MINUTES OF THE 3rd REGULAR MEETING OF COUNCIL HELD IN ~BE COUNCIL

A letter from the. City Engine~rs Association requesting council
to petition the provincial government for making a thorough study
of ways and means to provide the necessary funds with regards to
the cost of maintenance and construction of roads in the Province
of Ontario of the next twenty years was read.
DAVIS: "That this letter be acknowledged and filed."
CORBETT: Carried.
A letter from Aurora Heights Limited regarding culverts, Kemano
Road, and advising that this matter will be consideredbyAurora
Heights Limited as soon as possible for necessary action was
read. · ·

A letter from W.W. Laird, Loblaws Limited, stating that work in
developing the shopping centre·at the south end of town will be
commenced immediately was read.

A letter from the Aurora Recreation Commission recommending to
council that Rev. J.F.G. Morris be appointed to the Aurora
Recreation Commission for the year 1960 was read.

Rev. J.F.G. Morris be so appointed."
Carried.
A letter from Evelyn Sibley, Kettleby, Ontario, advising council
that she had suffered injuries due to tripping over a weighing
machine at the south end of Baldwin's Pharmacy was read.

A letter from the Police Association regarding amendments to the
Po.lice Act, Section 29, Paragraph l, and more particularly il'l.
conne.ction with arbitration was read.

"That this letter be referred to the Police
Committee for study and recommendation."
Carried.
A letter from McNamara Engineering Limited advising council of
their services as consulting engineers was read. It was decided
that this letter be filed with other engineering firms letters.
A letter from Mr. and IVIrs. P. Lloyd with regard to their property
on Wellington Street East and submitting a claim in an amount of
$4,500.00 was read.

!VIr. Doug Richardson appeared before council on behalf of the
Planning Board's request to present to council a brief for this
year and suggested in part tha~ By-laws 1051 and 1246 are not
particularly clear, that allcontrolsshould be by By-law and
amendments are required to the present By-laws. !VIr. Richardson
outlined that useful land is required for park purposes, that
studies on all phases o.f conservation be undertaken with. the
upper Holland Valley Conserv13,tion Authority and these rec.ommen-
dations should.be finalized by by-law. Further, that studies
should be made of all phases of developments in the Town of
Aurora including such items as land dues and zoping, arterial
road plan, parks program, and off street parkin~. !VIr. Richardson
summarized by stating that it was felt a joint.meetingwith council
is required to go over these matters of mutual interest both
through the town and the Planning Board and furthe.r that the
knowledge of the Town Clerk's staff, the Town Engineer and the
Solicitor etc., would be utilized to furth.er these matters.·
!VIr. Richardson stated that council should look into the ow!'ler-
ship and clarification of Kennedy Street West and finally that
the sum of $5,000.00 be recommended for Plannj;~g Board budget
purposes for the year 1960. · '·
Mayor Murray stated that !VIr. Richardson';!!! }!l'ft;port is quite detailed

Reeve Davis stated he felt the Planning Board has done an
excellent job in :preparing this report and felt that the meetings
should be arranged in the very near future, especially in
connection with the budget item.
REPORTS OF COMMITTEES
Reeve Davis stated he would withhold at this time on a partial
re:port of the Police and Fire Committee until a full report is
ready.
FINANCE COMMITTEE
C~uncillor Stoddart presented a re:port of the Finance Committee
re filing cabinets in whi~h the committee respectively submit
the following: 1
The Committee met and decided that two legal size filing cabinets
were a requisite for councillors filing purposes. It was
recommended that two legal size cabinets with individual locks be
purchased, and the following prices were obtained:

The Committee recommends that two filing cabinets be purchased
:from Office Specialities at a cost of $184.00. ·

Re: Sewerage Treatment
"That the Ontario Water Resources Commission
be requested to .conduct a survey and submit
a re:port to the Town Engineer with their
recommendations on the following:
1) The status of the existing :plants with their capacities
both in volume and B.O.D. reduction, suspended solids and
overall efficiency in relation to (1) The :present size of
Aurora. (2) The size of Aurora when all :present subdivisions
are com:(Jleted. (3) As No.2 :plus the Choice Cut u:p Chicken
Plant. (4) If and iril1en the :pr~:posed subdivisions are completed.

The capacity of Holland Creek at th~ existing sewage treatment
plant si ~e, with respect to the )nax:irn:um ;population factor in
relation .to the qonditions outlined above.
The adviseabili ty of (1 )' extending the existing plant at the
present site or (2) continuing the existing.plant and building
another small plant farther north or (3) building a J:'lewplant.
4) The best new location for anew plant if' required.
B. Re: Tests on Wells and Water Distribution.
"That the Ontario Water Resources Commission
be requested to institute a program of regularly
testing of all .wells, .. (used f.or the Town of
Aurora's water supply) and the distribution
system. These tests shall be to obtain infor-
mation on the Chemical and Bacteriological
content of the public water."
All of the above to be carried out in conjunction with. the
Town Engineer. ·

SERVIC~S COMMITTEE
Councillor Hammond ;presented a report of the Services Committee
re the boarding h:ome Spruce Street, in which the committee
respectively submit the following:

a boarding home. to 12, and that for a greater
number than 12, a business licence would be
required and the home tobe registered as a
business and required to ·pay business tax.
This the committee feels; would effectively
prohibit a boarding l:J.~me, f':rom becoming a
nuisance to surroUJ:1d;il1g :r·esidents, and
effectivelr retaindontrpl :i.n·Councils hands.
"That the Services Committee report of February 1st,
1960 re Spruce Street· home be approved.".
· Councillor Davidson and Reeve Davis asked Mr. Haminond where the
figure· 12 had come from in the report,: and· Councillor Hammond
replied that this figure had been arrived at by pure speculation
and felt that the home in the future might easily be enlarged to
occupy 20, and it had been decided this latter figure would
create a nuisance. However, if the figure 12 were reduced to

approximately 5 for example then residents all over town would all
have to come into line with t~e new :By-law. •
Qouncillor Child stated that it, was just a matter of okaying the
committee report and that the.Ey-law Committee would be required
to investigate this matter and draw up the appropriate by-law
and then decide how many residents there should be included therein.

UNFINISHED :BUSINESS
Councillor Corbett enquired if any action had been taken in obtaining
some information"with regards to crosswalks~ Col.lncillor Child
stated that the Safety Council had held a meeting last week and that
we should get in touch with their chairman, since they are in a
position to offer guidance and advice and felt that council should
work in conjunctio~ with them. Reeve Davis stated that they will be
invited to our next police committee meeting. ··
Mayor Murray asked Councillor Davidson if he had settled the matter
·yet pertaining to.the payment of the town's portion of the cost of
graveling· Murray .Drive, and Councillor Davidson .. replied that he was
still waiting for the two letters in thms .connectionto be fo~d.
Mayor Murray stated that the. release of the lots had now been
settled·f;lince a letter from Shon Construction agreeing to finalize
this matter had been received •. Mayor Murray-stated t:i).at the Town
Engineer had objected to this release because he had wanted an
agreement registered. However, 'if council so wishes I will sign
the release in the morning. Councillor Patrick asked the Town
EI1gineer to explain his reasons to col.lncil, and Town Engineer
Murray stated that he wanted ari agreement drawn up in case Shon
,Construction should go into bankrupcy and then the agreement might
· be registered immediately in order to protect the town.
Subsequent to general discus.sion in this matter the following motion
was passed:

Mr. L. c. Lee, Town Solicitor, spoke concerning the matter of the
Spruce Street boarding house, and congratulated Councillor Hammond
for his explicit report. Mr. Lee stated there appeared to be a
great deal of misunderstanding in this matter, and that it was not
anyones wish to s'top any resident from having their just right.
As far as the Spruce Street. residents are concerned they might-only
expect what council can legally do. Mr. Lee stated that there was
no by-law existing in the town, and apparently no provincial legis-
lation effecting this boarding house, and apparently there was

nothing upon which we can proceed. Mr• ·Lee stated to bring a

Mayor Murray brought up the question of the n:ew Well, and if Mr.

Town Engineer stated that Mr. Hoffman has n:o1: $ign<:Jd, has not
started the project, and has not as yet receivErd the contract.
Mr. Murrary further went on to state that Mr. Hoffm~ has ordered
the pipe ahead of getting the contract, and he ::1.~ W'J?.;i.:l;iiig,for
the delivery ofthe pipe and then will come inatid s;i.g:h the
agreement. Mayor Murray s1;ated. that ,Mr. Hoffman was to sign the

Carried.
Councillor Davidson brought to Councils attention that garages
are cleaning the snow from their parking spaces and piling
this snow out on the town streets to be cleaned up by the town
workmen, and felt that. they should obtain a truck and haul the
snow away, rather than dump it on the streets. Councillor
Davidson further sugges'ted that a By-law be prepared to alleviate
this condi ti.on and und.erstood that .. the City of Toronto has such
a By-law. ·

to prevent the removal of snow from private
PFOperties onto town property."
Carried.
Councillor Child asked what is being done with regards to enforcing
our sidewalk snow removal By-law, and Councillor Davidson stated
that the sidewalk on Tyler Street is in very poor shape with regards
to piled up snow.
Mayor Murray advised that the Town Wo~ks J.)e:P.artment may clean off
sidewalks and charge people accordingly.· Councillor Davidson
stated we might take the names of the unemployed in town, and the
Town Superintendent could utilize these men following a snow storm
to clean up the sidewalks, and then charge accordingly.
Mayor Murray authorized that an add be put in the newspaper that
the removal of snow from sidewalks is going to be enforced, and
that it must be immediately done following a snow storm, and if
done by the town men, then it will be charged against the owners
accordingly.
~ayor Murray brought to Councils attention that Reeve Davis and
hims~lf had left for New York on the previous Sunday, and had
just arrived back before this Council meeting. Mayor Murray

stated they attended the funeral of Mr. ~.J. Hill Jnr. Chairman
of the Board of Directors of Sterling Drug, and had never seen
so many flowers at any funeral. ·· IVIayor Murray stated that Reeve
;Davis and himself had expressed the sympathy of the Town of'~· '
Aurora to.Mrs. Hill and Sterling representatives.
Reeve Davis stated that the funeral was very well attended and ~-·~
that Aurora had done a very go.od thing by being represented at , .
Mr. Hill' s funeral. i_J
Councillor Bell stated that it had been brought to his attention
by residents living near Queen City Storage that the smoke problem
in this area is indeed obnoxi"Ous, and felt that we should take
some steps to control this situation. Councillor Child said that
the same problem exists in the area of Harts Manufacturing due
to smoke from Universal Installations and also from.their bl,lrning
rubbish in an incinerator causing hardship to resident.s in that
area.
Mayor Murray recommended that. 'the 1S'e;rvice~ Commi:ttee investigate
and if they arrive at a solution and. 'r'ecommend t;hat a By-law be
prepared to control this smoke problem.
Mayor Murray then tol.d;Council that today in New'¥6rk we had
one and a half hours to ourselves, and we visited th~ United
Nations building. Mayor Murray state,d that, anyone who visited
New York should definitely see this building.
