Reeve Davis stated that this meeting is necessary because discussidn should take place in order to decide what area remains that. might be built upon with regards to the availability of services. Deputy Reeve Nisbet stated that we should make sure first that the Town Engineer has the facts and details regarding a complete study ()f Town services before any meeting is held. Mayor Murray -ft'!{i)len instructed the Clerk to inform the Planning Board that until the Town Engineer has completed the necessary study of Town services no meeting will be held. · · A letter from Mr. 0. Sauro reggrdilignan agreement with the Town with I j;·; ~:, t 199 October 19th, 1959 ~ 5 -21st REGULAR respect to a subdivisipn on Kennedy Street West was read. DAVIS: "That this letter be referred to a Committee of a Whole CORBETT: meeting." · ' Carried. A time schedule with regards to meetings of the York County Planning Workshop was read. Mayor Murray explained that the County is attempting to organize a County Planning Board, Deputy Reeve Nisbet advised that the County's idea is to outline all phases of planning and they will attempt to answer all questions on planning during these meetings. Deputy Re-eve Nisbet stated that everyone should. ,make an attempt to attend these meetings and should write any questions they think applicable and send them in. It wa~ dec~ded that previous to the meetings notices be sent to Council, .the Town 'Engineer and the Building Inspector outlining the time of these me~tings. DELEGATIONS Mr. Rank appeared before Council on behalf of the Presbyterian Church and inquired what had happened concerning their position to a Committee of Council with regards to the enlargement of the Presbyterian Church, Council discussed this matte:!;' and it was decided that a decision must be made quickly. DAVIS:. STODDART: "That this matter be referred to a Committee of Council meeting to study this week if possible." Carried. The meeting was then set for 7:00p.m. t:he following evening. Mr. Bowerman.appeared before Council with regards to opening a Boarding Home on Spruce Street and stated that he desired his case to be known before anything along this line was commenced, Mayor Murray stated that the Town had received complaints already although a start to organize this home had not been made, Mr. Bowerman then introduced a Miss Holiday who stated that she was a nurse employed by the. Provincial Government• in Whitby and was concerned with the type of people to be placed in this home, Miss Holiday explained that they are men on probation or completely discharged and preferably D.V.A. cases who are receiving pensions and unable to be·amployed full time, Miss Holiday stated that the gentlemen have no place· to go, they are· not mentally ill and some have been living out of hospital two years or more. Miss Holiday further stated that Mr, Bowerman wi;3hes to help this type of people by giving them a place to live in orifer ·.that they may ·live a normal life again. They would be no drain against the Town from the financial viewpoint since they are receiving government pensions. , Deputy Reeve Nisbet asked Miss Holiday if they would be subject to Nursing Home regulations and Miss Holiday replied that No since no· graduated nurses are on duty and this would not be classified as a Nursing Home. Councillor Stoddart asked at what age group the men would be in and was advised that the age group would take in 1st World War veterans.· Mayor Murray asked how many tenants were contemplated and Mr. Bowerman replied 9-10 men~ ·Councillor Davidson stated that the government have an obligation to look after these boys and felt that some thought should be given along these lines, Mayor Murray advised Mr. Bowerman and Miss Holiday that Council would have to investigate this situation , . 20LI l. n ' .. : 21st REGULAR 6 -, October 19th, 1959.- and will advis~ of their decision in this matter. Miss Holiday then left an address of a similiar type of home located in Richmond Hill at the home of Mr. & Mrs. Wesley Ruttan, Yonge Street North, Richmond Hill. REPORTS OF COMMITTEES Deputy Reeve Nisbet stated verbally that the Finance .committee had met and discussed the purs;:hase of a Fr±den Calculator for the Town Office due to the growth in the Tax Roll and presented the following motion: NISBET: STODDART: "That a Friden Calculator machine be purchased from the special subdivider's contributions bank account at a total cost of $1,300.00 and the Seal of the Corporation be attached hereto." Carried. Deputy Reeve Nisbet presented a verbal report stating that at the present time a test of parking meters on Yonge Street was now being carried out. ·Deputy Reeve Nisbet stated that since the present parking meters will be paid for in the near future we must decide if we will exchange or not and therefore several Companies had been requested to place meters on a test basis. Deputy Reeve Nisbet then brought to Council's attention that Mr. Hammond had requested a rink at the Aurora Heights park and required a water connection for:flooding purposes. Deputy Reeve Nisbet stated that this should be undertaken immediately. Mr. Hammond stated that there would be approximately 140 feet involved. It was decided that this matter be left in the hands·of the Streets Committee. Councillor Patrick presented a report of the Works Committee in whi0h the Committee respectfully submit the following: "The Committee met and recommend the following: 1. To purchase, as required, up to 200 tons of Winter Sand from Aurora Sand and Gravel Co. at .gO¢ per ton delivered. to the 2. Town Yard• · To purchase, as required, up to 30~ons · of Highway Salt in bulk, from Miller Paving Co. at $13.10 per ton F.O.B. their yard, Oriole, Ontario. PATRIC:K: "That the report of the Works Committee be accepted.,,. ADAIR: Deputy Reeve Nisbet brought to Council's' attention that mention shou]_d be made of obtaining an adhetive at a cost of approximately $60.00 for the winter and this adhetive, when mixed with the salt, will stop corrosive action of salt on car bodies. The Motion was then Carried. Councillor Patrick then presented a report of the. October 19th, 1959 - 7 - 21ST REGULAR I "The Works Committee met on Friday, October 16th, 1959 at 7:30p.m. and subsequent to perusing all tenders, herewith attached, the committee recommends that the following be purchased, subject to Department bf Municipal Affairs approval to utilize capital levy monies: Lorimer Motors -Heavy Duty Truck Chasis Philwood. Distributors -Dump Box & Snow Plbw IvanDaniels-Ford Tractor & Two blades Mower Homelite Water Pump Macpherson Motors -1/2 Ton Truck • • • • • • • • • • • • . . ·- • • • $ 3,690.00 . 2 '281. 89 2,500.00 600.00 450.00 1,886.00 $11,407.89 PATRICK: NISBET: "That the equipment for the Works Department (as per the attached list) be purchased from the special subdivider's contibutions bank account at a total cost of $11,407.89 and the Seal of the Corporation be attached hereto." Discussion f.ollowed this motion and Councillhor Patrick outlined that several tenders on each piece of equipment had been received· and· in each instance the lowest tender had been accepted. Councillor Patrick further stated that this equipment was urgently required due to t'he expansion in the Town. Mayo'r Murr'ay stated that we are applying to the Department .. of Municipal ·Affairs for 'approval to use the subdivider's contribution monies rather than place this expense on the mill rate. Councillor Patrick stated that last year there were 13 miles of street to maintain and now there was 28 miles. Reeve Davis stated that this equipment is indeed necessary especially for winter mornings when people must be able to get to work. Deputy Reeve Nisbet stated that it was his hope that the mower will be able to do all the parks that the Town is acquiring and these· parks must be maintained and developed. Councillor Corbett asked if the mower will be able to take care of the ditches too and Deputy Reeve Nisbet stated that it would to a good extent. The Motion was then Carried. Councillor ~dair presented a verbal report with regards to conditions at the' Auro.:ra War Memorial. Councillor Adair stated he was happy to say that the gri3,Sl3ms;i.tuation had improved and is how in splendid conaition, however it would require mowing once again before Verteran's Day. , 201 : .flO~~ \' ,:·. 21ST REGULAR· -8 -October '19, 1~59 UNFINISHED BUSINESS' Mayor Murray left' the Chair and Reeve Davis took his place·. Mayor Murray outlined a quick review of the items the nine members of Council have accomplished with regards to equalization of assessment. in the subdivisions bf'Town. lV!ayor Murray stipulated that the Town has not' received 1' cent of commercial as'se'ssment from these subdividers and therefore we ha.ve failed the older residents of Town and in addition this is" not fair to the new residents due to the fact that the:pe are not available factories to work in or shops to shop. in, Mayor Murray stated 'that all three subdividers had set aside areas for commercial developments and that two have done nothing and one tried to but was iurned down by Council. Mayor Murray stated this entire area is going to expand and we owe it to our taxpayers to see that we get the necessary stores for shopping, MURRAY: CORBETT: 11 That this Council write a letter to Consolidated Building Corporation and request them to reconsider the building of their large shopping centre since we are re'a'dy and willing to accept it." The following amendment to this motion was then proposed: CHILD: ADAIR: "That the motion be withdrawn on: the grounds that on May 2nd, 1959, we gave ConsOlidated Building Corporation permission to pick up a building permit for ·'.a" shopping centre by June 16th, 1959 . ;provide~l. a certain industry did rio.t c.ome. to ,Aurora. and Consolidated Building Corporation have not pick eli up this perini t ,to date. n .. ' Deputy Reeve Nisbet stated that we have gave them permission to build a smaller shopping centre on zoned land only. Mayor Murrla.y. said with regard to the secQnd motion the· logical answer was that Consolidated Building Corporation had the feeling that they did not get the best of it. They have been approached and asked to come back, however they want us to request' them to do so. Mayor Murray stated we are talking about at least one half of a million dollars · shopping centre, · Deputy Reeve Nisbet stated we went into this matter in the spring, I was in favour of all obtaining permits for commercial ,assessment and it is a shame that we passed.up three quartermi11ion O.ollar value in this shopping centre. · There is no action apparent at Cossar.•s shopping pentre and felt that we should have given thein .both .a permit, orig,inally. Councillor Child stated that he was 100% behind the Deputy Reeve 1 s' thinking that we should get all. commercial assessment and felt that we should obtain all cemmercial assessment we are able to. Councillor child stated however they were given permission in May to obtain a permit by June 16th and haven't done so. Councillor Adair asked if they wanted to proceed on a small shopping centre .or does Council require they build a larger one • • '-· ·: ", .. '\ 'i)•h .. } t .. u.J Octo.ber 19, 1959 -9. -21st REGULAR, Mayor Murray answered that numerous discussions with regard to the small shopping centre and the small one is not feasible, a large shopping centre will bring them closer to equalization of assessment and further they wish to build ~ large one and will not consider building a small one. ' Reeve Davis.stated we did not tell them to build a small one, they asked us if it would be 0 .K. Deputy Reeve Nisb~t stated that at · the Planning Convention in Montreal it was stressed that shopping centre.s built in recent years were not large enough initially. Councillor Patrick stated that with regards ~o shopping centres we are sitting back anq will end up with none, they will be located all around us. Reeve Davis stated that the Mayor had mentioned that the shopping centre at the south end had bogged down and it was his understanding this was due to the steel slhortage. Mayor Murray.stated he had gone to the trouble to check the large store referred to.and it was not the steel shortage, he would explain this matter only to members of Council. Councillor Davidson.stated he had voted against this the last.time it was brought forward but now he was 100% behind it. Councillor Davidso.n said we still have nothing for new residents and now. he is all for it. Mayor Murray stated that Councillor Child's motion had been to withdraw Mayor Murray's motion and that this amendment could hardly be called an amendment to the original motion. Councillor Child stated that was quite in order, he had just wanted to discuss and explain his reasons in this instance. Further discussion took p+ace and a recorded vote was then taken. X X X X X X 6 Nay X X X 3 Councillor Davidson brought forward the matter of civil defense and felt that it was up to Council to provide leadership and get some brg!inization going in Aurora. Mayor Murray stated that hehad investigated this matter of civil defense and found that the Government was now going to subsidize the Civil Defense to a large extent and that he would follow this matter up. DAVIDSON: PATRICK: NISBET: · PATRICK: ADAIR: CHILD: ' CORBETT: PA~ICK: "That the by-law now before the Council be read a second time and that the Council resolve itself into a Committee of the ·Whole for that purpose." "That the name~ as proposed,be inserted in the by-law and that the second reading be taken as read." Carried, :"That the.by-law now before the Council be read a third time this day and that Rule 22 of By-law 862 be suspended for that purpose. "That the third reading of the by-law be taken as read." Carried. A by-law to appoint a permanent fire chief for the Corporation of the Town of Aurora. ADAIR: CORBETT: "That the by-law now. before the Council be read a·· third time this day~" ' NISBET: "That the third reading of the by-law be taken as CORBETT: read," Carried. NEW BUSINESS Reeve Davis brought to Council's attention that on the evening of November 6th, 1959, the Warden's Banquet will be held and all members of Council will receive an invitation. Deputy Reeve Nisbet stated that he hoped all would attend who are able.and do the Warden of your County honour in this regard. Reeve Davis mentioned that two weeks ago this evening we had decided to put the two year term to a vote of the people and through the press find that the motion was rather ambiguous and The Municipal Act does not recognize Mote of the people and it is purely within the confines of the Council. DAVIS: DAVIDSON: "That we repeal the by-law 9reating the two year term and allow the people a courtesy vote with regards to the term." Councillor Child stated he was under the. impression that this Council could resc.ind the present by-law as it stands and should the people vote in the affirmative then a new by-law could be passed for the two year term. Mayor Murray suggeste!l that since we now have a two year term that we continue and put it to a vote of the people as -"Are you in favour of the 1962 Council being in for a two year term." Reeve Davis stated that the Municipal Act provides that the motion rescinding the by-law must be passed by November 1st. Councilmor Davidson stated it is time we trytO. dispel the black cloud hanging over us and do away with the five man committee, feel that the old way of the large committees is far better and more was accomplished at that time. Deputy Reeve Nisbet stated that this was out of order since next years Council will set their own Committees. DAVIS: "That the meeting adjourn." The meeting then adjourned. (
