"That the minutes of July 4th and 18th 1960 be adopted as printed and circulated," Carried, William Wells of Richmond Hill requesting permission custom cleaning of rugs and furniture service in homes read, "That this reque·st be ref€rred to the Fermi ts Committee for study and recommendation." Carried, A letter from Mr. S, Sorbara,· General Manager of Aurora Heights Limited regarding inspection of services in the Aurora Heights Subdivision.was read. It was decided to hold this letter over to New Business. A letter from Mr. L. Parker, 45 Tecumseh Drive of Aurora thanking members of Council for the planning and the amount of care taken in removing the bank of the south side of Tecumseth Drive was read, DAVIS: "That this letter be· received and filed," CORBETT: Carried, ~ Letter from the Aurora branch ofthe Canadian Legion advising Council of a meeting to be held in the legion hall on Tuesday September 13th, 1960 to discuss arrangements for the annual memorial day parade and service and requesting as many members \of Council to be present as possible f·. was read, DAVIS: HAMMOND: forwar·d "That this letter be received and filed and as many members of. Council attend this meeeing as possible and further this letter be brought forward in the first.meeting in September," Car:Hed. i \ 15TH. REGULAR - 2 - August 2nd. 1960 A letter from Mr. F. Thompson, President, Hampson Baper Box Co, of Aurora regarding a claim for ~amages on his car sustained on Dunning Avenue east of Edward St. and the apparent lack of interest in this claim by the insurance company was read, This letter was referred to the Finance Committee to investigate with the insurance company regarding responsiblity in this matter, A letter from the Brick and Tile Institue of Ontario, Willowdale requesting Council that infuture school buildings the use of Canadian Brick and tile be used rather than reverting to the United States for this material was read. HA!VJMOND: DAVIS: "That a copy of this letter be sent the school boards in Aurora advising that Council thonoughly condorasthat this Canadian Brick be used in future constnuction." Carried, A letter from the Aurora Minor Hockey Association enclosing a cheque for Two Hundred and Forty-Six dollars and forty-one cents (246.41) together with a report of receipts and disbursements for the period of November 1st. 1959 to July 27th, 1960 was read, HA!VJMOND: PATRICK: "That we acktsw3:~8:ge this letter and adivse that Council has noted with interest that the total garantee of $1200, has been reduced to $805.40 and that Council is aware of the work put into this matter to effect this reduction of the total figure garanteed by the Town." Carried, A letter from Foreht, Rovazzi and Wychowance, Solicitors for Aurora Heights Limited regarding Aurora Heights and Petlovany purchase of lot 104, part lot 105, plan 246 Aurora was read, PATRICK: DAVIS:. "That this letter be referred to Mr. Lee, Town Soli¢itor for his·purusal and comment." Carried, A letter from Tureck & Wengle Solicitors regarding numerous lots purchased from Aurora Heights Limited and concerning the refusal of the Town to grant building permits on the groundothat the subdivider is in breach of an agreement entered into with the Town was read. Councillor Hammond stated that the action taken by the Town is not a detriment to any individual builder but to force the subdivider to live up to the subdivision agreement. Deputy Reeve Patrick suggested that Mr. Sorbara be invited to attend a meeting with Council to talk over and settle this matter. __ , __ . ,i 15TH. Carried, REPORTS OF COM1~ITTEES COUNILLOR Stoddard presented a report of Council as a Committee of the Whole concerninl!l the Town Auditor in which t,he Committee respectfully submit the following: STODDART: H~OND: Subs,equent toa meeting of the Council as a Committee ,of the Whole it is hereby recommended that Dean Dunlop C.A. be appointed Audimor for the Town of Aurora for 196,0 and the necessary by=law be prepared, "That tl;le report of Council as a Committee of the whole re the appointment of Mr. Dean Dunlop C.A. as Auditor for the Town of Aurora 1960 be accepted," Councillor Stoddard advised that the appointment of Mr. Dunlop as Town Auditor for the year 1960 was the result of an unamious decision of Council as a Committee of the Whole. The motion was then carried, Councillor Davidson advised Council that the Streets Committee ~fhad called a meeting the previous week concerning the pa;ffient of certain Town streets and the Town Engineer had advised that over 200 services should be replaced prior to any paving programme. Councillor Davidson felt that certain services shou]l'd be put in some 'locations this year and pavement carried out the following year and further felt that a further med~el!ing was required to discuss this matter more thonoughly. Councillor Hammond presented an amendment to an agrelfient be·tween the Town of Aurora and J.E Buchanan concerning the collection of _garbage within the limits of the Town of Aurora, H~OND: CORBETT: "That the report of the services Committee in the form of the Garbage Contract for 1960 be accepted and signed," Carried, I 15TH, REGULAR -If-August 2nd, 1960 Councillor Corbett reported that the cleaning up progrmmme at the Sewage Disposal Plant is progressing slowly and that suffieient men were not available to carry out this work more quickly, Councillor Corbett stated that one item of importance concerns the gradings over the cat walks that are very rusty and required sand blasting and painting and also the railings around the beds require painting to, Councillor Corbett stated that he had noticed quite an'odour fDl':lm the old plant caused by foam leaving a scum and further that once the scum had been hosed the smell had disappeared, and wondered if a spray system on the old tank could be erected identical to the one on the new tank, Councillor Davidson stated that there was a spray pRipe on the old tank at one time ru1d Councillor Cor'Qett stated that he had been unable to locate this sprayp;#Jpe now. Town Engineer advised that the spray pipe was no cl.onger on the old tank. It was decided that Town Engineer would look afiker this spray pipe and further sum'grized that gradings and railings should be wire brushed and painted~ Mayor Murray stated that he was not one bit pleased with the very untidy surroundings and buildings at the Sewage Treatment Plant and felt that they should be cleaned up quickly. Councillor Corbett advised that it is being cleaned up as quickly as poss.ible, Mayor Murray brought to Councils attention that in Councillor Childs absent their were two permits before him this evening that require Councils authorization, The first permit was from Mr. Frank Hill concer:i:ting property that did not conform to the present by-law, however Mayor rvlurray stated this property existed before the enactment of 1956 by~law and therefore could not ~ffect this lot, DAVIS: "That this permit application be approved," STODDART: Carried, The second permit was from a rfur, G. Black regarding building on a lot near the Sewage Plant on Machell Street and Mayor Murray stated that this was a low lying lot if it were filled in then this permit should be in.order to be approved. Deputy Reeve Patrick felt that this would,b~¢reating a block dam for the lots in this area, It was then decided~t"hat the building committee would take a look at this site and report back to Counc.il, UNFINISHED BUSINES3 Councillor Hammond inquired if Millar Paving were notified to carry out i an inspection of the paving recently carried out in Town, and was advised that Millar Paving would be doing this inspection shortly, Councillor HammondN brought forward the matter on the large culvert at Regency Acres at the North west corner of the school and the request by the Association that gates be put on the ends of the culverts, Councillor Hamond stated that he found on looking that it is quite a hazzard and that we were originally misled in its location, Councillor Hammond inquired if we might request the subdivider to put gates on the ends of this culvert. Town Engineer advised that these gates were not in the original plans of Proctor and Redfern Engineers. -- ,· ~t ,., ..... ~' •• 15TH. REGULAR - 5 -August 2nd, 196C Councillor Hammond inquired concerning the matter of the grading problem on Kittimat Crescent and Councillor Davidson advised that they had visited the site put coufud not find the exact location • Mayor Murray stated that the wrong grades were utilized and the yards are full of water at certain times, Councillor Hammond stated that one lot on the east corner of Kittimat Crescent was never graded and sodded pr~pr to its grading so that the grading was never done. Councillor Hammond stated that this created a dam rather than a flow. Mayor Murray stated that we will look at this situation and do something to.elimate the condition, Councillor Corbett inquired how the culverts and half round ditch are progressing in Regency Acres and Mayor Murray advised 'that the large culvert had not arrived as yet but work is being carried outj Mayor Murray inquired concerning the Cases Subdivision and inparticular Wenderly Tirive and the Town Engineer advised that there is further water problems in this area 'and that Mr. Lee the town solieitor is now preparing easements for these lots. Mayor Murray inquired ooncerning the large ditch in front of Mr. Rose•s,house. Reeve Davis stated he did not know what can be done in this instance since it is according to the subdivision agreement. It was decided that a meeting be arranged with the High School Board to further study this drainage problem. Councillor Hammond inquired if any time factor had been placed on Beamish Contruction finishing the roads, The Town clerk was instructed to write Beamish Construction and inquire when they intend to come in and complete this road, BY-LAWS DAVIS: CORBETT: "That ,leave begiven to introduce a by-law to appoint an auditor for the year 1960 and that the same be now read a first time, Carried. :.!'1\t!k::: The by-law was then read a first time. STODDART: DAVIDSON: "That the by-law now before the Council he read a second time that the Council resolve itself into a Committee of the Whole for that purpose," Carried, The by-law was then read a second time, DAVIDSON: HAmMOND: DAVIS: PATRICK: "That the by-law now before the Council be read a third time this day that rule 22 of by-law number 862 be suspended for that 'pur,pose." "That the third reading of the by-law be taken as read," Carried, /yr:, ., 15TH. REGULAR - 6 - August 8th. 1960 NEW BUSINESS Councillor Hammond brought forward the letter from C, Foreht the solicitor for Aurora Heights with regards to inspections of services within the subdivision , Councillor Hammond stated that they are inferring that since inspections were not carried when completed they say inspect~ons are now redundant. Councillor Hammond read the sletter from !VIr. Foreht once again, Deputy Reeve Patriot th stated that Proctor & Redfern were the Town Engineers on this subdivision and gave them clearance,for the services, Mayor Murray stated that l'llr, Foreht 1 s letter had inferred they gave them clearance however it would appear that Aurora Heights have given themsel:fes clearance and further Mayor murray stated he had checked into this matter to-day, Town Engineer Mr. Murray read a letter reporting on this matter, Deputy Reeve Patrick inquired if Proctor and Redfern had accepted their work and //' the Town 'Enin Engin,eer replied that they had accepted the instalations of sewers and the majority only of waterms.ins, The Town Engineer further stated that even :thliU!!ll!: thOUo\,these services were accepted by Proctor and Redfern he felt it only 1 right that the services be inspected and made right and that we would proceed on a proper maintenance guarantee period, Mayor Murray summed up Council's feelings in this matter and it was decided that they instruct the Town Engineer to carry out the inspections as outlined and get this matter finalized as soon as possible and make a report mack to Coumcil. DELEGATIONS lVIR. Young appeared before Council and stated that he was the only one on his street who cannot have a driveway and stated he had been gettinif-- nol'fflhere for the past 2 years. Gne.eral discussion followed this ·. · statement and it was decided that the Works Committee will look at the situation and see if this problem might be solved. ?<·· Councillor Davidson stated he felt it was about time that our Subdividers by-law was ~rought forward and have it prepared the way we desire it. Reeve Davis inquired tf the Town Engineer had received any report from the Ontario Water Resources Commission with regards to the Sewage Plant. The Town Engineer advised that the Ontario Water Resources Commission were to come to Aurora this week. Mayor Murray brought forward the matter of street signs and stated that something should be done with regard to changing the street names in Sunnybrook Subdivision since the similarity in names would be confusing for postal and other deliveries, DAVIS: "That the subdiv~der mr. S, Kelner berequested STODDART: to rename the str~in his subdivision and if he does not wish to do so afther this co~tesy request then the Town would endeavour to have these· names changed," Carried, _. _____ 1 -- 15TH. REGULAR - 7 - August ~nd, 1960 MayorMurray brought forward the matter of the date of the nomination and election for the year 1960 and inquired if Council had given any thought to this matter, Mayor Murray stated it would appear that we should hold the election on a Saturday and have both iates in December, Reeve Davis stated that this matter requires some thought, Councillor Davidson felt that due to the new subdivisions that Saturday for election day is best, Councillor Hammond sta~dthat at the last election many residents of the subdivision could not get to Aurora in time to vote, It was decided that Council would give some thought to this matter, Mayor Murray brought forward the matter of watermains on Wells Street with the Upper Holland River Conservation Authority and that they require a motion from Council requesting them to come to Town and \..applev conduct a survey and inform the Town of their findings and if 'approved they will give a grant to the Town, STODDART: HAMMOND: "That the Upper Holldnnd Valley Conservation Authority be requested to conduct a survey of the parks situations in the Town of Aurora and make a recommendation in this connection," Carried, Mayor Murray brought to Councils attention the matter of Andy's signs on north Yonge St, where a wash out is occurEing due to catch basin, Councillor Davidson stated that it is only required for him to build up the head of his driveway and cause the flow of water to enter the catch basin, It was decided that the STreets Committee would look into this matter to-morrow at 6,p,m, Mayor Murray brought forward the problem of water rates to be charged for swimming ppols and felt that they should pay an extra water ~harge, It was decided that the water committee would study this matter and report back, Mayor Murray then brought to Councils attention that previouillly the Department of Highways of Ontario had offered $1,00 for a certain piece of property at the south end of Town and that Council had advised the Department of Highways that this property was worth $1000, The Department of Highways then conducted a survey and appraised this property at $950,00 and this amount Mayor Murray agreed upon and signed the agreement accordingly, CORBETT: "That the meeting adjourn," PATRICK: The meeting then adjourned, a 0)<
