The Finance ,Committee. therefore re.commends that the.
firm of J.P. Coombes be hired to establish a more realistic set
of land valu~s to be adopted by the Assessment Department-cost
of this .surv.ey not to exveed $500.00 and secondly that the method
of .,land capitalization be changed to a method considered more

· Deputy Reeve Stoddart brought to Councils attention that he had
requested the Town Assessor Mr. J. Thompson to be present this
evening to answer any ques·tions concerning this report. IVIayor
Nisbet stated that this report does not mean a raise of taxes
in . the To~ but only me_ans more equity in assessment values and
brings Qur assessment more in. line with the County Assessors
recommendation. John-Thompson:the Town Assessor stated he felt
that if the Town were to use the two method.s as contained in
Finance report we will then be close to that recommended by the
iCounty Assessor •. · · ·
Deputy Reeve Stoddart mentioned that the aggregate of the toal
need not be I!IO:re but it wil,l be more equitable. Reeve Davis
stated. that it _cost approximately $7 1 000. in 1954 to carry on a
re-assessment in .the Town of'· Aurora and would cost· mueJI more ·
to-day,t.. Councillor Child stated that representatives of tl:le
Provincial' Government Assessment Department had .. stated that
the ToWn:. should be.· re-ae~sE!s'sed every five years. . Councillor
Hammond stated he had fo~d this matter to be necessary in the
early part >Of last year and had been further convinced by the
County·Asli!essor that this matter .should be brought forward. Ciluncillor
Hammon~ stated that Indu$trtes wishing :to locate in Aurora are concened
with the ratio of assessment to mill. rate. Councillor Jones stated
that he had sat on the original meeting and although this was not
going to completely take care of all the assessment problem since
only the land is being revalued however it was a start in the right
direction. · ·

Councillor Corbett presented a report from·the Aurora Parks Board
as follows:
In 1960 the Parks Board coJ-operated with•the·Recreation
· Commission in the draining, leveling and seeding of l,and ne~ the
Swimming Pool to the amount of' $431.75, • and rendered some little
assistance to the Bowling Green in themaintance of' their Club House
and grounds. ·
At a General meeting held in the Com~.cil Chambers tlhis
month and chaired by Councillor Corbett it was recemmended:

The Planning Boar.d have promised full co-operation with
the Parks Board in regard to an overall plan, a.rld with the usual
co-operation of Council in regard to material help, Bn.d machines
the above programe should start Aurora well on the way to•a defined
programe for beautification, and advantageous use of land, ,both
for the citizens and prospective in habitants.· ·

Reeve DaV::I,s asked Mr. Southwood where he intended to operate
his taxi service from and Mr. Southwood replied that at the
present time contemplating operating from his home and eventually
~from the business district of Town. · Mayor Nisbetiil stated that

as possible. Pouncillor Moffat inquired that wfth the two taxi

stated that quite an amount of disturbance had<beEm caused , ·
previously by a Taxi Cab Company operating from a· residential

residence is only on a temperary basis and other than that he
was happy to see another taxi servic·e starting in Town.

making a real success of our eentennial to be celebrated in 1963.
At.present the memberf! are Mr. Seaton as Chairman, with
Don Glass, Charles Copland and Jin:t Johnston, this committee will
be enlarged by asking for represf:!:n,tation from each organization in
ToWill, Mr. Seaton also said that plans and work will be getting
underway in the very near .future. · ·

from specific organizations, for example it mentions a representative
frolll the Aurora Home and School Association. There are now two
Auror,a Hollle and School Associations and there could well be more in
the furture, It also· refers to arepresentative of .the Aurora Public
School and does not specify whether it might be a teacher, pupil or
Board member. ·

Councillor Halilmond stat.ed that Councillor Moffat had spent considerable
time in obtaining the' opinions of those concerned and the over whelming
majority optaiil.ed must be listened to. and therefore I am in favour
leaving the existing by-law as is~ ·Reeve Davis stated. that a delegation
of firemen had appeared before Couricil some years previous and had
requested an audience with the Committee to draw u14a by-law and this
was done • Reeve Davis stated that a recommendation should still come
from the firemen to change any existing by-law. Councillor Moffat
stated that this by-law had been presented to her at the first Council
meeting in 1961 and I have been asked where this by-law had originated
from and foand our from the Town Office that it had been held over
since 1959.

Councillor Child advised Council that the last time the Public
School Board had requested funds to constructa the Regency Acres
Public School til:at a sum of $390,000.00 dut! to his investigation
some of the items being installed_in.th4;! schoC?l were alteJ:>ed
and the total amount required ·wasreduct)d some $2o,ooo. due to
this i~vestigation. Councillor Child stated that this by-law is
approving 8355,000.00a.tld there is nothing to say ,that the contract
may come in at a lesser figure and further inquired if ,any f:rills
are being added to this school, such as a modular' brick construction
which_is J!!.Ore expensive to lay thel1•other t;ypes of b:Hpk~ ~ouncillor
Child stated that there may not be to much that we can do·about it
and felt that the schools are _still: being controlled l)y·the Architects
and cannot see why the same plans used· as those the Regengy Acreg -
Public School could not be utilized again in the construcUon

Councillor Davidson stated there was a.lot of merit in what
Councillor Child had said and if we can possible use the same
plans again we should use them as he could not see having a
separate set of plans drawn up at this time. Deputy Reeve Stoddart
agreed with Councillor Child but felt we are batting our heads against
a stone wall and further that. we did not get anywhere the last time
in utilizing the same plans again for that school.

Mayor Nisbe_t stated he pad neglected to introduce Mr. Albert Wood
who had jointed the Town staff and Mr. Wood was-introduced.
Reeve Davis inquired Gf Council if he might ask Councils permission
to revert back to delegations. as li'Ir. D. Storms was present this

~1 evening and wo~d like him to speak on the question of .the , -
hospitals for York Coundly which will be discussed at the next County 1_1
Council meeting.
Mr. Storms appeared before Council and stated that no County as York
County as-been so neglected as hospital bed wise and that the present
time is far below the minimum of-beds prescribed by the Hospital
Association. Mr Stor,ms-stated this :l..s an extremely serious matter
especially in getting JP.ater-ini ty cases :i:ntlll :t11 hospital and further
that Newmarket at the present time _is operating at 11_0 percent of
capacity and the safe capacity rating is 75% , further that the
average occupancy is 3.3 days and should be 8 days. Mr. Storms
further stated that neighbotu'ing municipalities now are all over
crowded and won't be able to help this area out in the future.
A report had been presented to Coundly Council in May of 1960 and _
very well received this report was discussed at great leng~l1ring
the year and then left over to the 1961 County Council-~811,.d~arettmmission
had been formed to investigate and. plan the finances regarding the
report as presented. Mr. Storm stated that thms report has been
recommended to County Council on Wednesday February 8tlh 1961 with
the following recomendations:
1. That· this joint report,be accept in principle -
That the Newmarket Hospital be extended by 1971 to 3-80 beds,
That the Richmond Hill Hospital be cons.tructed to allow 280
_beds by 1971 ani! further that these beds be produeed'bY: stages.

Mr. Storms stated that the money to be'raised by debentures in Stage 1
of this hospital plan would amount to about half of the ~ Six
Million Dollars required. Mr. storms stated that. the first-. stage
would not be placed immediately on the indi-vidual municipalities
in the full amount not until 1964 _ so this would allow_ time_ t.o aQ:;tust
the tax ~angements within the Council anil felt that hospitals..
should take a fair stand with s«kklkXBXBBRB&K schools, sewage plants
sewers, and other services now done. Mr. Storms stated that one third
of thecost would be received from the government and .2 two thirds
from local sources.

Councillor Child and Councillor Moffat stated that in there op1n1on
the Town of Aurora should go to the people .for a plebisi te in
connection with this hospital question.
NEW BUSINESS
Councillor Davidson inquired if we remitted a bill to Mr. L. Cousins
for filling in lots on Borth side of sidewalk on Dunning Ave., and
was advised that a letter had been forwarded to Mr. Cousins asking
for his consideration in this matter. It was decided that we would
wait.¢ until the job had been :fiJulik finished and then requesta Mr. Cousini
to pay his share.
Councillor Davidson then stated that when Committee Meetings are held
he would request that we have minutes kept of each meeting and in this
way would have reference to anything that taken up concerning certain
agreements.
