Mayor Murray advised Council, that Deputy Reeve Patrick was
attending a co·rtv'ent:i:dn, Councillor Hammond had requested he
be excused from this evening! mee.ting and Councillor Davidson
was on vaction · Mayor Murray :further stipulated that Reeve Davis
and himself had been requested to attend a meeting at the High
Schb.61 and therefore anticipated a short Council meeting this
evening.

CORRESPONDENCE
A letter from Mrs. Bernice Lewis advising Council of her resignation
as stenographer for the Police Department effective September 30th.
1960 was read. ·

A copy of a letter from w. Brooks, Clerk to the Department of
Planning & Development regarding the Town tlf Aurora's request
for·asurvey of Auroras' greenbeltarea and suggestions for·
park development was read. This letter was referred to the
Chairman of the Parks Committee.
A letter from the Lee family Aurora thanking Council for the
floral tribute and sympathy extended to them at this time was
read.

CORBETT: Carried.
A letter from Mr. s. J. Kelner expressing his regret on the
passing of Mr. L.C. Lee, Town solicitor was read.
STODDART: "That this letter be acknowledged and filed•"

A lettar from Consolidated Building Corporation Limited
in whic'h said Corporation covenant and agree to carry out and
perform al provisions of· the agreement made between Headmont
Holdings Limited and the Town of Aurora was read.

"That this letter be filed in the Regency Acres
Subdivision file."
Carried.
Mr. H. Borden and a Mrs. w. Summers appeared before Council.and
presented a petition signed by various residents of Wells S •
concerning a condition of .rusty water in"'". the location on Wells
St. Between Wellington St. and Mosley St. This petition subsequently
handed to the Mayor requested the new watermains be installed
at the earlies possible date.

Mr. F, Shoniker appeared be;fore Council representing Builders in
.Sunnybrook Subdivision and stated that the sub-division agreement
clause 9 B referred to the payment to the ~own by the owner of .
capital llilvy molii.3:!JS and Mr. Shoniker stated he would like to know
if this .sum of money has been paid as of this date. Mayor Murray
advised that this sum had been paid but not in its entiredty however
interest is paid monthly on the unpaid balance, Councillor Child
stated that we agreemonies should hav§! been paid however Mr. Kelner
approached Council and asked it be left over and he would pay .interest
on the unpaid balancehowever if permits are required we would have
to request Mr. Kelner to pay these monies. Mr. Shoniker advised :!J>hat
we have paid Sunnybrook Investments Limited large sums of money and
must 'therefore pvotect.our interest sirice as our mond:es were paid
to him he was to pay his responsibilitmes. The matter was left at
this point and it was suggested that this agreement withMr. Kelner
be looked into.
REP1'0RTS OF COMMITTEE:
Councillor Stoddart presented a report of the Finance Committee
in which the Committee respectfully submit the following:
At ~. Committee meeting held Thursday September 15th. 19ti0
with allmembers of Council present except Counc.illor Child
the request of the Newmarket Lions Club for a grant of
$1000. towards the school building for Retarded Cbildren
was discussed. As no provisions for .this amount is made
in the Budget and the amount of Supplementary Taxes
collectable for 1960 is U:nkown it was decided to place
this request in the files to be dealt 'with when 'the 1961
budget is prepared.
STODDART: "That the report of the Finance Committee regarding
grant for Retarded Children be Accepted." CHILD:

Councillor Stoddart presented a report of the Finance Commitee
in which the Committee respectfully submit the following:
At a Committee meeting held Thursday Sept 15, 1960
with all members of Council present except Councillor Child
lhhe. appointment of a .solicitor to replace Mr. Lee was
diacussefi. After discussion .it was resolved the Mr. Wil:Jiiam
Bailey be. appointed on .,a temporary basis til December 31st.
1960 or such time thereafter until. a permanent appointment
is made. · ·

appointment of Mr. William Bailey as Temporary
Solicitor for the. Town. of Aurora be. Accepted,"

"That by-law 1450 prohibiting heavy traffic onall but designated
strceets and highways in the Town of Aurora be amended on the ·
third reading to ·include •Tyler St. from East limit of Yonge St.
to west lim:!.t of Mill St. as a designated highway for heavy
traffic.
All Committee members and members of Council attending meeting in accord.·
That we introduce a by-law setting the starting salary of the Probationary
constables at $3,250.00 in accordance with the agreement reached with
the Constables bargaining Committee.
All lUlU Committee members in accord.
That a by-law be passed changing the date of the election to the
first Saturday in December for Municipal elections and that the present
nomination date be left unchanged.
All Committee members in accord and also the fO'lliwng members of Council
attending .this meeting, A. Child, W. Davidson, Deputy Reeve, Patrick
~ Hammond W. Stoddart.

NEW BUSINESS
Mayor Murray brought forward the need of a sidewalk on Yonge St.
From Wellington St to Mosley Street and advised that the worst
section is in front of the Post .Office and on either side of
this area and further that somethmng must be done about this poor
sidewalk. Subse~ent to discussion concerning this sidewalk the
following motion was proposed.

"That we undertake the construction of a new
sidewalk in front of the Post Office building
and oft each side of same immediatley."
Carried.
Mayor Murray inquired of Councillor Child if a meeting would be
held on Wednesday regarding the side boundaries and Councillor Child
stated that this matter should go through the proper procedure
and that the land use k:J Plan should b'e changed and have Planning
Board.app~val.
BY-LAWS
Councillor Bell, stated that since all members of Council were not
present this even:img he felt that by-laws should be lheld over until

Councillor Corbett sta~ed he would like to know how he is going to
get rid of material in 'j;he digestor at t~e Sewage Treatment Plant.
Councillor Corbett stated he had instructed the• Engineer to run
some of this material'out to the greenbelt by tlie cre:l!k and dump
some in other places. and inquired on what authority the Mayor had
· cancelled t~is o~der. Mayor Murray stated he had asked who had
given instruetions to••put it near a play ground and was told it ·was
. the Eng·i!}ecerf ·and that Councillor Corbett 1 s name .. had never entered
the picture, .. May;or 'Murray stated that complaints had been received
about dumping in the play area and that the material dumped should
be workeQ. into the ground immediately and not left·laying around
and furth'Elir' Mayor Murray stated that he apologized for not getting
in touch with .co.uncillor Corbett and further why this material was
·not dumped in the ~arbage dump. Councillor Corbett stated that
Whitchurch Townshi1) did·•·not want thms type of material dumped and·
furtaer t~~t"it was quite a distance to go. Mayor Murray stated
that the T.ow:rtship of Whitchurch had never objected previously and
that this would not ~e any fur~her than the south end where dumping
had taken ~lace. Councillor 9orbett stated that something must be

treatment plant .. were less then other years •
