Line, 109 No:vthiand Ave. Toronto requesting Councils permission to open a driving school in Aurora was read. DAVIS: STODDART: "That this letter be referred to the Police Committee for study and report." Carried. A letter ~rom the Ontario Municipal Association regarding the eighth Annual. Conference of the Town .and Village· Section of .. the. Ontario ~l , , ~uniciapal Association being held in the Town of Renfrew on May 12 & 13th 1961 was read, also included was.the following resolution. . Whereas there has been no major revisions in the composition, selection and duties of the 9ounties and county councils since Confederation, And Whereas there has been a great shift in the economy from' rural to urban in the same period; -·':>,', '• . And Whereas the bulk of tb.e population and assessment now is. in , , the urban municipaliteies within the county: Now therefore be it resolved that the Town and Village Section of the Ontario Municipal Association petition the Government of. the . Province of Ontario to appoint a Royal Commission to investigate the following: . ' (aJ · The' composition',seiection, function and boundaries of counties and county councils. (b) Cb.anges in boundaries of municipalities to take into account the changes and needs of socia-economic areas. · . (c) Studies of, the comparable cost of the administrative functions · · and the efficiency of counties and territorial districts of the Province of Ontario. i ~· (d) Amendments to the Municipal Act to implement the necessary changes. Counc~++9r.Mgffat.~~ll attend this Conference on May 12 and 13, 1961 '-' 8TH REGULAR -7-APRIL 17, 1961 A letter ~rom the Township of King enclosing a copy of a resolution passed by the ~ouncil of King Township on March 30, 1961. WHEREAS it has been announced that the Government of the Dominion of Canada and the Province of Ontario intend to pay the full cost of approv~d Vocational School Education. THEREFORE J!E IT RESOLVED that the .Aurora District iiwnt.:.tJuq:xilll: High School Board give its earliest possible cons.ideration to establishipg the provision for Vocational School Education. \ ' '• ' • •v Reeve Davis stated that he had attended a meeting held by the Aurora Junior Chamber of Commerce when a Mr. A. Pigott, Director of Adult Jl)ducation of Toronto spoke on the, urgency of more training schools in Ontario. Councillor Mo:!:fat stated this was indeed a. sUp in the right direction • Mayor Nisbet requested a meeting be arranged between· the High Schhol Board and Council. CHILD: HAMMOND:· "~esolve that the. Council .of the To.wn o:f Aurora endorse· the .. resolution passed by the Council of the TownShip of King on March 30' 1961." Carried. A letter from Mr. w. D. ft'aritw Wardleworth, 37 Kemano Road, Aurora regarding mounds of earth which were left by builders just west of this property was read. · · The Town Engineer, Mr. s. Murray stated that Kemano raa.d was graded good but c,uts off just at this property. Tt;.e mounds of earth are on property belonging to King Township. Mr. Murray stated he had been after the Subdivider to come up and clean up the Subdivision but had got no where with him. Councillor Davidson suggested having Mr. Sorbara come up and meet with Councilpn this problem and also to talk over what is going to be done re the Commercial property in Aurora Heights Subdivision belonging to Mr. Sorbara. DAVIDSON: MOFFAT: JONES: HAMMOND: "That Mr. s. Sorbara be requested to come up some Saturday, as soon as possible to see . what can be done re the above." Carried. "That a letter be :Sent to Mr. W. D. Wardleworth!· · stating that a meeting was being arranged between the' Subdivider and Council in regards to this matter.and also .stating that complications were involved as this land belongs.to King Township." Carried. 8TH· REGULAR -8-APRIL 17, 1961 A letter from the City of Windsor enclosing a copy of a resolution adopted by the CoUncil of the City of Windsor on April 3, 1961 as follows: "That whereas under the provisions of Section 10( 1) of The Assessment Act,. R.s.o. 19GO, a telephone company earring on l:>usiness in a city, town, village, or police village, in additior~-1 to· property assessment to which it may be liable, shall be assessed, lr 60% of its gross receipts from facilities located in such '~' municipalities having a population of under 100,000, and for 75% of its gross receipts in cities having a pophlation of not less than 100,000; And whereas Section 13 of the Act limits the taxation on the \ assessment Jl represented by gross receipts to 5% of the total gross receipts of a telephone company, thereby,reducing, in most instances the tax revnue to which the municipality would .otherwise be entitled; And whereas the effect of such limitation becomes the responsibility of the municipality, charged to its general funds, and not to any body for which. a council is required by law to levy and impose taxes, ;thul! imposing a direct burden on'the 'general municipal taxpayers for the benefit of privately-owned corporations; Therefore be· it resolved that the Provincial Governmeni; be requested to consider seriously the. repeal of Section 13 of The 'Assessment Act which limits taxation of· gross· receipts of a telephone company to 5% of the total of such receipts; And further, that this resolution be forwarded to the Ontario Municipal Association, the Assodiation of Ontario Mayors and Reeves and to all Ontario Cit'ies and Towas for endorsation." · JONES: DAVIl!!S: Carried. be -study and A Letter from the. Carried. l I ! I '---' I~ I i 8TH REGULAR -9-APRIL 17, 1961 iDELEGATIONS Mr. o. Line of Toronto was'present regarding' the letter to open a d:riving school in Aurora.' Mayor Nisbet ~u:.t explained to Mr.' Line that this letter would be turned over to the :Police Committee for study and ·they would report back to Council on this application. Mr. Line stated that when the school was .in operation he would ~e moving to Aurora. " Carried. Re,ev:e Davis .asked Town Enginneer Mr. s. Murray to read the report presented to Council regarding the Inspection of Bapkyarss through- out the Town of Aurora. Mayor Nisbet stated this was a ve,ry good ~eport and reflects very well on the Town as there is orily 48 properties against which there are complaints. There are 11 of these properties that are d!lfinately fire hazards and .some thing should be ~one about th~se right away Mayor Nisbet stated. Reeve Davis complemented the Committee on this report. '· 8;r,iH REGULAR -1o-·APRIL 17• 1961 Councillor Davidson stated he felt the Town barn on Gurnett Street should be torln down as this was no longer needed. Mayor'Nisbet stated that steps are being taken to clean up Town. property. Councillor Child asked why no mention of improvements around creeks had been made and felt this should be listed under general cleanup. Th.e Town .. ~ ... Engineer will look into this matter. Councillor Stoddard stated he felt the fire hazards should bl:! tackled ;first. and to keep after' all the other property owners t.o make sure every one is cleaned up.~ JONES: MOFFAT: "That this report be accepted and letters be sent to all these property owners asking for their co-operation in cleaning up these lands." DeputyRee'!Je Stoddart presented a report of the Finance Committee in which the Committee respectfully submit the following: ' STODDART:· CHILD: "Resolve that the payments fo:r the following items be taken frqm the Capital Levy Accounts" Steam Jenny Snow Wing $2.028.00 $ 950.00 That the report of the Finance Committee re payment for Steam.Jenny. and Snow Wing be accepted and the . ~eaJ, of the Corporation be attached hereto." Carried. Councillor Hammond pre,sented a report of the Property Committee in which the Committee respectfully submit the following: "That the Town purchase a 1950 International Tank Truck to facilitate the removal of digested sludge from the S.D. Plant digester. It has been thoroughly discussed in committee that -. some work will be required :to improve the appearance of the vehicle but from the mechanical aspect should give satisfactory service to the Town for some years. The committee recommend the pruchase of this vehicle aat a cost not exceeding $1.400. -l i I r. ·.·~· • ,. §TH REGULAR ' ' HAMMOND: CORBETT: ~11-April 17, 1961 "That the report of the Property Committee re purchase of Tank Truck now before Council be accepted and the ~eal of the Corporation be attached hereto," Discussion followed this report and Councillor Hammond stated that there were some parts of the "\ir~ck t}fatwould not be needed and there- fore they could be resold, Reeve Davis asked the mileage of the truck and was informed it was 82,900 mile,s, . The size of the truck is 12,00 gallons. Mayor Nisbet stated that the urge for a tank truck was an urgent one as Collis Leather truck is not always available, !Deputy Reeve Stoddart stated that 1/3 of the cost of the truck . would be recoverable. Councillor Jones stated he thogght the Town would be buying a heap of trouble as the truck was an old one , Councillor Hammond stated that appearance does .leave something to be desired but mechanically the truck is very s?und, : Councillor Davidson stated the truck was not much to loo·k at but .would be good f-or 2 or 3 years and then we would still have the tank, Councillor Hammond stated they had seen another truck but the mileage was fourt times as great and the mechanical aspect was not as good, Councillor Moffat ask the cost of. putting it in working order, Councillor Jones said he would like to have a demonstration before buying truck, Councillor Hammond stated the situation wa s this that we have a change to buy a tank truck with no repairs needed or no:t problems .,~~ as e.n--alternat:i?.·e this ane at · -at between $5,000 to $6,000 or as an alternative tlllis one at $1',400. The motion was then carried, I Councillor Davidson presented a verbal report of the Police Committee and stated that the Committee had met with the Police and that the Police had requested another meeting but that the Police Committee were powerless to grant another one , The Police were asked if they were prepared to take the offer an~ they answered no, Councillor . Child stated that the Police were just tossing the ball vack "t;o us so that Council would have to say we should go to arbitration , Councillor Child state.d that the Editor of the .Banner had been very fair in his report of the meeting which was published in the paper, Mayor Nisbet stated he spoke for the whole of Council in stating that the last thing we want ts to go ~o arbitration and that there is only 1 point 4ifferent and it is up to the Committee if they want another meeting, Councillor Davidson stated the police were asked what they considered a fair increase and they stated $500.00. JONES: "That we have another meeting with the DA11IDSON: Police and try to iron out t~e difficulties." Mayor Nisbet stated the Police Committee had done a good job and that. the Police Committee were unamimous regarding hold the line policy • 8TH REGULAR -' i ;;; 12-April 17, 1961 Councillor Child stated that at the next meeting with the Police he· would like to have the minutes taken• Councillor Jones said that· at the last meeting 1 or 2 statements were made that ire would like to have clarified. STODDART: DAVIS: "That Council as Committee C>f the Whole meet with the'Police on Monday April 24th at 7<00 p.m." The Amendment was then carried• Councillor Child presented a report of the Town Planning and Works Committee in which the committee respectfully submit the following: 11 Thatat a meeting held at 7.00 p.m. on April 17th. 1961 the matter of supplying water· to. the Canadian Tire Corp was diE:JCUE:Jsed. After discussing the. various problems that might be i.nvolved, it was agreed to supply them water providing: 1. That· ,they are able to ()btain a permit from the Department of Highways to cross .under Yonge St., , ·it 2. · ~h13.t they will pay for the entire installation including the meters. 3. That they will agree to pay the "double rate" which applies ato all users of Aurora water who are located out of Town. 4. Work to be.done under the Town of Aurora's supervision. CHILD: JONES: "That the report o:f the Town Planning and Works Committees be accepted and that the Canadian Tire Corporation be advised of its contents." · Mayor Nisbet stated that we are reluctant to sell water out. of Town and hope that it wont be long before the Canadian Tire Store is part of Aurora. The motion was then carried. UNFINISHED BUSINESS Councillor Moffat read a letter from the Gray Coach lines regarding the Bus service • The. Gray Coach Lines .stated in there findings that it was not feasible to increase the service at this time. Councillor Moffat asked· that a copy of this letter be sent to Mr. Murray Smith, President of the Regency Acres Ratepayers Association. Councillor Moffat inquir~dif.a;p:y thing.had been.done regarding the bicycles being left on sidewalks and was advised the Police would look into this.matter. - 1t . -.-i 8TH REGULAR -13-April 17, 1961 Councillor Moffat stated that a meeting would be held with the Board of Trade in regard to placing of the Cairn. Councillor Corbett suggested placing this cairn on the corner of the Legion Property. Also suggested was the place where at the old cannon use to sit • ! Mr. s. Murray, Town Enginner, introduced Mr. J. Knox from Canadian Bri tiah Engineering Consultants who showed CounQil plans for the Utilities and Road Works for the extension of Edward Street s. . - The documents are the same as Industry Street but not ready as yet. Tenders will be called for next week and will get the Ontario Water Resources Commission approval at the same time. Tenders will be called :for two types of construction for Council discussion latel'. Mayor Nisbet stated that the 2 parties involved should see plans before we go ahead. DAWIS: CHILD: "That we authorize Canadian British Engineering to call for tenders and that application to the Ontario Water Resources Commission be made Carried. Mr. J. Knox would like a copy .of motion when tenders approved. !.Mayor Nisbet stated that Deputy Reeve Stoddart and himself had attended the Workshop for Community ~orkshop. 'B&@$ . . .... . Councillor Davi~son stated that Mr. s. Sorbara be asked to come up and meet Council regarding a general clean up in the Subdivision and also what his intentions are •egarding his Commercial property in Aurora Hights Subdivision. BY-LAWS MOFFAT: CORBETT: "That leave be given to introduce a By-law to require a deposit for sewer -drain inspection or repairs and the same be dow read a first time." Carried All in favour of the first reading of the By-law. A DVIS: CHILD: "That the By-law now before the read a second time and that the resolve itself into a committee for that purpose • Carried. Reeve Stoddart stated the fence at the Town park was also in need.of'. repairs.; The Property CoJDihittee will bl:kl:: look after the band shell and Bert Harris to be hired·· to clean up park and look after it. · -·\ ~ ,__ '-:..~ ~. 8TH REGULAR -15-April 17, 1961 Councillor Child stated that a letter should be sent to the metchants handling fireworks requesting that these be not put on sale until a week before the .24mh. of May. Reeve Davis stated that there was a parking problem on Victoria St~ as there were 5 churches in this area. Victoria Street is on the fire route and parked cars present a problem when there is a fire. DAVIS: STODDART: "That approximately $300. be approved for the purpese of providing a parking lot on the old Public School property south of the Fire Hall Parking lot and the Seal of the Corporation be attached hereto." The work on this parking lot is to be carried out by Town employees and the Town trucks and grader are to be used to keep costs down. Mayor Nisbet suggest that a walkway should be put through to Yonge St. Councillor Corbett asked what was to be done with the parking lot behind the Post Office and it was decided to waite until the mud dries up and then the Works Committee would inspect this area. Councillor Moffat inquired regarding the weed situation and was informed that property owners were noti!ied if weeds were found to be high on there property and if »attmg nothing was done to ·remove them the Town would have them cut down and the property owners would be charged.for the same. Councillor Jones w stated that the Weed Inspector for the County had been down and.requested that he be notified when a meeting would be held and he would attend same. Councillor Jones said there would be a meeting in the later part of April or the first of May. Mayor Nisbet offered to lend the Town his weed sprayer at any time. Reeve Davis stated he had received a call from Mr. I. Dadson of Wellington St. w. in regards to planting trees along the northside of Wellington St. W oppommte the property owned by Mr. Dadson, Mr. Terry and a Mr. Me.Donald. Mr. s. Murray stated that there was a sanitary sewer in this area. It was decided to referr this request to the Works Committee for study and to meet with gkR these gentlemen. Mr. A. Gough and Mr. J. Brown attended Council to request the use of the Arena for the changing of uniforms when a rugger game is to be played. He was advised that permission would have to come from the Arena Board and that a meeting of this Board was being held Wednesday. Mayor Nisbet will be officiatang at the opening of this game which is being held on May 27th. at 2.30 p.m. Councillor Moffat was invited to attend and take part in the opening ceromonies.
