A letter from Thomas McPherson, Town Solicitor regarding the
redevelopment of the main business section of the Town of Aurora
and advising Council that before a By-law may be passed for the
redevelopment of a parking area it will be necessary to consider
the following points: . ·
(a) The cost of rental or purchase of lands to be used for parking
area. 'W
(b) The area required by the Town for a parking lot must pe defined.
(c) The cost of construction and erection of parking meters.
(d) The proportion of oosts to be born by each parcel of land affected.
(e) Arrangements for financing this project mast be considered.

A letter from the Township of King P.lanning Board concerning a
resolution of the Aurora P.lanning Board regarding t~e conservation
of streams and advising that the Township of King Planning Board
endorses this reso;j..ution and assures the Town of· Aurora the
c·o-operation in this matter was read.

A letter from the Minister of the Department of Highways for Ontario
regarding the Town of Aur.ora request for the improvement to the grade
line of Highway 11 south end of Yonge St. in Aurora. The Minister's
letter oulined the following two points.
l• (a) The 500 feet vision curve allows adequate stopping sight
distance (i.e. driver's eye level to 4" above the pavement) for a
speed of 'forty-five miles per hour. Should tne object neces.sitating
the stop be another car or a person, the vision distance would be
500 feet which is acceptable for a spe~d of 65 miles per hour.
The speed limit through :.;tfl.is area is 40 miles per hour 1 and,
with continuing expansion and development of the adjacent property,
will certainly not increase. I tJelieve that the vision is completely
adequate.

(b) The bridge causes·a blind spot to the driver which prohibits
his vision of about 200 1 of highway, The position of this obliterated
portion of Highway is, however, a minimum of 1000 1 in front of the car.
Th,e driver has a completely unrestricted view of the pavement for the
above minimum 1000 1 from any position on the grades north .. and south., ·
of the underpass. -~is ion is entirely adequate. . . ~~
(c) The south approach grade to the subway is 5%, the north grade ·
3.16%. According to ·our present criteria these grades allow a·
60 cm.p,h. and ~0 m.p.h. design speed, respectively, They could
hardly be considered haxardous at 40 m.p.h.
{d) The minimum vision distance to the Murray drive traffic lights for
a north-bound friver is 1200 feet. The grade line allows a vehicle
storage area of 900 feet in length two lanes wide (72 cars) before
the vertical curvature limits the light distance to 500 1 , Since this
500' vision is adequate we do not anticipate ~ such hazardous
situation as indicated by Mr. w. Langman, the' Police Chief.
The Sterling Drug Co entrance is restricted to use by vistors
vehicles only, Commercial vehicles enter via Murray Drive, and this
limiation may be enforced by removal of the access shou~ the
Sterling Drug Co{ violate the terms of the permit• '
2, Regency Drive is in a position about 90feet north of the.,crest
of the 500' vertical curve. Vision :to the nqpth from this entrance
is unlimited, however, to the south it is limited to 700 1 vision
vehicle to vehicle. As stated :E::e: previously vision from Regency Drive
or for a driver on Yonge St. is well above that necessary in a 40 m.p.h.
area. We haO. considered the possiblity ofrelocating Regency Drive
one hundred feet to the south, which .would allow unrestricted vision
in either direction, however, since the B~ P. Gas Co have now
purchased this property south of Regency Drive relocation would
entail sever property, cost and is not waxranted;;·

passed by the Council of the Town of Richmond Hill on February 27th. 1961
as. follows:
~REAS responsible municipal leaders have repeatedly petitioned the
Provincial Government seeking changes. in, legislation which would permit
the Provincial Government· to assume the full' cost bf education.· •
AND WHEREAS it is deemed desireable that the Ojinions of the said
municipal leaders 'li!should be reinforced orrejegted authoritatively
by the clearly expressed wishes. of the people in their respective.
municipalities; · ·
BE IT THEREFORE RESOLVED that subject to legal adrvice on the exact
!.lording Mto be used, the following question be submitted to the
electorate at the next municipal elections,
"Are you in favour of your Council seeking changes in legislation
which will permit the Provincial Government of Ontario to be responsible
for the full cost of education within the Province of On.tario .•
AND BE IT FURTHER RESOLVED that a copy of'this resolution be sent to
every municipal Council in Ontario with a request that they submit the
same or a similar question to their electors: ' . . ..
AND BE IT FURTHER RESOLVED that a copy of this resolution be forwarded
to the Association of Ontario Mayors and Reeves with a request that it
be brought :fM up for discussion at their annual convention.

Councillor Moffat stated that·she felt we sh.ould d:i.eicuss this resolution
further since it was uncertain at this time if w~ would be as happy with
the Provincial Gov~rnment :taking over all education costs and further
that we still have· to pay these ,costs and would they be fi:ny less,
Deputy Reeve·Stoddart felt that if.the Provincial Go'Uernment were to
take over the cost of· education the load would b.e off real estate,
Councillor Haminond felt that the resolution only.meantthat the people
be cronsul ted and have a r,tight· to exercise their francise at the next·
ballot time. ·

A Mr. Arthur Gough from Regency gores Subdivision appeared before
Council andstated that he is representing a York Coumty Rugger Club
requested Council's permission to use the Town Bark in Aurora for
the pnrpose of rugger practice and games on April 8th, 29th, and
May 13th and 27th. 1961. It was stated that Rugger practices. and
gam~s'would be held between 1 and 4 in the afternoons of these dates.

REPOR~S OF COMMITTEES
Councillor Jones presented a report of the Works Committee in which
the Committee submit the following:
That on Monday, March 13th. the Committee met for the pnrpose of
discussing several items, all members present also Mayor Nisbet,
Deputy Reeve Stoddart, CouncilJ:ors Corbett, Child, Hammond and
Moffat.
(1) Weed Inspector for the Towa was discussed and recommend that
this be laid over to a later date.
(2) ·Reported that the Town has 3-15 H.P. 60 cycle motors and 1
pump at the Works Department and 1. p1imp at the Arena, we
recommend' that they be cleaned and checked and stored in a dry
place for further use, if required, and if not that they be
sold or dea.J,th on other machinery.
(3) ' The moving of the telemetering panel·· to the north end pump house
wali discussed and we recommend that.:Lt not b~ moved at present. . -i: ,-. b
( 4) It was reported4 that the Town requires 100 steel posts for Street
signs an~,recommend that these be purchased at approximately $360.00

Councillor Davidson presented a report of the Police Committee in which
the Committee respectfully summit the following:
This Committee has n:e t on numkerous .occasions with the Polic.e sine e
the first of the year to discuss the proposal they presented covering
their salaries and fringe benefits requested for 1961. In the meetings .
prior to March 9, 1961 all items but t1 1 on their proposal. were agreed upoz
by both this Committee and the Police~ March 9th. 1961 the first item
of theli!r proposal which was 11 Salaries"was discussed in great le.ngth.
They had proposed the following:

• This Committee, considering the fact that the 40 hour·week had been
granted with no reduction in take-home pay; that Sick leave benefits of
li days per month be granted, that Service and Merit Badge Pay of
$60.GO per year had been granted; l'lainsclothes allowance up to· a
maximum of $45.GO per year had been granted; That Bereavement Pay had
been granted; and that a contract would be drawn up to.cover all of the
points in their proposal, felt that a $100.00 increase across the board
should be adequate. By. way of example of what was off.ered, · In the case
of Sargeant with. the increase of •$100.00 added to his ·present xx salary
he would receive: '

All of these points were brought to the attention of the Police
and they requested that they be allowed time to discuss this matter
between themselves, and suggested that it be discussed at a further
meeting to be held on March 16th. 1961

Councillor Jones submitted a report of the Works Committee in which
the Committee respectfully submit the following:
"That on Sat1l!!day March 18th the Committee met at the Sou§h end of ·
Aurora to investigate the request of Mr. Smith re fencing of creek.
Members present were Deputy Reeve Stoddart, Councillors, Mrs. Moffat
Hammond, Davidson, and Jones and recommend that wire fence be put at
the ends of the culverts on Murray Drive and Jones Court and work
to be done when conditions are satisfactory, , !

Town Engineer Mr. Murray stated he had not been consulted in this matter
however these ditches have not bee fully accepted by the Town, Councillor
Jones stated that he had taken the Town Engineer to·the site and at that
time he had not said anyghing, Councillor Davidson felt Consolidated
Building Corporation have neglected to put a half round culvert between
Jones and ~urray Drive and that th~ should be requested to do •.
Councillor Hammond asked the Engineer if the fencing was a non compliance
of the agreement· an~ the Town Engineer replied that fencing was not in
the original agreement,
The motion was then carried,
Councillor Hammond presented a verbal report and stated that they had
made a visit to Toronto last Saturday regarding the possiblity of purchas-
ing·a tank truck.for the sewage treatment plant and found the truck they
inspected.to .be·basically in good condition, Howeuer, Councillor Hammond
stated that before any recommendation would be forth coming another
concern is to bring forward the possibliity of procurring such a piece -
of equipment,

On March 16, we again met with the Police and they stated that they
would reduce their original proposals by $100.00 across the board
and that this was the best they could do. They did say they would
·consider·less if a two .year contract was offered. This Committee,
stated that our offer was the best we coald .do in view of what we had
given them in the way of fringe benefits, and the reduction of the
work-week from 44 hours to 40 hours. We also stated that their
proposals were not reasonable and were not even in line with what
Richmond Hill had recently received, which is $4,600 for 1st. Class
Constable as against our Police bargaining Committee's reduced
. $4,900.00.
They then requested that they be given the opportunity to have a
meeting and retired to the ante-chamber. Upon their return they
stated that they could not reduce their original offer unless it be
on a two-year contr·act. This Committee stated that we could not
see our way clear to make any change in our offer. They then stated
that they wouxld work to the Ma Richmond Hill scale. However,
whep: they were asked it they would .work to the Newmarket Polce .;
Department .scale of salaries, they stated this wasn't el!lough. In
view of our not making any change they stated that we had met an
impasse and they would request arbitration.

Reeve Davis· remarked that last fall we were elected to hold the line
and if· this request of the Police were allowed we would not be doing
as promised. Reeve Davis further commended the Committee on their
detailed report.

Councillor Moffat presented a verbal report and advised Council that
:.tka:t the Committee had met on March. 14th concerning the request for
local bus service and certain changes in the Grey Coach Kine itineray,
however, Jthe Committee is working on both req1,<ests and nothing has
been finalized at this time. Councillor Moffat stated that in
attition the Committee met with other Council members concerning the
questions of two back sto.ps ,required and had arrived at .a cost of
$175.00 each for the manufacturer of the~e two backstops.

March 22nd. It was decided that this meeting would be held at
7.00 P.M. and Deputy Reeve Stoddart requested a Finance Committee

a Committee of the Whole meeting be held the same evening. ,

NEW BUSINESS
Councillor Hammond inqu~ed if it was feasible to have gravel put
on the East side of George St. at this time as to his knowledge at
least three cars have been stuck in this location. The Town Super-
in~endent Mr. Browning replied that large stone should be put in
the ditch. Councillor Hammond then asked the Works Committee to
look into this matter.
Reeve Davis requested of the Clerk if any answer has been obtained
concerning the rat investation problem in Regency Acres and was
advised that the York County Health Unit had obtained one price
~or this work and %Rq had requested a further price be obtained
and at the present time the second price had not beenforthcoming.
Reeve Davis then stated that Mayor Nisbet would be away on Tuesday
March 21st. and had requested him to notify all Council to meet
at the Arena Restaurant if interested for the Industrial Committee
.Luncheon.and any others who wish to come are all welcome.
