STODDART CHILD, CORBETT, DAVIDSON, HAMMOND, JONES, MOFFAT. nThat the minutes of May 1 and 15 and Special meeting May 23rd 1961 be ·adopted as printed and circulated." Carried. A letter from the AuDora Women's Institute thanking Council for the Flower arrangement sent them on the occasion of their fiftieth Anniversary was read. DAVIS: "That this letter be received and filed." STODDART: Carried. A letter from the Aurora Fire Department advising Council of a recommendation that a hydrant be installed on Kennedy St. W and further that a hydrant be installed on George St. in front of the public school was read. · DAVIS: HAMMOND: "That this letter be referred to the Works Committee to obtain estimates and report back to Council." Carried. A letter from Consolidated Building Corporation Limited advising Council of a further charge of $ 1,200.39 for work done on the half round pipe to the westerely drainage ditch and advising Council that pursuant to a previous agreement the cost of this would be shared equally by the Town and themselves was read. CHILD~ CORBETT: "That this letter be referred to the Engineering Department for report." Carried. 11 REGULAR June 5, 1961 -"2- A letter from the Ontario Water Resources Commission in conaection with the reports on the Sewage Treatments Plant in Aurora and requesting that a meeting between members of Council and members of the O.W.R.C. at their offices be held at as early'a date ·as possible was read. DAVIS: HA!VIMOND: "That a meeting with representatives of the Ontario Wat·er Resources Commission be held this month." Carried. A letter from Queen City Storage Limited in answer to a l.etter · forwarded by Council regarding smoke Abatement and advising that the sale of their property has been cancelled for the present and further that they are experimenting with better grades of caal and in addition considering the instalation of a stoker at the present time was read, DAVIS: CHILD: "That this letter be received and acknowledged and referred to the Services Committee." Carried A letter from the Bargaining Committee Aurora Police Department advising Council that the two name.s submitted for their consideration were unacceptable and further requesting Council to notify them in writ~ing that Council would not accept the four names submitted by the Bargaining Committee to enable them to refer this matter to The Attorney General of Ontario was read. Councillor Child stated that at a previous meeting the Bargaining Committee had stat.ed they had four or five names to put forward for Councils consiaeration and that they had contacted only a Professor Taylor· who had stated his willingness to stand. However the Bargaining Committe.e had advised Council that they would contact the other names and would advise as soon as possible if they were willing to stand also. Councillor Child stated that to this date this had not been done. CHILD: DAVIDSON: '·r· "That a letter be written the Bargaining Committee the Town of Aurora Police Department to ascertain if all of the four names submitted by themselves originally had indicated their willingness to act as arbitrator or otherwise and to point out that Council has not turned down the names submitted." HAII'll.VIl\IND: "That this letter of resignation be received MOFFAT: reluctantly and .that the Recreation Commission to submit further names from the Ministerial in orderthat a representative may be. appointed," Carried, A letter from the Aurora Memorial Arena Board advising Council that the Arena Parking Area bordering on Yonge Street is being fenced and posted in the.interest of safety and convenience for patrons of the Aurora Memorial Arena was read, · Councillor Hammond stated the intention of the Board is not to restrict transient parking at all put to definately restrict those who leave there vehicles parked in the area for an indefinate period of time and also to restrict the use of this area as a fast turn around point causing hazards, CORBETT: "That this letter be received and filed," CHILD: Carried, A letter from the Canadian Girl Guides Association of Aurora thanking Council for their donation of Twenty-Five Dollars was read. DAVIS: "That this letter be received and filed," CHILD: Carried, A letter from Sam Sorbara Real Estate Limited advising Council that they are preparRllling a report on the possiblity of constructing and operating a Motel in Aurora and asking Council if they would indicate their, feelings in this matter was read, · ·· HAMMOND: STODDART: "That this letter be referred to the Planning Committee for approval." CArried, ·" 11 REGULAR ... 4-June 5, 1961 A letter from the Department of Municipal Affairs Community Planning Brankh regarding appointment of members to the Committee of Adjustment was read, CHILD: DAVIS: "That a By-law be presented in accordance with the instru~tions of the Community Planning Branch," Carried. I .· A letter from Dr. King of the York County Health Unit advising Council that the Board of Heal.th of York County is requesting its Solicitor to prepare an appropriate by-law to cover the entire County is so far as Plumbing inspection is concerned was read, DAVIS: "That this letter be received and filed," HAMMOND: Carried. A letter from The Royal Architectural Institute of Canada concerning an inventory of all buildings in Canada which in. its opinion are both historically and architectually significant and requesting assistance to Council to express to this office its views to which local structures would be considered eligible for inclusion in a national inventory and further requesting that preservation of these structures be insured was read. CHILD: HAMMOND: "That this letter be referred to the Services Committee for study • " ,,.-...., Carried, DELEGATIONS A Mr. Peter Hertsberger appeared before Council to advise on the present situation concerning the dome digestor at the Sewage Treatment Plant and stated that on behalf of the firm of Procter and Redfern this dome had been ·constructed by Pierce Construction Limited in the first instance. Mr. Hertsberger explained that the specifications hadcalled for this dome to be both gas and water tight and subsequently several things had been tried. He explained that a coat of latex had been applied and this had also failed however last year we tried a synthetic plastic coat and have left this coat on the dome for a year now. Mr. Hertsberger. stated it was inspected the other day and it appears to be satisfactory at this t~e other then 12 places where boils are still occuring in the dome, He e~plained that it is believed that by cleaning out th.ese bo1ls and applying the synthetic plastic to the original dome the problem would be solved and further that this day we had followed this procedure on two of these boils and will see if they still hold in 2 weeks time and if mk satisfactory then will do the rest. Mayor Nisbet thanked Mr. Hertsberger for appearing this evening and for endeavouring to find a solution to this problem. I . I ~ ! I ~- .. 11 REGULAR - 5 - June 5, 1961 A Mr. Holmes appeared before Coun~il on behalf of the Aurora Recreation Commission and explained that the ball parks available in Town at present are not sufficient for the.numerous activities taking place. Mr. Holmes stated that only one playing field is adequate and felt that the s:i..te chosen at Ree;encyAcres for the back stops was not adequate since it is too clos.e to hoy.ses and the stre.et, Mr. Holmes stated he felt. a be.tter place would. be · · on. the west side of the field with the outfield to the public school and that the players would be facing' wes·t. Mayor Nisbet stated thatthe topography of the ground decided on the placing of the ballpark and that a considerable sum ofmonies had been · spent to put this ballpark in condition and further that the top soil for the Separate Sc~ool grounds is no,t .availabl.e for our ' use. The Town Engineer Mr. Murray stated tha1; $5,067. 04 had been spent to date on both park areas. Mr. Murray· state,d it. would require an additional sum of $2,750.00 to carry out a proper job on .both the park and school grounds. Don Glass explained that pressure from Regency Acres residents had been placed on the Recreation Commission and that they are only passing it on to Council now and further felt that we should try and obtain a solution to this problem this. evening, . Mr .• Glass stated he, was ·quite amazed to ascertain that so much money· has already been spent on the ,parks at the north and south end of Town. Councillor M0 ffat inquired if there were any capital funds available for use to place this park in proper condition. Councillor Hammond stated that we mitR' might resolve the material regarding the Separate School top so~l later this eve±nging, Councillor Jones stated it was foolish to erect a backstop etc, and not put up a decent ballpark and felt that we shouldn.ot undertake to do·a half a job. Councillor Davidson stated that Aurora has become a. sports minded Town.and we must now look for adequate grounds for the sports. Mr. Holmes then thanked the Mayor and Council and stated he was appreciative of Councils interest in this matter. MOFFAT: HAl\!1\!0ND : "That the Town spend additional $2,750.00 towards building up Regency Acres •Park, this pending on being given KE permission to use fill from Separate School area and the Seal .of the Corporation be Attached hereto. That this amount be taken from the Capital Levy Fund," Carried, REPORTS OF COMMITTEES Deputy Reeve Stoddart present a report of the Finance Committee in which the Committee respectfully submit the following: A Committee meeting was held on June 1, 1961 and thoroughly discussed matters relating to employee benefits and in particular to that of sick pay credits. Each permanent employee shall have posted to his sick pay credit at the end of each month, one day sick pay credit, calculated from June 1st. 1961 on. 2j No sick pay credit li!HaX will be cumulative after 12 full days I 1 3. 4. §, allowed per year. No sick pay credit will be allowed when an employee's absence through "illnesss is for a period of three days or longer "unless a Doctor's Certificate is produced f111r such illness. Extenuating circumstances may be referred to Council for further consideration. Should an employee be covered during time off through any other insurance coverage then" above sick pay credit will not apply. STODDART: "That the Report of the Finance Committee re ~ sick pay credits be accepted." DAVIS: Councillor Davidson stated that these credits are not accumulative and wonder if any pay is allowed for the 12 days. Mayor Nisbet stated no and that this matter came about due to the request of the Town employees 'to change their present insurance DmlllU~ coverage. Police Chief Langman inquired if the Town employees were aware of ki this and Mayor Nisbet replied that this report is being approved this evening so that the Town employees will be made aware of it at the'general staff meeting to-morrow evening. The motion was then carried. STODDART: DAVIS: "Resolved that the account of Wellesley Construction Limited as recommended for payment by the Town Engineer in the amount of $4,843.00 be approved and the Seal of the Corporation be attached hereto." Carried. Following sonsiderable discussion it was duly recommended that consideration of this request be declined and that no change in the present procedure of meetings of Gouncil and its committees be recommended." • ~ STODDART: DAVIS: "That the report of the Finance Committee regarding request from York Central Pictorial be accepted." Carried. Councillor Jones presented a report of the Works Committee in wh ich the Ckmmittee respectfully submit the following: 1. That approximately 15,000 gallons of asphalt primbe be ordered from the Miller Paving Limited at the cost of 24 cents per gallon and that this be applied to our streets as soon as · possible. 2. That the Town Foreman be authorized to purchase 110 tons of sand, for the purpose of covering said asphalt prime, from whatever Pit we can.get the most satisfactory material, at approxi~ately one dollar a ton. JONES: DAVIS: "That the report .of the Works Committe regarding ashpalt prime and sanding, be approved and the Seal of the Corporation be attached hereto." ' Carried. K.J. Beamish Construction. Approximately 10,500 sq.yards on George St. and part of Kennedy St. West at 74 cents per square yaarda. That the report of the Works committee re paving of George St and part of Kennedy St. W ·be accepted and the Seal of the Corporatio.n be attached hereto. Carried. '>". 11 REGULAR -8m- JUNE 5, 1961 Councillor Hammond made a'verba1 report regarding the progress of the airstrip and advised that an Inspector from the Department of Transport had visited .Aurora and had seen several sites and that a letter·wilJ:eebe forth coming from the Department of Transport with regards to obtaining a license, Councillor Hammond stated that the Department of Transport are definately interested in a location of an airfield in this area, (---, I l ,..__,! Councillor Davidson presented a report of the Police Committee in which the Committee respectfully submit the following: · That the application of William George Walker, Yonge St, N, for 3 Cab operators license be granted, DAVIDSON: That the report of the Police Committee re cab operators JONES: xim«KBK license of William George Walker Yonge St. N~ Aurora be accepted," Carried. Councillor Davidsonpresented a report of -the Police Committee iri which the Committee respectfully submit the following; DAVII/SON: JONES: JONES: DAVIS: That the application of John Wilson A, Rank, 11 Machell Ave and Edward Sheehan, 112 Arden Ave., Newmarket for taxi drivers license be granted, · That .the report of the Poli:e Committe re cab drivers license of John Wil'son A Rank ami 11 Machell St and Edward Sheehan, 112 Arden Ave. Newmarket be accepted, Carried, "That Mr. J, Goulding be appointed Weed Inspector for the Town of Aurora at a Salary of One Dollar per hour and mileage for car and that the aecessary by-law be prepared-and the appointment to be for the months of June, July and August, Carried. Councillor Hammond request of Council that Council obtain other prices with regard to tlie cost of the proposed moving of earth in the park lands in order to compl'y with a motion of last 'year• s Council. Councillor Hammond stated that on Sunday evening the white lines at the in.tersection of Yonge and ·Wellington Streets where not in existance and almost caused an accident. Col).ncillor Hammond felt that the pedestrian stop lines should now be pained and kept in visible operation at ·all times, It was deciaed that this painting would take place the next day.- i I til -.·'{1 11 REGULAR - 9 - . June 5, 1961 Councillor Jones stated he had looked at the Town Building on Gurnett Street and felt it was an excellent barn if painted and .could be used for the purpose of storing recreation equipment, It was decided that Councillor Hammond would look 'after this matter. Councillor Jones reported that :Dhe Remington Rand parking lot had now been extended as requested. Council reverted to Delegations in order to hear representatives fr"om Consolj.dated Building Corporatton, Mr. Shankman, Mr. Horgan and Mr. Thomas representing Consolidated Building Corporation Limited appeared befoee Council following a requestei!S. that they atd!end a meeting concerning a dispute between the settlement of certain acc·ounts between the Town of Aurora and C ,B .C, Mr. Shankman advised that C .E.C. had forwarde.d .a cheque in full settlement of this account and apparently this had not proved satisfactory to the Town of Aurora. Mr. Shankman stated that the Industrial Road on Murray Drive the cost of which he felt was to be shared on a fifty-fifty basis between C.E.C, and the Town of Aurora • Mayor Nisbet read a let.ter from Mr. Shankman and stated that the Towns interpretation of this matter wasthat the sharing of the cost of the road would be the cost of thedifference between the residential road and the industrial road only. Discussion followed this matter and it was decided that Mr. Horgan the solicitor for C.B.C. and Mr. MacPherson Town solicitor would get together and determine the proper interpretation of paying this account. The cost of oversizing on Murray Drive was brought forward and Mr. Shankman contended that the $850.00 paid to the Town of Aurora rightly belonged to C.B.C, and should be forwarded to them, Mayor Nisbet read minutes of August 1960 concerning the payment of this amount of money. s The quetion of Jroctor and Redfern Engineering charges of 6% was brought forward and Mr. Horgan co.ntended that if the Engineering charges were to be charged to C.E.C. it should have been included in the Subdivision Agreement originally. This matter was left over. Mr. Shankman brought forward the matter of sharing the cost of the westerly drainage ditch, It was decided that Mr. Horgan and Mr. Mac- Pherson would continue to study this matter of the payment of accounts between the Town of Aurora and Consolidated Building Corporation Limited. June 5, 1961 Councillor Hammond brought forward the matter of soillli deposited by C.B.C. pn the Separate School property in Regency Acres and inquired of lVIr. Shankman if the Town might obtain some of this soil to place on the park. lVIr. Shankman stated that he had no objection to the Town moving the excess fill as a; long as the ground was left level and lVIr. Horgan stated that he would write a letter to the Town regarding this matter. BY-LAWS A By-law to issue debentures in an amount of $355,000,00 for the purpose of erecting a public school in Aurora Heights Subdivision. JONES: HAlVIlVIOND: STODDART: DAVIS: MOFFAT: CORBETT: "That the By-law.now before the Council be read a third time this day." "That the third reading of the By-law be taken as read," Carried. "That leaue, be given to introduce a By-law to appoint an Auditor for the.Town of AUrora and that the same be now read a first time." Carried. The By-law.was then read a first time. DAVIS: CHILD: "That the by-law now before the Council be read a second time and that the Council resolve itself into a committee of the whole for that purpose." Carried. The By-law was then approved by Council.in a Committee of the Whole; HAlVIlVIOND: DAVIDSON: DAYIS: CHILD: "That the by-law now before the Council be read a third time this day and that Rule 22 of By-law No, 1468 be suspended for that purpose,• Carried.
