CORBETT: "That the second reading of the By-law be taken as read." · Reeve· Davis in discussion of this motion stated that one item concerning the erection of tanks containing fl$lllable liquids should - be under the jurisdiction of our Fire Cij.ief. Councillor Child stated that we still must have the Fire Chief's ok and this is to cover the issuance of a permit. Ma~tor Nisb.et stated he would withdraw his motion and felt that it might be left over for further study. Councillor Hammond felt that there had been previousx discussion . concerning a minimum charge where a permit is requiredQ.and Councilor. Moffat stated that Mayors Nisbet's motion had been withdrawn the second re'ading of the by-law would be held over until a J!U subsequent Council meeting. r, '._...._......, 17TH REGULAR MOFFAT: CORBETT: NESBIT: CHILD: -7-September 5, 1961 'That' the By-law now before the Council be read a second time that the Council resolve itself into a Committee of the Whole for that purpose." "That the second reading of the By-law be taken as read." Carried. Councillor Moffat reported that the Committee rises and reports progress. The second reading of the By-law was then approved in Council. MOFFAT: CORBETT: DAVIS: STODDART: "That the By-law now before the Council be read a third time this day and that rule 22 of By-law 1468 be suspended for that purpose." "That the third reading o:f the By-law be taken as read." , Carried. The foregoing by-law being a by-law to provide for payment of fees for the inspection of Plumbing, the production of plans of plumbing and the gran~ing of permits be entered as By-law $ 1495. NEW BUSINESS Councillor Corbett brought to Councils attention that in order to fix up the small park on Mills St. it would be ddemed expedient to straighten out the creek and remove stumps at the end of the ·~ creek that is causing over flowing during rains and this v.t>uld al~ow for more play area in this park. It was decided that Councillor Corbett would endeavour to ascertain who owns this particular piece of property. and also obtain an estimate of the cost of removing stumps and straightening the creek • .imlul:X Councillor Moffat stated that the Recreation Commission desire permission during last summer to put.signs at the town parks informing the public that the parks would be closed at 10. p.m · and thereby cut down on daJilQge · that :thas taken place recently. Councillor Moffat stated that the Recreation Commission would do the printing of these signs and also have these signs erected. Reeve Davis stated he would support this recommendation. Mayor Nisbet asked what about speeial nights and Councillor Jones felt that on certain nights tourists with a trailer who ar:tive in Aurora late in the evening would find the park closed for theirpurpose. Mayor Nisbet stated he felt the Town might .. enforce :t our anti- noise by-law just as effectivelly. Councillor Hammond stated hefelt there was merit in this thought but all we were doing is substituting a means of legislature with another and reported that the wasl;lrooms had been damaged recently. It was decided that this matter would -be brought up at the next police Committee meeting. i '---·- 17TH Regular -8- / ~ September 8 • 1961 Mayor Nisbet advised copncil that the laying of the corner stone at the Aurora Heights Public School is scheduled for this Saturday September 9th at 10.30 a.m. Deputy Reeve Stoddart advised that the property on the west side of the creek at the end of Rueben street is m>w in Mr. Henry's '" hands and she had inquired if the Town were interested in purchasing I' this piece ofproperty. f STODDART: DAVIS: "That this matter be referred to the Parks :Board for study." Carried. Councillor Hammond brought to Councils attention that several complaints had been rece~ved from residents who use the bus in the morning to the effect that globe and mails are left on the 'sidewalk near t}le post office early in the morning and have caused at least one fall. Councillor Hammond inquired if we might .ask the ~olice to watch this and request the driver to place these globe and mails up against the building or maybe approach the Globe and Mail representative in Aurora. Councillor Hammond stated there was a problem with the advertising sign pointing to Gateway Gardens erected outside the :Bank of Montreal and stated that this sign had been placed up against the post and blocking the fire alarm. HAMMOND: CHILD: STODDART: CORBETT: "That a J.etter be forwarded to the Subdivider requesting they make this li. sign more presentable and that it be kept away from· the fire alamm box.". Carried.
