Port Credit, Ontario I I I i. --~ '--- • requesting Councils consideration to consider asbestos cement pipe for future wm~~ water works in Aurora and to allow their company to submit tenders on an equirilant basis was read, STODDART: DAVIS: "That this letter be referred to a Committee on the Whole for study and report." A letter from Ontario Water Resources Commission Toronto advising Council that said Commission has no objection to the connection ~of a limited number of lots to the existing sewer system without further enlargement of the treatment plant with reference specifically to the request for services to forty lots in the Golf Glen Terraces Subdivision and 7 lots in the Slater property was read. HA.li'IMOND : CHILD: "That a copy of this letter be forwarded to the Chairman of the Town Planning Board. " Carried. A letter from the Ontario Water Resources Commission Toronto advising Council that due to illness on the part of Dr. A. t. Berry the report on sewage applicable in the Town of Aurora would be delayed for some little time was read. HAMMOND: "That this letter be received and filed." CORBETT: Carried. DELEGATIONS A Mr. H. Ruthenberry of the Arena Restaurant Aurora appeared before Council and requested that certain trees be removed from the creek area at this location and that also a large sign be removed that is on Town property in order that parking facilities might be extended. Mr. Ruthenberry stated that the trees are dead and that there is a large one leaning against the chimney. DAVIS: CHILD: "That the matter concerning the matter of certain trees in thE area be referred to the Works Committee and that said Committee be authorized to spend monies if the removal of these trees pmzex proves desire able •'"''- Carried. 16TH REGULAR -8-August 21, 1961 With regards to removal of the sign Mr. Ruthenberry stated he had approached the Recreation Commission and they did not seem to want to do any§hing in this matter. Mr. Ruthenberry stated that the removal. of this sign would allow mutual parking for 15 cars. It was decided that Mr. Ruthenberry would attend at a Arena Board meeting to discuss this subject and Councillor Hammond would notify him the date of the next Arena Board meeting. REPORTS OF COMMITTEES Councillor Jones brought to Councils attention that at a previous meeting the Finance Committee, Works Committee were authorized to choose a Town Truck and had decided to purchase a Chevrolet rather than, the Volkswagen since the chevrolet was more adaptable for Town use. Councillor Jones presented a eeport of the Works Committee concerning sidewalks in which the Committee respectfully submitt the following: JONES: DllAVIS: That we have carefully checked the prices from six companies for asppalt sidewalk- Thornhill Paving Co, Crest Paving; Newmarket Paving, Miller Paving; Evans Fueals; Beamish Construction and recommend that the price of the Thornhill Paving Co ~t $1.53 per square yard being the lowest -be acc~pted. This will give us approximately 3.200 running feet of sidewalk at an estimated cost $2,114.00. "That the report of the Works Committee re Ashpalting of sidewalks be approved and the Seal of the Corporation be attached hereto." Councillor Jones spoke to this motion and stated that only $2,000. had been allotted in this. years budget for sidewalks and in order to do all the sidewalks desired it would cost twice this amount. Councillor Jones stated that theyhave attempted to pick out the sidewalks that most badly in need of repair and stated that this was no mean task because all the sidewalks are in poor condition. Reeve Davis stated that the section of sidewalk running north from Centre Street on Yonge St as mentioned in a recent fssue of the Aurora Banner was in this approval and Councillor Jones advised that this section was not in this evenings recommendation since the work had to be limited to match the money available • Reeve Davis felt that every effort should be made to add this section of sidewalk to the Works comtemplated. The motion was then carried. ~. ~l j r- , - 16TH REGULAR -9-August 21 , 1961 Councillor Jones then opened tenders for the purposed paving of George Street and the tenders are .listed as follows: Miller Paving Warren Paving Beamish Construction $9,869.00 $9,950.00 $8,696.60 Councillor Jones advised that the appropriate tender cheques were attached to each tender received. JONES: HAMMOND: "That the tender of Beamish Construction Co. Ltd. of $8,696.50 for the paving of George Street be accepted subject to the approval of the Department of Highways and the Town Engineer as to compliance with specifications and the Seal of the Corporation be attached hereto,11 on approval." Carried. The Town Clerk was instructed to have the Town Engineer check on certain sidewalkB repairs to Qe undertaken in Aurora Heights Subdivision. - Councillor Hammond reported verbally concerning repairs to the Remington Rand Roof and advised that this contract was to start to-morrow and further that Accurate Roofing were to advise him of a price of repairing the main gable shortly. Councillor Davidson explained that the Town of Newmarket had submitted an account in which the rental of radio facilities for lt!he six months ended June 30th. 1961 had been submitted in an increased rate of $50.00 per m01hth additional. DAVIDSON: CHILD: "That we approv~ the account of the Town of Newmarket for rental of radio facilities at an increased rate, amounting to $750.00 total cost for the 6 months period ended June 30, 1961 and the Seal of the Corporation be attached hereto." Councillor Child stated that he was aware of this matter and that the Committee had met with the police committee in Newmarket and had ascertained that if the Town of Aurora desired to be self sustaining in this matter it would cost in the neighbourhood of $10,000.00. The motion was then carried. 16TH REGULAR -10-August 21 , 1961 Councillor Moffat brought to Councils attention that a thank you note had been received from the Town Solicitor with respect to the wedding gift. Councillor Moffat stated that ikat the last meeting of Councilthe matter with regards to extending the backstops at the Town Park had been referred to her and Councillor Moffat advised that her Committee had mixed feelings with regarding this matter and stated that the lowest cost available if the Town did the work themselves was $160.31. Councillor Moffat stated since the Committee had mixed feelings it was felt that Council should now make the decision in this matter. Councillor Moffat stated that anything costing $160. that is not absolutely necessary is out of line especially at this late period of the year. Councillor Hammond stated he felt that the Chairman should be credited for her stand regarding monies to be expended in this matter however stated that when one sees an accident happen and he had seen accidents happen twice, then felt if a $160. well spent to avoid spectators,being hit with a baseball. Councillor Corbett stated he was against this expenditure aBd stated he had played ball for years in the park and that the crown had during this time been kept back from the line and felt that they should stay about fifty feet back. Councillor Hammond stated it was not a question of crowding up to the line that the DR bleachers are adjacent to the end of the backstop and that we should move the bleachers as an alternative plan. Councillor Child stated he did not think the wings a solution and felt the answer is to move the bleachers. Councillor Jones felt the bleachers should be moved up more behind the present backstop possibly next spring because of the lateness of this year. Councillor Hammond moved that the Services Committee be given authority for the sidescreens to be erected and extended. There was no seconder for this motion, the matter was therefore dropped. UNFINISHED BUSINESS Councillor Child advised that a meeting had been held last Thursday evening between Council and the Aurora Planning Board and the proposed zoning by-law was discussed and that definite progress is being made, however Councillor Child stated two or three more meetings between Council and Planning Board will be required before anything final is accomplished. .--', l ~c~ l_ r-; -~ 16TH REGULAR -11-August 21, 1961. Deputy Reeve Stoddart stated that the Town Solicitor had been requested previously regarding Regency Drive the south end of Aurora and the closing of the side•oad and solicitor had stated he desired to see the Town Engineer and go over his file on this matter. Councillor Child stated that an Industry contemplating moving to Aurora noted the non existence t of an entry road into this area. CHILD: DAVIS: ~That we contact the Department of Highways of Ontario and· advise them of the wording of the subdivision agreement respecting this area and advise them that the closing of the road is premature and further that a copy of this letter be forwarded to Consolidated Building Corporation Limited.~ Carried Councillor Jones brought to Councils attention that services .wa for the new J!XOXll!:i: portables at the Aurora Heights School would be required a in the near future and xtated that Mayor Nisbet and himself had visited the site and ascertained that these services may be constructed from the present connection at the main school building however Councillor Jones stated that until we get further information from the school board we are presently held up in this matter. BY-LAWS MOJ!'FAT: CORBETT: "That leave be given to introduce a By-law to provide for payment of fees for the inspection of plumbing the production of plans of plumliling and granting of permits and that the same be now read a first time." Carried The By-law was then read a first time. MOFFAT: "That the By-law now before the Council CHILD: be read a second time and that the Council resolve itself into a committee of the whole for that purpose." - Discussion followedthis motion and it was duly moved as follows: CHILD: "That the By-law receive only 1 reading this STODDART: evening that the matter be taken up in Committee of the Whole at a later date." Carried. 16TH REGULAR -12-August 21, 1961 NEW BUSINESS Reeve Davis advised Council that the matter of the fire siren operating at nights has been discussed at various times and Reeve Davis thought of calling a meeting between the Fire Committee and -, the Fire chief to ascertain if it were feasible to turn the siren ·1 off at 11 p.m. each evening since each member of the Fire Department has a buzzer in their house and that the fiee alarm might be worked manually ifnecessary. Reeve Davis stated the reason for b!ll:ringing forth this matter was that the siren awakens residents during the night and desired Council to express their opinion in this matter. Mayor Nisbet stated that he certainly felt the siren's first call should be reduced in its length. Deputy Reeve Stoddart felt that a Xf possible distinction in the sirens sound might be made between in and out of Town fire calls. Councillor Jones stated he had no comment H in this matter until I ascertain how efficient this system might be accomplished. Councillor Davidson felt that we should not tihker with the present alarm system. STODDART: MOFFAT: HAMMOND: STODDART: "That this matter be discussed by the Fire Committee with the Fire Chief."
