"That the minutes of October 3rd, 5th, 17th and 24th. 1960 be adopted as printed and circulated." Carried. CORRESPONDENCE A letter from the bargaining Committee, Aurora Police Department advising Council that all request on the 1960 brief were agreed upon with the exception of request number 4 which was for a forty hour work week consisting of five eight hour shifts and furth,er reques·:ting that a meeting be held to agree on an arbitrator to ,arbitrate this matter was read. DAVIDSON: PATRICK: "That this letter be held over until the chairman of the police committee returns from vacation and then referred to the Police Committee for study and report back." Carried. A letter from the Town Engineer containing a survey of services··· at the present time in Su.nnybrook Subdivision was rea!i. ·· Mayor Murray advised that on his insistence this survey was under taken and felt that it is of interest to Council to have this ipfo~ma~ion on hand. It-was decided that this letter together with the report of. a proposal from Sunnybrook Subd.ivision be referred to lat.er on in the meeting. A letter from York County Health Unit regarding the disco.ntinuence of plumbing inspection in the To.wn of Aurora on the first of !J)eceinber 1960 was read. Deputy Reeve Patirck stated that this was quite a blow to all municipalities in the Counties since the County Health Unit have done an exce.llent job at very little cost and further that he felt :they want comments from,each Municipa~ity and that the Town of Aurora should advise that we want this plumbing inspection service kept on. . ' 22ND. REGULAR HAMlVIOND: STODDART: -2-November 7, 1960 "Move that a resolution be forwarded to the County Health Unit.that they retain this plumbi~g inspection service as it was instigated by them in the first place and as such was under their control and procedure and it would detract from its efficiency if their control was removed." Carried. y A le.tter from Peel County together with a resolution of that County Council respecting the construction of hospitals and there costs was read. ;: Mayor Murray stated that in principal this resolution maybe quite correct, however it is possible that some item in Peel County brought this matter forward and since we here are in the midst of hospital expansion for York County then this resolution might not agree with our needs. HAMlVIOND : · 00RBETT: "That this letter and resolution be ref.erred to the Fd.nance Committe for . study and report back to' Council. " . Carried. A letter from the To.wn of Aurora Planning Board containing a copy of a resolution reading as follows: "Moved by W. s. Mills, secondea by F. J. Wims That the Board recommend to Council, in view of the following factors, that no· negotitations be carried out with subdividers until the significance of recently developed pertinent data is analysed with respect to contemplated addition residential development. These ~actors are- 1. Data developed by the Town Clerk-Treaeurer and Mr. D. w. Richardson, Chairmanof the Planning Board, with reference to the effect of the last. four. years of housing development on the Town's financial position. 2. The report of the Ontario Water Resources Commission, ·dated September 1960, with reference to the Town 1 s sewage ·treatment facilities. ' Additionally the Planning Board reoommends'•that ·the Council accept this as an invitation to a joint meeting to be held as early as possible at the Council's convenience." ., ~, • 1--'-:--. ,_.,,, l ,. i ,!: .. c ,~· L_ . ..-..-.--.! 22ND REGULAR -3-November 7, 1960 , Mayor Murray stated that all the items . the Town of Aurora Planning Board mentioned this Council has spent more time on in the past and further the Planning Board may only suggest and advise and should be. advised that Counc.il has been doing their utmost to further the items suggested in their resolution. Councillor Stoddart st.ated he felt that the crux of the matter now is a joint meeting between the Town of Aurora Council and the Planning Board and felt that such a meeting should be arranged as early as possible. Councillor Davidson stated he heartily agreed with the Planning Board and felt that a joint meeting is of the untmost importance. Councillor Bell stated that he did not believe we have had a joint meeting this year and honestly believe that we should hear them out and several points might be brought forward that are indeed. worth while. Councillor Corbett stated they felt that this joint meeting should be held at an early date and Councillor Sto.ddart read from a section of' the Planning Act • . This section reads in part That every Planning Board shall investigate and survey the fisical, social and economic conditions in relation to the development of the planning area. Councillor Stoddart stated that for this reason alon~>we should have a joint meeting. Deputy Reeve Patriot stated that he would go along 100 per cent with this. joint meeting, however it was quite uncertain when a meeting might be held since members would be absent between now and nomination. Deputy Reeve Patrick further stated that he would like to see the meeting held when Mayor Murray was present and that he would like to see everyone attend the joint meeting to. HAMMOND: BELL: "That arrangements be made to hold a joint meeting between the Town of Aurora Council and the Town Planning Board on Thursday December 1st. 1960." Carried. A letter from .the Safety Council Town· of Aurora requesting the use of the $100• which was granted by the Town Council for the purpose of setting up safety crossing patrols was read. · PATRICK: STODDART: "That this requeste for the use of the $100. f.or the purpose of setting up safety crossing patrols and other items the Safety Council require be granted." · Carried. A letter from York County Mutual !.id Fire Servic.e advising Council of a meeting o.f that Assoc:ration to be held in the Aurora Fire HlUl at 8.00 P.M. November 9i;l;l. 1960 was read. Carried, A letter from Sillouette Products of Toronto requesting a Pedlars lixcense in the Town of Aurora was read. · HAM!VIOND: BEl.1: "~hat this letter be' referred to the Permits'Committee for study and report." Carried. A letter from Frank's Snack Service Toronto requesting a permit to' carry on as caterers in the Town of Aurora was read. HAIVJMOND: BELL: "That this· letter be referred to the Permits Committee for study and report." Carried •. A letter from Civil Consultants Ltd. concerning.recommendation for acceptance on work constructed re the Case Subdivision Services was r-ead. STODDART: PATRICK: •:That this report be turned ·over to the Works Committee for study and if found to be· to their satisfaction that this Committee be authorized to accept it forthwith." Carried. A letter and proposal from S, J. Kelner containing two proposals in order to allow Sunn!Jbrook Subdivision to complete ");heir homes was read. This matter was referred to newbusiness. DELEGATIONS Mr. J. Topp of Regency 4cres Ratepayers Association on behalf of Mr. M. Smith the president presented a petition requesting the erection of a fence on the north side of Murray Drive near the new location of the Gas meterJ!.,ing station.. Mr• Topp explained that he had been given to understand that two children have fallen in the creek in this area: and felt that some action shouid be 'taken before winter sets in and the hazard increases. ,·-·1 : ~ -:-., .. J Cotme>illor Davidson inquired if the subdivision that all ditches be fenced in. and Mayor Murray entirety only certain areas were to·be fenced, agreement required stated no not in its _ ' . r-~ ~--·' l .. ----, 22ND REGULAR -5-Novemb.er ·7th. 1960 .. , Mayor Murray s·tated that if the· Subdivision agreement does not state fencing for this area then it may be the Town's responsibility and suggested it be turned over to the By-law Committee for study and report. baqk. ,,JllLuncillor Bell stated that the by-law ·committee might purpr~e the subdivision agreement and make a recommendation and if necessary draw this matter to the subdividers attention and see that action is a taken if it is his responsibilty. Mr. Topp requested that the By-law Committee commence action immediately in this matter. IW_r. H. G • Morley _appeared before Council concerning.,the need of stop signs .and other traffic signs. in Aurora Height.s Subdiviaon and stated that no stop signs are in existence at present and felt that these signs are indeed n~cessary. This matter was referred to the police committee for study and recommendation taken immediately to al~ate any hazard that may exist. . __.4 ,f~ . REPORTS OF COI\11\1ITTEES Councillor Stoddart present a report of the Finance Committee and submitted that subsequent to .a request of the· Town Engineer Mr. f?. Murray the Committee had met and dealt with the Town Engineer's request for a mi],aage aJ,lowance and the committee recommends that MJ::. s. Murray be granted a car allowance of ,$500.00 for the year 1960. . STODDART: HAI\11\10ND : "That the report of the Finance Committee granting Mr •. s. Murray a car allowance of $500. for the year 1960 be approved.and the Seal of t:qe QorP.oration be attached thereto." Carried. Councillor Davidson presented a report of the Works Committee regarding the requirement of a~sand spreader :a in which the Committee respectfully submitt the following: . :Subsequent to a meeting of the Works Committee it is recommended that the Town of Aurora purchase one only mondel DIJ.;.2 Standard Deluxe Highway Sand·Spreader complete with all standard equipment including detachable heavy-duty guard rail with aQ.justable clamps, heavy tubular stand, adjustable support brackets, adjustable feedgates (one each side of hopper), 2 3/4 horsepower air-cooled engine with automatic reqined pull type silarter., 9! x 19t sliding feedgate and all necessary parts for installation on dump body tailgate, 18" spinner, and engine hood with four-built-in filters, at a cost of $595.00 from the General Supply Company of Canada. 11 · . ~· 22ND REGULAR -6-November 7th• 1960 . ''.,_ ,'"'"''"· Councillor Davidson in support of this motion stated that it is urgent that this piece of equipment since there are twenty- five miles of roads to. be :s:';;:; sandad this winter. The motion was then·carried. Counci:Clor Davidson presented a report of the Planning .. Committe~ concerning the A. Slater subdivision in which the Committee ·.-, respectfully_submit the following: ;,. The Planning Committee met on Wednesday, November 2,. 1960 and siscussed the questionnaire from the Commu.nity Planning Branch,.· Department of Municipal Affairs. regarding a proposed plan! of subdividrion by Mr. A. Slater being part of lot 80 Coni •'1, ·part lot 27, plan 246, Town of Aurora. The 23 questions were duly considered and it is now · recommended by the Committee that the questionnaire be referred now to the Town Engineer and then other authora.atative bodies for their comments.· The Committee further recommends that an appropriate subdivision•agreement between the Town of Aurora and Mr. A. E. Slater be prepared for Council's attention. DAVIDSON: STODDART: "That the r!'lport of the Planni:n:g Committee re Slater Subdivision be accepted." In discussion to the foregoing motion Councillor Hammond inquired if Council are to accept this report as submitted are we accepting the subdivision in it entirety. and Mayor Murray advised that no.the Counqil are only accepting the items listed.on the questionnaire. ' ,.---.. l' ___ ; .---, I 22ND REGULAR ~7-November 7th 1960 ~ouncillor Bell presented a report of the By-Laws Committee regarding vacation with pay for Municipal employees in which the Committee respectfully submit the following: BELL: CORBETT: Subsequent to a meeting of the By-law Committee it is recommended that the following by-law be prepared in reference to vacation ~ay for Town employees. That vacation with pay~e granted to employees as follows: 2 weeks with pay after 2 years cont:dmuous service. 3 'weeks with pay after 15 years continuous service. 4 weeks with pay after 25 years continuous service. "That the report of the By-law Committee re vacation with pay for Town employees be accepted." Carried. f Councillor Davidson remarked I' happy to see prpepared. · that this is one by-law f>, ,;,\ he· is very Councillor Corbett presented a report of concerning tenders for fuel oil in which submit the following. the property committee the committee respectfully CORBETT: PATRICK~ Tenders• for fuel ·oil were received from the following ccnnpanies: h Cities Service Oil Co • 16 cents a gallon 2. StiverBrothers 16 cents a gallon 3. Ken Rose 15~ cents a gallon 4. Imperial Oil 14.85 cents a gallon It is recommended that the tender submitted by Ken Rose at 15~ cents a gallon be accepted, since the lowest tender stated that the quoted price is subject to fluctuations. "That the tender for fuel oil at 15~ cents a gallon submitted byKen Rose be accppted and th·e seal of the Corporation be attached hereto. u· Car.ried. Councillor Stoddart brought forward a letter from the Aurora Recreation Commission regarding insurance coverage for the swimming pool and stated that the swimming pool is now covered by insurance in a amount of $20,000. on the building, $10,000. on the contents and the swimming pool is further covered under the liabilty insurance covered by the Town general. Councillor Stoddart instructed the amerk to advise the Aurora Recreation Commission·accordingly. HAMMOND: STODDART: uThat.the appeal made against County ,equaliz~d assessment on June 6th .• 1 1960 has been fully studies and it is now 'recommended that this appeal be withdrawn." • I • ... Councillor Hammond stated that the prime reason for the withdrawal of this appeal was that the major items comprising the increase in assessment for equalization purposes were :n,ever brought to Councils . attention in full detail. However, Counc.illor Hammond stated that · .. ., · these i terns have now been explained ,satisfactory and therefore .. 1the appeal should be withdrawn. Councillor Hammond stated that '• the matter the · c·.w fairness of equalized assessment for High School and other purposes has lbeen taken care of in another appeal wlilich it is understood is being st~died by the Coundly. ' November 7th. 1960 Mayor Murray advised that Beamish Construction had been contacted with regards to Dunning Avenue project and unless any forseen circumstances artse they will pave the street this week and build the curb outside the High School area. Councillor Davidson.stated that they were working on Dunning Avenue this afternoon. ' Counc~llor Davidson inquired where do the Town stand on the $7000. holdback b~ Consolidated Building Corporation and also engineering fees proper:j,y chargeable. Councillor Davidson stated he would like to see this matter cleared up before the end of the .year. It was decided that the TQwn engineer would inquire into this matter and when the account is submitted the Town engineer would go over each item with their engineer. Town Engineer Mr. Murray ·brought f:orward the matter of a aerial photography and ~hat the original. letter from himself regarding this topic had been sent to the Clerk as an account for payment. Mr. Stan Murray st~ted that on June 20th at the 12th. regular meeting of Council these aerial surveys were authorized at a cost $5000. and were to be pa~d from the subdividers capital_levy account. Mayor Murray stated that this matter was quitecold now due to the lapse oftime sinc.e the motion·had been passed. and felt that it .should be reviewed and then discussed. Mr. Stan Murray stated that the· reason it was brought in this evening is that a request had, been received to use this plan and he wished to obtain a decision from Council both to allow use of this plan and to set. up, a scale of fee13 to be charged for their.use. BELL: · I HAMMOND: EThat this matter be referred to the Planning Committee for study at a subsequent' committee _meeting." Carried. Lj BY-LAWS BELL: CORBETT: "That leave be. given to introduce a by-law to change the names of certain streets in Sunnybrook Subdivision and that the same be now read a first time." Carried. The by-law was then read a second time, and clauses B. c. D af the enactment were amended so that each clause read "Weeks vacation with pay". All in favour of the second reading of the by-law as carried. HAl'lll'IIOND: PATRICK: "That the third reading of the by-law be taken as read." All in favour of the third reading of the by-law. Carried. NEW BUSINESS The proposal submi tt.ed by Mr. s. J. Kelner, concerning the Sunnybrook Subdivision and completetion of home~ in that area was brought forward. Councillor Hammond stated that this matter had been referred to new business so that the letter,referring to the state of servio_es in Sunnybrook Subdivision might go hand in hand with these proposals. Mayor Murray stated that it :vm:Mllli: was a case of referring this matter tothe Planning Committee however he pointed out it should not be held up and it should be ascertained quickly as possible if these proposals are good or not and l'llr. Carried. Mayor Murray stated that yesterday the unveiling of the addition to the War Memorial had taken place and he would like it publicly known that he personnally on behalf of Council would tike to thank every one who took part in the entire affair which was indeed a credit to the three municipalities. Mayor Murray brought to Councils attention that he is leaving in the morning and would be away for a three week period. Mayor Murray stated he hoped to gain much information to bring back to this community and that he would arrive back in .Aurora on the day before nomination. Mayor Murray then stated kK that he hereby officially announces that he will stand for the high office of Mayor of this municipality. Councillor Bell stated it would be in good taste for Council to send a letter of thanks to the Lieutenant Govenor for of.ficiating at the cenotaph on Sunday and Mayor Murray stated that the committee have this in mind and are aware that a letter will be sent to him. Council then stated that the Lieutenant Govenor is a credit to our way of life and indeed the best lieutenant Govenor of all times. Councillor Corbett stated that he would personally like to wish Mayor Murray and Mrs. Murray _a safe journey overseas and vack. Councillor Hammond stated that Councilor Corbett had spoken for all of Council in wishing them a safe and pleasant journey. HAJV.Il.V[OND : "That the meeting adjourn."
