REGULAR -2-October 3rd.l960 DELEGATIONS • Mr. Smith representing Regency ACres Ratepayers Association appeared before Coundil and inquired as to the progress being made regarding the amending of by-law 1051 concerning sidelines for garages. Councillor Child advised that a meeting had not been held as yet and that Mr. Smith had attended a planning board meeting and underswood that it took time to draw up a riew by-law distinct from by-law 1051 to effect this area of Town. Mr. Smith,advised.that it was close to the end of the year and they desired to buii~ these garages as soon as possible. Councillor Child stated tha,t the meeting would take place Friday of this week with a planning consultant and it is hoped he will draw up the by-law and after planning board approval the same will be submitted to Council. Mr. L. Shankman appeared before Council concerning a permit placed in the Town of Aurora last week for the erection of a Service station at the south end of Town. Councillor Child stated that this permit was dated Frdlday of last week and concerned. a service statiion to be' erected at Regency Drive and Yonge Sts. and that a permit"for the erection of a service station was always brought to Council for approval. . c . CORBETT: HAMMOND: "That Council grant approval of thrs permit for the construction of a service station • 11 •• " Discussion followed this' motion and Councillor Child stated that· !'-:'\ ',,~_.; this permit should be granted providing it falls within the requirements of the De'partment of Highways and it was decided that if the permit was granted that the builder must get in to·uch with the Department of Highways and obtain their approval. I' The motion was then carried. REPORTS OF COMMITTEE Reeve Davis presented a report of the Police Coinmitte·. in which the. committee respectfully sub.mit the following: ~0.' ~ Reeve P,avis and Coun9illor Davidson.met with, the Police Chief on September 29th. and discussed several items afld subsequently reaLommend the· following: ·•· '" 1. That the hiring of a Police Cadet as per the. Police Chief' s· recommendation be approved and the necessary advertisement be placed. · 2. REGULAR -3-October 3, 1960 .,1 Councillor Child presented a verbal report of the Planning Committee and stated that at the request of the Regency Acres Ratepayers Association Council1 had visited in body to look over some of their problems and subsequently a meeting had been held with two members of the Regency Acres Ratepayers Association and the Planning Committee ·on September 21st. 1960. Councillor Child stated that several points had come forward from this meeting and it was felt that it should be a separate by-law for this area. Councillor Child stated it was mentioned at the meeting it was more feasible to have a ~oning by-law for one area rather than amended the building by-law for the whole town and further that other questions had arisen and these questions should be thrashed. out at a Committee meeting • It was decided that a Planning Committee would be held to finalize this matter arid thrash out the questions that had arisen on Wednesday evening October 5th. a~ 8.00 P.M. Councillor Davidson presented a report of the Works Committee in which the committee respectf~lly submit the following: Subsequent to a meeting of the Works Committee it is recommend that a wing be purchased from Adams Grader 6ompany at a cost of $700.00. DAVIDSON: DAVIS: "That the report of the Works Committee dated September 29th. 1960 re the purchase of .a wing at a cost of $700.00 be approved and the seal of the, Corporation be attached hereto." . Carried. It was decided that the above monies should be appropriated from Capital Levy Funds. "· Councillor Davidson presented a report of the Works Commit~ee in which the committee respectfully submit the following: The Committee met and subsequently recommend that Cowell Paving Co. Carried. "That lVlr Percy Barwick be authorized to attend the 1960 Sewage Convention at Niagara Falls and the sum of $75.00 travelling expenses be alloted and the Seal of the Corporation be attached . hereto." REGULAR -4-f!:@c,teheF:drd. 196 0 Councillor Child reported that the Permit .Committee had authorized the Town building Inspector to attend a building convention to be held in Windsor Ontaiio this week. UNFINISHED BUSINESS STODDART: HAMMOND: "That the County Assessor be notified that the appeal of the Town of Aurora against the increase in the Towns' portion of the County's equalized assessment will be sustained until a report on the increase, showing justification for same, be forwarded for this Councils' observation." Carried. Councillor Davidson brought forward the question are Aurora Heights Subdivision building again and Councillor Child stated that no permits for building had been approved. Councillor Davidson inquired how can we force them to equalize their assessment and Councillor Child stated that they had purchased the Petlovany Land and the Town should now put in the necessary road in order that this matter may be finalized. Reeve Davis stated that since this matter had now be finalized we should start the construction of this road and use Jl!excess dirt available for this project. The Town Engineer advised that the availabilty of dirt from the south end of Town was not forthcoming due .to the contractor being able to unload same at a cost and near to, his construction. DAVIDSON: HAMMOND: "That.the K.J. Beamish Construction Co. Ltd.be authorized to procead with the necessary excavating, relevvlling, supply and consolidation of gravel -~~-· and the supply and consolidation of 3" total depth .---, of asphalt paving, extending from the west limit of W.R. Case sub-division westerly approxiaately 345 feet including the Cameron Ave. intersection and the two easterly High School entrances. Work to include all adjustments to existing catch basins and manholes, at a cost,of approximately $6,332.00. Also lbo proceed with ;f;he extension of the High School paving to the east siae including asphalt curb on the easterly boundary at a cost of approximately $1,905.00 this latter cost to be born by the Aurora District High School Board, and that the Town's portion be paid from the Capital LeV;y Fund.n Carried. Councillor Hammond inquired of the Clerk the balance of monies owing by Sunnybrook Subdivision and the clerk advised their was $36,000. owing for Stage 1 ~ this subdivision. Mayvr Murray brought forward the question of· Consumers Gas contract at Regency Acres. CHILD: fATRICK: "That the Mayor be permitted to sign the agreement with Consumers Gas Co. if the purposed station be moved 40 feet easterly from the site shown· on the present plan and that the gas main be "'·"" constructed along the south side of Murray Dr. Carried • ~~ '-•., '---~· 19TH, REGULAR ' -5-October 3, 1960 Reeve Davis inquired of the Town Enginaer as to the progress of the new well, The Town enginaer Mr. Murray explained the connection had been made into the reservior and they are now held back due to the non shipment of a part from the United States and that this part has gone astray in shipment, This matter was discussed in some length and the following motion was purposed: HAMMOND: BELL: ~That Council authorize the Town Engineer to advise the American Co, to forward us a replacement part by air Freight and locate the lost part at their convenience provided that the other part is not located first." Carried. Councillor Hammond inquired concerning the sidewalk on the north side ofWellington St. west and asked as to its length • The Town Engineer Mr. Murray replied that 350 feet of sideaXk walk waa laid down in the contract and they had completed 343 feet altogethe~. BY LAWS A by-law to.regulate the traffic in the Town of Aurora was postponed to a special'meeting of Council to be held at 7.00 PM on Wednesday October 5th. BELL: DAVIS: That leave be given to introduce a by-law to fix the day for nomination of candidates and for the polling and the same be now read a first time. Carried. I "That the by-law now before. the Council be read a second time that the Council resolve itself into a committee of the whole for that purpose. REGULAR -6-OCTOBER 3rd. 1960 MURRAY: HAMMOND: "That the date of the election be amended to read the Second Saturday in December." Carried. The second reading of the by-law as·amended was then carried. CORBETT: DAVIDSON: CORBETT: PATJ!HCK" NEW BUSINESS "That the by-law now before the Council be read a third time this day and that rule 22 of by-law 862 be suspended for that purpose." "That the third reading of the by-law be taken as read. 11 ' Carried. ~or Murray brought to Councils attention that notification had been recmived concerning installation of sirens for civil defencex purposes and outlined the purposed locations on the.xoof of the Remington Rand building and Regency Acres school and that the work to erect these sirens was to commence on or about .October 3, 1960. It was decaded that this matter would be looked into. Councillor Hammond brought forward the matter of the sidewalk on the north side of Wellington St W.est and advised that ~~~ ·jpe . sidewalk finishes on the Westerly end pedestrians must/a ":Few feet of bog it it is wet. Councillor Hammond stated he would like to see an excess strip made to enter on to this sidewalk. It was decided that the Street Cocmmittee would investigate th~s mater. Councillor Davidson brought to Councils attention that the Town Superintendent Mr. Browning was ill this evening and since the work had been commenced on Wells inquired as to who would look after the job as the Town superintendent was unable to attend. It was deciaed that the Town Engineer Mr. Murray would take over in this instance and Mr. J. McGhee and Mr. w. Steadman be so informed. HAMMOND: "That the meeting:adjourn."
