' " ' . . . \ . .) b.,,,..j 23RD REGULAR -7-November 21, 1960 A letter from the Town Engineer regarding Regency Drive Aurora was read. · HAMMOND: CHILD: "That this letter be referred to Unfinished Business." Carried. A letter from the Town Engineer regarding radio communications for vehicles of the Police, Fire, Works and Engineering. Departments in Aurora was read. · HAMMOND: STODDART; "That the following three requests submitted by the Town Engineer in the foregoing letter be approved." Carried. 1. To write to the Police Chief of Newmarket for his letter of approva;I., to have the Aurora Police on the same wave length as .all the rest of York County Police through the new base station, if and. when it is installed. 2. To write to the Department of Public Works requesting their .. authorization for .erecting an antena on the roof, and installing the base station in the stairway of the· Ontario Hospital, with permission to have telephone lines connected to this equipment. At the prest time, no one else has their equipment on the roof of this building which is the.best site in the area. It is recommended that this approval be obtained so that the Town of Aurora will have t~e best site for a future antena in York County. 3. Authorization be given to remit the $2.00 to the Department of Transport for the frequencies. A letter from W. H. c. Bailey and IVIrs .•. Murray and referring being purchased by .IVIr. Saur.o in this connect was read. Town Solicitor regarding Mr. 6. Sauro specifically to a carport on the lands and referli:ing to an attached agreement OHILD: PA.TRIOK: "That this letter and agreement be referred to unfinished business." Carried. - DELEGATIONS IVIr. Murray Hodgkinson appeared before Co,uncil and requested permission,· in connection with the Santa Clause }2a.ra.~1l to be held on the coming Saturday, to remove a part of the Town :fence at the South end of the park for access at this end and further that the school gate at the north end on Wells St. Be closed in order 'that the children may receive the candies from a truck on the pavement of Wells St rather than in the Town Park. ·• .\; ,;) •. ,yr.· .-~· .. ,_ .... ' 23RD REGULAR STODDART: CORBETT: -tl-NOVEMBER 21, 1960 "That approval of this request by Mr. Hodgkinson be granted." Carried. A Mr. ,Adgy appeared before Council on behalf of the Aurora Heights Ratepayers Association and presented the following items; 1. That the North West section of the Subdivision namely Kemano Road is without Street Lights. · j 2. That properties to the north of Aurora Heights Drive have at the rear of their property a conglomeration .and machinery and this particular section is an eye on Yonge St. of garbage sore and 3. \ .\\ 4. 5. they would request that it be cleaned up. The parking of trucks and vehicles just north of Aurora Heights Drive·on Yonge St. blocks the view of drivers ,antering onto Yonge St. from Aurora Heights Drive.· Mr. Eqgy stated this presents a hazard to r.esidents ~ coming out of the Subdivision and further that in thewinter time on this north corner the snow plows pile up the snow which presep.ts a further hazard to traffic. · / In connection with the sidewalk on Aurora Heights Drive at the westerly end Mr. Edgy inquired when t~is sidewalk will be completed and fixed up since entrances to. driveways cannot be finished. · Mr. Edgy stated that ·Heights Subdivision of immediately since stop signs,are required in the Aurora and would Jiike this matter taken care theyare a necessity. 6. That the sign reading "bad roads 20 miles per hour" be ,,,.i removed. ·' BELL: . \P~TR~CK: "That the matte·r of erection of stop signs be refferred to the Chairman of the Works Committee and Chairman ·of 'the Police Committee and that !U!R these Committees . ,: < be· autha:rized to have the awl:thori ty to a(lt , ' 'upon a decision." · · Councillor Bell stated that with regards to.the collection of junk in the rear of the properties on Yonge St. North it was his feeling that the Town ~ngineer might talk to these people and request they undertake a clean.up programme. The Town Engineer advised that he had previously spoken to these residents with no sucess. Cotincillor Child inquired of the Eggineer when the sidewalk at the westerly end of the Subdivision might be finsishdd and the Town Engineer replied that a meeting was called for the coming Thursday regarding this matter •. The motion was then carried. • '• ~ . ,c---1 \__ __ 23RD REGULAR -9-November. 21 i 1960 REPORTS OF COMMITTEES Councillor Stoddart present a report of the Finance Committee in which the Committee respectfully submit the following; The Finance Committee met on Tuesday November 15, 1960 and discussed the resolution submitted by the Council of the County_ of Peel requesting additional grants for hospital construction from the Dominion and Provincial Governments. Considering the proposed expansion of hospital facilities in York County, this committee deems it timely and warranted to endorse the County of Peel resolution and would so recommend. STODDART: CHILD: "That the report of the Finance Committee re the endorsement of the resolution submitted bythe Council of the County of :Peelt re additional grants for hospitals from the Dominion and Provincial Governments be accepted." Carried. Councillor Davidson present a report of the Water Committee re standpipe repairs in which the Uommittee respectfully submit the following; O·~J '\ ,,-•--.. r '· Subsequent to a meeting of the Water Committee at which the repairing of the present standpipe on Yonge St Sough was thoroughly discussed, the Committee hereby recommends that .an overflow pipe be :installed inside the stand pipe and. said ove.rflow pipe be directed into the ground reservoir. Carried.· Councillor Hammond suggest that th.is' work might be undertaken under the winter works programme and ~twas uecided.that application be made in. this respect. The motion was then carried. Councillor Bell presented a report of the By-Laws Committee in which the Committee respectfully submitt the following; On Tuesday,_'November 15, 19$0 the by-law Committee met and recommended that the Subdivider be requested to fence off the area as· specified below as wee feel that this is out of the jurisdiction of the Town Council since this is a new subdivision still under development., This recommendation is made subsequent to a ~etxmx petition of certain ratepayers in Regency Acres Subdivision requesting that a fence be constructed of both sides of creek running north from Murray Drive, east of Nisbet Drive and west of Yonge St• 23RD. REGULAR -10-November 21, 1960 The wooden fence on the north side of Murray Drive is also inadequate as children crawl through it. BELL: CORBETT: "That the report of the By-Laws.Committee re fencing off both, sides of the .. creek running north from Murray Drive, East of Nisbi t Drive and West of Yonge St. be accepted." Carried. Councillor Hammond presented a verbal report and stated that previously letters had been forwarded to Major industries·in Aurora regarding the removal of smoke and air pollution problems and further advised that one Industrial entity had not replied . and has since become quite a nuisance. Councillor Hammond stated that the S~rvices Gommittee had written this Industry again as~ing for their co-operation and stating that Council will assist in any way possible to elivate the smoke problem. 9ouncillor Hammond stated that it was hoped that a reply would be received shor.tly~ Councillor Child presented a report of the Planning Committee concerning Topographical maps in which the Committee respectfully .lUilllll::t submit the following; Subsequent to a meeting held in connection with the report of the Town Engineer the Committe~ hereby recommends that the rate to be charged persons utilizing the topographical maps of the Town .of>Aurora as.follows; Up to 300 acres -$2.00 300 to 600 acres -$1.00 600 to 1,000 acres -$800. per acre. per acre. per sheet if it is on one sheet or r----.... The Informat~on obtained fmrom this topographical mapping shall be used for purpose for which writeen approval has been granted. This topgraphical mapping shall not be repmroduced or in any way copied without the written approval of the Town Engineer, of the Town of Aurora, Ontario. REGULAR -11-NoVEMBER 21, 1960 Deputy Reeve Patrick took the chair and Reeve Davi~ presented a repor~ of the Police Committee concerning a first class constable which.,the Committee respectfully submit the following; Subsequent to a meeting of'the Police Committee in which the matter of the promotionof Police Constable Don Lewis from the rank of 2nd. class constable to the rank of 1st. class r-' constable was discussed, and this Committee recommends that this matter be referred to 1961 Police· Committee. Reeve Davis resumed the chair. uNFINISHED BUSINESS . lVlr. L. Shankman appeared before Council and stated that on the .foregoing Thursday several Council members, the Town Engineer and representatives of Consolidated Building Corporation had met on the site of the proposed new Regency Drive and felt that the \ members present WEntl'l •li';.$a'ti.Sfiie:.TI wki:n with the proposed location of Regency Drive but no decision had been reached with respect to services. PATRICK: HAMMOND: , "THat Council revert into a Committee of the Whole to discuss.this matter subsequent to the finish of all Council business before Council now." Carried. ' Reeve Davis brought forward the letter from Mr. Bailey concerning Mr. o. Sauro and lVlrs •. F. Murra.Y together with the attached agreement. Councillor Child explained the circ~standes affecting this property and the reason for t:t:e agreement being prepared. STODDART: CHILD:· W!ILD: BELL: "That Clause 2 of the agreement be amended to read !ls follows 11 Aurora and the purchaser agree to give the vendor ninety days notice in writing prior to the date on which the said lands are required:" · · · Carried. "That the Reeve and Clerk be authorize•d to sign this agreement on behalf of the Town of Aurora." Township of King regarding the closing of part of a road allowance at the south ·end' of Town and this letter Wj>S' held over till later in the meeting.· .Reeve Davis read a letter froin. the Aurora Police Chief. regarding 'the forty lfour work week reguested by the barg1ming committee of the Aurora Police Department. STODDART: DAVIDSON: "That a meeting of Council as a Committee of the Whole be held with the Police force regardi'ii_p; this matter." Carried. /-·'1 Councillor Dav~llll> stated .that lVIr. G. Black. on Machell Ave. received a temporary permit for footings onl'y aadtheit w:~s to come back to the Committee for a permanent permit. Councillor Bavidson stated that he did not come back to Committee and that ther.e is a drainage problem in existence in thi.s lot. Town Engineer Mr. ,Murray stated that the the Water & Sewers Service had been ;held bavk until the ditch had been put in and felt that the drainage' problem was now approximately 75% okay and it was in order that these services b.e put in now. Councillor Davidson then requested a Works Committee meeting for the following Thursday evening at 7.00 p.m. to discuss several items of importance. NEW BUSINESS Councillor Child brought to Councils attention that an application for a buildigg permit.had been received for a one storey addition with an entra.ri.ce off'Yonge St. and it would be for the purpose of a gun smith shop. Reeve Davis advised Council that the Nomination meeting would take place before the ne.-t Cov.ncil meeting and coasideration might be given to a time limit allotted to each speaker, HAMlVIOND: DAVIDSON: "That a time l:j.mit for all candidates speaking at the. nomina,tion meeting be set at five minutes." Carried, Mr William Bailey, Town Solicitor advised Council th~t upon considering the· Subdivision agreement he would refer to paragraph ten of this agreement that provides for the deversion road which in effect is RegencyDrive must be in fonformace with Department of Highways of Ontario requirements and suggested that approval of the ''Department of Highways be received via lett:er as to their requirements. Mr. Bailey further stated that it was his understanding that Regency Drive will become a deversion road when the present road allowance is closed and que.ted paragraph ten of the Subdivision Agreement emphasising that the deversion road shall be· in fonformity with Department of Highways requirements and the Town Engineers approval. ·· ""/ General discussion took place and the following motion was ·passed. · HAMlVIOND: DAVIDSON: " ,. BEIT RESOLVED: That this Council contact the department of Highways of Ontario requesting their requirements for the specifications for the road known as Regency Drive which road is shown as an 86 foot road on Rgistered Plan 514, and this Council defer any decision as to agreement of services until their reply is received. Reeve Davis brought forward a letter from the Town Engineer requesting the appointment of an assistant in the Engineer's Department CORBE.TT: BELL: "That the Town Engineer's request be referred to the 1961 Council." Carried Reeve Davis then_ r,ead a letter from Sunnybrook Subdivision Limited " advising that they had forwarded to the Town a cheque in an amount of $36,900. 00 being monies applicable to a lot levy in the Subd.ivision. CHILD: "That this letter be accepted and filed." HAMMOND: Carried. Reeve Davis then read a letter from the Upper Holland Valley Conservation Authorities together with a map outling certain lands deemed to be flooding areas. Councillor Child suggested that Council peruse this plan first and then refer it to the Planning Board for their inmformation together with a copy of the letter from the Conservation Authority. Reeve Davis mentioned .that a letter had been received from the Township of King stating they were concernad about the .closing of the road allowance ani], Mr. Bailey, Town Solicitor advised that he had -contacted .JJTr. H. Rose the Township Clerk advising him that the i matter had not come :t np at that time and that nothing would be done ·· · without King Township being notified accordi~gly. Councillor Child brought forward the matter of an application received by the Permit Committee for permission of a 60 foot trailer to settle on land on the North East S~ction of Town for the winter. ~~~~x ~~kt· Councillor Child br~ght to Councils attention that.the present' Town by-law limits the length of time a trailer may locate 'in Aurora to. thirty days and stated that the problem with trailers would be schools and the possible influx of more trailers. STODDART: BELL: "That permission not be granted this application for the location of a trailer as stated since it presents a contravention of Tpwn of· Aurora by-laws." HR!l REli-ULA!l. -15-November 21, 1960 Councillor Davidson presented a letter from the Davey Tree Co. regarding the removal of trees, stupps etc. during the winter at a cost of $1,280.00. Council decided that since this amount was not in the 1960 budget the matter would be set aside. · Councillor Child brought forward an applicat'ion to the Permit Committee regarding the location of a building for religious purposes on Edward St. and suggested that this group be requested to submit more information for further study. Councillor Hammond inquired of the Town Engineer regarding progress being made to complete the sidewalks at the west end of Aurora Heights Subdivision and the Town Engineer advised that Beamish Construction representatives were visiting Aurora shortly to discuss this situation • PATRICK: "That the meeting adjourn."
