STODDART: DAVIlDSON: "That approval be given l'IIr •. Renz to operate this school of safe driving from 212 Yonge Street South." Carried. A letter from Mr. L.C. Lee, Town Solicitor, with regards to the Town of Aurora and Mr. and Mrs. P.D. Lloyd and an agreement and by'"'law regarding the purchasing of a. parc.el of land on Wellington Street East was read. CHILD: STODDART: "That the By-law be read.ii.nd the Acting Mayor and Clerk be authorized to sign the agreement between the Town of Aurora and Mr. and Mrs. 6TH REGULAR - 6 - March 21st, 1960 . P.D. Lloyd." Carried. A letter from the Community Planning .. Association of Canada together with notices of a forthcoming.meeting of the Community Planning ' Association of Canada was read. Pamphlets were handed to council. > for .the.ir information, and it was noted the meeting was to be held· on Wednesday March 23rd, 1960. ~ ~ •-~ " ~!~ifrdK: "That this letter be accepted and filed." Carried. A letter from the County of York regarding the proposed locatio.n of the York University was read. PATRICK: STODDART: DELEGATIONS "That this letter be referred to the Planning ·committee for study and recommendation." Carried. A Mr. P. Jones, F. May and R. Powell appeared before council on behalf of the·Regency·Acres Ratepayers Association and Mr. Jones acting as speaker on their behalf presented to council copies of a brief of Regency Acres Rf;l.tepayers Associat.ion and Aurora Heights Ratepayers Association Joint Committee on municipal taxes. This brief contained ten questions, and Mr. Jones addressed council and referred these ten questions individually to councils for their answer or advice. The ten questions were then answered and discussed in detail between,lVJr •. Jones and members of council. Foll()wing this questionnaire, Councillor Hammond stated that the Ratepay~]:>s Association may do much to place pressure on the government levels to assist legislation coming in.to force to provide funds: .. out of Provincial and Federal revenues for education purposes and thereby relieve the load of the local municipality. . ' In answer to aquestion, Councillor Child stated that. council is very aware of. the situation concerning the balance of assessmen;ts and these are constantly in review. , Reeve. Davis stated that he ·· trusts Mr. Jones has received answers to the questions to his. sat:j.s .... faction, and Mr. Jones in turn thanked council for their time and courtesy inthismatter •. Deputy-Reeve Patrick thanked the Joint Committee and stated· that this type of a. committee stimulates the interest in municipal affairs. REPORTS OF COMMITTEES Councillor Stoddart advised council that. he.was in hopes of. calling a special council meeting on Thursday evening this week, to bring down the 1960 budget, and further at this time he hoped. to have an analysis of a breakdown of the tax dollar for the year 1960. I i : ill i I\(-- _... 6TH REGULAR -7-March 21st, .. ·1960 ~ Councillor Davidson presented a report of the Works Committee re Centre Street crossing in which the committee respectively.submit· the following: The committee met 5.30·p.m. Friday March 18th to review the Centre 'Street railway crossing and hereby recommend that we do not shut off the Centre Street crossing at this time, as we feel that this question needs further study. We also recommend that we take steps to build approaches up and put ~he crossing in safer condit~on. DAVIDSON: PATRICK: \ "That the report of the Works Committee regarding Centre ·street crossing be approved." Carried. pouncil:lor .Hammond pr.esented a report of the Services Committee re :Licencing of boarding homes in which the committee re,spectively submit the following: That the findings of the .committee regarding_the licensing of 'boarding and lodging houses are, that this matter is fully covered in the municipal act Section 388 ,· paragraph 127. It is this committee Is op~nion that due to the far reaching effect of a by-law constituting this part of the municipal act, the decision as to the bringing in of such a by-law should be one of the whole council. HAMMOND: BELL:. "That the Services Comittee report on the · licensing of boarding·houses be accepted and that the ne·cessary by-law be prepared." Carried. Councillor Child brought to councils· atttmtion that he had been in touch with a small manufacturing business moving to Aurora and stated that the lease should b.e signed within the next few days. This business would locate in the factory built for lease purposes by Consolidated Building C.orporation, and tha'l; .Consolidated Building Corporation should be requested to commence the construction of another building of this type • CHILD: DAVIDSON: • "That immediate].;¥' word is received from this manufacturing industry that the clerk be instJ;"Ucted to write Consoli.dated Building Corporation, and .requeE:Jt them to commence the construction on ano.ther similar building within 60 days pursuant to the provisions of our agreement." . UNFINISHED BUSINESS Councillor Stoddart prought to councils attention a request from the Aurora Hydro-Electric Commission for a letter from council approving the issue of $100,000.00 of debentures for capital purposes. Councillor Stoddart advised that he had analyzed a breakdown of .the proposed expenditures for these monies. ' · · . . . STODDART: CHILD: "That a letter be forwarded to the Ontario Hydro Commission stating that the Town approves of debentures to be issued in an amount of$100,000.00 on behalf of. the Aurora Hydro Electric Commission." Carried. Councillor Davidson enquired if any word had been received from Mr, S.J. Kelner regarding the hazard on Wellington Street West, and it was· decided that the origin:alilet~er ·sent to Mr. Kelner be .followed up at this time. "That the By-law nqw before the counQil be read a second time, that the council resolve itself in.a committee of the whole for '~!hat purpose." "That the second reading of the By-law be ·taken as read." Carried. NEW BUSINESS Councillor Davidson bro~ght to councils attention that the preceding Friday a Adams grader had been brought to Aurora on demonstration, and remarked that the account of the demonstration presented by the Deputy Reeve to himself had appeared excellent, and now wished to· know councils opinion about its purchase. ·Deputy Reeve Patrick stated that the 26 mile of streets in the town definitely creat6e a great need for a tractor o.f this type. Deputy-Reeve Patrick stated that ditching.:.in ice packed roads and ice packed roads would be conquered. Deputy-Reeve Patrick stated we must have a grader to save our roads since water must be drained or breaking up will occur, and in addition that the new parks to be fixed up this year will require greater work. Councillor Child stated he would not deny the fact 'khat the town requires a grader, but thinks the time has not come to spend $14,000.00. Councillor Child stated that a grader of this type must be kept going steadily to pay for itself and that an operator would be required. Councillor Child-stated that it is not economically _sound at this time, and the rental of this type of equipment should be sufficient for our needs. Councillor Stoddart stated that this was an excellent machine and can do a good job, but agreed that it must be constantly used to warrant its cost and felt that we ·should rent this equipment .for- this year. Councillor Bell thought we should think seriously about '!;his piece of equipment and feel that in five years tiine it will pay foritself. Councillor Hammond stated he had seen: this machine in operation and did not doubt its efficiency. Councillor Hammond enquired of how much of· our streets is still dirt, since he felt that the dirt roads are.going to be the main necessity for this grader, and if the dirt roads are sufficient to warrant its use. Reeve Davis enquired if, this grader p.a_d b!!en budgeted for, and, Councillor Stoddart replied that it had not, but the monies. may possibly be utilized fro~ capital levy funds. . Councillor Davide~on brought .to councils attention that there was . an old motion on the books that each year we purchase a piece of equipment to keep our town works department up ·to-date; Reev-e Davis stated that since two members were absent from this meeting, and' since this is a major item, that he felt before any decision was arrived at every ~ember of council should be present. STODDART: HAMMOND: "That this discussion regarding the ,;J>urc·hase of a grader be left over for the .Woirks Committee to bring in' a report and. recommendation at the next regular meeting of council." Carried. ·' .-'~~--:~ ,,., :::~-.... );·· .. .... 6XH REGULAR -10.-March 21st, 1960. ~-· -·,~t- ·Reeve Davis brought to councils attention that the Police Chief and himself had discussed the situation of dog control in town, and stated i.t had been .decided to .le.ave. t}lis;;I!latter in .the hands of the polic.e, and in addition, that the dog catcher would report . t.o th~ police office rather than the .Town Municipal office. Reeve Davis further stated that the. men of the Police Department were anticipating making a P.oor-to-doo.r call and list all dog owners and ... asc.ertain .if ,:t;hey have a dog license. Reeve Davis stated that to obtain cont.rol a list mus:t be available· and the issuance of tags enforced •. . D.A. Chief Langman stated he would like the mo.ral support of council to proceed with this. scheme. Councillor Stoddart 13tated it was a good move in the right direction. The motion,was then.carried. Councillor Hammond stat~d that some roads in Aurora Heights sub- division are in very poor condition, and that Mr. J. Marrese had given his assurance to .council that the,roa,ds would be kept in shape. .C.ouncillor Hammond reported that one part of. Tecumseth Drive was not negotiable. DAYIDSON: HAMMOND: CHILD: DAVIDSON: nThat Mr. Sam Sorbara.he requested to attend c.o.uncil on the followii1g Mondp.y night. with regards to the Aurorajieights sub-division road problem at 7.30 p.m." Carried. "That Mr. w.R. Case and Mr. L, Cousins be requested to put Royal Road and Dunning Avenue in good condition.• Certain .discussion followed this motion, and .]it<!n the motion was then carried. Reeve Davis reminded members of council that oil the coming Thursday night the 1960 budget would be brought down. at 7.30 p.m. BE'LL: "That we adjourn".
