A letter from the Canadian Legion Aurora Branch reminding Council
of the meetigg to be held on Tuesday September 13Th. 1960 concerning
the Annual Memorial Day parade and service was read.

· A letter from the City of Windsor extending an invitation to Council
to attend the Conference of the Ontario Building Officials Association
to .be held in Windsor October 6th. and 7th. 1960 was read.

A letter from the Post Office Department, Postal Services Division
Ottawa, regarding the possibility of mail delivery by December 1st
in Aurora and assuring Council that this matter will be kept under
constant review and Council will be fully informed with regard to
the progress being made to meet the target date of December 1st was
read.
Reeve Davis stated it was his understanding that thatcontract for
the building has been let to a local firm • Mayor Murray stated
that if mail delivery is not available in Aurora by December 1st
1960 then he wanted it know it was not the fault of the Aurora
town Council.

A letter from the County of York advising that a meeting of
three Counties will be held to discuss certain County topics
at a Tri County Planning Workshop to be held in Newmarket on
September 28th, 1960 was read.
It was decided that a copy of this letter be forwarded to the
chairman of the Planning Board advising that the Mayor, Reeve and
the Ch&arman of the Planing Board attend this meeting,
A letter from the fire-chief, Auvora Fire Department advising
Co~ncil that the stairmay at the Remington Rand Building was in
need of repair was read.

This letter was referred to the Chairman of Property for study
and investigation,
A letter from Consolidated Building Corporation Ltd, in which said
Corporation ;r. covenant and agree to carry out all provisions af the
subdivision agreement made between Dilcue Limited and the Town of
Aurora was read,
Council dec~ided that a further letter be requested from Consolidated
Building Corporation Ltd. whereby Headmount Holdings Ltd, also
covenant and agree in addition to Ei~l Dilcue Ltd,
A letter from the Aurora Recreation Commission recommending that
Mr. Dennis Williams, Kennedy St. W. Aurora be appointed to the
Aurora Recreation Commission as the Rotary Clubs representative

A letter from the Regency Acres Rate Payers Association supporting
the matter nominations held saparatily for Council and School Boards
was read,
Mayor Murray advised that it would appear at the present time that
the nomination must be held the same night but they might be held
at different places. Councillor Hammond inguired if we had been in
touch with the School Board and asked them their apinion and Mayor ,
Murray advised that he had contacted the School Board and they did ·
not actually see the need however it did not matter to them.

A letter from Consodiated Building Corporation Ltd, regarding
the fencing of the West Drainage Ditch and requesting Councils
permission to·erected a chain link fence on the westerly drainage
easement as a protection for home 'towners abutting this easement
was read.
Discussion took place followingthe reading of this letter and
Mr. Shankman of Consolidated Building CorporationLtd. suggested
that the back of the lots facing this easment were tappered of
gradually where they slope and that the fence be left as it is
now. It was agreed that w~. Shankman and Mayor Murray would
meet this week regarding this matter •

A letter from Mr. R, H. Moore of Wasaga Beach requesting permis!Hon
of Council for a change of Occupancy from grocery store to
fish and chip store for premises located on Yonge St. s. Aurora
was read.

A letter from the Girl Guides Association of Aurora thanking the
Council for the grant of $25.00 to assist this association in 1960
was read.

DELEGATIONS
A delegation from the Regency Acres Ratepayers Association appeared
before Council and Mr. Murray Smith, President, stated that it was
their wish to protect the change in issuance of permits and use
of some lots in Regency Acres, for e12:ample a lot on Jones Court was
assured nothing else but single dwellings would be erected add now
find 2 storey ii'tw semi-detad:d:hed are to be constructed there.
A Mr. RR±H~ Parish stated that he feels we are being blocked inand
had been told previous that this permit had been cannelled. Councillor
Child inquired who told him it was cancelled. and then subsequently
okayed and Mr. Parish replied the Building Inspector had said so.
Councillor Child stated that he had originally misinterpreted the
two story sem-dwelling to mean a family of four and had cancelled
permit at that time. Councillor Child stated that once he had
detected his error and felt that the necessity of this two semi storey
was due to the Euorpean artictect calling our houses strawberry boxes
and felt that these broken line of homes would lend character to this
subdivision then he had instructed the building Inspector to issue
the permit,

The delegations from Regency ACres Ratepayers Association stated
that the registered plan approved by the Town Council had
shown the type of 'li!&M!Il house to be built and now the two storey
semi type of building are springing up here and there and in
some instances cut off the lights from house windows, They inquired
if the Twwn Councildid not approve these permits who did and
Councillor Child replied that the Planning Committee of Counci~
I approved the'se permits and further that the registered plan does
not necessary show the type of house to be constructed but that
the site plan submitted might show th~ type of houses. ,
Mr. Shankman of Consolidated Building Corporation advised that
there was no sense of building a house that will not sell and find

that the two storey semi will sell and it in demand and that they
are trying to fill a housing need. Mayor Murray advised that this
matter had been brought up twoweeks previously by Councillor
Hammond ahd he had wanted to know at this time who had authorize
the change in plans. Councillor Hammond stated that at that time
the reason he had brought it in was because I heard it was Council
who overrulled the Building Inspect!hii in this matter. CouncB.lor
Hammond stated he did not feillJ. that the residents are taking .c.
Council to task for the situation just that they purchased
property originally on the understanding that a certain type of
house would be built on certain lots and now find that this had
been changed,and know wish to know hou this change was brought
about. The delegation from Regency Acres Ratepayers felt that
it was deceitful to Regency Acres Ratepapers to erected a ill:ifferent
type of house and that they were not in favour of this at all.
Councillor Child stated that Council as a body approved thae
registered plan as presented and inquired now kN if we gan dictate
to Consolidated Building Corporation Ltd, and tell them they can't
build a two storey semi building. Councillor Child stated he did
not feel we were in a pesition to tell the subdivider what type
of house he might build. Councillor Child stated that the demanded
now appears to hR call for a change in ty'!,ll~ and that the only
complaint has been about the two storey.buildings. Subsequent to
further discussion Councillor Hammond stated there was an amount
of doubt if we have any right to make a subdivider stick to the
original site plan and that Mr. Shankman states there is nothing we
can do about it. Councillor Hammond stated if .this is so feel we
need a ruling on this matter and through our Planning Committee
to the'Department of Planning and probably through legal opinion
clarification may be.optainedin this m~tter. The deJ,.egations from
Regency Acres asked if legal .advise says that nothing can be done
then could Council persaude Mr. Shankman to meet with the residents
to move the houses back or forward a little to help solve the light
problem. Mayor Murray advised that Mr. R. Zeldon had stated that
he would look into this :roa:t:::t~<:1(! :situation and the matter was then
left to be forwarded up.
Mr. Murray Smith, President of Regency Acres Ratepayers Association
presented a letter to Council submitting a petidJion signed by those
residents who wish to amend by-law no, 1051 which vM~fxxx covers the
building of garages in reference to property lines. Mr. Murray Smith
explained that this petition wishes to amend by-law 1051 to read
"attached or detacted garages or car-ports to be built 0 feet from
the property line as well as from the rear of the house all gara§es
should be ewavestroughed and down-piped to elevate the drainage ~1 problem. 11 1

A Mr. Briggs
A Mr. Riggs from Regency Acres Ratepayers Association explained
that lli;)(!ii:JC they find the majority of people in Regency Acres are
not able to build garages and that they just wish an amended to
the building by-law so we can build garages on our houses.
Mayor Murray stated in his opinion we are causing h hardship
insisting 'that residents build garages at the back of their lots
whereby theY must build four walls rather then three walls in the
case of an attached garage. A Mr. Lewis stated he had made it his
business to ask around and wish to know the basis of where the 6 feet
came from. Councillor Child stated at first there was a 3 foot
limit on sidelines and it was deemed advisea~le to make it 6 feet
because of. a fire hazard and that certainly a fire hazard existed
at !aero feet. Mr. Lewis stated that to his knowledge all the ather
municipalities axe: all require 3 feet and why should Aurora be
different. Mr. Lewis inquired if the Majority of the peliple of
Regency Acres desire this by-law changed can it not be done.
Councillor Child advised that Council is here for all of the Town
of Aurora not only Regency Acres and further that the Petition
states zero feet. Mr. Lewis stated he would recommend three feet
and that a new petimion be submitted to this effect. Mr. Riggs
stated that we are under the impression that attached garages
at zero feet would be brick and therefore no fire hazard. Councillor
Bell stated he believed there is a motion on the books covering
this matter and moved that this letter be turned over to the
By-law Committee and that the Planning Committee and by-law Committee
have ameetirig and iron this matter out.
Councillor Stoddart advised that he has no room to build a. garage
on his own property and was reluctant to see 6 feet when it was
originally passed. Councillor Stodaart said he felt 3 feet
was sufficient and felt we should give this matter further sua study.
Mr. Riggs stated he wished that the Council would come down to
Regency Acres and take a look at our problems. Mr. Riggs stated
the intention of the petition was to change in one case from
6 feet to 3 feet and in the other case at the rear of the house
from 10 feet that this be zero feet. Deputy Reeve Patrick felt
that a complete survey of the whole subdivisios was required aince
he was unable to say that 3 feet was satifactory for everyone.
Councillor Child stated he felt that "'eputy Reeve is referring to
a survey that might be taken to ascertain where a zero feet
requirement applies and whenre 3 feet might apply. The delegation
inquired if the by-law mig~t be changed to read 3 feet from the
sideline and that permission of the next door neighbour be
obtained. Councillor Child stated then if this were done it would
have to be registered against.the daed and owners.might change
periodically. Councillor ~ammond stated that speaking specifically
of Regency Acres this by-law must apply to rest of Town and know of
several places that it could be affected in other parts of Town.
Deputy Reeve Patrick recommended that a date be set with R-gencyACres
Ratepayers Association to meet with Council and make a survey in
this area in order to obtain an accurate picture of what we are up
against, then a further meetingmight be held and recommend some plan
to iron uut this matter.

Mr. Lewis inquired if there was such a thing as a zoning type
plan in the Town of Aurora and could a my-law be. passed be
covering a certain section of Town. Councillor Child advised
that the Planning Board has engaged the services of a consultant
to draw up a zoning plan and text for the Town. and felt that
this matter bears out the dire need of a zoning by-law. Councillor
Child stated he has a draft form of x zoning by-law in his possdssion
and this might be readily converted to Aurora's needs and further
that a zoning by-law may only be approved at a public hearing i
where ratepayers might make their comments and objections if any. ·
Mayor Murray read a section of by-law 1051 concerning that Council
might take appropriate action due to extra ordinary Eli! circumstances
in a public interest and felt that the out is right here if Council
wishes to use it. Mr. Lewis inquired if we can take of that
that we could approach Council and obtain approval. and Mayor Murray
stated that if taken to a fawyer feel you would have a strong case.
Counc.illor Davidson stated he had seen the type of problem in
connection of his own property and stated that Council had been
. down to Regency ACREs subdivision and were keeping in mind si i;uations
' that exist in Metropolitan Toronto and we wanted as much space£
between .the houses as possible. Mayor Murray stated that we have
many things on the agenda of Council this evening and felt that we
have given the delegation from Regency Acres Ratepayers Association
a fair hearing. Mayor Murray stated we will have a meeting and see
what solution might be arrived at and requested Regency Acres Association
to send no more then 5 delegates from Regency Acres and that they
select the locations to be looked at.
Rev. J. Morris, Mr. J. Buchanan and Mr. Knowles appeared before
Council on behalf of the Recreation Commission and presented a
brief regarding Sunday afternoon skating for Town of Aurora
~N~ young people and further request Town backing to the extent
of $1,500.00 for this coming winter. The contents of the brief
to the Aurora Town Council is as follows:

"Shortly after last Christmas a public demand for skating
in the arena on Sunday afternoons began to make imself felt. In .
recent years the Sunday time has been all taken up by hockey practices
mostly for out-of-Town teamm.
The Recreation Commission appDoached the Areaa Board in
late winter and received the following information:
Arena rents ice for $15,00 an hour,
2 hours skating requires 4 hours time
(preparation and claan up)
2 ticket people needed, j 2 hours each
Total Cost: $65. to $70. per Sunday
Contract for 26 weeks @$70.00 is $1840.
The Recreation Commission always spends its entire budget on
essential services. And unless September is extremely warm, may
have to absorb a loes on the ppol. There is no money for public
skating in our Treasury.

We propose that the Town Council back this project for Public
skating up to the extent of $1500, for the winter of 1960-1961.
We have not yet discussed rates for addmission, but if they
settle out at 10¢ for children and 25-35¢ for yong people and
adults, our potential income. would be as follows:
100 public school children and 20 adults brings nearly $500.
200 public school children and 40 adults brings nearly $800.
300 public school children and 60 adults brings nearly$1200.
The Recreation Commission will undertake to promote this service in
all ways. We feel tha vastly increased numbers of children and
young people will necessitate our doing something for their
recreationaz during the winter. An arena should not be only for
those who play or watch hockey. Further·, a large segment of
Chr.istian opinion agrees with this idea of skating on Sunday
afternoon. ··

Mr. L •. Shankman, representing Consolidated Building Corporatj.on Ltd.
appeared before Council and read a letter from C.B.C. to the
Town Engineer regarding Kelmar Construction and with regard to
obtaining services for the new shopping centre and the matter of
the maintenance. The Town engineer advised that the water main
had been connected of this day and should be pressurer tested
this evening. Mr. Shankman then stated that our maintenance
period expires of to-night and trusts that the Town is protected.
M~. Shankman advised that he was here also as a delegation of 1
regarding ~ideas of development of property of Aurora Orchards tpld
further that the owners of this property have instructed him to
present to Council a plan of subdivision for this area, Mr. Shankman
stated that this plan comprises all single family dwellings with a
minimum of ,55foot frontage and that there would be 4.4 acres of
commercial land on Yonge. St, Further there would be a frontage
of 2,'4 acres of low density Apartmnnt and land has been planned
for parks and a charch site on Yonge ST, Mr. Shankman further stated
theowner proposes that streets be paved, sanitary sewers, curbs
andgutters, storm sewers and a sidewalk system, Mr. Shankman
stated the plan calls for 417 single lots on 107 acres Mr. Shankman
advised if Consolidated Building Corporation were to do the house
building in this proposed subdivision then we plan to increase
the size of huuse to a minimum of 1140 feet and that this would
average more than 100 foot larger then previous homes built and
further felt that the existing facilities for scho.ol are available
at this time, JUir Upon being questioned Mr. Shankman stated that if
approval were received they would be ready to start this project
immediately. The plans submitted for this propesed subdivision
were turned over to the Planning Board for further study and recornmendati

Road and Mr. Shankman replied that they have obtaiped the final
sale of some land for a bowling all ey and other commercial
enterprise and felt now that we can go ahead with the construction
of Regency Drive, --

l.ast time he had visited Aurora we discusse.d the responsibilty
of the Industrial portion of Murray Drive and further Coun<fillor
Davidson stated he is still sticking to his interpretaion and
the Town Solicitor had agreed with him and written Mr. Shankman
a letter to this effect, Mr. §hailkman stated he did not answer
this letter because it was not from the Tovin. Mr. Shankman then
stated he would send a cheque to the Town as soon as final figures
are obtainable on cost of drairage ditch and other items, Councillor
Stoddart reminded Mr. Shankman there was also an account of the i of
1 % for engineering fees to be considered«, ·

Councillor Corbett present a report of the Property Committee re
Sewage Treatment Plant in which the Committee Respectfully submit
the following:
"At a meeting held at the Sewage Treatment Plant
at 7,30 P.M. Thursday September 1, 1960 and £RX£mxiRi concluded
at the Municipal Office later, at which the ent·ire committee
and Mayor D.J. Murray, Reeve C, F, Davis and Councillors, A.J. Child
W Davidson, W, Stoddart were present, the condition of the
equipment in the Sewage Treatment Plant was discussed,

T~e Committee recommends
(1) That the eqaipment in the 1932 plant be sandblasted
wheee necessary, and painted according to the C.I.L.
experts• recommendations.
(2) That the gratings throughtout the plant be sandblasted
and painted.
(3) That the railings be cleaned and painted in the influent
works, the 1932 and 1957 plants.
All the above at an approximate cost of $800.00

It was decid€d thaton Thursday night September the 8th.
Council would meet at the Sales Office on Murray Drive in
Regency Acres and would report back to the Municipal Building
at 8.30 P.M. for the continuation of this Council meeting.
Due to the lateness of the hour it was moved and carried that
this meeting be postponed til 8.30 Thursday night September
8th. for continuance.
