Deputy- Reeve Nisbet explained the ;reason for' these requests being made to Council is due to the·fact that only Council·may approve changes in occupancy in Aurora. · NISBET: DAVIS: "That permission be granted." Carried.· A letter from Mr. A. Russell requesting permission to operate a tire store at 140 Yonge .Street North, was read. CORBETT: ADAIR: "That .permission be ianted." · carried. · A letter from Mr. W.J. Mount requesting that a tree located on his property be cut down was read. DAVIS: NISBET: "That this matter be referred.to the Works Committee for study and report. 'Carried. A letter from Consolidated Buiiiing Corporation in answer to Councils previous request to .. cease filling in springs at the conservation area of the Southern portion.of.Regency Acres.Subdivision was read. . . DAVIS: "That a meeting with a C .B.C. representatives be STODDART: arranged at this site so that this·matter may be finalized." Carried. -·---- ! ! I I I I I JULY 20TH,l959 ~ PAGE 7 -15TH l.t:EG-11LAR DELEGATIONS: Miss Eakins appeared before Council concerning any progress being made on the erection of a fence· along her property line to stop trespassing on her property as a result of the swimming pool traf- fic. Mayor Murray advised Miss Eakins that this matter is still under discussion at present time.. · Mr. W.R. Case appeared before Council and advised that in his opinion the balancing of assessment per his sub-division agree- ment was almost complete, and requested permission to build the balance. of 9 homes remaining. DAVIS: NISBET: "That permission be granted Mr. W.R. Case to complete the 9 homes providing ~ letter of agreement be pre- pared stating that shortd equalization of assessment not be complete, same shall be equalized prior to any further building permits being granted.;" Carried. d-11'5 Mr. W.R. Case then discussed the matter of a bill for the installation of street lighting on Wenderly Drive and Iber Court and. stated it was his opinion that prior to the signing of his subdivision agree- ment Council allowed him relief from the cost of street lighting. It was.subsequently arranged that the minutes be checked to ascertain if such was the case. Mr. o. Sauro appeared before Council and requested that his sub- division agreement .be signed as is subje~ct to the preparation of certain schedules by the Town Engineer. CHILD:. STODDART: "That the Mayor and The Clerk be authorized to sign the Sub Division agreement between the Town of Aurora and Olindo Sauro when approval of the specifications have been received from the Town Engineer." · Carried. REPORTS. OF COMMITTEES Deputy Reeve Nisbet presented a report of The Police Committee in which several prices had been obtained for the purchase of 2 tires for the Police Cruiser. NISBET: CHILD: "That two 750xl4 tubeless 1st line tires for the Police Cruiser from Western Tire & Auto Supply at a cXost of $34.90 and the Seal of The Corporation be attahced hereto." Carried, Deputy Reeve Nisbet presented two reports of The Police Committee that the applications for Cab Driver's Licenses for Cyril Charles Todd, 279 Foreht Ores., Aurora Heights, and Robert Gordon Kennedy,lOl Hillview Rd., Aurora, and Arthur Evans, 148 Yonge St. s, Aurora be approved. NISBET: CHILD: "That the Report of the Police Committee, re: Cab Driver,'s Licenses for Cyril Charles Todd, Robert G. Carried.· Councillor Stoddart presented a report of The Finance Commit.te.e re Town Foreman. STODDART: "That the report of the Finance' Committee re;Wm. PATRICK: Steadman be accepted and the Seal of The Corporation be attach:ed hereto .• Report: The Committee met and recommended that William Steadman be made Town Foreman at a weekly salary of $70.00 commencing as of Monday July 20,1959. *Patrick Councillor*presented a report of the Works Committee re: Connecting Link in which the committee submit the following: 1-i i i The Committee met and it was decided to request the Department of Highways to transfer.that section of Highway 11 lying within our Municipal limits designated on the attahced survey from the northe:l!ly limit of Lot 77 to the Northerly limit of Lot 83 to our Municipality and to designate the entire route as connecting X link under the provisions of the Highway Improvement Act 1957, Section 22, as amended, a copy of which is hereto attahced. · PATRICK: "That the report of the Wor#;'s Committee of July 20th, AIDAIR: 1959 re: connecting link on Highway 11, be accepted and The Seal of the Corporation be attached hereto ••••••• Mayor Murray explained this. matter of a connecting link on ':Highway 11 and since many.questions were to be answered the following amendment to the motion was proposed. DAVIS: "That this matter be held in abeyance pending a NISBET: Committee of The Whole Meeting when a representative of The Department of Highways might attend and explain this matter, such meeting to beheld on Monday evening, July 27,1959." Crossland's property in which the com- mittee submit the following: On July 7th,l959, this committee together with The Mayor & lors; c. Adair, Wm. Davidson, S.G. Patrick, met to discuss division agreement between the Town and lV!r. Olindo Sauro. changes and corrections were found to be nec.essary and the man was instructed to advise lV!r. James Crossland selling off the re- mainder of his property as one :lot. After discussion it was agreed that in view of the new purchaser evidently wishing to make it a beauty-spot that we forgoe the Capital Levy Charge• A further meeting was h.eld .on Thursday, July 9th,l959 i at· which· time lV!r. Sa1iro was present to discus·s the changes we had made in the subdivision agreement. After considerable discussion it was agreed ~t~U ~nrte~n~ »fR~ch liincluded two members of thi.s. Corn~i ttee to-. or , The Reeve, and CouncJ.llors DavJ.dson, AdaJ.r, Patrick, that due to the unusual circumstances pertaining to this area, it is recommended that the lot levy be $300.00 in this instance. It was further agreed that IVJr. Sauro should be exempted from the Sectio!l governing curbs and gutters.and sidewalks, since it was felt that his subdivision was being planned in an more-or-less isolated area of Town. lV!r. Sauro agreed to install any necessar,r culverts to take care of any drainage onto Kennedy St. where same drainage crossed the p~operties already established. The Chairman of this Committee was not able to contact lV!r. J. Cross- land regarding the dticision of the last Committee meeting, and sinc.e that time the Chairman has been in touch with the individual who may purchase the land previously mentioned, who advises that at the present he does not intend to sell off the other lot but may consider it, or may be required by circumstances, to sell it .at a later date. In view of this it would seem advisable .to approve the sale of this land by J. Mayor Murray returend to the Chair. UNFINISHED BUSINESS Councillor Adair asked. i;f' thE). Town had a .weed inspector at present and when advised no the following motilin was proposed, DAVIS: "That an amendment t.o the .By-L~w ~ppointing a Weed ADAIR: Inspector be prepared and Jack•Browning be so ap- pointed effective as of July 20,1959." Carried, Councillor Child brought to Councils attention a matter of com- plaintsstill being received regarding a sewer on Harrison Ave. and after discussion Mayor Murray advised the Town Engineer to place this job on a number 1 priority basis until it was settled, BY-LAWS: DAVIS: CHILD: The ByOLaw "That leave be given to introduce a By-Law to authorize the construction 6f a Hydro-Substation on Murray Drive in Aurora and that the same be now read a first time," Carried, was then read a first time,. ADAIR: "That the By-Law now before the Council be read a Sf6DDART: second time and that the Council resolve itself into a committee of the whole for that purpose," NISBET: DAVIS: Carried, "That the second reading of the By-Law be taken as read," Carried, The first two readings of the By-Law were then approyed by Council, ;~~~~~ NEW BUSINESS Councillor Child brought to Councils attention that an application for a permit to construct a semi-detached triplex in Regency Acres Subdivision h~d been received, Councillor Child stated this was not good planning and felt we have sufficient density of semi- detached houses and this would represent 6 dwelling units on one lot, Mayor Murray stated this matter should have been referred to a Planning Committee meeting first. Councillor Child advised he interpreted the subdivision agreement differently and such an ap- plication must be approved by resolution of Council. Councillor Stoddart suggested thms matter be referred to Planning Committee for further study. ' ' I I I . Councillor Stoddart thanked Council for the flowers received during his recent illness and also a card of thanks was received from Mrs. James Murray for flowers sent her while in hospital. Councillor Child brought to Councils attention the matter of an assistant for the Town Engineer and it was decided to hold a Finance Committee meeting for study and report.
