Government of Canada·to consider providing Old Age Assistance of .$65.00 per month to persons 65 and over without the need of a Means Test was rea4. " . \ DAVIS: NISBET: I "That we forward a letter to the Town of New Toronto and instruct them to follow a correct proceedure and return .this resolution to this Council." Carried. A letter from Barth Cleaning establishment requesting permission to remove a tree in front of'their new location on Yonge Street ·south was read. NISBET: ·sTODDART: I ( I "That permission be granted to Barth Cleaners to remove ilhis tree at.their expense and responsibility subject to permission being obtained from the Department of Highways." Carried. Deputy Reeve Nisbe·t stated he wished to go on record that the removal of trees does not become a policy of the Town of Aurora mainly because this is commercial property, A letter from F.J. Parkin & Son requesting Council 1 s written advise that the road on Mary Street, Aurora will be maintained was read. DAVIS: QHILD:. "That a letter be forwarded to F.J. Parkin & Son stating that the road on Mary Street will be maintained and that F.J. Parkin & Son be advised accordingly to the effect that this is an industrial area and also to bring to their attention that this area is unij.er local improvements with regards to sewer and water." ·carried. A letter from Mr. H.E. Seston, Chairman of the Aurora District Swimming Pool Committee inviting Council and their ladies to the Official Opening of the Aurora District Swimming Pool on Saturday, June 2.0th, . . . 1959 at 2;30 p.m. was read. This letter was filed. A letter· from Mr. W.R. Case requesting Council's permission to build two single family dwellings on Part of Lots 4 & 5 on Plan 107, Centre Street, Aurora was read. • I 13TH REGULAR DAVIS: CHILD:. - 6 - Jude dB,. 1959 "That permission be granted to build two single family dwellings on the above mentioned lots and that interested parties be advised that they are building within an industrial area•" Carried. An invitation from the County of York to members of Council to -visit York Manor and Vivian Forest on Thursday, June 18th, '1959 was read, REPORTS OF COMMITTEES Deputy Reeve Nisbet presented a report of the Finance Committee in . . which the Committee respectfully submit the following: The Finance Committee met Monday evening, June 8th and recommend that an Addressograph Class 1900 machine be purchased from AddressO- graph-Multigraph of Canada Limited at a price of $3,409.90 less trade in allowed on present model 600 of $55.00, total price to be $3,354.90. Deputy Reeve Nisbetpresented a report of the Police & Fire Committee i~ which the Committee respectfully s~bmit the following: That the application of Marguerite Todd, re: Cab Driver's License, be approved. NISBET: "That the report of the Police. Committee re CHILD: Cab Driver's License of Marguerite Todd be accepted." . Discussion followed this motion and it was decided to point outto I ··-·' the Chief of Police in Aurora that taxis are"n6t allowed to operate from a residential house since this is a contravention of our existing ' by-law. It was decided that the license fees .. may be reimbursed in this matter. ' Carried. Councillor Davidson raised the question concerning the piping system that was c.orl"emplated previously at the Sewage Disposal Plant for chlorine and Mayor Murray advised that the capital outlay at the present time was too great although the saving over the years would be substand:ial. Councillor Patrick presented a report of the 'Public Works Committee with regards to the lowering of an 8" main on Mary Street. PATRICK: DAVIDSON:. "That the report of the Public Works Committee re: accepting the tende.r of Marino Construc:\;ion at $1,949.00 for lowering the 8 inch watermain on Mary Street.at Industry Street in the Town of Aurora be accepted and the Seal of the Corporation be attached hereto." Carried. Councillor.Pat:rick brought to Council's attention that the-Aurora Hydro-Electric. system had applied for service for their sub-station to be constructed at Regency Acres. After discussion it was decided that formal request would be made of Consolidated B~ilding Corporation . . - to see ·if they have any objection to this connection -for the hydro sub-station. Councillor Patrick brought to Council's attention that Colas material is purchased at Richmond Hill and in order to avoid expensive operation of the Colas machine it was necessary that a trailer be purchased and .Council Patrick stated that Jack Chapman would build such a trailer complete for $130.00~ This matter was left in obeyance at this time. Carried. Councillor Patrick report~d on the progress at the new test well and stated that the well driller was down 346 feet• Councillor Patrick stated it was felt that the pipe should be brought back to 327 feet and it was possible then to pump 300 gallons per minute.· Deputy Reeve Nisbet suggested that the well driller had been told to go ahead with this scheme. Councillor Patrick then stated he would like to recommend that Mr. Jack Browning and Mr. Stan Murray be allowed to travel to Preston Ontario to view various types of pumps that are on display there. Council the.n authorized this trip and Deputy Reeve Nisbet state.d that at the same time they may have an opportunity to view some tractors at Milton and Brampton. Changing the name of Industry Street came up for discussion arid it was decided by Council to• leave the name as Industry Street_. Councillor Adair brought to Council's attention that through the co-operation of the Fire Department ;;hey pad provided water to the shrubs at the War Memorial site. ' BY-LAWS DAVIS: CORBETT: "That leave be given to introduce a by-law to .authorize the borrowing of $125,000.00 re extension and improvement of the electrical distrj.bution system in Aurora and that the same be now. read' a first time .• •" Carried. The by-law was then read a first time. CHILD: ADAIR: NISBET~ DAVIS: rn BUSINESS "That the by-law now before the Council be read a second,time and that the Council resolve itself into a committee of the whole for that purpose." Carried. "That the second reading of the by-law be taken as read." Carried. I Reeve Davis brought to Council's attention that the Aurora District High School Band were unable to visit New York'City since their finances were not quite sufficient and felt that this would be good ; --- ·······I 1J3TH t(EGULAR -19 -June 15, .~9¢9 " ' publicity to the Town and since the amount required was negligeable that the following motion be proposed. DAVIS: CHILD: "That the sfun of Aurora District assist in their $150.00 be allotted to the High School Cadet Band to trip to New York City." Carried. Councillor Stoddart mentioned following the·carrying of the above motion that the total cost would be approximately $1,500.00 and that the cheque be"made ou! to G. Burt-Gerrans in Trust and that !VIr. Burt-Gerrans deserves a.great deal of credit for his effort·in this matter. · ~· Mayor Murray brought to Council's attention that the Clerk was desirous of attending the Municipal Finance Officers and Clerks Convention at Honey Harbour on June 21st to 24th, 1959: Council authorized this trip. • ~ayor Murray then outlined to Council the convention held in North Bay and stated that this convention of the Mayors had been held" in the North Bay Arena which is a Municipal Centre, there were 42 _. resolutions presented and' .eome had been forwarded on to the Government and some, of course, had been turned down. Councillor Patrick brought to I Swimming Pool being opened in Council's attention . I Aurora shortly that that due to the new there was a great need for a new type·of resuscitator"which had proved extremely excellant in drowning cases. Councillor Patrick stated that this resuscitator would cost approximately $700.00. I Council.felt this,resuscitator was indeed required.and.it was left in the hands of the Reeve and the Deputy Reeve to inquire of the two Townships if they might assist with part of this cost and report back to the·· Finance Committee. Mayor Murray brought to Council's attention the fact that children must have•a playground in Aurora Heights during the summer holidays. !VIr. Ray Hammond stated that he felt that the playground should be located on the north side of Aurora Heights D~ive which is flat ground and only needs mowing. It was decided that the.Chairman of the Recreation Commission and Council representatives would go up to look this siteiover. 1 g1,2~HI REGULAR . -10 -June 15, 1§59 Councillor Adair enquired of the chances of obtaining a large mower for the Town and stated that.he was concerned with regards to mowing at the War Memorial befor~ tpo long. Deputy Reeve Nisbet stated that a tractor is. of the first concern. and. that this matter had been feft in the hands of Councillor Patrick. Councillor Corbett advised Council that a letter should be written to the Ba~tist 1 Church, Au11ora with regard to a lot on the corner 1 .. , of George & Hillview that was ove7un with weeds. It was decided I that the Church would be notified immediately to cut these weeds · or the Town will cut them and cha,rge accordingly. Councillor Adair remarked on a matper with regards to a sewer service on Wells Street and it was decided that Mr. Browning would look into this matter. I I Councillor Child stated that a Mr. Wallace is.desirous of knowing the exact location of a storm sewer on his property and it was decided that ' Mr. Browning would get together with Mr. Goulding and determine the exact location of this sewer. Councillor Child then brought to Counc5.1 1 s attention that Mayor Murray had instructed the Engineer to allow occupancy,permission,into a house in Regency Acres. Cow;J.Cillor 6hild stated that he had brought this matter to connection was that the Mayor the Mayor's attention and the Mayor's answer in this not very polite. Councillor Child further stated undertook •. a trip to New York City without ~:J,Uthori ty . of Council and also obtained funds to go to the convention at North Bay without Council's approval. Councillor Child felt that any further actions.should be brought to Council's attention first in the future. DeputyReeve Nisbet stated that he knew about the trip to New York and had told the Mayor that he should make this trip with regards to industry. Reeve Davis stated he did not know about the New York trip but had authorized the trip to Noeth Bay and that this matter should have been brought to Council's attention. Councillor Child asked under what Collllllittee did the Mayor get authority to go to New York. · • Mayor Murray advised that this matter had come up in a hurr;v:and that he had obtained permi~sion of the Deputy Reeve. Reeve Davis stated that we must enforce our by-laws. and. we·· got into ·quite a.:schlllozzle before and still feel that the occupancy clause should be insisted upon. Mayor Murray advised that the occupancy was not I I I J . I , I June' 15, 1959 I_ -11 13TH REGtmARy ~. ,>; c I effective until the Saturday foliowing the Occupancy Certificate's issu~ ance on the Wednesday. ·councillor Patrick stated that he did not approve of these occupancies I . . since some of the streets are not in good enough nondition to allow occupancy now. Councillor Patrick stated that at the end of Murray Drive was in very poor shape and people seem to be living there. (-Councillor Davidson stated that Council must stick by our by-laws and [ no man may rule on this matter alone. Coungillor Davidson stated that we have broken away from our old system of having Committee meetings to organize these matters. Councillor Patrick stated that problems in the Town today must be solved during the day and it is almost impossible to call meetings during the daytime. Councillor Patrick stated he did not go along with pulling the present Committee set-up apart. I ~ Councillor Davidson stated he did not wish to take any credit away from Cou~cillor Patrick, his only desire was to go back to old Committee set-up where Committee meetings handled problems. Councillor Davidson stated that the Town had hi~ed an Engineer and a Town Superintendent and felt there was no need for the Mayor to be around the Municipal Offices all day. Mayor.Murray stated that we are now twide the size we were previously and CoUncillor Davidson answered that upon asking the Reeve it was ascertained that in the Reeve 1 s apinion fifteen minutes a day was sufficient. Mayor Murray asked Councillor Davidson to please qualify that statement. Councillor Child stated then that he felt that the Mayor should stay out of the Municipal General Office. Mayo)l\l\'[urray then asked the Clerk his opinion in this matter. The \• Clerk r . .@:plied that "with a half a million dollars coming into the ~· . office, right now, my personal feelings are that everbody should keep out of the office." Deputy Reeve Nisbet stated that we did not hire the Engineer to take the place of Council and felt that the Mayor of Richmond Hill and Newmarket were there during the day. Dep~ty Reeve Nisbet felt that there was definite need of the Mayor being around during the daytime and Mayor Murray stated that it was his feeling that there were many things to do that required his time during the day. Councillor S~oddart stated in.his opinion t:q.at we stick to the Occupancy Clause and also with regards to the Finance Committee felt as though he was the fifth wheel and don't Ii:now about too many things going on. Councillor Patrick stated'that his heart and soul is in this Town and felt that the Works Department with our bartering on prices etc. has done a great g.ob. Councillor Patrick stated that the next man who gets his job will have a real job on his hands. Mayor Murray stated he did' not mind getting this lambasting and felt that this goes with the job. Mayor Murray stated he has done everything in the interest of the Town and stated that let anyone here'say it is not in the interest of the Town. Councillor Child said he would if you are letting them get occupancy clauses that is certainly not in the interest of the Town and Councillor Child further moved that Stan Murray does not issue any more Occupancy Certificate until all services are in and okay. Mayor Murray then stated he was very sorry r· had to say those things but conditions got such I had to say them. CORBETT:· "That the meeting adjourn." The meeting then adjourned. ' ~I I
