Councillor Hammond explained this situation and stated that last years Works Committee had visi$ted this site and it had beenfelt at hhis time that the Town should arrange to rectify this matter. HAMMOND: DAVIS: "That this letter be referred to the Works Committee for investigation." Carried. A letter from the Aurora Banner Publishing Co, requesting Councils approval for a change of occupancy of the building located at 64 Te~perance St. was read. OHI:rJ): STODDART: "That approval of this change of occupancy be granted." Carried. r A letter from Mrs. Ingeborg Schneider, 11 Kemano Road, Auooa requesting Councils permission to pperate a Furriers Workshop at ~his location was read. DAVIS: CORBETT: "That this application to operate a Furriers Workshop at 11 Kemano Road, Aurora be not approved since same contravenes a Town By-law." Carried. ,- I I '~ L t4 REGULAR -7-July 17 t 1961 A 3.:~-, resolution from the Town of Burlington concerning the financing of Sewage projects under CentraJ. Mortgage and Housing Corporation Regulations and resolving that ~.M.H.C. amend its regulations regarding the mumber of working hours was read. DAVIS: HAMMOND: "That this resolution be referred to the Finance Committee for study and report." Carried. A letter from the Town Engineer requesting an increase in his saJ.ary to $9,000 per annum together requesting Council's permission to combine the Engineering Departm~nt and the Works Department was read. ' CHILD: HAMMOND: "That this letter be referred to the Finance Committee for report." Carried. A letter from the Department of NationaJ. Defence, Toronto, concerning the location of an Attack Warning Siren on the Roof,of the Aurora Fire HaJ.l and requesting Councils permission to locate this siren at this location was read. STODDART: CHILD: "That this matter be held over to a subsequent meeting." Carried. A letter from the Minister of Highways subsequent to a mxx±x±s visit by the Mayor and other members of Council concerning the road paving programme in Aurora and advising Council that a Mr. Heavysege would visit the Town of Aurora to inspect the roads in question and further advising that the paving programme on Highway Number 11 south Aurora will commence early next week and that the base course should be laid down by July 22nd. was read. CORBETTT: MOFFAT: DELEGATIONS "That this letter be filed and a letter of thanks be forwarded to Major L. Mackenzie in this matter. 11 Carried. Mr. T. McPherson, Solicitor appeared before Council regarding a letter from Mr. w.c~ Bailey regarding the appointment of fence viewers by the Town of Aurora. Mr. McPherson stated that only the type of fence and who maintains it is involved in this matter, that the applicant should pay the cost of the fence viewers and suggested to Council that they appoint 3 fence viewers. HAMMOND: CHILD: "That this matter be referred to a Committee of the Whole to bring forward 3 suitable names of fence viewers for appointment,." Carried. 14TH REGULAR -8-JULY 217, 1961 REPORTS OF COMMITTEES Deputy Reeve Stoddart Present a report of the Finance Commit~e in which the Committee respectfully submit the following: The Committee, to-gether with members of Council, met on Monday, July 10, 1961 and recommend the following: 1. That the heads of each department in the Town Advise the Clerk's Office on~ a month the number of days each employee in the respective department has bee absent from d~ty. 2. That the Town Engineer's request for an increase in salary not be recommended at this time. 3. That the Building Inspector be allowed $150.00 travelling expenses during the period July 1 to December 31, 1961. ', 4. That the Town Group Insurance Plan be converted to the P.s.r. plan as requested by a majority of Town employees, and said conversion to ?e effective as soon as possible. 5. That the following phone numbers only be listed in the Directory under Town of Aurora and the Bell Telephone Company so notified. That a meeting be arranged with the Secretary of the Royal Canadian Legion when a reply has been received from the Department of Municipal Affairs concerning the interpretation of the Act respecting exemption of taxes as same applies to a max2mum period of years. I~ I_ ( I~ 14TH REGULAR -9-JULY 17, 1961 Deputy Reeve Stoddart then reminded Council of the Annual Warden's . Picnic to be held at Sibbalds BDuvincial Park on Wednesday, July 19th. Deputy Reeve Stoddart present a report on the revenues and expenditures for 1961 compared with the budget estimates.for the first 6 months of this year together with statement of taxes collected and present cash position. -Councillor Jones presented a report of the Works Committee in which the Committee respectfully submit the following: That on Friday July 14th the Committee along with Jack Browning (the Superintendent) made a survey of the sidewalks conditions on certain streets in Town. After looking at a great many of our cement sidewalks that have been laid recently are all scaled and full of pot holes and practically unfit to walk on and also looking at the asphalt sidewalks that have been laid and are standing up very good we recommend that we start a programe of laying asphalt sidewal::ks and that our Superintendent be instructed to get prices on doing same. JONES: DAVIDSON: "That the report of the Works Committee regarding sidewalks be adopted." Reeve Davis stated that he had also look~d at the sidewalk situation . in Town and stated that there are many ahu very ppor shppe, however he f~lt that the base is still good and therefore the asphalt type of sidewalk should be investigagett and that they are good if properly laid and might be done for less cost. Councillor Davidson remarked that we have talked about this for years and the trial sidewalk1that have been laid in Town have turned out very good and further that we should lay out a programme of asphalt sidewalk wxcept for Yonge St which would remain cement. Mayor Nisbet stated he felt the Committee will bring in a report along With the prices for laying same. The motion was then carr.J.ed. Councillor Hammond reported on the situation of Lights in the Parking Lot and stated that this matter had now been undertaken. Councillor Davidson requested that a notice be forwarded to the Police Committee and Police Chief regarding monthly meeting to be held on July 31st. 1961. Councillor Moffat report on the work done in :fixing up a back stop at the Park south end of Town. Councillor Moffat then referred to a letter f111om the Board of Trade concerning the placement of a cairn regarding the first rail head to Aurora and stated that their recommend- ation for suitable site for this cairn had been decided at Cousins Dairy rock garden. Councillor Moffat stated she would suggest an alternative location at the B][illings Well property on Yonge St.· Deputy Reeve Stoddart stated .he would like to see this cairn at the Billings Well property and further that this property be prepared as a nice little park ' 14TH REGULAR HAMJVIOND: CORBETT: -10-JULY 17, 1961 "That Council recommend the Arena Parking Lot or United Church Property as alternative locations for the site of the Cairn." Amendment to the above motion DAVIS: JONEB: "That the Cairn be located at the site of the old cannon on the waterworks property." The amendment to the motion was then carried. Councillor Child reported with regards to the Slater Subdivision Agreement and stated that two meetings had been held concerning this agreement and that a copy was to be prepared and forwarded to Mr. Slater. Councillor Corbett brought forward the matter of the sewer on Berczy Street and Mayor Nisbet stated that this matter required further study. UNFINISHED BUSINESS Reeve Davis brought forwardr: the matter that nothing is being done with regards to Regency Drive and inquired if we have any way of knowing what is going to be done in this area. Councillor Child suggested that a letter be forwar.ded to C .B.c. :!'. : ... < and ask them what their plans are for this area. Reeve Davis inquired as to the programme of moving earth onto Regency Park and Councillor Corbett reported that the earth moving has now been started and this project will not take very long. Reeve. Davis mentioned the matter regarding the sewer from Berczy St. and stated he would like Council to get to-gether and see this site so that the situation may be reviewed. Concerning the matter of Consolidated Building Corporation it was d@cided that the Town Engineer would prepare a brief for a subsequent meting with and further that a letter be forwarded to Mr. Shankman . with regards to this matter. BY-LAWZ MOFFAT: CORBETT: "That leave be given to introduce a by-law to authorize the issue of debentures in an amount of $100,000.00 re Hydro Debentures and the same benow read a first time. Carried. The By-law was then read a first time. CHILD: MOFFAT: "That the By-law now before the Council be read a second time and that the Council resolve~itself into a committee of the whole for that pu!lose .• " -~ i r-· i '-" ! i ~ 14TH REGULAR NISBET: DAVIS: MOFFAT: DAVIS: -11 -JULY 17, 1961 "That the second reading of the By-law be taken as read." Carried. nThat leave be given to introduce a By-law for prohibiting bicycles being left lying upon any sidewalk, pathway or footpath and that the same be now read a first time." The By-law was then read a first time. CHILD: MOFFAT: "Tbat the By-law now before the Council be read a second time ,' and that the Council resolve itself into a committee of the whole for that purpose.n The By-law was then read a second time. DAVIDSON: HAlVIlVIOND: NISBET: DAVIS: "That the By-law now before the Council be read a third time this day and that Rule 22 of By-law 1468 be suspended for that purpose," "That the third reading of the By-law be taken as read," Carried.
