CHILD: Carried. .,1/< ! d ~---~-: ' '' _, ~· ' i ' '---' iJ$H REGULAR -7-FEBRUARY 20, 1961 CORRESPONDENCE A letter from the Doctors of the Town of Aurora requesting the Council to consider the serious implications of their stand in opposing hospital expansion in this area was read. Mayor Nisbet stated he had spoken to Doctor Rose who was under the impression that Council were opposed to hospital increases and had explained that Council was not so opposed but that we felt it deserved further study since we were spending considerable amount of the Town's money. Reeve Davis explained that as a County represent- . ative he was asked not to support the report when presented to County and this report was directed to the County Finance Committee fli.r study and the Finance Committee would make its report. this coming Fri'day. Reeve Davis stated they were not opposed to more hospital beds but felt that this matter should be withheld for the time being until a further survey is made regairding this hospital matter. Deputy Reeve Stoddart stated that this matter had been thrashed out at a finance meeting at the County and will be finally recommended to County Council on Friday that the Hospital Committee be allotted 1 County mill each year and that the hospital scheme be fitted into this sum of monies and that they plan accordingly. Councillor Davidson inquired as to the percentage of residents who come to Newmarket Hospital from the northern municipalities. Councillor Moffat inquired if this was just a vote of money in order to allow the hospital Commission to go ahead on its own. Deputy Reeve Stoddart aixixKI advised we do ncrrknow as yet and feel the hospital Commission will come back to County for guidance regarding their building plans. Mayor Nisbet stated he wo~d like to see a hospital constructed in or near Aurora and felt that the County of York in the whole is in a , immediate need for hospital beds an'd therefore should not stand in · its way since the need is so urgent. Councillor Hammond stated that if this report is being presented to County Council this coming Friday and recommending that certain monaas be raised, is this necessary ahead of plans for hospital construction and location. Reeve Davis explained that Seventy-Five Thousand Dollars had been requested in this years budget for architects plans, survey etc and this money will be set aside and then some time of plan formulated. Councillor Jones ,Wel!la.:t'ked 'that if the County of York spends considerable sum of money in Richmond hill for Hospital purposes then what happens if Richmond Hill becomes a part of Metropolitan Toronto and further that this point should be considered. A letter from Town Solicitor Mr. T. MacPherson regarding Sunnybrook Subdivision and the rele.ase of a Bond held by the Town and outling the Town's position in this matter was read. ' CHILD: "That the Town Solicitor be requested to attend thiil hearing ." HAMMOND: Carried. DELEGATIONS Mr. J. Topp representing Regency Acres Subdivision appeared before Council and stated that during 1960 he had appeared before Council regarding the fencing·of aneasement east of Davis Drive and north of Murray Drive and inquired if any actiion had been taken in this matter yet. Mr. Topp explained that.this matter had been referred to Gouncillor Bell lastyear who had approach the Subdivider and he in turn had declined to fence this area. Mr. Topp stated he would like Council to visit this location and discuss the situation. Mr. Topp stated that there is .a problem concerning the investation of rats and that the ceDtain areas are full of rat burrows. Councillor Jones stated that a programme is being prepared outlining the procedure to follow in this instance and this report should be ready shortl)y. Mayor Nisbet stated Council had been in touch with 'I the York County Health Unit regarding this matter and they had requested the Town to obtain a price to eleveate this situation and once this price·has been received it will be forwarded to the York County Raxxik Health Unit. Mr. Topp then stated that a bus service in Town to-gether with more frequent bus:.t. service to Toronto is required by the residents of Regency Acres Subdivision, and suggested that the Proper committee cha1~man be instructed to approach the Grey Coach Lines to investigate the Jossibility of a more frequent bus service. REPORTS OF CONOOITTEES . . . <: ' ...,.· .. -9-FEBRUARY 20, 1961 Reeve Davfs ·presented a verbal report· and stated that on last Friday the Reeve of King Township ha,d requested him as chairman of the Fire Committee to attend a joint meeting of the Fire Chiefs of this area with the ·purpose of reallocating areas for fire service. Reeve .Davis stated that there ·is a new fire department now at Nobleton and further that Bradford will take some of the area of ·-' ti:le north end of the township. · I~, Deputy Reeve Stoddart present a report of the Finance Committee , in which the Committee respectfully :S:Hmil submit the following; On February 10, 1961 the sum of :IH, 11:10.00 was received fro:(!! Mr. -s •. Sobara representing a grant in lieu of taxes reppecting commercial buildings not constructed for the year 1960. The Committee , therefore recommend that the sum of $1,11:10.00 paid in February 1960 for the same purpose 'be returned to Mr. J.A. Marrese," STODDART: :OAVIS: "That the report of the Finance Committee concern~ng the return of $1,180.00 to Mr. J .A •. Marrese be accepted." Carried. Deputy Reeve Stoddart presented a report of the Finance Committee in which the Committee respectfully submit the following; A meeting was held on February 13, 1961 to discuss the revised schedule re group iBsurance for Town Employees as submitted by Harold Graham, representing the Great West Life Assurance.Co, The Committee recommends that the revised schedule of a group insurance be ad~opted, effective March 1, 1961. • The increased .benefits to reflect an increased cost to the Town 'of $20.03 per month. Mayor Nisbet stated that the acceptance of this tender reflects on Aurora as being in a good financial position at this time. Reeve Davis stated that Aurora's Financial standard must have bettered.itself in the past year since th:i3 tender for bonds :tis far better than the one received last year, ~e motion was then carried, Councillor Jones presented a report of the Works Committee in which the Committe·e respectfully submit the following; "That the Committee have further studied the need for a steam boiler and fully recommend the purchase ofa T M F 1000; 11.6 H.P. Duromaster Morheat Steam Boiler. Pr,oparte gas fired trailer mounted 600-16 8 'ply tires at ·approximately $2,.028.00 from the Daymond Company Limited, Chatham, Ontario, JONES: DAVIDSON: "That the report of the works Committee re steam boiler be. accept,ed and the Seal of the Corporation .be attached hereto," Councillor .Davidson stated it had been a policy of Council ·. · for the past few years to purchase a new piece of equipment each year to make our Town more efficient and further that there are far ~ore culverts now to look after and he was glad to see the purchase of the steam boiler. ..... __ ,,.-..,..,_ ~. ~. : i ~· ,. --I I ,_. Councillor Hammond stated that he did not question the need for the steam boiler however he did question the adviseability of purchasing one at such a.figure. Co'llllcillor Hammond .stated that one must be available when it is needed and that it might be possible to contract for one when needed and further that this piece of equipment only has on~e purpose for use and is only used aoout one week per year. C.ouncillor Jones stated that the amount of work to be done at both end·s of the Town and all throughout the Town if seen no one wkould hesitate to purchase this equipment immediately, and further that it is a good investment and is more satisfactory then the rental plan. Councillor Corbett stated ·that on Tyler St. there was a regular water channell and felt this equilJIIlent might eleveate this problem. The motion was then carried. Councillor Hammond reported a report of the ~operty Committee in which the Committee respectfully the following; " "That the bid of $550.00 made by Contractor Norm Dion for the alte~1ons and renovations to ±~k The Town Office, including removing ·existing partition walls, building new counter: complete with shelf and cupboards, building :jptz;:;:::tj_~J! partition office for the Clerk, relocating one cold a:Jtr return and adapting warm air registers 1!11: to floor type, renovating ceiling at partition wall studs and the building of a new partition wall and doorway at the East e·nd of .the hallway. ·All available materials to be re-used where ·possible." HAMMOND: CORBETT: "~hat the report of the Property Committee now before Council re office alterations be accepted and the Seal of the Corporation be attached hereto." Councillor Hammond stated that this renovation was necessitated due to the easy accessabili ty to the Town Office and also to allow .the Assessment Department to move downstairs for f.urther efficiency. Councillor Hammond stated that the quoted price does not inmlude a moving of hot k air r~gisters in the office. The motion was then carried. Councillor Hammond presented a verbal report regarding the Sewage Disposal Plant and stated that a 92% figure obtained in January was considered q,ui te excelle.n.t, that the suspended solids removal is go.od but build up does appear when there is chromie in the influent • Councillor Hammond stated that study of this matter is takling place at this time. Councillor Hammond stat.ed that the report with respect to wastes of Choice Cut Up Chicken Limi.ted reflects a very good position as to our plant operation. 4TH REGULAR -12-FebruaJ:'y 20, 1961 Councillor Davidson presented ~ report of the Police ~~a Committee in which the Committee respectfully s.ubmi t the following; ."That the application of George Podger for Taxi Drivers License be granted." · · DAVIDSON: JONES: . "That the report of the Police Committee regarding Cab Drivers License of George Padger be accepted.'' Carried. Councillor Davidson presented a report of the Police Committee in which the Committee respectfully submit the following; "That the application of William Beaks for Taxi Drivers License'be granted." DAVIDSON: JONES'! "That the report of the Police Committee re Cab Drivers Licencse of William Beaks be accepted." Carried. UNFINISHED BUSINESS 0 .. ,,~,' o3' ' •), Councillor Moffat advised Council that the VoluntaJ:'y Order of Nurses have aJ:'ranged a meeting next Monday night at 8.00 p.m. and would request all interested pal:'ties to at'tend if possible. Councillor Moffat stated that a guest nurse will be there to speak and answer questions. Councill.or Child :a;,v. stated that he requested a Planning Committee meeting next monday night regarding the proposed shopping centre at the north end of Town and iri addition the bondquestion as it pertains to Sunnybrook Su~division. ~ ' I ' ) ~ , ...... ~) Reeve Davis Took the Chair and Mayor Nisbet presented a report of the Industrial Committee. Mayor Nisbet stated that the Industrial Vommittee has been very active this yeaJ:' and that a meeting had been held with the TJ'adeand Industry Branch representative Mr. LeMasier • Mayor Nisbet stated that several items had been disuussed and among these items was the preparation of a .brochure. It .was decided that a brochure should be on a simple basis and not too fancy since they are a dime a dozen and. apparently mailed. out to prospective Industries on a wholesale basis. Mayor Nisbet stated that an Industrial Commissioner might be utilized in the Town but it could cost $12,000.00 per yeaJ:' • Mayor Nisbet itemized: certain points such as to publisized the expansion of an existing Industries in a municipality, endeavour :to list the Indus.t:relilal land and obtain firm prices for such land, .that local banks and their head offices are a good source of assistance and finally that re@.l;:ular eating talking mee,tirigs are to be held on the first and third Tuesdays of each month at the Arena restaurant and that any person is welcome to attend these meetings. BY-LAWS By-law number 1468 to make and establish rules and regulations accordihg'to which the proceedings of the Council of the Corporation · of the Town of Aurora shaJ.l be governed. MOFFAT: "That the By-law now before the Council be CORBETT: read a second time and that the Council ~ 1f6f resolve itself into the Committee of the Whole for that purpose." Carried. The suggested amendments to the By-law as follows were read, Clause 4 Further business may be discussed by a vote of 2/3 majority of members present. The Mayor may call a emergency meeting of Council, notice of meeting ma;y be waived by the consent of the majority of Council. Carried, Councillor Child stated that a Mr. Cole of the Department of Highways of Ontario had visilted Aurora concerning a complaintregistered by Mrs. Case to King Township regarding the closing of the sideroad at the south extremity of Town. Councillor Child stated that this road was not to be cloaed until Regency Drive-had been completed and that the Department of Highways are advocating a cu~ de sac at the end of the sideroad at Yonge St. in order that vehicles may be able to turn around. Councillor Child suggested we put in another road leading to the cue de sac. Carried Councillor Hammond stated that less room would be available in the corridor of the Municipal buildings when traffic court is held and suggested that the leasing of an alternative location should be looked into. Carried, Councillor Moffat suggested that notice on Yonge St, stating slow down children crossing should be placed at the .. proximity of the Arena. It was decided that the Streets Committee would lokk after this matter. Councillor Jones inquired of the reading of the sewer By-law and asked if residents are required to call a plumber first before Council. Councillor Jones stated he.knew of one.case where a plumber charged $15.00 and then the person had to pay an additional $15.00 to the Town for sewer service, .Councillor Davidson stated that if on Town property the Town will pay the costs and if on own property the resident must pay, Councillor Hammond stated he thought it read that a deposit to be made first and if found to be on Town Property the deposit would be refunded and if on their own property they will pay the oost of same. ~-1 I I ,-.:.'\_ r ).__ ,l I ~ ! - . -I l_ 4TH REGULAR -15-February .20, 1961 It was decided that the Sewer By-law bechecked and correction made if misleading. Councillor Corbett stated he would like to commend the Works Department and Town Superintendent for painting the bridge ends and further stated that now the ends of these bridges might be plainly seen. Cq:uncillor Child stated in regard to painting that the closing gates on Wells St. at the Public School should be painted a red fluroscent «mx colour and it was decided that the Works Department be i~structed to carry out ths painting. Councillor Jones stated that one of the gates had been badly bent and was now repaired. Reeve Davis advised Council that a request had been received from Mr. Lysecki to do something about the condition of the road leading into the Choice Cut Up Chicken plant. This matter was referred to the Works Department for investigation. Mayor Nisbet stated that a vague understanding was maintained with. regards to what the Department of Highways are doing to lowera Yonge Street at the south end of Town and that an engineer from the Department would visit Aurora ·on Friday at 2.00 p.m. of this week to answers any questions regarding this construction project on the site. • Mayor Nisbet stated that a cheque had been received from. Consolidated Buildigg Corporation a in payment of a certain accounts between the Town and that firm however Mayor Nisbet stated that the ?JllOunt of this chrque does not corresponda to am the amount th.e Town feels is owing. STODDART: DAVIS: "That this matter be referred to the To'!l'!l Solicitor and Town Engineer to a investigate and finalize." Carried. Mayor Nisbet stated that rumors existed concerning the state of affairs in the Town of Aurora and that there was definately no deficit on the 1960 operations and possibly a small surplus would obtain. Deputy Reeve Stoddart stated that the rumor of a deficit in the year 1960 did not originate from himself and further that the press item in last weeks local paper did not originate from him.
