II II II II 20.00 ~otal ••••••.••••.•••••••••• $498.65 CORRESPONDENCE A letter from the Ontario l\1unicipal Board re additional expenditures for local improvements on Industry and l\1ary Streets, Hydro Substation and Regency Acres Public School and the provisions of Section 339 of the l\1unicipal Act was read. · · STODDART: DAVIS: ,. t;" To authorize an application to the Ontario l\1unicipal Board to defray the deficiency in the sale of debentures over a five year period pnrsuant to the provisions of the l\1unicipa,l Act R.S.O. 1950 section 339," ·Reeve Davis inquired if. the. first instalment was to be paid this year. Council agreed that this should be done, Carried, A letter from Bradford Fertilizer and Chemical Company we the damage done to chemicals stored in the basement of the plant was r~ad, Reeve Davis explained that the damage had eeencaused by water backing up into the basement, This was caued due to a leak on :Berzy street and when no shut off could be found there the water was shut off down to the Baptist Church on Wellington and a Hydrant was then opene~. Unfortunately drain from Bradford Eertilizer and Chemical Company goes into base of manhole and water half filled this manhole and then backed up into basement of the plant, Water rose to a depth of approximately 8 inches and. there was quite a bit of chemicals stores in the basement, ---.._-.. , 14TH. REGULAR DAVIS: HAMMOND: \ - 6 - July 19th. 1960 "That the letter from the Bradford Fertilizer and Chemical Company re the claim for damages be turned over to our ineu:Bance adjuster," Carried, A letter from the estate of the Late L, Fallis in regard to the fixing up of the property now leased by Mr. Ruthenbury, namely Arena Restaurant was read. Mr.. Stan Murray, 'ehe Town Engineer remarked that he had forwarded all correspondence to Mr. L. Lee the town solicitor so he could draw up the necessary legal documents. Mr. Murray stated tha·t it waa doubtful whether clear rights could be given Mr. Ruthenbury due to the easements necessary for sanitary and storm sewer.s to. be held by the Town. Legal advice was necessary the enginner stated as the Town would not want Mr. Ruthenbury later on filling in the creek bed. and seeking a building permit from the Town, . This letter was then handed over to 1\IJ:r, ·Murray, Town Engineer, A letter fr.om Marshall, Macklin Monaghan Limited, Consulting Professional Engineer, Town Planners NREX~Raax re services ae services now available from them in Town planning was read, DAVIS: BELL: "That this letter be turned over to the chairman of the Planning Committee•" Carried, A letter from the Mr. L.C. Lee, the town solicitor in regards to easements in the Calwood :S.ubdivision advising Council that a survey should be made in regards to these el!l,sements, Councillor Hammond inquired if such a survey could be made, Mr. Murray asked Council if they thought such a survey was necessary as their is a registered plan belonging to the town and could not this be used, Councillor Child inquired if copies could be made and of necessary part of the plan and given to each owner as he thought each owner would want a copy. HAMMOND: DAVIS: "That Mr. Murray, the Town Engineer look after this matter and consult Mr. Lee in regards to it." Carried, A letter from the Liquor Control Board acknowledging our letter and brief of June 29th. 1960 re the location of stores, DAVIS: "That this letter be received and filed," DAVIDSON: -- 14!1lH, REGULAR - 7 -July 18th, 1960 ~-•' 1;i{i 1\,;: A letter from Consolidated Building Corporation in regards to I I~, the drainage ditch in Regency Acres subdivision was read, CHILD~ 'BELL: STODDART: CORBETT: "That this letter be received and filed," Carried, A letter from the Aurora and District Youxth for Christ r,equesting use of the Town Park for meetings from the second week in July to the second week in September was read, CORBETT~ DAVIS: "That permission be gra1;ed the Aurora Youth for Christ movement to hold meetings in ~he Town park on these days," Carried, A letter from the Regency Acres ratepayers Association in regards to crossbridging on some of the house in Regency ~ores stating that all future complaints in this regard wou~dbe referred t<Y the Building Inspector was read, MayorMurray stated that we have no by-law covering this matter. Councillor Child stated that Central Mortgage and Housing will accept 1 x 4 crossbridging, The former building Inspector had passed approximately 30 houses omitting crossbridging but the building inspector now employed by the town Mr. A. Jubb is insisting on this, Mayor IvlurraJ:r informed Council that he had asked for a l!hst of residents who swere complaining' but had not as yet received any notification, Councillor Child also stated that he had asked for a list but had not reeeived it as yet, BELL: PATRICK: "That we acknowledge this letter and info»m Regency Acres Ratepayers Association that the Building Inspector has been advised to see'that crossbridging is carried out in the'future," Carried, A letter from the Ontario Department of Transport re the by-laws numbering 1449, 14~0, 1451 and 1452 was read, DAVIS: BELL: "That this letter be brought forward under unfinished business," tlTarried, I, ,J 14TH. REGULAR J -8-~"· ~ July 18th. 1960 · · A letter from Miller Pavin&_Limited re contract with the Town for resurfacing ceftain street~n Aurora. Councillor Hammond felt that the Company should come and look at these .streets before account is paid as .the streets are not finished to the satisfaction of the Town. Mayor Murray stated he to had aeen these streets and agreed with Councillor Hammond that the workmanship was not up to par. Mayor Murray inquired if runs had been.made while the mix was cold as some spots were noticeably lumpy.±x Councillor Davidson remarked he had noticed the poor conditions of these roads. DAVIS: PATRICK: . "That this letter be ref::·erred to the Streets Committee for study and investigation." Carried. A letter from the County of York inviting members of Council to attend the annual Warden's Picnic to be held on Thursday July 21st. at Sibbald 1 s PDint was read. Mayor Murray urged any members who were able to attend this . function. DAVIDSON: "That this letter be received and filed." HAMMOND~ A letter from Mrs. E. Smith for Mr. J. L. Smith thanking Council for their remembrance when Mr. Smith was ill was read. BELL: "That this. letter be received and filed~ CHILD: Carried. REPORTS OF COMMITTEES Reeve Davis presented· a report of Council in a Committe of the Whole in which the Committee respectfully submitt the following: In regard to two meetings held othe week of July 11th. with the Sergeant and Constables of the Police Force at which all members of Council were present at sometime to discuss the police salaries it is recommended that the salaries be as follows: SERGEANT 1st. CONSTABLE 2nd. CONSTABLE 3rd. 'iiONSTABLE Provationary Constable . $4,550.00 per annum $4,350.00 :lJer annum '$4,150.00 per annum $3,950.00 per annum $3,250.00 per annum With reference to·, a 40 hour week which :~ . they also requested it was decided to meet with the Police Chief to' discuss th same with him. "- ·-"" rF'(; ~- ' 14TH. REGULAR -9 -.July 18th. 1960 DAVIS: . STODDART: "That the report of Council as a Committee of the Whole re the Salaries of the Po~ice Foree of the Town of Aurora dated July 18th, 1960 be accepted and the Seal of the Corporation be attached hereto." Discussion followed this motionand Reeve Davis explained that the Police Foree had asked for a meeting with Council earlier in the year as they were not satisfied with wages. Due to circumstances it was not possible to get together then but EXN~E a meeting had been held on July 11th, and on July 14th. at which the members of the Police Force with exception of the Police Chief and the Probationary Constable had been present along ~ith members of Council The Police force thought arbitration was the an~ere to their problem, but found out the cost would be very high and it would be better to try and :i::txw.crN'l::lixlinR settle this without an arbitrator. In regards to the 40 hours a week asked for by the Police force this was left to the discretion of the Police Chief and Council to settle, Councillor Corbett inquired why rest of Council was not notified of meeting on Thursday July 14th. as he understood the matter had been left in the hands of the Mayor, Reeve and Deputy Reeve, Reeve Dlivis informed Councillor Corbett that the Mayor h?.d stated at the end of Mondays meeting there would be a meeting on Thursday to try and settle this matter once and for all, Councillor Corbett then info.rmed Councill he had misunderstood this and was therefore absent from the meeting. Councillor Hammond inquired if the Police Chief had been asked his views on these matters. Reeve Davis stated he had talk it over with the Police Chief and hE would call a mmeting some time this week. Mayor Murray pointed out that the 40 hour week was no cencern of the Police Force but up to Council and Police Chief as to whether or not this is feasible. Reeve Davis stated that if this report. was passed a revision of the by-law for the salary of the Pvobationary Constable would be necessary~ Councillor Bell felt a by-law setting up propesed salary she(lule for the Police Force was necessary as this matter comes up year after year and felt that if it was a by-law it would be iron c~ad. Reeve Davis informed Council that the Committee were try to set up schedule but it was being held to see if report is accepted, · The motion was then carried, DAVIS: CHILJ): "That the By-law Committee be instructed to revise by-law to bring wages of a Probationary Constable up.to date.• Councillor Child stated he felt that a wage schedule should be det up first and then a by-law drawn up. Councillor Hammond felt that when by-law was drawn up this report should be used as aE basis for it. Councillor Btoddart felt that this report whould not be incorporated into a by-law just yet. Councillor Davidson inquired if salary for the Probationary Constable was for one year. · Reeve Davis informed Councillor Davidson that it was. •1 The motion was then carried, ------ 14TB. REGULA'ft -10 -July 18th. 1960 Councillor Child then brought before Council a report in regards to ~he application of 2 houses in Aurora Heights Subdivision T:tj.ese 2 appli9ations are part of the 52 houses to be held until Aurora Heights live up to their agreement to provide Industry. CHILD: DAVIDSON.: "That applicants be advised that these permits would not be issued until such time as Aurora Heights Limited live up to their part of the Petlovany Agreement." . Councillor· Hammond .felt it was his understanding that Aurora Heights Limited.WEJ,S• to provide Industry and that ·this was never carried out to any e-xtend,_ Councillor Hammond stated we would not be doing our job if w€) granted these pl!:'rmits at this time. Councillor Child informed Council he hadr:. handed letter over to Mr. Lee, the Town solicitor for his purusal and advise, and he would let ·us know. our status. · The motion was then .carried, Councillor Corbett brougkl,t to Councils attention the matter of supervision for the Sewage Treatment Plant and inquired if the Town engineer could not be responsible for the personnel and mechanical running of the plant. Any cost to be incurred would still be brought be.;forethe Committee. Councillor Corbett felt that as a layman he know nothing about the machinery or the operation of it and felt it was too costly an operation to· be ,;, left in the ):lands of a layman, lVlayor lVIurray stated he had learned a lot about the Se<rage Treatment Plant in the past year but felt ·( it was not up to a layman to say whether something is right or wrong. Councillor Hammond felt Mr. lVIurray should-feel free to bring -I I any failings of the personnel to the Committee 1 s attention. ---.~ lVIayor Murray stated that Mr. lVIurray should feel free to bring to Committee's attention any failings in personnel or mechanical operations, De:putyt: Reeve Patrick informed Council he felt it was time we foillld out where allthe solid is coming from, Deputy Reeve Patrick felt that in time this was going to develop into, quite a :problem • Reeve Davis inquired of the Town Engineer, Mr. lVIurray. if he had received a report back from the Onta:Ji:io Water Resources Commission, r&r. Stan lVIurray informed Council he had received no reply as to this date, • c ~ Mayor l\'Iurray stated that notification should come from Council to the personnel of the Sewage Treatment Plant.that lVIr. Stan lVIurray Tovvn engine~r is now in charge of this department. · Mr. Browning, Town Superintendent asked Council if foreman who now comes to him for :purchase orders should he now go to Mr. lVIurray the Town Engin:aer in futurE), In regards to the···works department men who will be substituting for the men of the SE;lwage Treatment Plant while this personnel are on holidays, Mr. Browning asked ' if they would be under Mr. Stan. Murray. Council informed Mr. Browning that as long as they were working at the Sewage Treatment Plant they would qe under the supervismon of Mr. S. lVIurray the Town Engineer .• CORBETT~ STODDART: "That l&r. Stan l\!Iurray, ·the town Engin:aer be instructed to supervise the personnel and the mechanical operations of the Sewage treatment Plant. Any matters of cost to be brought before the Property Committee," Carried, ,j \ __ , ., -1' 14TH. REGULAR -11-July 18TH •. 1960 UNFINISHED BUSINESS N~ Councillor Bell then brought forward the letter from the Department of Highways in regard to the by-law number 1450, this is the by-law prohibiting heavy traffic on certain streets. A number of complaints have been received by various members of Council in regards to this by-law. It was felt by Council that th$s by-law should be z taken back to the by-law Committee for further study,· Councillor Hammond brought to Councils attention the matter of a drainage problem on Kittimat Cres, Aurora Heights and stated he had requested that,the Works Committee go up and have a lomk and see What can be done about this problem, Reeve Davis, Deputy Reeve ' Patrick and Councillor Bell will look into this matter on July 19th, 1960 Councillor Corbett inquired of Mr. S, Murray the Engineer if the had reeeived a letter from the school board re the Regency Acres School curbs. Mr. Murray, informed Counillor Corbemt that he had received a letter and would be meeting with Mr. Thomas next day to discuss this matter. Councillor Qhi~d brought to Councils attention the matter of the hiring of a Consulting Engineer in the abense of Town Enginaer, Mr. Murray, A consulting engineer had so bee hired and he in turn had been in touch with Mr. L, Couains who had informed them he was not ready to proceed with this work. Councillor Child inquired of Council if Mr. s. Murray the town engineer should now take over this job. Mayor Murray stated the Mr. R. Gundy had today started his insp~ction of the <>6.lfe~. Councillor 6hild stated that it was his undersmand that,the Consulting Engineer was to only take over if work started while the town engineer was away. Mayor Murray informed Councillor Child that the eonsulting engineer had of this date started the inspection of the work. Mr. Stan Murray, the town engineer stated he realized the faith that. some of the Council had in him but he felt the only people who would suffer if this work was held up would be the resid~nts on Royal Road an so wished that the Consulting Engineer be allowed to continue with this work. Mr. Stan .Murray informed Co11ncil that the consulting Engineer. had come .. to him about the job as he thought it improper. to carry on this job without first talking it over with the Town Engineer. Reeve Davis ex~ressed his thanks to Mr. Stan Murray for allowing the consultants to carry on and was. sorry that no time limit was attached to this work and'lioped Council were not setting any precedent in this work. Mayor Murray infolllll!led Council that the Town Engineer Mr. Stan Murray could not be held responsible for this work should it prove unsatisfactory. · 14TH. REGULAR NEW BUSINESS "'····· -12-July 18th• 1960 Reeve Davis presented to Council A report of the Police Department for the month of June. The cruiser has travelled 2300 miles of which 380 miles had been out of Town. The report suggested that a solid white line be put down the centre of·Yonge St. from one end of Town to the other end. The r\[l'![ilortalso suggested having a yellow background put behind stop lights as motorists are having trouble seeing these lights due to the neon signs in the area, Mayor Murray brought to Councils attention the matter of.the one foot reserve in Regency Acres. mayor lVlurray inquired if Council felt that this one foot reserve should be deeded to Dilcue Limited so they can get a clear mortgage on this ~operty. DAVIS: STODDART: "That the one foot reserve lying to the south of Block.E as.shovm on Plan 514 registered in the registry Office and extending easterly from the production southerly of the westerly limit of said Block E 256 feet 5 inches to the easterly end of said reserve excepting therefrom the westerly 30 feet of the above described part of reserve." Carried, mayor murray had today received a letter from Mr. R. Case which was referred to the Planning Committee for study. Councillor Bell brought to Councils attention the lighting around the swimming pool. mayor murray inquired if all the lights were left on all night and felt if this was so was there any need for it. Councillor Bell was not a~le to advise Co~ncil just what lights were left on but he would look into this matter, Councillor " Bell stated he would be in touch with Mr. J. Offord in regards to ,; this matter as Mr. Offord is the chairman of this project, Police Chief Langman spoke on this sugject and informed Council that the Police department had requested that these lights be left on as they felt a darkened area is just asking for trouble from the young people who seem to congreggte there, Mr. murray, the town engineer brought to Councils attention the matter of starlings in trees on Catherine Ave, and felt someting should.be done as this area is becomming unbearable for smell. Reeve Davis stated that the Police have tried using shop guns but the birds only return again, Fire hoses have alsoi.:be.ent.tried but to no avail. mayor murray stated something would definately have to be done in this regard, ' CHILD: "That we adjourn."
