A letter from Headmount Holdings Limited regarding Regency Acres
Subdivision and listing the £allowing items in answer to a letter
concerning a meeting between the Town Council and themselves was
read;

Inspections -We have on hand the report of the
Township Engineer, and where this applies to bhe
terms. of the agreement, all items will be acted
upon accordingly. The su'!Jdivision agreeme-nt spells
out clearly the responsibility of the developer
and the Town in this regard, and it .is our feeling
that time should not be taken at a meeting between
Council and ~urselves to re-hash this matter •.
With regard ~o re-paving of Richardson Drive-
As you are well aware, this is a matter in which
the bonding company is involved, and therefore at
present is be'ing held in alreyance. Until a complete
report is received £rom them or their engineer, no
action can 'be taken.
Separate School Service Connections -Permission
has been granted to the Town to permit the Separate
School. to hook into the abutting services in accord-
ance With the terms of our previous letter to the
Town Engin~.
. Accounts ... These matters were discussed at a
previous Council meeting and all that is required is
for the so1i~itors to agree on an understanding of
the matter and finalization.

Councillor Child remarked that it is imparative that a road be
constructed inplace of the side road that is now closed and that
the Town Solicitor check the Subdivsion Agreement regarding the
wording of this matter.

Town Solicitor and suggest that a date
when the two solicitors must finalize this
matter concerning the accounts be set and that
the Town Clerk follow this matter up."

A letter from Headmount Holdings Limited regarding Regency Acres
Subdivision and making a formal claim for an amount of $689.20
concerning a t round replacement and concreting etc. on ... the westerly
drainage ditch in 1960, and stating that the problem with this work
was caused by the type of materials supplied by the Town and that
in their consultants view this ~ould cause future problems was read.

A letter from the Collis Leather Company Limited Aurora advising
that recently they had occasion to use a fairly large quantity
of Town water,; but because of a ~onsiderable amount of sediment
therein it was necessary to vigorously flush out the water mains
all one afternnon before getting water in any kind of acceptable
condition for use and that a sample taken during this time was
forwarded to the Town for examination. The letter further 'li~~-
stated that since they are charged on the basis of the amount
of water which passes through ·m:tr meter they felt it only fair
that an adjustment be made to take into consideration the quantity
that was unfit for use and· they referred to approximately 300,000
gallons of water_that had to be £lushed away. The letter further
stated that it is their feeling ~t would be imperative that
appropriate steps should be taken to ;sma.intain the supply lines to
their plant relatively free ofsadiment. Mayor Nisbet stated that

upon receipt-of. this letter he had been in touch with Mr. s. c. Walker
of Collis Leather Co. Limited and understand they filled their reservoir
and left the water running and in so doing reduced our elevated tank
town to a 12 foot level. Town Superindent Mr. Browning then produced
meter readings outlining the amount of water used by Collis Leather
this year.

A letter from G.K. Bodemer, Bradford, Ontario informing Council that
a convention by Ontario Circuit No. 14 of Jehovah's Witnesses is to
take place in the Town of.Aurora on August 11th, 12th and 13th and
is to be held at the Aurora Arena and further that since approximately
1,000 persons are expected to attend it is anticipated. that upwards
of 250 cars would require parking facilities. This letter requested
permission·for the Town Council to use the space available behind the
Water Works and Remington Rand Buildings for overflow parking from the
Arena and further requesting permission to erect signs approximately
4 feet by 6 feet at the edges of Aurora for advertising this convention
was read.

A letter from Mr. Emmerson So~, 101 Catherine Ave, Aurora inquiring
as to the procedure to fu11ow to connect up to the Town sewers was read.

non sewer area pumps would be required to
effect a sewer and that they would be required
to pay the cost of this pumping. "

A letter from Harold w. Graham, 72 Cousins Drive Aurora advising
Council that in his opinion the· ll! right decision has been reached to
avoid discension in that the Town employees wishes were granted to

change their group medical insurance from Great West Life to another
carrier and thereby omit the group life and weekly indemnity comp:fletely
and further that Mr. Graham stated I would like to take this opportunity
to thank Council for your past business and If h~ could be of service
to you as a group or individli.ally in the future he. would appreciate
the privelege was read.

A letter from the Planning Board, Town of Aurora requesting that a
joint meeting of Council and Planning Board be held to discuss a draft
zoning by-law and a draft zoning map.on Thursday August 17th, 1961 if
this date is convenient to Council was read.

A letter from R.E. Winter &.Associates of Toronto regarding the sewer
rental scheme Choice Cut-Up Chicken and in answer to a copy of a letter
from Choice Cut -Up Chicken forwarded to them on July 7th. and summing
up that it is difficult to assess the amount of final fluent that has
entered your system since January and further that they felt Mr. Lysecki
could be correct in assuaming that·less ~hen one half has been handled
during t~at time was read.

A letter from the General Municipal. Counsel, Department of Municipal
Affairs in answer to a letter from the Town of Aurora concerning general
taxation exemption of the Aurora Royal Canadian Legion and stating that
in their opinion the correct interpretat'ion of section 277, subsection
70, of the Municipal Act is that the exemption fromtaxation period
may not exceed ten years was read.

Mayor Nisbet brought forward the matter of a by-law to appoint three
fence viewers for the Town of Aurora. and stated that in kXB that
dpinion of the Department of the Department of M~icipal affairs such
a by-law HRK was ulta-virasas it concerns. a Town but that the
line fences Act R.s.o. 1960 Chapter 216 referred to Townships _only.
The Town Solicitor stated he would check into. this matter and repat
back at a further date.

DELEGATIONS
Mr. Don Glass appeared on behalf of the Aurora Board of Trade to-gether
with MD. Montgomery and Mr. Ruthenbury and read to Council a letter
from the Aurora Board of. Trade which is reprinted as fol1lows;
We the undersigned, would like to go on record as being opposed
to the proposed ban on parking on the West side of Yonge Street in
the town of Aurora.
It is our understanding that this proposal has been put
forward with idea in mind of improving traffic flow on Yonge Street
especially in the area Southof Wellington Street. It is our opinion
that such a ban would result in even a worse condition than currently
exists, due to the fact that Yonge Street narrows South of Tyler Street
and narrows even further south of Church Street, and therefore can see
. no practical advantage in implementing ~ch a proposal.
We believe that you can forsee that if the west lane of
Yonge Street was available for another lane of traffic flow, that once
this lane of automobiles reached the Tyler Street area , it would be
then fighting for re-entry a to the only lane available south of Church
Street, which would result in short tempers and possible increase in
traffic accidents. Based on the ab<>v~ logic we think that this ban is
not in the interest of safety.
M:e. Glass stated the delegations reseaon to be present this evening
W$$ to further explain some ideas they have in mind and suggested that
t4eirs were personal and business nature. Mr. Glass stated they would
:~u.ggest that there are now. great parking areas in sites auch as Richmond
Hill to the south and in the near future on Davis Drive to the north
and, further that the Department of Highways have realued that these
situations exist in Towns like ours and· are building by-passes. Mr. Glass
read an editorial concerning this matter that appeared in a local news-
paper and summed up by saying that a careful and thorough study should
be given this JDix matter by Council prior to any definite action to
ban parking on Yonge Street. Mayor Nisbet ~1thanked Mr. Glass for
his presentation this evening and-advised him that the by-law concerning
parking had not been enacted as of this time. Councillor Child remarked
that the by-law proposed was only applicable to Sundays and Holidays
and felt that traffic could s·till be proceeded along Yonge Street with
2 lines down and 1 line north U the parking were banned on one side and
mentioned that on Sunday night13 traffic is backed up 8ome distance north.
Mayor Nisbet felt that if the police would co-operate more they could
keep traffic moving. Mr. Montgomery stated that there is extra traffic
on Y0 nge Street since Wellington Street· East had been closed and felt that
police operating both lights in Town might solve some of this provlem.
Reeve Davis stated he had taken exception to report previously pas.sed at
Council and would like to see automobiles stopped oftener anddid not want
to see any business ceas• to exfst. Reeve Davis stated this problem
has been preval.ent for some years but we seem to get the traffic through

manual~y and the time they are operating co~d be adjusted according~y.
Counci~lor Child stated that.he would argue a point that when you become
bogged down in a ~ine up of traffic in a Town then you feel ~ike by-passing
that Town. Council~or Hammond inquired of Mr. Glass if he was still a
member of the :Soard of trade and Mr. Glass rep~ied ye~s • Councillor
Hammond then inquired if any renewed hope of. the retail section of the
:Soard of Trade accomplishing anyth±ng ~th regards to the west side of

J the parking lot and Mr. Glass stated he agreed with Council~ or Hammonds
sediments in this matter re renewing the ~ife concerning this parking ~ot
but l!lll for some time past the matter has remained dormant. Reeve Davis
felt it wo~d be nice to see a lane through to the west side parking ~ot
from Yonge Street. Mayor Nisbet inquired if any member of Council were
interested in re-opening this issu~ now and that it wo~d have to originate
from a Council member who voted for the report previous~y.

"That the Po~ice Committee reconsider this
matter in v±ewof the fact that the South
end of Yonge Street has now been widened
and possibly traffic situation now has been
altered."

REPORTS OF COMMITTEES
Councillor Corbett reported on inquirey he had received for a Mr. McGrath
132 G~ass Drive in Regency Acres and stated that his ~ot borders on a
walkway and peop~e are using his property to cross over. Council~or
Corbett ·stated that Mr. McGrath said if the Town would supply the fence
material he wo~d erect same. Councillor Moffat stated she co~d not
see how we could provide a fence since '!;here are many other similar
situations in the Town. Councillor Child stated that Council previous~y
turned down another gentlemen for -the same purpose. Councillor Jones
stated that it is a line between twp properties and the owner may force
the Town to pay for half the cost of a fence and we would be obliged
to put up half the fence if he so desires. ·

Councillor Jones presented a report and outlined to Council several
prices received from the three dealers in Town regarding a new town truck
that is required urgently. Counc:i.J.lor Jones presented these figures to
Council and after discussion the following motion was passed.

That the Finance Committe and the Works Committee
be authorized to ~Kl!l purchase a Vo~kswagon Truck
from McDonald Motors or a chevrolet truck from
Mcpherson Motors as per tenders and the seal of the

Councillor Jones reported to Council and submitted tenders for Asphalt
sidewalks in certain locations of the Town,
Councillor found on opening these tenders that the submission of prices
were in various manners and that ~t would be unable to decideK on any
ontll tender this eve:tning until an investigation of the tenders had been
made,

Councillor Hammond present a report of the Property Committee concerning
the Remington Rand Building Roof repairs in which the Committee respectfully
submit the following:

Limited re repairs to Remington Rand Building, to include
replacement of necessary eavestrough, repairs and replacement

main roof repairs after submitting cost and the seal of
the Corporation be attached hereto,"

Councillor Davidson presented a report of the Police Committee in which
the Committee respectfully submit the following:

Councillor Davidson reported to Council that he had received a viet
from the Town of Aurora JOg catcher inquiring if the Town would obtain
for him a 300 Dollar tranquilizer and further that the ToWn.ship of King
in this instance were willing to pay half the cost of same. After
general discussion the followingEotio~ was passed.

"Resolve that if the Dog Catcher obtains a
tranquilizer that he not be allowed to use
it in the Town of Aurora and that he be so
notified."

Councillor Moffat advised Council that she had received a
you note from Mrs. Nisbet. '

Mayor Nisbet reported that subsequent to the meeting with Dr. Berry he had
been advised this day that Dr. Berry had been ill and was unable to have
the report promised for this evening prepared for a further 14 days.
UNFINISHED BUSINESS
Reeve Davis stated that he had looked at the situation of the sewer
at Bercy Streetand found that after a heavy rain sellars are flooded
in this area and.felt that Council should recognize the need for another
sewer in this area and would like to see this work undertaken as a
Winter Works programm. ·

"That the Town Engineer be instructed
·to make a survey regarding this sewer
location and recommend to Council his
findings and then institue contract
under Winter Works programme. 11
Carried.
Councillor Jones brought to Councils attention that sanitary sewers
on Centre and Spruce Streets are causing trouble backing up in certain
instances. Councillor Jones suggested that the 2 liB% sewers be
connected and this would mean a distance of some 100 feet. Councillor
Jones stated he would like to see some relief :for the residmts affected:

if feasible to connect the sewers and report back."

"That the Account of Alpine Construction
Company , re instal.ling 12" Sanitary Sewers
and 12" Watermain on Edward Street, in the amount of
$12,332.63 be paid and the Seal. of the Corporation
be attached hereto."
Carried.
Councillor Jones stated he had visited the Edward St. project and
found the present drainage ditch unsatisfactory during heavy rains
and felt the ditch might be tiled for approximately $700.00. Councillor
Jones suggested the owners concerned ±Rxik~ be contacted arui find out
their feelings in this matter since the original contract called for
the present type of ditch.

"That the Finance Committee be authorized to
contact the owners and ascertain their desires
concerning this mattR ditch."
Carried.
Councillor Jones enquired if there were any Town by-laws regarding
tall hedges at oorners that obstruct views of drivers and Council
decided this would be a civil matter.
Councillor Jones advised that lVlr. G. Locke owned a right-of-way some
21 feet by 100 feet on Kennedy St. West and offered to sell same to
·the Town for $250.00 •

Carried.
Councillor Hammond enquired of the Works Department might remove a small
pipe jutting out of the ground on Wellington Streetwest just around
the corner from the Tobacco Store and it was decided that the Town
Superintendent would look after this.
Councillor Corbett stated he had been thinking of the many miles of
· travelling in his private automobile that Councillor Jones does
~arrying out the responsibilities of Chairman of the Works Committee
and felt that some renumeration for this mileage should be received by
Councillor Jones. The Clerk was instructed to ascertain % if this
renumeration might be legally allotted. ,
Councillor Moffat brought to Councils attention the fact that some 22
complaints had been received from residents concerning the loud noises
at night at the Swimming Ppol. Councillor Moffat stated the noise
.mainly emanated from loud speakers at private parties •

Mayor Nisbet advised that the Swimming Pool had been rented out to
private parties and the noise had been exceptionally lo~d.
Councillor Davidson stated the Police Youth Organization rented the
pool for a night and organized a swim and danc.e for teen agers. The
Recreation Director advised that after complaints the music had been
turned down. Councillor Davidson said it was well conducted and that
these youth clubs help to keep t~enagers off the streets.
Mayor Nisbet stated he was not critizing that it was not properly
conducted, only that the noise had been loud and disturbed residents
in the area.
The matter of supplying wings for the ball diamond at the Town J:>a.J::k
was brought forward and Councillor Hammmond said the wings are an
alternative in order that people sitting on the benches would not
be hit by baseballs. Councillor Moffat * to look into this matter.
