NISBET: CHILD: ' "That this letter be·referred to the Chairman of the Streets Committee for study and a report back to Council." Carried. A letter from the Aurora Public School Board requesting the Town to erect a temporary fence at the Town Park during the operation of the Horse Show this year. Council instructed the Town Superintendent to obtain a snow fence to alleviate this condition at the Town Park. A letter from the Milk Industry Board to ·cousins Dairy was read and this letter referred to the fact that the Milk. Industry Board had rejected the application of Roselawn ·Dairy to distribute milk in the Town of Aurora. DAVIS: NISBET: • "That this letter be filed and that the request 0f Roselawn ])airy of Toronto be rejected on the · strength of this letiller from the Milk Industry Board." Carried • A letter from Aurora Developments in connection with an agreement to supply commercial or industrial assessment along with their residential ' development was read. CORBETT: "That this letter be filed." DAVIS: Carried. A letter from Jack Flicker regarding the Crusaders for Christ use of the Town Park for Sunday evening meetings during the month of July and August was read. HHi DAVIS: NISBET: • i 11 TH REGULAR - 6 -May 19, 1959 "That this matter be held over to the next regular Ceuncil Meeting." Carried, -~~"~~~-~~<-" DELEGATIONS Nir-.-.A.J. Cossiar. appeared before Council to report on progress of the shopping centre at Yonge Street South. Mr. Cossar stated that operations had been commenced this day and further that Mr. Cossar had·recently acquired the J. Tulloch property. Mr. Cossar stated that they will demolish the house on the property and quite possibly the g~a~e build~~g as well and that it is expected to see this sho~p~ng centre in operation by October this year. Deputy Reeve Nisbet asked Mr. Cossar if it wa-e1 proposed to pave the Tulloch'property and Mr. Cossar replied that it was expected this property will all be paved for parking purposes. Mayor Murray then t¥~ed_Mr. Coss~.f?f.this progress report. Mr. Shoniker appeared before Council in connection with the release of building permits to enable him to carry on building model homes in the Sunnybrook Subdivision on Wellington Street West. Mr. Shoniker advised that a stop work order had been issued by the Building Inspector and requested permission to be allowed to at least pour the footings while the waiting settlement of the matter in connection with the assignment of the Per~ormance Bond and the payment of the Capital Levy. Mr. Agar then appeared on behalf of Sunnybrook Investments Ltd. and presented a cheque for $9,900.00 together with a letter of assign- ment in connection with the Performance Bond. It was decided that assignment of Bond was not a properly legal since it was not Sealed and in addition that the Capital Levy of $3,-000. extra should be presented. The following motion was then proposed: CHILD: ST0DDART: "That the stop-work order be lift~d for one day only and if the necessary Bo,nd of Assignment duly Sealed and Signed ana an adaitional $3,000,00 levy is not received within twenty- four hours then the stop-work order will immediately be enforced." Carried, Mr •. Shoniker further raised the question with regards to sump pumps in homes built in the Sunnybrook Subdivlilsion and Councillor Child advised that Council was not going to insist upon th~se pumps as far as Sunny- brook was concerned, Deputy Reeve Nisbet stated that Ontario Water Resources Commission had been contacted and thay apparently offer nor objeetion in this matter. ··' Mr. Ray Hammond, President of the Aurora Heights Ra;tepayer 1 s Association, appeared before Council and advised that large trucks and vehicles. proceeding to and from construction on Sunnybrook Subdivision were utilizing roads .throughout the Aurora Heights Subdivision and asked if it were possibJ.e•to request Simnybrook Subdivision_to use an access road unto WellingtOlJ. Street. It was decided and the T~,,Superintendent was instructed to place posts on the 1 ft. reserve at 1liae entrance te these raads from Aurorlil. I May 1 1 9, 1 1 9 59 ~ 7 -~ 11TH REGULAR l 0 '7 ' Mr. Hammond further advised Council that a dangerous hazard was resulting at Yonge .Street and Aurora Heights Drive at rush hours and particularly between 7:00 and 8:00 a.m. each morning in so far as the view to the north wa~bstructed by large trucks. It was decided that the Police Committee and the Chief 6f Police would look into this matter and present a report on a possible solution. Mr. Hammond stated that Mr. Marrese had applied for permission to go ahead with his curbing and wondered when this was going to be done. The Town Engineer advised that Wimpey Construction are working on these roads at the present time and earlier that day the roads had seemed in reasonable condition. REPORTS OF COM!VIITTEES: • Deputy Reeve Nisbet presented a report of the Finance Committee regarding James Goulding Retirement in which the Committee respectfully submit the following: On Wednesday, May 13th the'Finance Committee met with most of the members of Council present and discussed the Town Foreman, Mr. James Goulding's retirement. Out of,this meeting the Committee make the fallowing recofuinendation: Since Mr. Goulding has reached the retirement age and he, himself, has requested that he be allowed to retire. We, the Finance Committee recommend Mr. Goulding be given his annual leave from June 1st_ to June 30th with pay. And Upon the first of July he shall be· placed upon retirement with a monthly pension .. of $55.00. NISBET: STODDART:·. "That the Finance Committee's report re the retirement of the Town Foremen, Mr. James Goulding be accepted and the Seal of the Corporation be attached hereto." Deputy Reeve Nisbet stated that he would like to go on record of thanking Jim Goulding for his long end faithful service and that the Town should thank Mr. Goulding for the years he has put in. Deputy Reeve Nisbet stated that Jam.Goulding has become a friend and we shall call upon him from time to time since he has a.wealth of infor:rilatian stored in his head. Mayor Murray stated that the Deputy Reeve has spoken for ail.oi! us and we are sorry to lose Mr. Gaulding but wish the Best of Luck. The Motion was then Carried. Councillor Patrick presented a report on the new well and stated that this drilling at the present time 120 ft. deep and was pro- gressing very well. Councillor Patrick stated that it was_hoped by nex-t week the well driller would be all the way down. Councillor Fa-erick then reported_th~t he had visited the corner of Larmont and Wellington Street with-regards to Mrs. Joyce Thompson's ,request to cut down certain treelll and would certainly recommend that these trees be trimmed e.n.d.not cut. · - ~,_. I May-19, · 1$59 Councillor A<iair reported to Council that the ground at the War ' Memorial was ready for planting one week ago and the .actual seeding was done yesterday. Councillor Adair stated that some trees had been planted this day and would probably be finished with the ·planting tomorrow. It was now apparent that the War Memorial Committee must now emplgythe services of a Caretaker to take care of the trees and Councillor Ada_ir stated they were in hopes they would obtain a water service in the very near future. UNFINISHED BUSINESS Deputy Reeve Nisbet stated that he was concerned about the type of roll curb that were allowed in the Au~ora Heights Subdivision and stated that the Town Superintendent had been informed by the Dept. of Highways that they do not recommend this roll type curb for any built-up area. Deputy Reeve Nisbet felt that this type of curb was a hazard to people on sidewalks and also to distruction of boulevards. Councillor Patrick stated that the roll type of curb was excellent for snow removal and felt that there is advantages and disadvantages with this type of curb. Reeve Davis stated it was his-understanding that there was a 3" roll on the curb above the ed.ge of the gutter and could not(see lj.ow this t;vpe of curb would create. too much hardship. The Town Engineer then presented sketanes outlining the roll type of curb as compared with the other type of curb. BY-LAWS Reeve Davis stated that approximately six weeks ago CounciL re- quested a by-law be prepared with regards to subdivision agreements in the future and that this by-law which will be presented tonight has been prepared as'a result of several committee meetings. _DAVIS: CHILD: "That leave be given to introduce a by-law to standardize subdivision agreements and that the same be now read a first time." Carried. The by-law was then read a first time • . PATRICK: "That the by-law now before the Council be read DAVIDSON: a second time and Council resolve itself into a committee of the whole for that purpose." Carried. The by-law was then read a second time. During ~he second reading of the by-law it was decided that Clause 15 be deleted and in its place the following Clause inserted; 15. That the subdivider must connect to our existing connections. It was further decided that the following Clause be added to the by- law; 16. That all BRXX±« the above services to be inaaccordance with the Town Engineer's specifications. ·Jb The by-law was then approved as to its second reading subject to the above mentioned changes. Carried. --~1 I I I 11TH REGULAR - 9 -May 19, 1959 1 flfl NEW BUSINESS Councillor Patrick mentioned his concern with regards to equalization of assessment or levy not being obtained from single houses built throughout the Town. Councillor Child advised that this had previously tried to be enforced with no success and it would appear that very little could be done in this matter. The Clerk was instructed to write to the Aurora Public School Board and ask if they have any objections to changing Town of Aurora by-law to amend the times that the school crossing gates on Wells Street be closed from 8:00 a.m. to 5:00p.m. rather than 8:00 a.m. to 6:00p.m. as now enforced. This change over was recommended to take place in September of 1959. Mayor Murray advised Council. that at the next regular m.aeting of Council he will be in the City of North Bay attending the Convention of Mayors and Reeves. NISBET: "That this meeting adjourn."
