MINUTES OF THE 13TH. REGULAR MEETING OF COUNCIL HELD IN THE COUNCIL
CHAMBERS ON MONDAY, JULY 4TH. 1960 at 8,00 P.M.

A letter from Blueb~ll Construction Limited regarding the
~hopping centre and requesting permission of accesses off Murray
Drive as well as Yonge St. was read.

that approval by Council is given to cross

A letter from J.Vlr. s .• J. Kelner regarding Sunnybrook Subdivision and
l!.urora H~ights Subdivision Agreement regarding oversiziqed services
i:m.d advising that a cheque for $15,401.00 had been paid and further
enclosing a fully executed agreement in connection with this matter
was read.

It was duly moved that the Town Engineer Mr. Murray be advised
that such an agreement is on file in the Town Office,
A letter from Mr. S, J. Kelner regarding Sunnybrook Subdivision
and advising Council. that the To.wn water had been shut off on
June 27th. 1960 thus preventing them from flushing and cleaning
the storm and sanitary sewers in the subdivision, The clerk
was instructed to phone Mr. KEllner on Tuesday morning and ascertain,--,
if this matter had been subsequently been taken care of as
advised by the Town Engineer,
A letter from the ~m city of Peterborough regarding the
suggestion and advisability of combirieing Police & Fire Departments
for administrative purposes was read.

REPORTS OF COMMITTEE
COUNCILLOR Davidson brought to Councils attention that the well
at the north end of Town is ready to go into the reservoir or
mains and that the well driller has been able to take the pipe
out of the well. Councillor Davidson stated that we should have
a meeting this Wednesday night to finalize this matter, Reeve Davis
stated that it was his feeling we should get this water into our
main as soon as possible, Councillor Stoddart inquired if all
the pipe had been removed from the well and Councillor Davidson
stated that all the pipe but less than 3" was removed, Councillor
Hammond inquired as·to what the well.will produce and was advised
.that .. 2 to 300 gallons was now coming.forth,
Reeve Davis reported that a meeting with Whitchurch Township
Council as a committee of the whole regarding the garbage
disposal problemhad been held on the previous Friday evening,
Reeve Davis stated that the roads committee of Whitchurch were to
come forward with a cost estimated of maintenance of the road to
the dump and then a·further ~eeting will be held to finalize this
matter,
UNFINISHED BUSINESS
Councillor Hammond inquired as to the situation regarding Royal Rd.
and inquired if we had received any clarification from Mr. L. Cousins
in this· matter. Reeve Davis stated that it was his understanding
they are ready to go ahead and will pay us for the use of the
Town grader. Councillor Davidson stated he understood they would
go ahead if certain ~onditions were met, Reeve Davis brought to
Councils attention that the Town Enginaer was on holidays and are
we going to appoint an other Engineer in his place, Councillor
Davidson felt the Town Superintendent could look after this and
Mayor Murray stated that the subdivision agreement reads that the
Town Engineer shall supervisor the work or someone appointed by
Council.

Deputy Reeve Patrick felt that it was wrong to consider the
Town Superintendent since this is an engineering project and
must be done in accordance with Department of Highway spe~ifications.

"That we appoint another engineer to supervise the
completion of Royal Road services according to
specifications laid down by the subdivision agreement
and Department of Highway Standards,
Car:li!ied.

"That the Mayor, Reeve, Deputy Reeve and Councillor Clj.ild
be composed as a committee to hire an engin.e.er
for the completion of Royal Road services.
Carried.
Councillor Hammond inquired if a meeting had been arranged with
the High School Board concerning a drainage problem in this area
and was advised that the certain members of the High School Board
had visited the area and had discussed this matter with the
Town Engineer and were arranging a meeting as soon as possible.
Reeve Davis inquired if the town Solicitor had been advised to
obtain drainage easements in the Calwood Limited subdivision
and was advised that the Town Solicitor had been so advised,

Councillor Bel'l brought to Councils attention that the general Traffic
By-law prepared for this evening was very lengthly and suggested that
this by-law be held over for a further council meeting, ·
Councillor Child then presented a report of Council as a Col!llll:(ttee of
the Whole in which the Committee respectfully submit the J:'olihowing:

Council as a Committee of the Whole met on Monday June 27, 1960
and discussedthe problem of rectifying adraingge ditch
condition in RegencyAcres Subdivision with Mr. L. Shankman
and Engineers T. Thomas and s. Murray. It is subsequently
recommended that an enclosed drainage ditch and hal-rould
culvert be instaled by Consolidated BuildingCorporation

·the estimated cost of $11,000.00 for work and material ( I

to be shared equally by ,the Town of Aurora and Consolidated
Building Corporation, This undertaking to be completed by
August 8, 1960 weather permitting.
CHILD:
DAVIS:
"That the report of Council as a Committee of
the Whole dated June 27th. 1960 re instalation
of an enclosed draingg§:>ditch and half round
culvert at an &])proximate cost to the Town of
Aurora of $5,500. be accepted and the seal of
the Corporation be attached hereto."
Discussion to this motion followed and Councillor Child stated
that Councillor Hammond had brought to his attention regarding
the extension of the culvert to .the rear of lots running
parralel to the drainage ditch and suggested that the motion
be amended to read "enclosed drainage ditch" and half round
rulvert" and the motion was so amended.
Reeve Davis stated that we should also stipulate that the banks
should be narrowed down and further that there is a time stipulation
made and the Town Engineer is to be away on vacation for two weeks
which would make this time stipulation rather close. Councillor
Bell inquired if we had received anything in writing from
Consolidated Building Corporation confirming that they will share
the cost of this project. Mayor Murray stated that we will get
a letter of confirmation from Mr. Shankman.
The motion was then carried.

Mayor Murray brought to Councils attention that the Argonauts
are again coming to s:t'. Andrew's College this year.

"~hat a letter be writt:en from the Town welcoming
the Toronto Angonauts back to Aurora this year.
Carried.
Councillor Hammond inquired of the arrangemen.t.s for November 11th.
at the war mem_ orial and inq~jred if it is JlOSs-ible to get together
and let the Canadian Legion~now what the Town arrangements are.
Mayor Murray stated that Council will advise the Canadian Legion
as to the Town arrangements.

Councillor~Hammond then stated there is a small drainage
problem at the North end of Kitimat Crescent and inquired if the
Works Committee might visit this spot and look at this situation
this week. Councillor Hammond stated the drainage is water running
off the roofs onto the back of lots and now where to go, Deputy Reeve
Patrick felt that the Town must start curtailing spending money
on these drainage problems on private property and further this was
a subdividers and owners problem, · Deputy Reeve Patrick stated
that if the drainage was on the streets then it is a Town problem
Mayor Murray remarked that Councillor Hammond had only requested
that the Works Committee look at this situation, Councillor Hammond
stated that the situation is there and felt that we should give
the residents the benefit of our support to chase up the subdivider
to rectify this situation,
Councillor Hammond brought forward the question of Parks and
inquired if the meeting could be held shortly, especially in
connection with the property north of Kennedy St. adjacent to the
swimming.ppol and staed that we must .come to some conclusion &s
soon as possible. Deputy Reeve Patrick stated that a meeting will
be arranged shortly •.
Councillor Hammond brought forward the matter of the north side of
Wellington St. where the trees are being cleared and inquired if
they could be approached and ascertain if the cut wood would be
available for certain residents, Deputy ReeVe Patrick stated that
this would only be burnt and that residents might obtain same
by taking it away,
Reeve Davis brought to Councils attention that he had been
approached .;oby certain residents regarding the park area south of
Cousins Drive and wondered about Councils reaction if these
residents might negotiate a deal whereby they might take over
this project and make it a beauty spot. Deputy Reeve Patrick
felt that with regards to parks easements have not been fully
released by the Town solicitor and this matter should be further
investigated,
