REGULAR - 6 - June 20th. 1960 A letter from the Town of Aurora Planning Board regarding the matter of a 66 foot right of way on Kennedy Street, West and asking Council to consider this matter was read, STODDARi' CORBETT: "That this letter be referred to the Planning Committee for study and recommendation. Carried, A 1e1;ter from the Aurora Minor Hockey Assocj_ation requesting" Councils permission to hold a tag day on September 10th, 1960 was read, ,-1 PATR!CK: CORBETT: "That permission to hold a tag day on September 10th, 1960 be granted, Carried, A letter of the office of the Lieutenan.t Gmvernor of Ontario advising the Town of Aurora that barring unforseen contingencies the Lieutenant Gov1:1.:rnor would be present at the official dedicllltion of the addition to 'the war memorial in Aurora on September 6th, was read, · .. CORBETT: STODDART: "That this letter be placed in the forward file," Carried, A l:etter fromthe Mayor of the city of St. Thomas inviting lVIayor Murray to a competition in Tractor-plowing on October 11th. 1960 was read, · Council dedided that Mayor Murray should attend. A letter from Foreht and Rovazzi, Solicitors for Limited regarding the Petlovany property and as to the location of future interested Industries ' Aurora Heights it pertained, was read, STODDARi': "That th.is letter be held over till later in PATRICK: the Council meeting, Carried, DELEGATIONS Certain residents from Wenderly Drive and Iber Court appeared before Council concerning the problem of the drainage of water from the High School property onto their lots, A lVI:r.s. Holmes brought to Councils attention that this drainage of water is producing a wet condition on parts of the lawns in this area and that there does not seem to be any action taking place on the part ,-\' ~-. of Council. Mayor Murray advised that this matter is now in the hands of the Town engineer and Streets Committee and that something is goj_ng to be done to eleveate this condition. ~- I I 12TH. REGULAR - 7 - .Tune 20th, 1960 Further discussion followed in this matter and Council gave assurance that something would be done in the immediate future in regards to this situation, The problem of the ditch on Wenderly Drive was brought forward by Mr. G, Rose and it was decided that this matter would be invest .. igated at the same time as the foregoing. Mr. J. R. Gundy, Engineer appeared before Council as one of the principals regarding. the A:unl'Jra Shopping Centre and stated that he had prepared profiles and plans for services on the shopping centre property and now required certain points clea~ed from a enginaering point of view specifically in order that approval might be obtained from the Ontario Water Resources Commission at an early. date, Mr. Gundy outlined the following points 1. Permission to connect to the 12" watermain on Murray Drive with an 8" main, 2. Will transite watermains be approved as an alternative for your present requirements of cement lined cast-iron main and what type of joints are required for cast-iron mains and for tran$ite mains. 3, Permission to connect our 8" sanitary sewer to proposed 8" sanitary sewer' on Yonge St. at south east corner of Billings• well,area west side of Yonge St. 4. That the Townbe asked to extend the present 8" sanitary sewer southerly to the north east corner of the shopping centre and install two catch basins·, General discussion followed at this point and Council advised that these request will be noted. and investigated and a report brought back as quickly as possible. REPORTS OF COMMITTEES Deputy Reeve Patrick gave a verbal report on the Parks Committee and advised that the heavy rain the past few months had held back any progress of Town parks. Councillor Davidson .. presented a report of the Works Commi tee in which the Commi tJcee respectfully sul:rtmi t the following: Tenders were received from Miller Paving, K.J. Beamish Construction Clh. and Waren Bituminous Paving Co. and the lowest tender submitted was from Miller Paving. Therefore the Committee recommend that the tender of Miller Paving Limited.at a cost of .94 cents per square yard to resurfacing streets and 20. tons of Padding at a cost of $200,00 be accepted, · 12TH. REGULAR DAVIDSON: PATRICK: - 8 - June 20th. 1960 "That the report of the Works Committee regardidng~ the resurfacing of certain streets in the fown of Aurora be approved ·at an approximate cost of $6,968, and the Seal of the Corporation be attached hereto." Prior to the passing of this motion it was noted that this tender is subject to the prior approval of the Depaatment of Highways of Ontario. The motion was ll!hen carried, Councillor Davidson advised Council that the town men are busy at this time with the oiling programme and. that a roller is.being .utilized on the Town streets now. Councillor Child inq_ufed if the Streets Committee had made out a report as tow hich streets they are going to do this year and the next few years. It was then decided that Councillor ~avidson and the Town Engineer would select 3 streets to be paved and the proper procedure followed to put thispaving programme lin motion. CHILD: CORBETT: "That the Town Engineer be instructed to select 3 streets to be paved in 196.0 and that he draw up a road paving programme for the next five years," Carried, Councillor Bell presented a report of the By-law Committee in which the committee respectfully summit the following: We recommend that by-laws pertaining to parking, yield signs, stop signs and generEJ.l traffic by-laws be passed·accordingly as prepared by the clerk the wording and general.outline is .accepted to the Province o:f Ontario, Department of Transport and the Polj.ce Committee. The motion was. theri carried,, Councillor Child prese.nted a report of the ToWn Planning Committee in which the Committee respectfully submit the following: . Subsequent to prior meetings with Mr. 0. Sauro and discussion of a subdivision agreement between the Town of Aurora and Mr, 0. Sauro the Committee recommends that the following items be altered in said agreement to re~ld. Watermain 6" size inste·a:li!i of. 81' ::si<ze:m That the Town accent 2 parcel of ladd fronting on Dunning Avenue from Mr, Sau.ro in lieu of th.e conveyance of 5% of the land within the proposed subdivision off Kennedy Street, West .• The above recommendation are proposed pursuant to ,the fact that the houses to be build in this subdivision will be self-sustaining from an assessment factor. CHILD: DAl1JIDSON : "That the .report of the Town Planning Committee dated June 17th. 1960 re 0, Sauro Subdivision Agreement be approved and ri.' y saj.d Subdivision Agreement between Town of Aurora and o. Sauro be signed by the Mayor and the )\ Clerk subs~rquent to the changes recommended," ' Councillor Child spoke to the motion and advised that he had felt that something had been cleared through Council some time ago to \\ clear up this matter but had .subsequently found1 no instr.uctions \ had gone forward to the Town Engineer to make tl\tiese changes. ·.Councillor Child further advised that since the last meeting Mr. Sauro now agrees that a limestone base will be satisfactory~ The Motion was then carried, Councillor Child presented a report fl!1om the Town Planning gommittee in which the committee respectfully submit the following: Subsequent to Council meeting of June 6th. 1960 the committee endorse the urgent nead for the purchase of topographical maps for the Town of Aurora. Due to the increasing density of this Municipality andtheneed of proper and-controlled zoning the committee recommends the purchase as_soon as possible of the topographical maps. Due to prevaHing legislation, the suggestion of the purchase of said maps on a two year payment basis is withdrawn and the committee hereby recommends the application to be made to the Department of Municipal Affairs for authority to expend monies from the subdividers' Capital Levy Reserve Account for this purpOJ;le, 12TH, REGUMR CHII,D: DAVIDSON: .... -10 -,JUNE 20th 1960 "That the Plannj.ng Committees' report of ifune 15th. 19lil0 be accepted and a set of Topographical Maps for the Town of !urora be purchased at a cost of. $5,000.00/ The funds to be expended from the speci.al subdivider• s contributions bank account subsequent to approval from the Department of Municipal Affairs and the Seal of the Corporation be at:tached hereto," Carried, Councillor Corbett presented a report of the Property Committee in which the Committee respectfully submit the following: The Property Committee met at the Sewage Treatment Plant a few weeks ago· and witnessed·the coating of test sections with a new type of epoxy resin on the roof of the digester, This material has been lef·t on the roof formore than a month and the Committee inspected the roof on June 14th, 1960 and found no leaks where the coating was applied, The Committee recommends that Pea.rc~ Construction Limited be authorized to ·apply immediately two 'coats of epozy resin to the entire digester roof and further recommends that the sum of $8,878,09 be paid to PearcltConstruction Limited representing approximately two-thirds of holdback monies relative to this contract. CORBETT: PATRICK'' "That the report of the Property Committee re Sewage Treatment Plant Digester Roof and release of $8,878.09 part hold monies to Pearch Construction Limited be approved and the Seal of the Corporation be attached hereto." Carried, Reeve Davis in the Chair. _Mayor Murray presented a report to Council and stated that we have reached the half way mark of Council for .the year 1960 and he did not 'Vish a debate on the remarks to be made this evening but next month would like a discussion on these points. Mayor Murray stated that we are·proud of ihe gread strid~s we have taken in the Town of Aurora and would place emphasl on ou:r equalized assessment. Mayor Murray stated that our assessment was not as much as wish but we have surpassed other Towns in York County and futther that our equalized assessment theory is gone since all the assessment we have a~quired has been distributed out to County levies, Cou17-ty roads, District High Schoihl and now hospitalE;. Mayor Murray stated that the present day method of equalizes assessment by County Council is some form. of socializm. Mayor .. Murray st;ated he must ~sked th~ quest;ion where is the j.ni ti tive for a Municipality t;o expand and felt that at least we shoulcl keep our commercial assessment; and not share this assessnient with ot;her munj.cipali ties in t;he Count;y, The Provine .. e. will \lot do tt as };ong as t;he County does j,t stated Mayor Murray a!lA_:DJ.;pt1ler the ' ' . ---·------. ·:i ,_ --~ _ _) 12th, Regular -11 -June 20th, 1960 -;;' Coun·ty is 100 years old and must be brought up to date and revised, Mayor Murray then brought to Councils attention that he had attended the Aurora Horse Show and that it was the best show we have had, Mayor Murray stated we in·Aurora are called the Chicken capital of Canada and felt we could also we called the h<;>rse show.capital of Canada, Mayor Murray stated we may require a new park large enough :for all other events and large enough :for a larger Agriculatural show, Mayor Murray stated much revenue is needed in the :future and recommend that C.ouncil do all we can to enable the subdivisions to complete all their houses so we will be in a position to collect taxes, 1'11ayor Murray in the Chair. Reeve Davis stated that the Mayor had spent considerable time on This report and he would like to discuss these points but since the Mayor had requested that discussion be postponed at,this time he would hold his questions :for a :future date, Councillor Chil.d . comm.ended the Mayor on his report and :felt that each member of Council should consider this report and sendresolutions to other municipalitlies in the County, Councillor Child stated we need taxes :from houses but we pay out more :for school costs and it could easily mean another school. Reeve Davis brought forward the letter from the Aurora Heights · Solici.tors regarding the Petihovany land and suggested it be referred to Planning Committee. De'puty R.eeve Patrick stated in conjunct:i.on with this letter that Councillor Child, CouncHlor Stoddart, the Tovvn Engineer and himself had interviewed a,n Industry from the United States and :felt that the implication now is that the costs are too high. Councillor Stoddart stated that, the firm we had talked to are not interest,ed in land at this cost. CouncHlor Child felt that Aurora Heights Limited now find they are tied up in an air tight Agreement and now they are using excuses to prevent the purchase of this land. CouncUlor Chi,ld stated he would li.ke to have an Comrqi ttee meeting and f.urther this matter and stated that no more buildin11' nerm:Jt0 hp issued to lVIr, Sobara until commercial assesl!llllent i."8 :f'orthooniing. NEW BUSINESS Councillor Hammond brought to Councils attention the mat;ter of Royal Road and stated he understood further to discussi.on with Mr. Cousj_n that he is p;repared to lower the grade in the road and will require authorization from the Town Engineer. Councillor Hammond stated lVJr, Cousins now believes he has a stop work order on one manhole. Councillor Child stat'ed he had received a call from Mr, Cou8ins ~his day and the inference he had received was that a stop work order applied to the whole :eoad. Councillor Child stated that the hole had been filled in and don't think the Town· engineer would.be out 6 :feet as the inference he had :received this day. Councillor Child, stated that the Town Engine.er was only acting on a by-law with regard to shoring sewers and possibly Town Engineer was brusk at ordering the men out because of the possible cave in. -. 12TH. RE<tfJLA11 -12 -June 20th, 1960 Councillor Hammond stated that we should have an understanding between Mr. Cousins and the Town Engineer and feel we should do it· now. Councillor Cjj_j.ld stated that IVJr, Cousins said the Town Engineer had made a remal!'k he took exception to and wants an apology or the street. won't get done and further that Mr. Cousins would not mention what. the complaint was, ·' 'IVJayor Murr.ay stated that this matter will be handled in a Committee meeting. Reeve Davis he had asked previously if the manhole was going to take the grade because if too high would create a hardship to people on the north side of the road, Town Engineer stated he would prefer-not to answer questions on this matter at this time, Councillor Hammond stated once again we are stopped from ma.king a •4.ecision and. felt we should. get the facts now and if the grade is wrong then someone has erred and people are · suffering as a result and further that the situation must be solved now, Councillor Child stated that IVJr. Cousins had stated he was .. proud of Rowal ~a. d and considered paving or paiJ'tly paying :for the paving and he §]_)had advised him to place the roads in the condi.tj_on as the subdivision 8.greement required :first. Deputy Reeve Patrick :felt the same situation applies though out the Town and that the building permit .• and Town engineer depa.rtment should work as oneon these matters and ·· :f:'urther that the grade should be put on the permit when it comes in, !touncillor Child stated that we wi,ll have all levels when the Town is in possession of the Topographical IVJaps and further that at the present time we just get surveyors marks, Councillor Child stated he :felt the builders built the houses thinking the roads were in finished condition and that we should do something quickly to alleveate the condition, Counci11or Hammond inquired if the Tovvn ·engineer could clarj.:fy the existing grade with respect to the manhole and Town Engineer IVJr, Murray stated that it is possible to take out 3 course of l:J.ri.ck to lower the grade, Town Engineer Mr. Murray inquired j_f ditches or saucer type ditches should be constructed on Royal Rmad. Councillor Child stated that he felt the saucer type of di· tch should be the first step since it is easier to curb 8.nd. gutter later. Reeve Davis st-ated he fe1 t the saucer type di tcb was much easier to maintain. Town Engine~er Mr. Murray stated he wpuld recommend deepe-r ditches. M r. A. J, Blilsby appeared before Council and felt that the 1owe,ring of the Manhole and taking the road down would complete the whole matter satisfactorly.
