Mayor Murray stated that Miss Marjorie Andrews has been Librarian in the ToWn of Aurora for, the past twenty-five years and pa;Lled upon Councillor Adair to present an award to Miss Andrews. " CORRESPONDENCE A letter from the County of York enclosing a copy of a report presented to County Council py, their Planning Committee was read, lilA VIS: NISBET: . "That this Ainendment # 6 be expedited as soon as possible and that the recommendation of the Department of Planning and Development's . last paragraph be followed." Discussion followed this motion and Deputy Reeve Nisbet stated that he felt the Land Use Plan should be reviewed. Councillor Child stated it was a big job to revise the Land Use and possibly we should set up a Zoning By-law and a Zoning Map and possibly in 1960 we may organize a Zoning By-law. The Motion was then Carried. ~l I I ( I Monday, December 21, 1959 - 7 - 25TH REGULAR . A letter from the Town of Aurora Planning Board with respect to Amendment # 5 to the Official Plan and the request of R.F. Fry and Associates to use the former Lloyd property, 190 Wellington Street East, for the storage, including outdoor parking, of heavy con- struction equipment such as bulldozers, power shovels, tractors and trucks was read. CHILD: STODDART: "That approval be granted to R.F. Fry and Associates approving the use of the former Lloyd ~roperty, 190 Wellington St. E. for the storage, including outdoor parking, of heavy construction equipment .etc. 11 · Carried. A letter from M~. J.A. Marrese regarding Aurora Heights Limited, J.A. Marrese in Trust for a Limited Company to be Formed with re- gards to the purchase and construction of buildings on Blocks "D", "E"·& "Gi', Plan 475, Au.rora, was read. Councillor Child stated that Mr. Marrese is present this evening and he has previously explained that he intends to use this property for commercial purposes moreso than Aurora Heights Limited and in addition has agreed to pay an amount of $1,180.00 in lieu of· not commen!iing construction immediately. This payment will be made each year and shall be reduced to the extent of the annual taxes levied on any building or buildings w~ich in future are erected on the said lands. Councillor Davidson inquired why Aurora Heights Limited would so definite in attempting to get out of their Agreement to build.six. stores. 1~. Marrese explained that the agreement with Aurora Heights Limi.ted stated that. Aurora Heights' Limited were to start the <Jon- struction of these buildings in 60 days from the date of. the Agreement and said were to be finished within 90 days. This was not accomplished in that time and Aurora Heights Limited now wanted. assurance that the Town, should this agreement with .Mr •. Marrese be arrived. at, look to Mr. Marrese and not to Aurora Height-s Limited . for fullf'illing this part of the agreement. Councillor Stoddart stated that this matter was very clear to him- self and Mr. Marrese is going to use the land to . a better extent · and also pay a penalty each year. Councillor Stoddart stated he would go along in this matter. Deputy Reeve Nisbet stated that it should be madeclear that the Aurora Heights Agreement is still on a 50-50 basis yvith regards to equali.zation of assessment between residential and commercial. CHILD: ·PATRICK: "That we give approval to the request of Mr. J.A. Marrese and that the Mayor and Clerk be authorized to sign an appropriate agreement when prepared." Carried. 25TH REGULAR - 8 - Monda •. ,1 I I>ecember 21. 1i A letter. from Cecil Foreht with regards to Aurora Heights Limited and Marrese .and the sale of Blocks D, E and G, Plan 475, Aurora was read. DAVIS: CHILD: "That this letter be acknowledged and filed." Carried. A letter from Aurora Heights Limi,ted advising Council of the appoint- ment by t.he Board of Directors of Mr. Sam Sorbara to the position of General Manager was read. Deputy Reeve Nisbet stated he was sorry to sea Mr. Marrese give up the General Managership o;f .this Company and that Mr. Marrese has alw~ys co-operated with Council at all times. DAVIS: NISBET: "That this letter be acknowledged and filed." Carried. A letter .from the . Town of Tilbury co,ntaining a re.solution concerning a petition to the Provincial Government to increase .the Provincial aid to Municipalities for the establishment of Arenas and Community Centres was r.ead. STODDART: ;DAVIS: DELEGATIONS . "That this resolution be left over to the incoming Council of 1960." Carried. . Mr •. Wm. Bailey appeared before Council with a Mr. Leek and a Mr. Turnbull from Spruce Street and inquired if efforts have been made to arrange a rn.eeting between the Spruce.Street residents and !lilie Medical Officer of Health for York. County. Mayor Murray explained that a meeting had been arranged for next Tuesday night at 7:00 p.m. and Dr. King and a representative of the. Association Mr. Bowerman has delt with mn.d your group are hereby invited to attend at this time. Mr. Bailey then inquired if the Town had been notified officially of any.patients: locating in this house on Spruce Street and was advised that the Town had not been. so officially notified. Mr. Leek then. thanked Council for their efforts in this matter. Mr. lVI. Lysecki and Mr. Kennnedy appeared before Council on behalf of an agreement between the Town of Aurora and Choice Cut-Up Chickep. Ltd. with regards to a forcemain on Yonge Street. Mr. Kennedy explained that when the forcemain was installed and. anyone tapping in would be charged accordingly and in his understanding this charge would be reasonable .for a peri.od. of. fifteen years. Mr. Kennedy further stated that there now seems to be some misunder- standing with regards to tpis matter and had appeared before Council to iron out this situatio;n. General discussion took place between members of Council and the Town Engineer and the representatives of Choice Cut-Up Chicken Ltd. and it was decided that a meeting would be arranged for 10:00 a.m. Tuesday morning next with Mr. Lyseki and Mr. ,-,1 I] ;,:: I l_f I I .'jjMonday, December 21, 1959 , l.r . -.9 .-25TH REGULAR Lysecki, J\llr, Kennedy, the Town Engineer, the Town Solicitor and Councillors who might attend. A Mr. H. Cowan of Regency Acres Subdivision appeared before Council and requested permission to commence a driving school in Aurora. Mr. Cowan produced .a driving operators license for this purpose and stated that he would be using mainly the highways and the main streets ·of Town particularly for parking practiC'es and that this business would come under the ju~isdiction of the Board of Transport. DAVIS: CHILD: "That permission be granted Mr. Cowan to· operate a Driving Instruction School subject to the approval of our Police Chief and Police Committee." Carried. REPORTS OF COJ\IIMITTEES Deputy Reeve Nisbet brought to Council's attention that the Fire truck is back following repairs and now needs further repairs which might be done locally. Deputy Reeve Nisbet further advised that it was felt that we should give free parking on the town streets where parking meters were located over the Christmas period and this had been done as a nice gesture to help out the merchants and shoppers. Reeve Davis complimented the Chairman of the Police Committee and the Committee itself for a job well done. Mayor Murray then called upon Councillor Stoddart to give a report on their trip to Ottawa and Councillor Stoddart stated that Mayor Murray and Himself had visited the Postmaster General for one hour and ten minutes and he had allowed them an excellant hearing. Councill'or Stoddart stated'.that the Postmaster General will read all briefs they had submitted at.his· leisure and speaking for himself stated that something would be d'one immediately and that new facilities will receive a very high priority. Councillor Stoddart further stated it was understood that the Post Office Department will make a survey to ·:ascertain if 2,500 calls exist in the ·Town of Aurora in order to obtain mail delivery. Councillor Patrick brought to Council's attention the matter of paying an account to Almsi Contracting Company in an amount of $1, 182.50. PATRICK: DAVIDSON: "That the Committee recommend that the amount of $1,182.50 be paid to Almsi Contracting Company, final progress p~ent for sewer and water on Welling- ton Street West and the Seal of the Corporation be attached hereto." Carried. UNFINISHED BUSINESS Mayor Murray brought to Council's attention the request of the Board of Trade for lights on the Parking lots and stated that four lights were required at a cost of approximately $50.00 per year and in addition that the Town should approve the lights on Aurora Heights Drive and further that a letter·from Council should go forward to 25TH REGULAR ~ 10 -Monday, December 21, 1959 the Hydro to give them authority to add poles and lights fn Aurora Heights Subdivision as required, · DAVIS: PATRICK: "That the Aurora Hydro-Electric Commission be instructed to place lights on Aurora Heights Drive and in the subdivisions as required." Carried. Deputy Reeve Nisbet mentioned that an extra light should be placed in the park where the 'Aurora Heights r~nk is located. BY-LAWS DAVIS: CHILD: "That 1eave be given to introduce a by-law to authorize the conveyance to the Aurora Hydro-Electric Commission of part of Block D, Plan 517 and that the same be now read a first time. Carried. The by-law was then read a first time. STODDART: NISBET: "That the by-law now before the Council be read a second time and that the Council re- solve itself into a committee of the whole for that.purpose." · · Carried. The by-law was then read a second time and the sum of $1.00 was inserted in Clause 2 of said by-law. ADAIR: PATRICK: DAVIS: CHILD: "The by-law now before the Council be read a third time this day and that Rule 22 of By-law No. 862 be suspended for that purpose." Carried, "That the by-law now before the Council be read a third time this day and that Rule 22 of By-law No, 862 be suspended for that purpose," Carried, "That the third reading of by-law be taken as read." Carried, All in favour of the third reading of ·:llhe by-law. Carried, NEW BUSINESS Councillor Patrick brought to Council's attention the fact that at the southerly end of Harriman Road a culvert was required and it was decided that the Town would look into this matter. Deputy Reeve Nisbet stated that this was his last meeting on Council and that he enjoyed the last five years and felt that Council had accomplished a very good job and a great deal had been undertaken. Deputy Reeve Nisbet further stated he enjoyed working with each member of Council and felt that the people are not aware of the job that Council does now how much money is spent by School Boards and felt that more people should attend these Council meetings. Deputy Reeve Nisbet further wished the Reeve the best wishes on Co~nty Council in the coming year and then wished everyone much success. Reeve Davis thanked the Deputy Reeve for his good wishes. Councillor Adair then stated that this was his last meeting of Council too and it had been quite an experience for himself over the three years. Councillor Adair thanked all Council for their co-operation and understanding and stated that he was still interested in working for the Town and was still Chairman of the War Memorial Board. Mayor Murray stated that he gone through the same as the Deputy Reeve and Councillor Adair and know how they felt and further hoped that they would have the same success as he did, Councillor Child stated that it has been a pleasure working with Deputy Reeve Nisbet and Councillor Adair. Councillor Stoddart stated that he wished them God Speed and these sentiments were furthered by· each member of Council. Mayor Murray then advised Council that his Mother was ill and at present in the hospital. Mayor Murray further advised that the Inaugural Meeting to be held in January, the recep~ion part would be held upstairs in the Town building. Mayor Murray further stated that a Striking Committee should be appointed prior to the Inaugural Meeting and that it may be a good idea to call an informal meeting of Council to appoint this Striking Committee.
