MINUTES OF THE 20TH REGULAR MEETING OF COUNCIL HELD IN THE COUNCIL
CHAMBER ON MONDAY, OCTOBER 5th, 1959 AT 8:00P.M.

A letter from the Town Solicitor, Mr. L. Lee, explaining certain matters
relative to the Industrial Road plan of Subdivision in the name of
Aurora Heights Limited was read. '
This letter was referred to Mayor Murray for furtherance.
A letter from the Chief Conservation Engineer, Department of Planning
and Development, concerning the visit of a representative from that
Department to the Town of Aurora in connection with the removal of
the vegetation in one of the areas designated for open space in the
Regency Acres Subdivision was re .. ad. Mayor Murray brought' to Council's
attention that a Mr.Barber had 'visited the Town on October tst and
had stated that once it is established what ·area will not be built upon
the Department of Lands and Forests will recommend the type of trees
to be planted in that area. This letter was referred over when
Councillor Child stated that C.B.C. must decide where the road is to
go· and advise the Town accordingly so this matter might be furthered.
A letter from Aurora Heights Ratepayer's Association requesting a
decision on the roads and allied matters in .that subdivision was read .•.
Mayor Murray stated he had discussed this matter with Mr. Marrese: a11a
it had been decided that it· would be scarified this year definitely
and everything would be done to have Aurora Heights Drive paved. General
discussion took place • in connection with this letter and the Mayor asked
Mr. Marrese if assurance might be given that if by the end of the week
the pavement had not commenced then the roads would defi:m,itely be
scarified. and !VIr. Marrese agreed in this connection. Mr. Hammond asked
if the paving was not done could he have Council's assurance that the
road will be maintained and Mayor Murray stated that if the road becomes
in such poor shape and Mr. Marrese has not rectified this situation
then Council might put on pressure to have the road maintained.
A letter from the Ontario Good Roads Association concerning their
·convention to be held early in 11)60 was read. This letter was referred
to the Chairman of the Works Committee.
A letter from the Secretary of the Hi-C group of the Aurora United Church
requesting the use of the Town Park on Saturday, October 17th, 1959
from 10:00 a:m~ to 5:00p.m. for the purpose of holding a Car WaSh was
read. Deputy Reeve Nisbet suggested that rather than wash the cars in
the Town Park it might be possible to carry out this project on the

pavement by the Wells Street·School·and the·matter was left in the hands
of Mayor Murray to call and suggest this other proceedure.
A letter from the Department of Municipal Affairs. w;ith regard to a winter
works program in the Town of Aurora during the co,mip.g winter was read.
It was decided that Council would each study this letter and its contents
and make a recommendation at a later date. · ·
A letter from The Ontario Department of Transport with regard to the
visit of a representative in connection with cross-walks in the Town
of Aurora was' read. It was decided that a meeting b,e arranged for
Friday nigh~, October 23rd, 1959 at 7:00p.m.
DELEGATIONS
Mr. Robert Hodgl!:inson appeared b~fore Council and requested, on behalf
of the Boy Scouts, permission to hold Boy Scout apple Day on Saturday,
October·17th, 1959. · ·
DAVIS: "That this permission be granted."
PATRICK: Carried.

Mr. Hodgkinson, as Chairman of the. Poppy Fund of the Cantadian Legion,
reminded Council that Remembrance Day would be held this year on Sunday,
Novf3mber 8th,. 1959 and that the Local. Branch of. the. ;Legion would d'esire
to hold the.ir Tag Day. on November 7th, 1959 and that" Council would
share in tlde cost of printing as usual. This matter .. was approved by
Council. · ·
Mayor Murray inqui!'ed of the.·. March Pa_::;t, op. Reine.mbranc,e Day and Mr. . ,
Hodgkinson said that Mr. Williamson was in charge of the arra,mgements,
Maybr Murray stated that everyone that was able to should turn out for
this March Past,
Mrs. W~P .• Lloyd appeared bef.ore Council with regards to. her property
on Wellington Street East and s.tated that Mr. Roberts of .the Department.
of Pla:hning and Deve.lopment ·had, .told her it was the wor.st piece .of.
planning· ever submit.ted to him, that .the Town had igp.ored his advice
and he is now willing to sign anything to clean up,J!ihis situation.· Mrs.

REPORTS OF COMMITTEES

Mr. J.A. Marrese appeared before Council in connection with an agreement
to purchase the Petlovany property and this' agreement was disuussed in
detail with Mr. L. 1ee, Towri Solicitor, present. . .
DAVIS: "That the meeting carry on past the hour of 11:00 p.m."
After lengthly discussion it was decided that tonight's Council meeting
would be recessed only and .would continue tomorrow evening at 7:30 p.m.
in order that this agreement might be finalized.
Deputy ReeveNishet $)resented a report of the Police and Fire Committee
Subjec~: Permament Fire Chief and the Committee respectfully submit the
following:
Members of Council met with the Fire Committee on September 24th, 1959
and subsequently the Fire· Committee recommends that Harry Jones be
appointed Permanent Fire Chief for the Town of Aurora at $4,000.00 per
year salary. His duties are to commence on November 1st, 1959 and the
necessary by-law be prepared.
In addition the Fire Committee recommends that the Firemen's By-law be
amended to include the duties of the Fire Chief.
Discussion took place following the presentation of this report in which
'Councillor Child stated he was. a member of the Committee who did not
sign the report and still felt, subsequent to the discussion of the other
evening, that there is no justification for a permanent fire chief being
appointed at this time: Councillor Child stated many advantages have
been pointed out such as inspection of industries that would benefit.
but at the pre'sent time four of the largest industries in the. Town have
sprinkler . systems ins.talled and further felt that larger municipalities
than.the Town of Aurora have no permanent fire chief.as yet. Deputy
Reeve Nisbet stated ~hat much discussion had taken place on this subject
and it was generally fel't that if the population expanded in the Town
of Aurora, and we,now ftave an .official figure .of 5,600, then consideration
and more thought be given to this matter. Deputy Reeve Nisbet stated
that a; little money spent on' f'ire prevention is far better than ftaving
fires and felt that the Fire Chief coul'd avoid fires if he were appointed
on .a pE)rmanent basis •. Deputy Reeve Nisbet state,d tlJ.at this matter had
been thrashed out in Committee and discussions over the years and the
majority felt the time had come to do something on a permane;nt nature .•
Deputy Reeve Nisbet stated we have a well equipped brigade, lets not
skimp in any way now •. Reeve Davis stated it was his feeling one man is
·not the answer to bettering the fire brigade and .that Aurora's fire loss
has been veJ:>y low and i'f .. insurance rates were exceptionally b!igh then it
might be COl:).$idered", Reeve Davis stated that the. efficien¢y of the
brigade now. seems to b.e excellant and therefore cannot justify, if the
amount of JIIOney requiX:~d for. a full-time fire chief •.. Councillor Patrick
stated that .in h~s opi.b,ion a full-time fire .chief is warrented and that
when fire department's go into active service they always start with one
man. Councillor Patrick' stated t:tj.at we increase other departments and
we must take care of our fire department and that we need fire inspections

CotmcilJ:o'r Child presented a report of the Planning Committee signed by
two membe,rs of tb,at Comm.i ttee with regards to Lot 66 and 67 of Regency
Acres rega;rding a;pplication for a permit to build a garage in which· the
Committee respectfully submit thefollowing:
On Wednesday, September 23rd, two members of this Committee togener
with.Council].or Patriqk visited the apove location. It was felt that
no deviation sho;uld be made from the requirE)ments of the by-law. A
check was made of several of the surrounding lots, and lots on
Richardson Drive and it found that while the circumstances are not
exac;tly ·.the . same there are instance!) 'Where, if this application was
approved, we would pe forced to issue permits.

continued right through to the garages, a Jlatio could pe made of the
area between the garages, and a turning area would be created wpere
both parties could turn their cars.
Discussion followed this motion in which Councillor Corbett stated
that this matter had been left in the hands of .the PermitsGommitfrEle

Reeve .Davis then took the Chair and Mayor Murray presented to Coun()il. ·
a comprehensive report of his trip to Montreal on the Plar.irling
Convention. ·
Reeve Davis thanked ~ayor Murray for his very interesting and informative
. report and' the Mayor then returned to the Chair. DiscU:13s'iqn followed
the Mayor's report and several items were disuussed, Counc.illor Davidson
stated that planning should be carried o~t by peopl"r who are qua+ified
so to dp,, Deputy Reeve Nisbet stated 'tihat planning ,should be in tl+Ei!

Stoddart coininended the Mayor on his reJ>ort and sltated he did not ag:re'e
with elected representatives being on planning. · · · · "
UNFINISHED BUSINESS
Reeve Davis asked how the proposed an)1exation of a portion of Whitchurch
Township was proceeding and Mayor Murray advised that the Ontario
Municipal Board hearing had been set for October 30th,•

"That leave be given to introduce a by:-law to appoint
a permanent fire chief and that the same be now read
a first time,"

The by-law was then read ·a first time.

Mayor Murray a.dvised Council that a vote ;3hould be taken if the by-law
is contrqyersial as to whether its third reading is taken or should be
left until the 'next regular meeting of Council.

Nisbet stated that it was his understanding that consideration would
be given to setting a minimum figure, say approximately $350.00,
before a permit is required, Reeve Davis stated he felt there should
still be a permit at any amount and that the Building Inspector should
have contro.l in .this matter. Councillor Davidson felt that a ·very -poor
con,s'(;ruct:i.Jon job might be undertaken for a garage if a minimum ~s
prescribed. Deputy Reeve Nisbet stated he was outvoted on thi"s point
but can't support a penalty rate for investigation f'ee. Councill.or
Child ;3tated that teeth must be put into this matter before it'becomes
effec;:tive.

assessment of'the Municipality as of' that date of approximately $11,900~00.
Mayor Murray commentec:). on the Asse'ssor' s report and Council as a Whole
complimented.the Assessor on a job well done.
Reeve Davis mentioned tha;t; ·twoyears ago he b,ad been on the losing
side· with regards to the two year term adopted by Council. ··

"That the question of the two year term be put to a
vote of the people this year,"
Discussion of this motion· followed and Deputy Reeve Nisbet stated he
could not support this motion and felt;that this,Council have done
an excellant job and to the best of his "knowledge only one person
has remarked that the two year term was not good, however, on the
other hand many have said it is a good thing. Deputy .Reeve Nisbet
further stated that Aurora was the first Town in York County to
enter into this two year term and s:i,nce this time many other
Municipalitys have done so. Councillor·Child stated that there are
pros and cons for both the one year and two year term, and it would
appear to him to deperid upon the reaction of the people at the polis, 1 1
Further Councillor Child remarked that in his opinion the road down
the midd].e is better, in other .. "':'ord~, . tha..t .. the .staggered system b~
adopted in order that older members of Council would be in a position
to assist newer members. Reeve Davis stated he ·was not critizing
Council and felt that aJ:l on Council have done their very best.
Deputy Reeve Nisbet stated. tha.t .in .his opinion .more is done .. during. a
two year term since there wiasno pause .in Council last year and that
the two year term is provided for, in the Municipal Act, CoUij.cillor
Davidson stated that the Act provides you may go to the people for
courtesy vote and fell we should do so. Councillor Stod.dart stated .
he was·· opposed at :first and had heard considerable criticism an.d
agreed it would be good to go to a vote of the people in this instance.
Councillor Corbett agreed with Councillor ~.todcl.a.rt w:i,th regards to a
courtesy vote for the two year term: C:durtcillor.Adair stated he was
iri favour of the two year term. Further discussion.followed and
subsequently the Motion was then Carried;·
The Council Meeting was 'then recessed until 7:30 p.m. the following
night, Tuesday, October 6th, 1959.
Continuation of Council Meeting, October 6th, 1959, at 7:30p.m. in
the Council Chamber. · .. ·
All membe'rs present.
Mr. J.A. Marrese appeared before Council w;ith the·agreement amended
by Mr. L.Lee as per the instructions.of the previous night's Council
Meeting.
The Agreement was discussed in detail and Mayor Murray stated that the
Council was unable to settle the finalization of the agreeme-nt this
evening and would suggest that the meeting close and a Committee be
empowered along with ;Mr. Lee and Mr. Marreseand authorize the Clerk
and Mayor to sign the agreement when finalized.
