' A copy of a resolution passed by County Council on November 10, 1960
together with a letter from the York County Health Unit regarding
plumbing inspection and indicating that the resolution of County
Council indicated that it favoured continu~ce of the existing
plumbing inspection programme as administered by the Health Unit
was read.

A letter from Consolidated Building Corporation Limited conceFing
·a motion passed by Town Council on 21st. November 1960 and advising
that in their opinion Consolidated Building Corporation were not
responsible for fencing the creek north from Murray Drive and running
through the Town 1 s property. ·
Councillor Bell stated that the request for this fencing had been
received from certain residents in Regency Acres Subdivision and
that he had purused the Subdivsiqn Agreement and found no fencing
requirements but had felt that Consolidated Building Corporation
might entertain erecting this fence and thereby save the Town the
cost of same. ·

Reeve Davis explained that Mr. Shankman and.Mr. Horgan had appeared
before Council and following a Committee of the Whole meeting the
foregoing letters are now a result.of a motion that was passed and
forwarded to the Solicitor for a ruling from the Department of Highways
regarding their requirements. as to the type of road to be constructed •
Reeve Davis then read the forementioned motion as it appeared in the
minutes. ·

DELEGATIONS
W~. W, R.CAse appeared before Council regarding a question of whether
two IIIIi catch basins were to be installed on Dunning Avenue -east of
the creek. Mr. Case explained that it was his unaerstanding Council
had some two years previous advised that one catch basin only was .
necessary and that initial acceptance would not be forth coming
until this matter is settled. Mr. Case inquired of why this matter
had been brought up now by the Town Engineer when the road has been
paved and the sewers have been accepted. The Town Engineer Mr. Murray
stat'ed he pointed this· matter out to their engineer 1 s Town Planning
Ponsultants •. Councillor Child inquired if this matter might be rectif-
ied when Edward St. was put in and the Town Engineer replied no,(
IV!ayor MurraY, stated th,at this matter had been brought.forward·c'old'
this evening and would have to be investigated. It was decided that
the Clerk would look up prior minute's and ascertain if Council '::: ' · ~
advised Mr. Case as the requirements of 1 or 2 catch basins and
further that the Planning Commintee will look into this matter.

Reeve Davis stated that the amount of monies appearing in the report ,
appear quite large but that ,.,1the cost of the Fire Department approximat'i:l<
this amount over the past few years and stated in his feeling the Fire
·service received is ind~ed cheapprotection.

Councillor Stoddart presented a report of the Finance calfum.ittee
in which the committee respectfully submitt the following:

Cciuncillqr Davidson ·presented a verbal report in connection with
the Dunning Ave pr,oblem and stated that a deplorable situation
had existed and the ToW):l had gone ahead. and finished the North
side of the street and placed it ;in a decent condition with
regards to drainage. Councillor' Davidson stated that Mr. Cousins
should be billed for a half or three ~&BXKXB parts of the cost
of this work. Reeve Davis inq11ired if there was any 'idea of the
ultimate-cos"t< of .tl:J,is work .ahd the Town Engineer advised that the
figures had not be'eh .rece.ived as :¥i~ft:... General discussion
followed and the following motion was purposed:
DAVIDSON: "That Mr. Cousins be contacted and advised

HAMMOND: of this situation and that it was a problem
arising out of mistakes of the Town Engineers
of that time and their engineers and ask
Mr. Cousins if he would contribute a half
of the cost of this project,"

Councillor Hammond presented a verbal report of the Services
Committee and advised that a reply had been received from Queen
City Storage regarding the smoke condition from their furnance
and they had so stated that they did not wish to modify their
furnace system at this time due to a possible sale in the near
future,
Councillor Corbett presented.a verbal report of the Property
Committee and advised Council that the Town Engineer had stated that
the stoppage in the digester at th~ Sewage Treatment Plant had now
been cleared up.

Reeve Davis inquired about the crests for the Town Band uniforms
and Councillor Child replied that it was his understanding
that the Town Band have. requested prices for a designed crest
and when these prices have been received will submit. same to
Council • ·l
douncillor Davidson referred to a deputation who visited Council
previously concerning the condition·of junk piled in the rear
of lots north from Aurora and.·behind,twq.owners on Yonge St. and
felt that if the Town passed a by-law enforcing these yards to be
cleaned ani! failing such the Town might clean them and charge the
cbst accordingly

to the owners of the properties affected
advising them that this complainted had
been received and requesting their co-operation

assistance the Town might give in this matter

be now read a first time."

a third time this day and that rule 22 of
by-law No. 862 be suspended for that purpose."

"That the third reading of the by-law be
taken as read."
The third reading of the by-law was passed and this by-law to be
number 1459.

NEW BUSINESS
Councillor Hammond stated he had been in touch with a meffiber
of the :flml'alige :Qepartment who is on the safety council as
himself and the feeling was that 2 sand 'IJoxes are.required
on the corner of Wellington and Yonge Sts. in order that the
crosswalks at the intersections might.be covered with sand to
assist people in crossing, It was decided that the Works
Committee would look into this matter,

That a letter be sent to the Aurora
Junior Chamber of Commerce from Town
Council thanking them on behalf of the
Town for the excellent work put into
the Santa Clause parade and further that
they deserve a lot of credit,"
Carried,
Mayor Murray stated it was an excellent parade and amazing
how many outside people were in our Town on Saturday mainly
due to this parade,
Reeve Davis stated he felt the Junior Chamber of Commerce
deserve a lot of credit for keeping this parade alive especially
since neighbouring municipalities have not.

'That a letter be forwarded to the Town of
Aurora Hydro for the decorations they have
placed in the Town and that this letter
be forwarded to Mr. C, Copeland and his
crew.':

Councillor Davidson stated that conmendation of the people who
haveformed the Town band and who turned out for the Santa Clause
parade should be made and further that it should be kepted in
mind should they ask for any assistance in 1961, All of Council,
agreed with these remarks,

"That due to a poor situation arising along
the depth of the United Church property on
Tyler St, due to ice melting and running down
the bank that a railing be .erected along the
edge of this sidewalk in order that people
might guide themself up the hill and further
an attempted be made to undertake this programme
under the winter works incentive programme,

Councillor Bell inquired as to the progress in erecting stop signs

IN Aurora Heights Subdivision and 1~. Browning Town Superintendent
advised that the posts for these signs are in and the balance of
t~e signs had been received this day,
Reeve Davis stated that a letter had been received from the Police
requesting Council to get together with them regarding settlement
of the matter of the 40 hour week, Reeve Davis stated the Police
Chief had sent a letter and advised he would not take the responsi-
bility with the present force as it is. Reeve Davis stated that he
felt a meeting should be held soon to discuss sugh an arrangement,
Mayor Murray stated that a Committee report N should come into
Council first.
