TOTAL 1,074.12 1,398.62 $ 2,472.74 A letter from the Ontario School Trustees and Ratepayers Association with reference to a convention to be held at the King Edward Hotel, Toronto on April 18th to 21st, was read, This letter was turned over to the Finance Committee'for study and recommendation, A letter from Mr. H, E, Seston, Chairman, the Aurora Swimming Pool requesting financial assistance for the year 1960 was read, DAVIS: CQRBETT: "Thmt this letter be received and referred to the Finance Committee for consideration when the 1960 Budget is drawn up. Carried, - 6 - A letter from the Township of Crowland containing a resolution concerning annexations of adjacent municipalities was read, BELL: PATRICK: "That this letter be referred to the Planning Committee for study and recommendation," Carried, A letter from Mr, Rentz regarding a Safe Driving School permit 'l··.•· in the town of Aurora was read, Mr. Rentz appeared before 1 .• council on his own behalf and outlined that a. need .. for. such a school existed in this municipality, and .stated that it was backed up by the Department of Transport,· and· in addition, that the Chief 'of Police had approved of this application, Mr. Rentz further stated that for the time being,he intended to operate this school from his residence in Aurora, General discussion followed, DAVIS: STODDART: "That approval to operate the Safe·Driving School be granted Mr. Rentz, provided he forward a letter to the town stating that such a school will be operated from his place of business on Yonge Street South," Carried, A letter from Aurora Heights Limited re school site for the Public School in Aurora Heights stating that they wished to receive instructions in writing as to the method of payment that the Council and or Board require to facilitate the purchase of this site was read, Mayor Murray stated this was a School · B.oard matter now and that Aurora Heights Limited should arrive ,-1 at an agreement with the School Board and then come to Council for the necessary monies, Councillor Davidson stated that Mr. I Sorbara, the General Manager of Aurora Heights Limited, had not appeared before Council, and that he should come and discuss certain matters, such as equalization of assessment pertaining t~ Aurora Heights etc, A letter from Atlas Asbestos. ;Co;mpany Limited concerning an asbestos cement pressure pipe for Town of. Aurora proposed water main extensions for new sub-division was read, DAVIS: PATRICK: "That this letter be received and filed with the Town Engineer," Carried, A letter from the Aurora War Memorial Association requesting financial assistance in 1960 to make an addition to the present war memorial was read, I~ i I i I ' : 1. i 1"._.) I . . _,! I t u - 7 - 4TH REGULAR February 15th, 1960, Mr. C.A. Adair spoke on behalf of a delegation of the Aurora War Memorial Association and stated that·the letter is self explanatory. Mr. Adair said that they were approaching the councils of King and Whitchurch townships requesting that they share in the cost of this proposed addition to the memorial. Mr. Adair stated that they were requesting $1,300.00 from each municipality. Mayor Murray stated that council"was receiving this delegation with interest and further that this matter was contingent upon the other municipalities contributing, and it was up to the Finance Committee to decide this matter when striking its 1960 budget, Councillor Davidson stated that for many years the War Memorial is more or less a ruin, and now that we have sqme people interested in this project, then lets get it beautified, Reeve Davis complemented the committee on the work that they are accomplishing and felt that the. ·$1,300.00 allottment is little enough for this project, and that council would do all in its power to provide this amount this year. Councillor Stoddart felt th~t when the committee approaches King and Whitchurch~ those townships will ask what Aurora has done, and felt that. Aurora should say in the affirmative now. Deputy Reeve Patrick asked if the committee received a donation from the township of King and Whi tchu.rch last year, and Mr. /"' Adair replied "No", Mr. Adair further stated thtitt a copy of tonight's letter had been forwarded to King Township, and that letter advised what Aurora had done last year by way of a $1,000.00 contribution. DAVIDSON: DAVIS: "That assurance be given the Aurora War Memorial Association of a payment by the town of Aurora of $1,300,00 to assist in the addition to the War Memorial." Carried. A .letter from MacDonald and Thompson re Joseph A, Marrese, Aurora Heights Limited, Blocks D, E and G, Commercial Lands Plan 475, Aurora, containing a cheque for the amount of $1,1BO.OO in payment pursuant to an agreement between Mr. Ma:rrrese and the town was read, CHILD: DAVIS: ' "That this letter be accepted in good faith and that the cheque be.held in trust- temporarily. 11 Carried. .,_, 'h· - 8 - 4TH REGULAR February 15th, 1960 A letter from a Col.Hodges regarding the youth program in the · Town of Aurora pertaining to summer activiti,es w~s read. Pnlic.e Chief Langman spoke on this matter and requested that two members of a council attend at the next meeting to be held on the Sunday following. DAVIS: CHILD: "That Councillors Bell and Corbett attend this meeting." Carried. A letter from the Aurora District High School·enclosing a copy of an application of the Aurora District High School Board to the councils of the Town of Aurora, Townships of King and Whitchurch for the issue of municipal debentures in the amount of $1,150,000.00 'f'or the purpose of providing for the erection and equipment of a High School in Aurora High School District was read. ~--1 !· I L! Mayor Murray stated that the council had passed a resolution the previous week to be presented to County Council with the request that the present Aurora District High School be dis- continued and that the area involving the proposed new High School be eliminated from the said area. Reeve Davis stated that this resolution had been presented to the County Council .and the County Session had been adjourned till February 25th, 1960, and the resolution is on the agenda at that time. Mayor Murray stated that a By-law had received two readings at County Council advising that the Town of Aurora is to share in the cost of these debentures when issued, and the two representa-__ tives of council on the County had voted for the two readings ~--_1 of this By-law. I Deputy Reeve Patrick stated that the County Clerk had felt that the three municipalities should get together and obtain more information, and that actual facts and figures should be obtained. Councillor Child thought that this council had passed a resolution on the strength of the figures we had, and it was up to the County to dispute whatever figures we present and .further. that these figures should have b.een presented and discussed at the Qounty Council !lleeting. . . General discussion took place in this matter and_ it was decided that both the representatives on County CounciJ, be give!n all the figures available, that the Clerk contact the Department of Education to ascertain_all information available on this subject; and that a letter be written to the School Bo~rd that the Town Councils opinion li.tas not been changed. -.~ [1 - 9 - 4TH REGULAR February 15th,l960, DELEGATIONS: A !VIr. William Attridge of Attridge Lumber appeared before Council with the request to place a sign on Yonge Street, and said sign to be located on town property. Councillor Child stated he would meet with Mr. Attridge tomorrow and look over this site and make a decision with regard to the sign. REPORTS OF COMMITTEES Reeve Davis presented a verbal report at the Police Committee stating that the Committee had·met with the Police Chief con- cerning a number of By-laws and felt it advisable to be enacted and this matter had been referred to the By-law Committee for study and investigation, Councillor Davidson present.ed a verbal report of the Water Department and .stated that Mr. Huffman had projected the new ·well down 110 feet and was progressing very well. Councillor Davidson further advised that the Davey Tree Company are now engaged in trimming and cutting trees in town. Councillor Hammond presented a verbal report of the Services Committee and stated that with regard to a By-law for smoke abatement that he had been in touch with the City of Toronto and received a copy of their By-law, but this matter needs · further study a~d investigation. Councillor Child stated that a type of screen was available that eliminated smoke and odour control, and possibly our Odour·Control By-law might be incorp·orated with ,the smoke control. Mayor Murray brought to Councils' attention that this matter of , .~ the Spruce Street Boarding House has been overlooked, and asked if we are leaving ourselves open for a number of new people moving in that could in time become a liability of the Town. Mayor Murray asked if we can limit the stay. of residence to less than one year in order .that the town would not be liable in the case of relief. !VIr, Le·e, Town Solicitor, felt that this matter should be investigated, Councillor Child presented a report of the Planning Committee conce'rning the request by Consolidated Building Corporation to change sideyaad·.:·.boundaries in order to accommodate' carports, in which the committeerespectfully submit the following: On January 12th, 1960, this committee together with all members of Council met to discuss the above subject matter. After co.nsiderable discussion on the various pros and cons it was.felt that a visitation to the sub-divisions would enable everyone to assess the ·problem more realisticly. On January 16th, all members met and visited the sub-division. -10 - 4TH REGULAR February 15th, 1960. On February 9th a further Committee m~eting was held with all members of Council being present except Councillor Stoddart. -~' After a re-discussion of the vi,si ts agreed that the following amendment 1051 and its amendments. and the requests itwas shoula be made to By-law Where a garage is to be erected on a residential property it shall be located no nearer than l~ft to the rear of the existing residential dwelling, and shall be located no closer than 3ft to the sideyard boundary al1d rear-yard boundary:.. CHILD: DAVIDSON: "That the Town Planning Committee's report to be approved and the·necessary amendment incorporated in the By-law." , ... ;-.- Mayor Murray then v:;~.cated the chair and Reeve Day;Ls took over the chair. Mayor Murray stated that the request had come asking for a 3ft setback for carports, and that he was going on-record stating that tl:lis is not quite covering the entire position. Mayor Murray asked that on a 50ft lot what harm is being done if a carport is 3ft or 6ft from the lot. line, and why may a garage go back lOft from the rear of the house and be. proper. Mayor Murray stated that he objects only on '50ft lots. Councillor Bell asked if this conflicted 'with the existing By-law a;nd Reeve Davis answered "Yes". The motion was then carried. Mayor Murray then returned to the chair. "councillor Davidsoli.brought forward a report that Loblaws Grocerterias Limited require a water service so that they may get started on their shopping centre. The Town Engineer explained the situation pertaining to this water servic.e. Mayor Murray felt that the provisions of an agreement between the Town of Aurora and Mr.Cossar should be investigated first. General discussion followed and it was decided that Mr. Cossar•.s agreement with the town be re!l-d and also correspondence with Consolidated Building Corpciration.with regards to the 12" water main on Murray Drive and ascertain where the town stands in this matter. BY-LAWS: BELL: DAVIDSON: "That leave be.given to introduce a By-law to amend By-law No.l212 being a By-law to control snow removal,and that the same be now read a first time. 11 Carried. -11 ~ ' 4TH REGULAR ,/ //,/ // Feb'lil}ffir:Y 15th, 1960 The By-law was then read a first time. H.AlVJMOND: DAVIDSON: "That the.By-law now before the Council be. read a,. second time, that the Council resolve itself into a committee of the whole for that purpose." Mayor Murray enquired about other places of business other than automobile service stations and public garages, as regards to the removal of snow. Council decided to amend the By-law to include any commercial business with parking facilities or lot. The second reading was then carried. CHILD: CORBETT: PATRICK: DAVIS:. NEW BUSINESS: "That the By-law now before the Council be read a third time this day and :;,that rule 22 of By-law No.862 be suspended for that purpose." "That the third reading of the By-law be taken as read." Carried. All in favour of the third reading of the By-law. Carried. Councillor Patrick brought to Councils attention the matter of a storm drain that progresses on the .north side of Regency Acres public school. The Town Engineer, Mr. Murray, .explained that a. 30" storm sewer was approved and progresses across the north edge .of.school property and further that the sub-divider must provide all easements· for drainage. Als,o that Consolidated Building Corporation did not think it necessary in the first instance to obtain an easement from the School Board, and the result now is that a larg~ pond exists at the back of the school. This results the necessity to raise the back of the schooi yard some 3ft in places, since the storm sewer runs approximately 600ft and is out of the ground. CORBETT: DAVIS: "That we carry ori past the hour of eleven p.m." Mayor Murray advised that in the above matter we will look into this situation and ascertain if it might be worked out to the satisfaction of all concerned. ···'" -12 - 4TH REGULAR February 15th, 1960, ' Councillor Davidson brought to Counc.ils attention that a hazard existed for children on Wellington Street West, where the creek's course has been altered on the north side opposite George Street, qou:ncillor Da'lfidson stated that surface water. from the roads is running in the creek in about 5ft of water as lying there. DAVIS: CORBETT: "That the County engineer and their engineer . get together and leviate this condi t.ion or the .town will do so ahd ,c,harge accordingly," Carried, Councillor Stoddart brought to Councils attention that according to the Municipal Act the Surety Bond held by the Town of Aurora are guaranteeing dishonesty coverage of those employees handling monies must be presented by February 15th of each year, Councillor Stoddart further stated that Council must give instructions where this Surety Bond is to be kept and previously it has been kept in the Town office safe, Further Councillor Stoddart brought to Councils attention that the town auditor recommends the' Surety Bond b.e increased from $10,000,00 to $25,000.00, DAVIS: STODDART: "That the Surety Bond has been presented to Council and reviewed, and.it will.be kept in the town office safe and the ·amount of $10,000,00 remain as such for the time being." Carried. Councillor Corbett enquired what had happened to Mr. Slater's sub-division, and if anything was holding it up, or just what is the story. Mayor Murray advised that it was his under• standing that a movement was.underfoot to re-open the negotiations for the sub-division, Councillor Child stated that the last word from Mr. Slater with regards to·the sub- division was one year ago, and he had asked if we were interested in getting it started, and he was advised that we were, and at the same time requested that he obtain·another plan 'showing a road on either side of the Creek, .and to date such a plan has not been present·ea. ' · '. Mayor Murray brop;ght to Councils-attention that last Friday was the County Bonspiel and that the Town of Aurora has been presented with the booby prize trophy on obtaining the lowest score.
