A letter from the Brick and Tile Institute of Ontario requesting the use of Canadian Made brick in proposed schools and other public buildings, was r.ead. A letter from the Consumers Gas Company advising of application to the Ontario Energy Board requesting a reduction in natural gas rates effective Octeber 1st was read. DELEGATIONS Mr. Wm. 0 1 Neill appeared and requested early action on the proposed athletic field at Regency Acres Park as baseball dlubs :~.: .. 'x had been organized and they had been successful in lining-up sponsors for the teams with o:.ver 100 boys· taking part and requested definite date on which they could start. Reeve Davis stated that the Council had hopes of obtaining surplus earth for the park from stokk pile on property recently purchased by the Separate School but this would now be held up for permission to use same. When Councillor Child suggesting using'the "Hart" playing field, Mr.O•Neill thought there would be a legal problem if any-one was hurt and that the soft ~all teams were now using the field. Council.lor Moffat stated that.$2,750 for this project had been placed in the, estimates and that although we could not cou~t too much · on earth from the :Separate School property the Council should continue with the money voted and place some top soil over the boulders and · stones. Councillor Moffat believed that a grant of 25% could be expected from the Department of Education, Community Programmes Branch for an Athletic Field. Mr. O•Neill said it would be propably 4 or 5 weeks before this could be done and it would be to late for this year. On a suggestion that the back stop K .. -::± be placed ori another field temporarily, Councillor Moffat declared this would be added expense. Reeve Davis stated that an effort be made to get some type of soil to prevent injury. Councillor Jones suggested obtaining permission to use Mr. Closs's field but Mr. O•Neill claimed it was not satisfactory although he already had permission to use it, and again · -.:; the legal angle entered into the picture and without 'a back-stop and not a proper diamond children might get hurt, Councillor Child asked if arrangements at "Hart's" were made would 1~. O•Neill's league use it. It did need mowing and rolling -lVJr, O•Neill replied they would if it was not being used for sof-ball. Councillor Hammond stated Council may be throwing money away as $2,000. was not enough to do the amount of work required and suggested looking to other possibilites first and endeavour to get approval from the Separate School Board for the use of the surplus earth. The use of the new section of park land at Aurora Heights was discussed but for several reasons it was decided that it was not suitable. Enginaer Mr. Murray asked if the amount of $2,750. and the cost of securing earth in place of the earth from the school property would be considered, After discussion the following motion was passed. HAMMOND: MOFFAT: "That the condition be removed from the $750. for surplus earth from the Separate School Board," Carried, Councillor Child telephoned Mr. Seston, and reported that Mr. Seston agreed to allow the ball teams to use the "Hart"pl:'operty until the Town diamond was ready but suggested that the Town look after the grass cutting. Reeve Davis assured Mr.O•Neill and the ;:-it delegation that this would be done and.everything possible would be done to get the park in shape as soon as possible. Mr. Murray Smith expressed his thanks and appreciation on behalf of the Regency Acres Ratepayers Association for the Councils efforts. CHILD: HAMMOND: "That a letter of confirmation be sent to Mr.O•Neill for the use of the "Hart" grounds reserving Monday_, Wednesday and Friday riights for games, with Tuesday and -Thursday for practices, except when needed for league games." Carried. 12 REGULAR--10-June :E9, 1961 DELEGATIONS (Continued) Mr. Wm. Duckinfield, representing the Royal Canadian Legion of Aurora appeared before Council and requested further extension of the exemption of the property. A letter from John Thompson, Aurora Assesment Commissioner to Mr. Duckinfield was read givllxing his interpretation . ·"' 1 of the section of the Municipal Act in question, The annual memberships, 1 fees of the legion was then presented.. The annual memberships fees of tl~' 120 members amounted to $125. to the local Legion, Receipts in 1959 amounted to $4,894 with expenditures of $4,831 leaving a balance of $63. The Legion donated 25 rentals free to local organizations, Spent ~500. for sports from the general fund, The Poppy Fund is used to assist needy veterans. The Building Fund receipts of $10,909, were all spent and they have a $5,000, mortgage now. CHILD: MOFFAT: ' "That this matter be refereed to the Council as a Committee of the Whole for further study and that a meeting he arranged with the Legio~ representatives, CarrieQ., CORRESPONDENCE-Resumed on Town Engineer's arrival. · A letter from Aurora Heights Limited suggesting the Town undertake the work agreed upon with Mr. Sorbora to alleviate the grievances of the residents of the sub-division was read, Mr. Murray stated that he understood that Mr. Sorbora had set a tentative cost of spproxiamtely $12 1 000, whereas he believed thE could amount to a~ much as $30,000. CHILD: STODDART: "That prices for the work contemplated, received by the Town Engineer beforwarded to ll'!r. Sorbora for his comments and confirmation." C-arried, A letter from Consolidated Building Corporation Limited advising Council that Sanitary Sewers, storm sewers and watermains on JV!Lurray Drive, Sanitary sewers and watermains on Glass Drive, Murray Drive from N.s. DAVIDSON: -11-June 19, 1961 "That this matter be handed to the Town Engineer for report on costs of requirements based on the Highways Department Engineer's report and the Town Engineer to consult with the Roads Committee Chairman thereon." Carried. A letter from L.O. Fiander, stal~g his Department's policy regarding expenditures for material and contracts and call of tenders and forwarded for approval for subsidy purposes, and requesting tenders be called for sand to be used on streets to vover asphalt primer, was read. ' CHILD: STODDART: CHILD: CHORBETT: "That we comply with department rules were possible but explain that in purchasing sand, the most suitable grade is obtained from whichever local ~it has it available at the time of oiling operations." Councillor Jones present€d a report of the Works Committee in which the Committee respectfully submit the following: "That a chain link fence be installed.on the ends of the Culvert on Aurora Heights Drive at approximate cost of $350.00 and the Seal of the Corporation be attached hereto and the same be taken out of Capital Levy" JONES: DAVIDSON: 11 That the report of the Works Committee. re fencing of culvert on Aurora Heights Drive be approved and the Seal of the Corporation be attached hereto." Reeve Davis stated this permanent fence would replace a snow fence which had been used and was required for the protection of the citizens. T~e motion was then carried. i ~~ I _·-..:......-- "-:-., \ - 12TH REGULAR -13-June 19, 1961 Councillor Jones presented a report of the Works Committee in wh~ich the Committee respectfully submit the following: "That the superintendent be instructed to get prices for the painting of white line on Yonge St and it be a solid line from Catherine Ave to the Arena Property." JONES: DAVIDSON: "That the report of the Works Committee re white line on Yonge St, be approved," Carried, Councillor Jones presented a report of the Works Committee in which the Committee respectfully submit the following: "That a hydrant be installed between the last two hydrants on Kennedy St and a hydrant be installed on George St ih front of the Public School at approximate cost of $875.00" JONES: DAVIDSON: "That the report of the Works Committee re fire hydrants on George St arid Kennedy St be approved and the Seal of the Corporation be attached hereto," Carried, Councillor Jones presented a report of the Works Committee in wh~ich the Committee respectfully submit the following: "That the Committee has met and studied the report of Dr, Robert M. King rethe fluoridation of Municipal Water supplies and recommend that no action be taken in regard to this matter at this time," JONES: DAVIDSON: "That the report of the Works Department re fl®ridation of water be approved," Councillor Child questioned the reason for the Committee's decision and asked if it was the cost, or if the Committee members had been listening to Gordon Sinclair. Councillor Jones replied no and that the Committee had .decided that lhhis problem was something that should be put to a vote of the people if in the furture enough interest should demand action. The motion was then aarried, Councillor Hammond made a verbal report on O.W.R.C. matters and stated that Dr. Berry had not been available but he hoped to set up a meeting for Thursday, Reeve Davis stated that members of Council should be present and Councillor Hammond replied that he would contact all of Council if successful in arranging the meeting. 12TH REGULAR -14-June 19, 1961 Councillor Hammond also reported on condition of the park banli stand and asked Town Superintendent Mr. Browning to accompany him to inspect same and decide on painting and minor repars needed, Councillor Davidson presented a report of the Police Committee in which the Committee respectfully submit the following: '~J~.~rx~·i.: t:.l,.c :;~·:=)1 JO:t.·i~ c:f th~} Pol:'Lce Joiunittee re 1J,'3.Xtd.1ing c.:· lj_\;;;;_::·j_,:;;;,.; -;,, __ , L;t0.t'D "That Council approve that -all merchants where possible handle deliveries through the back of their stores," DAVIDSON: JONES: "That the report of the Police Committee re handling o:Ji deliveries to stores be approved," Reeve Davis stated this was required because of the double parking of trucks on the street and obstructing the traffic, The Motion was then carried, BY-LAWS MOFFAT: CORBETT: "That leave be given to introduce a by-law to appoint an assessment Commissioner for the Municipal Corporation of the Town of Aurora and the same.be now read-a-first time,"· Carried. The By-law was then read a first time. CHILD: MOFFAT: CHILD: DAVIS: JONES: HAMMOND: CHILD: DAVIS: "That the by-law now before the Council be read a second time and that the Council resolve itself into a committee of the whole for that purpose." "That the second reading of the By-law be taken as read." Carried, "That the by-law now before the Council be read a third time this day and that Rule 22 of By-law 1468 be suspended for that purpose."
