A letter from Mr. MacPherson, Town Solicitor regarding Agreement
between the Town of Aurora ·and Sunnybrook Subdivision Limited as it
:pertains to the release of a bond held by the Town was read.

A Mr. E. ·it» Bignell of Regency Acres Subdivision appeared before
Coundil concerning an easement between Browning Court and Johnson
Road and stated that this easement was in a state of disrepair and
inquired if CoUncil had done anything to gravel this walkway etc.

Town Enginneer Mr. Murray stated that the Subidi.liivision specifications
call for 4" of gravel to be placed on this walkway and found that 4"
had been put on .and then youngsters ~~i» playing had removed this
gravel. Mr. Murray advised that he will be in touch with the Engineers
of Consolidated Building Corporation this week and wou1d bring this
matter up at that time. Mr. Murray stated 4~.would forward a memo
of this meeting to Mr. Bignell the later part of this week~

Reeve Davis presented a report of the Committee as a Whole concerning
the ~ading of Bu~division Parks in which the Committee respectfully

A meeting of the Committee of the Whole was held
on Wednesday: May: 10th. :1:961, at which the grading of parkland and
conservation areas was discussed.
· 'It was decided that the following grading should
be recommended:
1. Three feet of eareh should be taken off Block A
of Aurora Heights·Subdivision, Registerd P.l.an # 475, to build up the
conservation area. of Block 11 C"
2. Levelling should be carried out in Block D of
Regency Acres Subdivision, Registered Plan # 514.

The Committee recommends that the avove work be
carried out·a a maximum cost of l$5,000.00 which amount shall be
financed by·the'Capital Levy Fund.

of a certain bond held by the Town •.

Councillor Jones presented a report of the Works Committee in which
the Committee respectfully submit the f~llowing:
That the Town proceed to repair some of the streets
in Aurora Hliights Subdivision and that the cost of the job be charged
to the sub-divider. Your Committee feels that this work must be done
for the protection of our citizens.

in Aurora Heights Subdivision be approved~"

Councillor Jones presented a report of the Works Committee in which
the Committee reppectfully submit the following:
That the Town apply to .the Department of Highways
for approval to ~epJ.,ace the bridge on Temperance Str:eet with a
culvert as this bridge is getting in 'bad.shape •. The estimated cost
is a~proximately $1,200.00 plus labor of which I velieve the Department
pays 80% of total cost. . .

REPORTS OF COMMITTEES (CONTINUED)
Counc:Ulor Jones presented at report of .the Works Committee in which
the. Qommittee respectfully submit 1ih~ followi.ng:
That the Town proceed to get prices on the paving
of approximately a milE:! of streets this year and recomend a " · 2 11
hot mixed aspl:ial't:be laid on the present base with the exception of
the odd place which may need some further preparation. The suggested
streets are George Street from Wellington to Kennedy and Kennedy Street
between the first and second creeks.

Councillor Jones stated that if 13. mfie of streets is paved each year
we wfil soon nave all the streets in the Town done. Councillor Child
stated he had advocated this for·the last three years and was glad to
see it finally come to a reality. ·. Reeve Davis felt that some conside.ration
should be· given to Dunning Avenue .· and Councillor Davidson felt that
some Udi:ll consideration should be given to the west end of Tyler Street.
Mayor Nisbet stated it·would depend on the prices received as to just
what streets might be paved this year since there are only so much monies
to spend for this purpose.
The motion was then carried.
C,ouncillor Hammond brought to Councils. attention the matter of motor
repairs at the Sewage· Plant and f!tated ·that tau 'it appea,red there is
no real protection to these motors unless separate fuses are put in
and felt this.is a solution to the problem. Councillor Hammond stated
he was obtaining estimates to do this in order to protect the13e
barometer motors. iax ·
Councillor Davidson reported that Councillor Jones and himself had
investigated the traffic hazard at Mosley and Yonge Street and also
on the east side of Yonge Street by Tyler and fel't that the west side
of Yonge Street at this point was merely a case of Police supervision
and that the No Parking sign on the east side· of Yonge Street might

be moved north of the cross walk and that this aulixxka:&: was also a
case of police supervision. Mayor Nisbet stated he felt that we should
investigate other places in Town and if necessary amend the by-law·at one
time .• Councillor Jones stated that the liox Parking area between
Catherine and Maple on the east side of Yonge Street is very poor due to .
Church Service·· held on Sunday morning. Reeve Davis felt that originally I
Council only recommended No Parking on the west side of Yonge Street North'
and fel:t that the Police mite supervise and keep these corners free.
Councillor Child stated that this matter had been brought up las-t year
and after many meetings was approved because it was a narrow·section
and elmminated a posSible bottleneck at the north end of Yonge'.oS.treet. "1

Mayor Nisbet .stated lllhat a Police Committee meeting should be
held to discuss this matter further.
Councillor Davidson brought forward the matter of an arbitrator to
settle the Police differences and stated that the Police Bargening
Committee had requested the Town to come forward with more names and
then discuss this matter.

the Bargaining Committee of the ~urora Polic.e.
Force· that Council recommend Mr. N. Mathews ·
or Mr. J. Dunkley as arbitrator for their

Councillor Moffat presented a report· of the Services Committee in
which the Committee respectfully submit the following:
That a letter be sent to· th'e <Board of Trade, (Mr. Don
Hamil ton, Secretary) enclosing a copy of the letter which we·
received from The National Parks Branch,· Ottawa.
Also advising the Board that we are interested and willing
to co-operate in finding a proper site •
We also suggest that they ...:·act immediatelY towards the
obtaining of the Bell. ·
We also feel that it is useless to have· further correspondence
with the National Parks BDanch.

Councillor Child presented a report of the Town Planning Committee
in whcich the Committee respectfully submit the following:
That the Town of Aurora adopt the National Building Code of ..
Canada in lieu of the North York Code now being used. This is d$emed · ·.···
to be advise able in view of' North York now using the Natio~Building ···
Code. A considerable number of other municipalities are now us:i.ng
·these regjll.ations. ·

re the adoption of the National Building Code be
approved and the necessary by-law be prepared."

Councillor Moffat brought,forward the matter of a local bus service
in Town and stated that an attempte.& had_been made to recaive a
decision from the Board of Trade and they had advised this matter
had been discussed by themsel:fes and found that if people coming
into the centre of town to visit dentists etc would not benefit the
locai merchants • Councillor Moffat stated we now seem to have reached
an impasse and further she had received a Call from Mr. M. Smith and
he was annoyed with the answer of the Board of Trade. Councillor
Moffat stated that a survey had been made of the bus service in
Regency Acres and had called 1 or, 2 fam~A.lies on each street or a total
of 27 families and 2 of_the 27 indicated they were defintately intere-sted,
4 advised only occasionaly and 21 reported whey were not interested.

Mr. J. Topp advisedCo~ncil he was one of the 27 Councillor Moffat
had phoned and also felt t}la,j; the local bus service_ in Towa, was
premature • Mr. Topp stated the original recommendation was to try
toextend the Gray .Coach service and further that_ the R.I:Ogency Acres
Ratepayers Association had jii~:~cussed a local [Ius service and had
found it was not warranted under a population 1 of 10,000. Mr. Top
stated that Mr. M.Smiths_request regarding local bus service was a
personal one and not that of the executive •.
Town Engineer Mr. Murray requested of Council permission to apply
for 2 radio frequencies. Mayor Nispet ~elt that this matter should
be brought into a proper Committee and Mr. Murray advised that there
was som:e, measu_re of urgency and would like_ authorization regarding
the location. of the requir!ld Sl,lteiJX,la. M~ypr,Nisbet stated thatthe
Coun•y was handling our problem regarding Emergency measures.
Mr. Murray ~hen brought to Councils attention ami an incidental
expenditures were coming up regarding engineering costs and wish to
know who· would authorize same. _ .. It_ was. suggested that if these costs
could not be allocatedander a proper Committee then they be_re~erred
to the Chairman of the Finance Committee.
Councillor Jop.es, bro_ught .~orward the Jllatter of the appointment of a
Weed Inspector and.Mayor Nisbet felt that the Town Super:tntendent
Mr.-Bro~ing might be given authority to delagate a man to handle
this and still leave Mr. Browning as Weed Inspector. It was .decided
that this matter would be left over till next meeting of Council. ·

Councillor Moffat advised Council of her trip to the Town of Renfrew
and mention that the address given by Mr. Wintermyer will be published
in MunicipaJ. magazines. Councillor Moffat stated that his taJ.k had
~!l~f!d up to very little regarding the County. m.ethod. of. go. ve .. rnment. aJ. th-
~~H once resolution was found to be ~nteresting and this resolution
in part recolilmended that the association petition the government of
the Province of Onta.Eio to investigage composition and funct.ions of
County Council, changiB in boundaries, studies of costof County system
and amendments to the MunicipaJ. Act for the necessary changes.
Councillor Moffat stated that the O.M.A. is to p~epare a brief for a
RoyaJ. Committee to investigate the County system. Councillor Moffat
further stated that a further meeting would.be held in Windsor, Ontario
at the end of August.
Mayor Nisbet stated that it was time to consider street lights at
. the end of Yonge Street and felt that the Avrora Hydro should be
advised accordingly.
Mayor Nisbet .advised Council that the ReverendJohnMorris would be
moving from the Town of Aurora and felt that Council should write
him a letter of appreciation •

Deputy Reeve Stoddart advised Council that a new Committee had been
set up in County Council this year with regards to Assessment and
advised that a meeting of Assessors would be held at the County
Buildings on May 18th and that Aurora Assessor Mr. Thompson had b.een
requested to speak for a few minutes at this time.

Reeve Davis inquired of Council as to progress regarding the services
to the Canadian Tire Store and Councillor Child advised that these
services are now connected.
Reeve Davis inquired as to progress regarding annexation at the
South end of Town and Councillor Child advised that this matter i
had fallen flat because of ·• the extremely high cost of this particu18Jl ·
section of land. · · · ·
Councillor Davidson stated that 2 molllthsago Council had decided ill
regarding the hiring of a girl for the police office during the summer
ma:tk months and that the Chief would now like the girl in the office
on X Saturdays to prepare for summer work. Councillor Davidson stated
if so authorized the Chief will contact the High School for the best
gEXX girl obtainable. It was decided that the Police Committee would
arrange this matter.
Councillor Davidson advised Council that 2 years ago the chi~fs of
York County had organized a police chiefs meeting and it was .very
good and now. the Police Chief wishes to sponsor this meeting·this
year in the Town of Aurora. M,Jux Mayor Nisbet inquired as to what
this meeting would cost and was advised between $50.00 and $99.00.1
Mayor Nisbet stated that the Police Committee could settle this matter.
