A letter from the Ontario Water Resources Commission containing a report of a analysis of the water in the Town of Aurora in which it was shown that Aurora has a hard water of good bacteriological quality, but with a high iron content was read •. DAVIS: NISBET: DELEGATIONS "~hat this letter be filed," Carried. lWr. Zeldon appeared before Council on behalf of Consolidated ~uilding Corporation Limited and requested he be advised WhY their application -. . . for a semi-detached triplex had been previously refused by Council. . . Counc~llor Chi;ld_stated that one of the_main reasons this application was turned down was due to the density of the area and stated that the 117 semi-detached homes were all that could be allowed originally. ~ ' . ' ~ In addition Councillor Child stated _that this density of population . . . in the triplex would definitely increase school costs without the increased_assessment, _Reeve Davis asked if the t~iplex. was proposed to be built on the._ same size lot as a .semi-detached and Mr. Zeldon ' ' ~· .. " replied Yes, Deputy Reeve Nisbet stated the Town Assessor had said it appeared that ~emi-detached houses in that subdivision were not selling too well and Mr. Zeldon replied that there was not a big . . ' ' enough price spread between the semi-de_tached and single type houses, 0 " ~ -• ' • Mayor Murray th7n asked Members of Council if any of us have seen one of these. semi_.,.detached triplexes, Coun_cillor Child felt that the point is with regards to density not with reg~ds to looks. Mr. Zelden then requested that they be allowed to come back with. a proper proposal. and. discuss this matter at a further meeting. It was decided that this would be quite in order and that a!lotherm~eting would be arranged, ;Mr. C. Penfold 9:ppeared before Council,and complained that he had !lot been appointed Town Foreman in place of Mr, J. Go;ulding when the latter retire.d and stated th~t he would like to hand in !J.is resignation effective. as of Friday night, August 21st, 1959 •. Mr. Penfold s~ated he had been asked to take another position and must let that person know within twQ days or else his resignation would stand. Reeve Davis stated he was sorry Mr. Penfold was taking this attitude and would ask him to wait awhile. · Reeve. Davis further stated he was brought • in originally as an understudy to Mr. Goulding and· further tel t that Council sit down. and make a study of our work situation. Reeve Davis stated he was sorry to see Mr. Penfold leave under this situation. Deputy Reeve Nisbet stated that .he opposed this set-up from the start and felt that the Town was not in a position where we need a Town Foreman. Mayor Murray stated that a report had beeniZ'epared to bring in to tonight's Council meeting but had not been tabled since three members of Council are The matter was he must/within know away and it would not be fair since it is contraversial. then left on the understanding fromMr. Penfold that the next two days or his resignation·would stand, / ·Mr. Charles Pearce representing Pearce Construction Co. Limited' i appeared before Council and a letter. from Mr. Pearce was then read in which Pearce Construction Company request the release of ::85% of their holdback or $10,000.00 with respect to the completion of the dome on the Sewage' Treatment Plant~· Mr. Pearce advised further that there was still several cracks in the digestor dome but that they have a guarantee with Alb1tol to provide a leak proof dome. Mayor Murray I stated the increased pressure to 10 11 during the month of August would cause very bad odours from the digestor dome. Mr. Pearce ' stated there was no smell now at 8 11 of water pressure. Mayor Murray stated that Pearce Constructibn had intimated that they were going to fix this dome and Mr. Pearce replied he will not leave this dome unfinished,' After further discussion it was decided that this matter would be gone into thoroughly at a meeting.andCouncil would get in touch with Mr. Pearce. Mr. Petlovany appeared before council and requested permission to sell two lots on the east side of his. property having access from the present laneway. Councillor Child asked Mr. Petlovany if he might have a plan prepare'd in 'order that• they may see the proposed layout. It was decided that as·many members of Council as were able would visit Mr. Petlovany's site tomorrow evening at 7:00P.M. i 17TH REGULAR -7 -August 17, 195 {:.•163 to see this proposed location. Mr. R. Hammond, President of Aurora Heights Ratepayer's Association, appeared before Council and requested an inspection of a large culvert on Huron Court and stated that small children get in this culvert and . felt it would be far better if both ends were closed up. Mr. Hammond stated that he had"written the Subdivider with regards to ditches in general and.asked what might be done with this regard. B~yor Murray stated that a meeting was planned with Mr. Marrese on Thursday night of this week and this item would.be i~cluded on. the agenda for that time. Ray Hammond then stated that the access from Jasper Drive to Wellington Str:eet.West has now been torn up and asked with regards to a laneway out to Wellington StreElt in order that the children may reach the George Street Public School by this route. Mayor Murray stated that they will ~peak to Mr. Kelner with regards to this matter and attempt to have an answer for next Council meeting. REPORTS OF COlVlll'liTTEES Deputy Reeve Nisbet presented a report of the Police Committee in which the Committee respectfully submit the following: . . . The Committee met and after due consideration recommends that the Town of Aurora concur with the resolution of the City of Barrie, attached hereto, and with respect to emergency brakes on trucks and buses. NISBET: CHILD: "That the report of the Police Committee of August 17th, 1959 be accepted." . Carried. Councillor Child presenMd a verbal report of the Planning Committee and stated that in connection with Mrs. P •. Lloyd's property Mr. Lee had advised her that it was better for her to obtain private ma.rtgage money ra1;her than C.M.H.C. In addition Councillor Child stated that Miss Dodgson now intends to submit a plan of subdivision for her property. Mayor Murray brought forward the letter from Edward Johnson Inc. with regards to drilling wells at the north end of Town. NISBET.: DAVIS: ·"That we wait with the progress in drilling these wells and talk to Mr. Johnson in person when he visits the Town after Labour Day." Carried. The Town Engineer then asked Council for clarification with regards to his p~sition on well proposals and was advised to be present when Mr. 1!H .; ', 17TH REGULAR - 8 -August 17, 1Q59 Johnson visits the Town of Aurora in this"matter. I . A letter from Horton Steel Works with regards to the Holdback money and repairing the leak in the overflow portion of the elevated tank was brought forward. DAVIS: CHILD: "That this holdback money of $4,395.37 be paid." The following. amendment to this motion was then proposed: . . EAIR: "That we pay $2,395.57 only at this time." DAVIDSON: The amendment and the motion were defeated in Council. Deputy.Reeve Nisbet brought to Council's attention that it was discussed to run the well into the reservoir and that the old pump at the water- works will work as a shallow well pump and suggested that this be done. Deputy Reeve Nisbet stated then we might take our time and make sure that the new well is constructed properly. BY-LAWS A by-law to authorize the construction of a 5,000 K.V.A., Bungalow-type sub-station. DAVIS: CHILD: NISBET: DAVIS: DAVIS: CHILD: "That the by-law now before the Council be read a third time this day." Carried.·. "That the third reading of the by-law be taken as read." .Carried. ·."That leave be given to introduce a by-law to authorize an application to the Ontario Municipal Board for annexation of part of the Township of Whitchurch and that the same be now. re'ad a first time~" Carried. The by-~aw was then read a first time. NISBET: DAVIDSON: NISBET: DAVIS: "That the by-law now before the. Council be read a second time and that the Council resolve itself into a committee of the whole for that purpose. 11 Carried. "That the. second reading of the by-law be taken as read." Carried. • -l I l I .1. ;: 'i 17TH REGULAR - 9 - August 17, 1959 16.5 ADAIR: DAVIDSON: DAVIS: ADAIR: "That the by-law now before the Council be read a third time this day and that Rule 22 of By-law No, 862 be suspended for that purpose," Carried, "That the third reading of the by-law be taken as read." Carried, The by-law was then approved by Council. NEW BUSINESS Deputy Reeve Nisbet brought to Council's attention the urgency with regards to constructing sidewalks at the south part of Town near Sterling Drug and also the one on George Street to the George Street Public School. Deputy Reeve Nisbet felt that these sidewalks should be proceeded with at once, Councillor Davidson stated that a problem might occur with the location on George Street, Reeve Davis stated that this proposed sidewalk had been looked into and if it is construcred on the east side trees, certain poles and a hedge might have to be removed. Deputy Reeve Nisbet and Councillor Child asked if the road could not be eased over the west side in order that the sidewalk might be laid on the east side, It was decided that the Town Superintendent make arrangements to get the construction of these sidewalks ~nderway and that the Committee would visit this site tomorrow evening at 8:00 P.M. with the Town Superintendent in an attempt to settle this matter. DAVIS: "That we adjourn." The meeting then adjourned.
