Section 51 of The Assessment Act had been added to the Assessment Roll in the amount of $350,729.00. Mr. Thompson further requested Council's permission to attend a convention of Assessors ··to be held in the City of Ottawa on May 18th, 19th and 20th, 1959. DAVIS: PATRICK: CORRESPONDENCE "That permission be granted the Assessor to attend · this convention in Ottawa and his expenses be allowed up to a sum of $125.00." · · · Carried. !A letter from .Mr. Harry Squibl:? thanking Members ·of the . Town :CounC'il · for the basket of fruit received during his recent illness was.read. A letter from the Bank of Montreal advising Council that the said Bank had recently purchased $43,500.00 of Town of Aurora Serial Debentures and further outlined that the Bank of Montreal had been notified that this debenture issue was. over subscribed and Mr. Flett, Manager of the Bank, mentioned that this 'f'ac·t augurs well for the future outlook of the.Town of Aurora. A letter from the Sun Oil Co. Ltd. requesting permission to connect into the existing 6" watermain on.Y.onge Street opposite their Sun Oil Service Station was read. DAVIS: NISBET: "That this matter be referred to the Works Commit.tee for study and rec()mrnendation." Carried. A letter from Mr. John Ridell requesting the Town to supply water to his property was read. NISBET: CHILD: "That this matter be referred to the Works Committee for study and recommendation." Carried. A letter from the Ontario Depa:t>'!;ment of Highways in which the Department proposed to transfer all sections of Highway .11 lying wit~he Town limits to this Municipality and designate the entire route~as a connecting link was read. .. A·letter from the Hydro-Electric Commission of Aurora requesting the Town Council to issue a letter to the Ontario Hydro-Electric Commission asking their approval for the Town to undertake the necessary steps to issue debentures on behalf of the Hydro-Electric Commission in an amount of $125,000.00 was read. DA:i"IS: CORBETT: "That approval be given and the necessary action be commenced." Carried. A letter from the Flintkote Compnay of Canada Ltd. requesting Council to amend our Building By-law to include the approval of their Van Packer manufactured masonry chimneys was read. NISBET: DAVIS: "That the Town of Aurora Building By-law with re- gards to chimney provisions be not altered and no amendment bemade to authorize this new type of chimney. " · · · · : '. Carried. A letter from the Aurora Recreation Commission requesting Council's · authorization to appoint Dr. D. Hutchins on behalf of tHe·Rotary Club and Rev. E.H. McLe~lan on behalf of th~ Ministerial Association, ~s,,well: a.s ·Mr. Richard Buchanan arid. Mr ~· ·Donald Glass as·· representatives on the Aurora Recreation Commission for the him year term of 1959 and 1960 was read. NISBET: CHILD: "That the forgoing recommendations be approved," Carried. · A letter from Laughlin, Wyllie & Uf·nal, Consulting Engineers, request- ing an interview with the Council to introduce their :l!irm of Consulting! Engineers was read. · NISBET: CHILD: "That this letter be acknowledged anCI filed,.for future :f'eference." Carried. Mayor Murray brought to Council}s attention that numerous complaints with regards to the exorbitant cost' of gas heating service in ·the new subdivision had been received and it was suggested that a letter be forwarded to the Consumers' Gas Company to investigate this matter and report back to Council with an explanation. Deputy Reeve Nisbet suggested that the letter concerning Consumers' Gas Service plans be included with this letter and send to the attention of Mr. 0. Jones of the Consumers' Gas Company. DELEGATIONS Mrs. Anna Klees and Mrs. Cole were presant at this meeting and Mrs. Cole stated-to Council that this was a very nice meeting and it was being thoroughly enjoyed by both. I_ April 20, 1959 - 7 ·-9THcREGULAR S, REPORTS OF.COMMITTEES _ Deputy Reeve Nisbet ;r-eported'to Council that the Ontario Fire Marshall's F:l-.I'e .Sc.hool held in the Town of Aurora last week was indeed successful and the week had ended on Friday evening.with.a.Buffet supplied by the Town for the Firemen. Deputy Reeve Nisbet reported that considerable information had been gained by the Firemen through this Fire School • . . , Deputy Reeve Nisbet presented a.report of, the Police Committee.in which the Committee respectfully submit the following: That the application for Cab Drivers License of Walter Tuck, R.R. #2, Newmarket, Ontario and Melbourne ··Newton, 416 Oak Street, Newmarket Ontario be approved. NISBET:- DAVIDSON: : ~··' ' ' "That-the report of the--Police and Fire Committee -re application. for Cab Driv'er~-s !license be aceepted and the Seal of the Corporation be attached hereto." Carried Deputy Reeve Nisbet advised Council that the new TaJ~;iLicense By-law is now in .·effect and appear~ to be operating 'very efficiently. --· ' -~ lj)eputy Reeve Nisbet reported to Council that the Police Committee had advertised for a Police.Constable and had received some 30 applications. Of these applications interviews had been held and the Committee proposed to Council the following motion: _ ' CHILD:· • . "That Mr.· Don Lewis ·be hire'd as-·a· 5th Constable on NISBET: the Aurora Police -Force and the same to be effective on or about May 1st, 1959." . . ,. · ',<, Carried. ,, \ \' .· / Councillor Patrick presanted a report of the Water Committee concerning a new well in which the Committee respectfully submit the following: That we go ahead with drilling a 7" test well, -·about 300 1 north of present 8" .}'lell at north end at an approximate cost of $2,200.00, and if \satisfactory that --a 12n we-11---be -put down,-at a possible :cost of $11,000.00 •. This well to be drilled by Huffman Bros. . PATRICK: ADIAIR: "That the recommendation by the Water Committee be accepted re drilling new well and the Seal of the Corporation be-attached heeeto,"at an approximate cost of $13,200,00," Discussing this motion Reeve Davis stated that the need for another well with the Town growing must be realized and it has also been ascertained that a 12" well is far more satisfactory than:tlhe sm-aller one. Deputy Reeve Nisbet stated that this matter was being proceeded .with ahead of time which is very satisfactory. The Motion was then Ca:aried. Councillor Child.presented a report of the Planning & Permit Committee and advised Council that.an application for a permit had been received tin behalf -of Canada Wholesale to erect a cement block building and in .·'.? 9r TH .REGULAR ,., - 8 -April ;:!0, 1959 ,, this connection a letter was read from Mrs. H. Snow objecting to a' proposed door to be located on this building. After· di·scussion Councillor Child stated that with Council's permission he would see Mr. Kmet and ascertain the· particulars of this door as i.t effected Mrs. Snow. Councillor Child brought to Council's attention the methods used and the measurement of a specific lot No. 40·Regency Acres which lot-is- located on a' cul-de-sac. Councillor Child explained that the problem of measurement of these curved lots seems to be a matter of interpre-~-) tation and felt that they should make application to the Committee of 1. Adjustment for clarification in this matter. I CHILD: DAVIS: BY-LAWS DAVIS:. CHILD: "That Regency Acres be instructed to make application to the Committee of Adjustment, Town of Aurora<in this -matter,'" Carrie'd; · · • ; :' "That leave be given to introdu(J'e a by.:.lilW to amend the proceedure by-law and that the same be now read a first time.~· Carried. The by-law was then read a first time. DAVIDSON: PATRICK: NISBET: DAVIS: "That the ·by-law now before ·:the· Council be read 'a· • second time and that the Council resolve itself into a.committee of the whole for that punpose," Carried. "That the second reading of the by-law be taken as · · r.ead." Carried. · · ·· The .second reading of the by-law was then approved 'in Council. ' ADAIR: CHILD: DAVIS: PATRICK: "That the by-law rio:w before the Council be read a third time this day and that Rule 22.of.by-law No. 862 be suspended for that purpose." Carried. r· · "That the third reading of the by-law be taken as read." · Carried. All.in favour of the third reading of the by-law. NEW BUSINESS Councillor Patrick stated that a letter had bean received from Collis Leather Co. with regards to their 4" watermain being cut off.and their underwrtters had complained in this instance. General discussion took place in'Which Councillor Child stated that Mr. S.J. Kelner was quite agreeable to rnn a 12" main from MaChell St. to provide water and this would be constructed and deducted from the overall contract. Deputy Reeve Nisbet agreed this matter should be done without delay. It was further discussed and it was decided that the Engineer draw up a proposal . i j ! Mayor Murray brought to Council's attention that numerous complaints had been received with regards to sewer backing up on Harrison St. It was decided that a thorough study be made into this situation. The question of daylight saving in the Town of Aurora was discussed and the following motion was duly moved. NISBET: DAVIS: DAVIS: "That the Town of Aurora adopt Daylight Saving effective Saturday, April 25th, 1959 and to extend to the same time as that of the City of Toronto." Carried.
