"That whereas under the provisions of Section 10( 1)

on l:>usiness in a city, town, village, or police village, in additior~-1
to· property assessment to which it may be liable, shall be assessed, lr

municipalities having a population of under 100,000, and for 75%
of its gross receipts in cities having a pophlation of not less
than 100,000;
And whereas Section 13 of the Act limits the taxation on the
\ assessment Jl represented by gross receipts to 5% of the total gross
receipts of a telephone company, thereby,reducing, in most instances
the tax revnue to which the municipality would .otherwise be entitled;
And whereas the effect of such limitation becomes the responsibility
of the municipality, charged to its general funds, and not to any body

;thul! imposing a direct burden on'the 'general municipal taxpayers
for the benefit of privately-owned corporations;
