Animals stating that Aurora would be well advised to consider
~mending its contract with Mr. W, Lowe, Dog Catcher, to :prohibit
the sale of unclaimed dogs.to hospitals and research laboratories
was read.

A letter from the Town of Aurora Planning Board containing a
copy of a letter from the County ~f York regarding a community
planning workshop to be held in the York County building Newmarket
on April 12th and 13th 1961 was read,
It was decided that as many an Council as ·able to attend this
planning workshop and that notices be sent out to each member prior
to the dates of the workshop.

A letter from the Centre York District Women's Institute asking
Council if it is possible to bring the Town By-laws up to date
in order to eleviate practice of leaving bicycles lying flat on
the sidewalks was read,

A letter from a Mr. J.O. Rutlidge advising Council of his interest
in building an $18,000. house. on lVIary Street but decl;ined to build
such a house owing to the amount of barking dogs and shanties in

A letter from Mr. A, Christensen, 67mecumseh Drive, Aurora advising
Council of the flooding oonditions in his area and stating $hat
his driveway has been unusable for approximately 1 month and forcing
himself and his neighbour to park on the street was read.
Councillor Davidson stated this complaint had been received a year
ago and gravel had been placed in the flooded portion. Councillor
Hammond stated that some members of Council had seen this situation
last year and it had been brought about by the Builders and
Mr. Christensen certainly has just cause for agravation at least.
It was decided that the Town Engineer would contact the Subdivider
to attempt& to eleviate this condition.

A· letter from the Canadian Mental Heililth Association requesting
permission ~f Council tu hold a fund raising campaign in Aurora
on May the 3rd and 4th. 1961 was read,

"That the Canadian Mental Health Association
be allowed to hold a fund raising campaign
in Aurora on May 3rd and 4th. 1961, and that
the Town issue a proclamation to t4is effect."

A letter from the Aurora Board of Trade suggesting that if Council
is in favour of erecting a Cairn in Aurora with a locamotive bell
on top. along with a suitable plaque that the Town contact the
National Sites and Monuments Board in Ottawa who may subsidize all
or part of such a project was read~

Board regarding the conservation of creeks in our area was read.

advising Council of a short emergency measures orientation course
for members of Municipal Councils within the County to be held on
April 18th. 1961 at 9.45 A,M. was read.

A letter from FCO Services Limited Toronto regarding pest control
\ and advising Council that a rat survey had been made of the creek
·.bed &:':Q;cj;.s:" crossing Murray Drive, JoneS:'f Court, Davis Road and
Richardson Street in Aurora and further that at the time of
inspection no evidence of fresh burrows or tracts were seen and
would indicate that any investation of rats has not developed
beyond possibly one family. The letter further stated that a
proposed treatment of the creek carried out under a 12 month
service agreement would amount to 135.00 for the first service
and $12.00 each month following was read,
In addition to the Foregoing letter a letter from the York County
Health Unit regarding the alleged investation in Aurora was read,
This letter of the York County Health Unit advised Council that
inspections of the area have been repeated on a number of ocaasions
a in varying types of weather and stated that evlidence ~~'Luc•;:.tG;;k
produced and observations made since the original complaint failed
to support the allegation that a rat investation of even a minor
degree exists and further that the staff of the York County Health
Unit will continue to keep an eye on the situation from time to time
and obseryations from citizens in the area would be welcome,

DELEGATIONS
' Mr. Backorz appeared before Council on behalf of the foregoing
letter and advised Council that the matter of water was now'very
urgent. Mayor Nisbet inquired of a representative fro~ the
Canadian Tire ·Corporation and asked how would Canadian 'Tir'e feel
toward annexation by the Town and was advised that Canadian Tire
had no special feeling in this regard one way or oxl~t another •
REPORTS OF COMMITTEES
Councillor Davidson present a report of the Police Committee in
which the Committee respectfully submit the following;

7 Uniforms ( 1 tunic, 2 winter pants 1 summer pants)

7 Hats O.P.P. Style (Summer with Band)

The cost of the above to be $900.00

the purchase of Police Uniforms from Norm
Cook, Mens Wear, Aurora, be accepted and the
Seal of the Corporation be attached hereto."

Mayor Nisbet statedhe was glad to see that these uniforms might be
purchased locally.
Councillor Child presented a report of the Planning Committee in
which the Committee respectfully submit the following:
At a meeting held March 22nd. 1961 at which
time all members of Council were present, this Committee met '.to
discuss the report from the Planning Consultant regarding the
feasabili ty of the Slater sub-division. After discussing this
report, it was agreed by all present that we should recommend that
the quesjionaaire be completed and returned to the Department of
Municipal Affamrs, Community Planning Branch.

Coun±cillor Child presented a verbal report and brought to
Councils attention he had written Premier Frost, Provincial
Government Toronto some time ago with reference to a reply to
some statements made by the Superintendent of Education
regarding the feasability of using standard plans for school
buildings. Councillor Child then read a letter in reply from
Premier Frost rina in which the Premier stated that this matter
would be referred to Minister Robarts fo «a clarify the matter
for Councillor Child.
Mayor~ Nisbet stated that. a joint meeting of Council and Planning
Board to discuss the Ontario Water ~GRk~xResources Commission
reports on sewage and water for the Town of Aurora together with
the matter of a subdivider to proceed a part of his subdivision
was scheduled for next Monday evening , April lOth. 1961 •
UNFINISHED BUSINESS
The letter from the Ontario Society for Prevention of Cruel~y to
Animals was brought forward. Mayor Nisbet stated, that Town Council
had requested some prove previously by letter. and' had not had a
reply to this letter as yet and further did not feel that Aurora
Council should decide in this matter and felt that it is the
decision ofa senior government. Mayor Nisbet stated that a
recent article in the R~aders Digest concerning this subject
should be read by everyone in Town. Mayor Nisbet further stated
that the past mayor was now president of the North York Humane
Society and further that he was Mayor when the contract with Mr.
Lowe N& the dogcatcher was entered into. Councillor Davidson
stated that our problem is to get the dogs off the streets and
felt we should change our methods since there are still complaints
being received regarding dogs running at large. Qouncillor
Davidson stated he would contact Mr. w. Lowe the dog catcher with
regards to this matter.

Councillor Child stated several wekks ago a report had been made
, with regards to the acceptance of 1 of 2 sets o~.plans regarding
Aurora Heights proposRMal to construct buildings on their commercial
·• centre and felt that now we should send a strong letter to Aurora
Heights Limited to ascertain their intentions with regard to
constructing these building:s since they had promished to do something
immediately.

Councillor Moffat st'ated that some time ago we discussed the matter
of extra fencing around Mxx~ the drainage areas on Murray Drive
and it was ,decided.at that time to ascertain if' it was in order
for the Town to ca:r:ry out this fencing and if we had'' taken over
the area and further inquired if we had done any similar fencing
previously, Mayor Nisbet advised that the Town has not done any
fencing previously and cannot do so until we take over the affect:txed
area,

\ The second reading of the By-law was approved in Counc~l.
Deputy Reeve Stoddart advised Council when Mr. A, J. Wood was
hir.ed we did not wish to hire as a Deputy Clerk until we had
ascertained if he entered into the p:i,c:mture and now find that
we are indeed happy with his services •. Ileputy Reeve Stoddart
further stated we required a deputy cle.rk. for signing authority
during the absence of the C~erk and would strongly recommend fu±mx
his appointment as Deputy Clerk of Aurora RE at this time.

NEW BUSINESS
Councillor Jones sta-ted that he had made a trip with the Town
superintendent. Mr. Browning last week and had looked (3.t a machine
in Richmond Hill for the J2urpose of clearing out stumps and
felt that Aurora shou;Ld arrange for 121tump removal and the amounts
charged for this removal at $15.00 per hour rental or $5.00 per
stump, Councillor Jones stated that the Town would be required
to do the cleaning up after the removal but in the case of small
stumps it is possible to remove 4 or 5 per hour and therefore the
hourly basis would seem as the better arrangement,

:~ . . Councillor Corbett advised Council a that l'llayor Nisbet and himself
had taken a trip around Jii:town this day to look over the Town parks
and found numerous places where a little grading and cleaning up
would make a good imprqvement and stated that a general clean up
of our park areas would be recommended,
Councillor Hammond stated that a few weeks previousx a discussion
had arose briefly regarding trees and felt fuhat we should make
inquiriers re tree planting now if we intend to do anything.
Councillor Hammond stated some suggestion had been made to edge
Park lands and both limites of Wellington St. East and West

with trees, Mayor Nisbet stated we should investigate this matter
and ascertain :m1: if w~ can obtain some seedlings. It was decided
that the Parks Committee would study this matter and repo~t back to
Council. ·
Reeve Da'l(is inquired of Councillor Hammond as to the progrees being
made with regard to the purchase of a Tank Truck and Councillor
Hammond stated that a Committee Meeting would be calle_d this week and
a re~mmendation would .be forthcoming to Council :t~1i'I regarding this
purchase.
Co~ncillor Hammond st~ted that it would appear this were the end of
a snow period for this year and stated that pedestrians find it
difficult to cross at Wellington and Yonge Streets because
the white lines are not -.:now visible. Mayor Nisbet stated that th:i3
project would take place at a later period since it was still to
early and the painting was quitEl an expensive outlay.
