A letter from the North York Humane Society regarding the Municipal
dog pound and advising Council that this Society are informed that
under the' present by~law the dog catcher is paid a fixed sum per dog
to cover catching and .three days housing and maintenance of said dogs .
and in addition they are also informed that the Dog Catcher may dispose
of unclaimed dogs in any manner he wishes even to the extent of selling
them to laboratories for experimental purposes.
Reeve Davis stated he was unaware that dogs were being sold to
laboratories by the dog catchers and inquired if this was correct.
l'llayor Nisbet stated that. the dogs· kep'tlonger at the pound than three
days and the disposition o'f the dogs was left to the dog catcher.
Mayor Nisbet further stated that the police of Aurora have inspected
the kennels and found them to be clean, warm and the dogs properly
fed, . ·

A letter from Thompson's Funeral Service of Aurora advising Council
of their plans to discontinue the present ambulance service and
further that a·Mr. R. l'i!cBrien who operates Richmond Hill Ambulance
very efficiently is interested in proposing·,:t similar service for
Aurora and district and that Mr. l'i!cBrien would attend at the next
meeting of Council to discuss this topic •

A letter from the Regency Acres Ratepayers Association advising
Council that numerous complaints have been received by members of .
the executive of thE Association regarding the number of loose
dogs in.the area and requesting some remedial action in this
instance, ·

Mayor Nisbet stated said the Police had called the dog catcher 1 ·.j,
this day concerning this matter. Councillor Hammond felt that 1_
perhaps the coreect method of contacting the dog catcher be publicized
in the Aurora Banner.

A letter from the Aurora Recreation Commission requesting Council
to give immediate consideration to the construd:tion of a backstop
and diamond in Aurora Heights and RegenCY Acres was read,

A copy of.a resolution passed.by the County of York recommending
that Provincial Grants for per!!J.anent imprgvements to High SchoOls
be paid directly to the Municipalities that issue the debentures
to effect a better selling price of municipal bonds was read,

Reeve Davis stated thais matter had been discussed in Cound:y Council
and since there were so many requests for the County to float
School debentures it was advantageous for the Coun:ty to receive
the grants applicable. Mayor Nisbet stated that no difference in
the grant would obtain but a better interest rate might be obtainable,

A copy of a resoluti.on from 'the Town of Aurora Planning Board
recommending· to Council thata by-law be ermacted to achieve and
maintain maxium conservation of the creeks.and abutting flood plains
within the municipality and furthert,hat action should be :taken to
secure co-operation of affected municipalities in the south Holland
River Authority to ·the end that all areas contributing to the
development and storage of flow in the various creeks be protected
from any diminution of effectiveness was read.
COUNCILLOR Child stated that this resolution was proposed to overcome
any possibility-of desecreation of greenbelt area in Regency Acres
and a by-law wou1dsto:p this. Councillor Child recommended that a
co:py of this resolution be forw~aed to the Townships of King and
Whitchurch and their Planning Boards ~or their comments.

reviewing the proposed Shopping Centre 'of Aurora Heights Ltd to be
erected on tleir commercia],. property located on Yonge St. North, the
Aurora Planning Board feeJ:•s that as this is the original intended
use of this land they would be pleased to see the finalization of
such intended use.
Councillor Child stated that this resolution was a result of a
Committee meeting held a week ago where it was suggested that the
Plans for the Shopping Centre on Aurora Heights Commercial property
· as proposed be. referred to the Planning Board x:!\ for their comments.

1961. and requesting the annual grant be given the usual fabourable

purchase of Block "D" Aurora Heights Subdivision adjacent to Supertest
property requesting that they obtain in writing from the Town of' Aurora
permission to cross and install the proposed sanitary sewer line as
well as required manholeacross Aurora Heights Drive was read •.

DELEGATIONS
Mr. Murray Smith, President of Regency Acres Ratepayers Association
appeared before Council and required as to.the progress being made
on the following three points brought forward at a previous meeting;
1. The rat situation.
2. T~e fencing of the easement acress Murray Drive.
3~ The investigation of the Bus service as requested.
Mayor Nisbet stated that with regard to the rat situation he had talked
to Mr. w. Jones and was advised that Mr. Jones was going to speak to
Dr. King of the York County Helath unit this day and discuss his proposed
contract with Dr. King. Mayor Nisbet stated it was his understanding
that Dr. King was to obtain at least one other price in connection
with this situation.
In connection with the fence along the easement Councillor Jones
state.d that he had visisted the site with Councillor Davidson and
Town Engineer Mr. Stan Murray and personally could not recommend
a fence as being necessary in this location. Councillor Jones stated
that a fairly decent grade on the bank existed and that there was no
great stream of water·although there might be for a day or so at a
time only. Councillor Jones stated that there was no fences around
the same stream in anyother place in Town and that the situation
appeared good compared to other locations. Councillor Davidson felt
that we would have to put a fence along the creeks throught the Town if
wem did in this area. Councillor Moffat stated that !luring the day
of flooding she had visisted the spot and that day the stream was quite
high and thought the bank was on the steep side during that period
and further suggested that possibly a snow fence sould be erected
at least during the spring months. Councillor Moffat stated that about
600 feet of fencing would take care of all of the backlots affect
and would not recommend a permanent fence for this location. Mayor
Nisbet felt that there was just as much danger from a flash flood in
the summer time. Councillor Corbett stated he did not see wh¥ we
should put up a fence at this location and not through the old
part of Town. Councillor Hammond stated that he believed Councillor
Moffat's suggestion had some merit inview of the poffibility of the
short period of ~ime the fence would be required • Councillor Hammond
agreed that other parts of the Town require the same fencing, however
the situation was unique because of the approach to the creek in this
area allows for easy access down the banks to the water and would not
approve of a permanent type of fence. Councillor Child stated he
could not go along with just fencing· this particular area and further
that it was no more of a hazard for the south end then for example
along the creeks by Cousins Drive. Councillor Child stated that the
snow fence would be ugly looking and cause quite a maintenance problem
and futher that the chi!dren should be'trained to stay away from water.
Councillor Jones state that he thought Council might put up a fence if
the Regency Acres Ratepayers Association or the appropriate owners
pay half and the Town pay half and further that it is Town property.

Mr. Smith stated he regretted that he was not able to be present
last Saturday morning and had urged the residents to put up their
own back fences. Mr. Smith recommended that wings be placed each
side of the bridge and some fencing at the entranee to the easement
and also fence in the two culverts.

Councillor Moffat reported on item 3 regarding the bus service and
stated that her findings had revealed that the bus service to Toronto
in the morning was indeed excellent. Mr. Smith stated that the request
had been f.or extra bus service after the morning rush hour and also
in the afternoon. Councillor Moffat stated she.will look into this
service further. Councillor Moffat stated that with regard to local
bus service within the Town that Newmarket has been operating such a
bus service for 9 to 10 years and claim they are still subsidizing
this service some $2,500.00 per year and hope that.next year it will
operate on its own. Councillor Moff5t stated that a meeting should
be held with the Services Committee with Mr. Smith and Mr. Topp of
Regency Acres Ratepayers Association& and the bus representatives
Mr. Langman and Mr. Stackman together with a representative from the
AuDora Heights Ratepayers Association. This matter was left until
such a meeting might be arranged.
Mr. J. Offord appeared before Council and presented the 1961 budget
of the Aurora Recreation Commission and reguested the same grant
from the Town of Aurora as received in 1960. Mr. Offord stated j'
that the Recreation Commission had approached the Council for backing · ·
of some $1,500. to subsirhze Sunday afternoon skating and it would
appear ~hat the Commission would only require $400. to $500.
Mr. Offord then read a letter from the Recreation Commission submitting
the following names for Councils approval and appointment to the Aurora
Hecreation Committion; 1 year appointment

In connection with the 1961 budget of the Aurora Recreation Commission
Mayor Nisbet congratulated Mr. Offord on his presentation of this budget
and for holding the line for the year 1961,•

Fire Chief Harry Jones appeared before Council and atated a problem
existad .with regard to car fires on highways and that he has been
submitting the bills for these fire calls to the applicable ~ownship
but did not know if this is always the correct proceadure , Mayor
Nisbet stated that the Insurance Companies should be paying for
t~ese fire calls but will not and stated that the Fire Chief is
concerned with Yonge 0 treet especially. It was decieded that this
matter beleft to the Fire Committee for suggestions.

Councillor Davidson presented a report of the Police Committee in
which the Committee .respectfully submit the following;

Councillor Davidson stated in support of the foregoing motion that :-.J
some concern had arisen but that this purchase is routine bW agreement
with the Police Department.
Councillor Child questioned if the Police 'Cadet did not obtain a
uniform at the end of 1960 and the Police Chief advised that it
had been established previously that the men require new uniforms
each year, Deputy Reeve Sto~~art stated that this amount must
be included in the budget-for 1961,
The motion was then n.carried.
Councillor Child presented a report of the Town Planning and Permit .
Committee in which the Committee :r:':· :, ·3:. respectfully submit the fol-lowing:
"That a meeting was held on February 27th. 1961
at 7.00 p.m. at which all members of the Committee were present,
together with Reeve Davis, Councillors, Corbett, Davidson, Hammond
and Jones the letter of .!feb. 17th, 1961 from the Town Solicitor
regarding the subject matter was discussed.
It was agreed, after considerable discussion, hy all present that
1, A Performance and Maintenance Bond should be olbtained covering
the works to be completed in Stage #1, estimated to pe approx-
imately $38,000.00, and should be deposited with.'the"Town before

the present Bond is turned over to Sunnybrook;
2. That a Maintenance Bond should be obtained covering the "Accepted"

UNFINISHED BUSINESS
Mayor Nisbet stated that regarding the situation of the lowering
of Yonge St. at the south end of Town and as to the possiblity
of future lowerKing of this highway that Reeve Davis had forwarded
a letter to the Minister of the Department of Highways of Ontario
and this letter and been printed in its entiry in the Banner last
week. It was decided this matter would be left over until we hear
from the Department of Highways or follow up if no answer received
in the near future.
CoUncillor Davidson inquired if any progress had been made regarding
the collection of monies owed by Consolidated Building Corporation
Limited and Mayor Nisbet advised that the cheque they had forwarded
was being held by the Town and that the Town Solicitor had written
Consolidated Building Corporation regarding this outstanding
accountd.

NEW BUSINESS
Reeve Davis reported about County Council and stated that they had
seen fit to' substantiate the report of c:·? the County Finance Committee
in that one county mill.be set aside each year for the construction
of the proposed hospital;s, Reeve Davis stated he felt the divis;i,dn
of monies was not good since one hospital should have received more
than the other instead of the even split, Deputy Reeve Stoddart
advised $157,990,00 represents 1 county mill and ·when the debentures
are issued might be·close to 2 mills when spread over a period o:t:
twenty years, Deputy Reeve Stoddar.t said he diq ,:qo,i{ ),:i,ll;e the situation
although the by-law has not received 3rd reading by County Council as
yell!., Mayor Nisbet stated that the Council had previously thought that
the whole plan was wrong in that one new hospital should be built in
the Richmond Hill Area and felt it not good business to divide the monies
equally. Mayor Nisbet felt that the answer is one large hospital
board rather thantwo'smaller boards, Deputy Reeve Stoddart stated
that he had asked Mr. Storms had arrived at a 50-50 split but cannot
quote his answer at this tiwe. Mayor Nisbet stated that we know for a
fact that a complete su~vey of the hospital situation has not been made
and that they owe it tq the pe~ple of the County to conduct a proper
survey better than they did. Reeve Davis stated that K there was a
figure mentioned that 75% of· Aurora used the York County Hospital
and if another hospital is built to the south who. is to say that
50% of the 75% would not go to the sou~h for hospital needs.
Councillor Child stated that hospitals look upon the public to build
them and also look to the public when they are in there for funds,
Councillor Child stated that the hospital board apparently tell the
Coun~~~:ty what they want and after lobbying they get what they want
and does not feel that this is true democracy, Councillor Child
stated that taxes are bad enough without an extra mill for hospital
needs and further that this matter whould have been put to a public
plebisite in order to let the public know what they are getting and
its costs.Reeve Davis stated that the County debenture picture is not
low any more and further th.at a figure of }l)c\o:l uncollected taxes
in the County of York represent more then one million dollars and
that !il.<t taxes apparently getting to a point where pe~ple cannot f
afford to pay them. Councillor Moffat inqui~;:red if we can't appe.al
to the Ontario Municipal Bon.rd and whould like to see a second look
taken in this matter,
Councillor Moffat brought to Councils attention that she had represented
herself as chairman at the recent V.O.N. meeting and stated it would
cost $10,000 to instal the Y.O.N. in the Town of Auro.ra for 1 year and
·then approximately $t-; 7,000 to 7 ,500, each year thereafter, Councillor
Moffat stated it was suggest that the Town of Aurora go in with
Richmond Hill but felt that this no answer for goqd service,
Councillor Moffat stated that a fact finding committee under the charge
of Mrs, Lorne Lee is now investigating this matter,

Councillor Child then read an agreement between the Town of Aurora
and Karl Altenberg and L.O. Simonson hereinafter called the
consultants in which the said agreement concerned the use of prints
of the topographic maps owned by the Town of Aurora in setting forth
the rate x structures for payment ofthese maps for any other use
then for the sole purpose of advising the Planning Board of the Town
of Aurora,
