"That the minutes of June 1st and 13th, 1959 be adopted as printed and circulated." Carried. A letter from the Aurora Public School Board dealing with the matter of the closing.of the school gates on Wells Street was read. DAVIS: CHILD: "That this letter be filed until the staggered class hours are no longer necessary." Carrie\).. A letter from Mr. H.E. Seston enclosing a report covering the York County Hospital activities for the year 1958. NISBET: DAVIS: "That this reuort'be filed and anyone wishing to read it may to' do. 11 Carried, A petition from residents of Catherine Avenue requesting that the asphalt surfacing be continued on eatherine Avenue and Catherine . Crescent at least to Centre Street was read. Mayor Murray explained that the section of Catherine Avenue that had been paved this year contained a cement base and that the section now requested to be paved did not have such a base, The Clerk was instructed to write these persons on the petition and explain the foregoing a:nd also that the asphalt pavement wouid be done under a local improvement basis. A copy of a letter from the Ontario Department of Highways submitted -v ~ ~ from the Aurora Town Planning Board with regards to the Department· of Highways favourably considering~ra:nting of a building permit for a shopping centre at Regency Drive,, Aurora was read, NISBET: "That this letter be filed for future reference." Marrese with regards to slopes ai the back of his lot was read. NISBET: DAVIS: I "That Mr. Marrese be written a letter to keep the Council advised of what happens in this mati;er." Carried. A letter from Mr. S.J. Kelner with regaras"to annexation of certain lands in King Township lands in order to enlarge Sunnybrook Investments Limited Slflb~ivi:pion was1read. NISBET: DAVIS: "That this letter be. turned over to the Chairman of the Planning Committee for further study," Carried, A letter from the Ontario Department of Highways with regards to the size of,culverts in Regency Acres Subdivision was read, Discussion followed this letter and the Mayor stated he would visit the Department of Highways tl;,lis week withregards to this matter and report back to Council the next meeting, DELEGATIONS I Mr. John Thompson, Town Assessor, presented a report of supplementary assessment attained as of July ::).st, 1959 and a breakdown of this assessment between commercial and residential properties. Mr. Thompson further outlined that the population of the Town of Aurora had reached 5,000 figure at the present time. A Miss Eakins appeared before Council concerning the matter of a fence along l?,er property to provide protection from the children at the school and swimming pool. After discussion it was decided that Committee of Council and the School Board and Recreation Committee would get together to attempt to iron out this situation. Miss Eakins then thanked Council for the consideration in this matter, Mr. S .J. Kelner appeared before·' Council on behalf of ·sunnybrook ' Investments Limited and brought forward several items. In connection withthe outside services on Wellington· Street West to servicel'lfr • . Kelner's Subdivision and ]\l[r,cKelner requested that another independant En~ineer be allowed to check on the plans. as submitted by Town Planning in which the outside se'rvices proceed along Wellington St. W. Mr. Kelner mentioned that the sewer line will be close to the trees on Wellington Stree't and thought that "if might be possible to :protect .. Reeve.Davis asked Mr.· Kelner if it was costing inconsiderably more with regards to this change in outside . service location and Mr. Kelner replied it was costing much more. Mayor Murray stated that as yet he has not seen where the cost actually is increased. Mr. Kelner advised that there would be required an extra connection at a street and crossing over gravel and a syphon required; Deputy Reeve Nisbet said that there was no objection to bringing in an outside firm of Engineers to report back to Mr. Kelner on their findings, however, in the meantime, instructions should be given.to our Town Engineer not to call tenders until Mr. Kelner is comp;Letely satisfied. Mr. Kelner then.replied that it was his feeling he should not be held.up, felt that this was a devise to say that he held things up, all he required is that whatever is done by Town with regards to changes for everyones concern they should be made quickly and that he be allowed permission for another Engineer to look at Town Plans. Deputy Reeve Nisbet felt that ii; wa!s only reasonable to wait for the te:nders unt"il all are satisfied~ Councillor Davidson stated that Mr. Kelner objected to the oversizing and this matter was straightene.d out Kelner is back with another p.roble!!f• was a battle of Engineers and wi t'h so at a recent meeting and now Mr. Councillor Child felt that this many Engineers it will be very confusing for Co"uncil.' Councillor Child stated we have made up our . . mind what we want and we should stick to it.' Reeve Davis stated that we should give our Engineer approval to let Mr. Kelner's Engineers look at the plans, however, Reeve Davis stated, we should not go along Proctor's design and cost the Town extra money. Councillor Stoddart asked l\llr. Kelner if his only o"bjection is' cost and Mr. Kel:rrer replied yes. Deputy Reeve Nisbet stated as a conveniencre we approv~the internal services before. all the picture was clear and that po_ssibly we should he:ve gone down Wellington·Street in the first place for the outside services. M:r:. Kelner replied that he should have an opportunity to assess the cost picture with regards to this new set-up and not J hold up the project at all. Councillor Patrick stated that the Town· Engineer advise that the cost involved with regards to extras is negligible. Councillor Child felt that the tenders when submitted may be very different in amounts. Carried, REPORTS OF COMMITTEES Deputy Reeve Nisbet reported that subsequent to a.Committee Meeting of all Council and with due respect to drownings in this area it had been recommended that a Resuscitator be purchased for the Fire Department and would so recommend. NISBET: CHII,D: "That a·Resuscitator be purchased for the Fire Department at an approximate cost of $800.00 including a twelve volt Converter and the Seal of the Corporation be' attached hereto." Carr,ied, Deputy Reeve Nisbet reported that subsequent to a Committee Meeting it had been recommended that the accounts' of Proctor & Redfern be paid and that a $3,000.00 holdback be maintained because the Town . . . are not too satisfied .with two jobs as yet. Reeve Davis stated that it was his feeling that this payment of the account wiil ·put us in a better light to deal wit'h Proctor & Redfern. NISBET: STODDART: ..:.,_, "That the account of Proctor & Redfern in an amount of $'19, 270.·26 as per attached list be approved for payment and the Seal of the Corporation be attached hereto •'" Carried'~ Councillor Ilatrick r;resented a report of the Works Committee and the Committee respectfully submit the following: ' ' ' Report for the Dispo.sal Plant for new parts for plant at t:qe cost of $606.03 fr:om Charles E. Napier Co •' and the Seal of the Corporation be attached hereto,· PATRICK: DAVIDSON: "That the sum of $606.·03 for parts for the Disposal Plant be approved and the Seal of the Corporation be attached hereto." Carried, Councillor Patri·ck brought to Council's attention the matter of a connecting link on Yonge Street .and more specifically with a letter from the Department of Highways requesting the Town to adopt this connecting link. It was felt by ~ayor Murray., Reeve Davis and Deputy Reeve Nisbet that a CommHtee of the Whole should go into this matter very thoroughly ana. a report be brought back to Council at the next meeting •. Carried.· Councillor Patrick brought to Council's attention the matter of a drain that was plugged at a Mrs. Young's place·and with regards to the $15.00 fee :Or deposit charged thereby. General discussion took :place in which it was decided to :publish the :pertinent paragraph of the Town of Aurora sewer by-law in the Aurora Banner and that copies of this sewer by-law be :prepared for distribution.' PATRICK: "That this $15.00 deposit not be refunded to Mrs. DAVIDSON: Young.'" Carried,· UNFINISHED BUSINESS Mayor Murray brought to Council's attention that since the population of the Town of Aurora has now reached 5,000 people the matter of a :permenant Fire Chief' should be brought forward.· DAVIS: NISBET: "That thiBmatter be referred to :q, Committee meeting for study •'" Carried.• · Councillor Davidson stated that the Engineer for Regency Acres Subdivision had requested an open ditch some t;ime ago and we shouJ;d not let this matter go by unforgotten. It was decided thatthis matter would be held over for a Committee meeting. The matter brought to PATRICK: DAYIDSON: of the convention of Fire Chiefs at Windsor, Ontario was Council's attention and the following motion was proposed: "'Llhat Deputy Reeve Nisbet be permitted to attend the convention of the Fire Chiefs at Windsor, Ontario and that the sum of $150.00 be :provided for this purpose." Carried. , Co1mcillor Davidson ask how Mr.' Marrese is coming with Shopping Centre and also the building of Industrial buildings. Deputy Reeve Nisbet felt that he lsnould be written a letter with notice to commence construction on Indus.try Street· and that Mr.' Marrese should be asked for a report on his proposed shopping centre, • '•' 1 '\ J 4TH REG ULAR1 .' " : ' ' 6 -Ju;J_y 6, 1959 Councillor Adair asked Council if any report had been received from Consolidated Building Corporation with regards to removal of trees on the greenbelt on the south east corner of Reg{lncy Acres Subdivision,· Councillor Child replied that as long as two weeks ago he had stated there w~s an agreement in existance and a plan of this area. showing conservation portion· coloured in green,' The Conservation Department had a copy of this Agreement, and that copy was sent along with the Plan of Subdivision.• Councillor C{lild further stated that the 8onserva.tion Branch of t~e Department of Planning and Deve+opment was very concerned about the removal of the trees in this area and felt that the Town Council should pay heed to the request of of Denartment of Planning and Development and that the Subdivider ~ . be advised he must rectify this situation and restore the area • I . back to a conservation area allowing the.springs to come back to normal,! Councillor Davidson and Counmillor Adair stated that when thyy visited this area they had noticed that several springs were being I filled in with dirt by a. bulldozer and were afraid. that the spFings would henee be smothered,' 'Deputy Reeve Nisbet stated that it might be quite possible to make a ]9nd in these areas and thereby preserve these springs.' Further discussion took place and the following motion was then propqsed.• NISBET: DAVIS: "That Consolidated Building Corporation be notified by the Clerk by phone in the morning and advised to stop filling in the spri11gs in this area, if necessary remove any clay or much deposited in the spr:imgs and plant shrubbery to help the maj_ntenance of the springs and alleviate the condition arising from the removal· of trees and if this matter was not rectified than the Town wou~d have no recourse but to proceed with legal action.'" Carried,' Cduncillor Sto.ddlf:r't suggested that this matter be followed up with a letter. Councillor Corbett brought to Council's attention the matter of Civic Holiday.' DAVIS: CORBETT: "That the first Monday in August, 1959 be declared > a civic holiday.•" ·' Carried,, i I 14TH REGULAR - 7 -July 6 , 1.22.2.1 :i 7 An advertisdment was to be placee in the Aurora Banner on the 3rd Thursday in July •' BY-LAWS ---- DAVIS: CHILD: "That leave be given to introduce a by-law to authorize the borrowing of $370,000.00 for erecting a Regency Acres Public School and the same be now read a first time •'" Carried.' The by-law was then read a first time •' DAVIDSON: PATRICK: NISBET: CHILD: "That the by-law now before the Council be read a second tj_me and that the Council resolve itself into a Committee of the Whole for that pur:po se oJ 11 Carried.' "That the second reading of the by .. law be taken as read.'" Carried• The by-law was then approved in its first and second readings. NEW BUSINESS Police Chief Langman presented a verbal report to Council in connection with the Police Seminar that he attended recently,' Police Chief Langman stated that the main theme of the Seminar was the standardize- ation of tec~iques by Police Forces throughout the Province. DAVIS: "fhat the Meeting adjourn.'" The Meeting then adjourned.
