"That the minutes of May 4th and 19th, 1959 be adopted as printed· and circulated," Carried, A letter from Consolidated Building Corporation requesting permission to attend the Council Meeting on June 1st, 1959 with regards to the . I Regency Acres. Agreement to complete the balance of their subdivision was read, NISBET: • CHILD:" "That this matter be referred to New Business," Carried, A le~ter from residents of Wenderley Drive and Ibre Court of th~ Town of Aurora requesting the Aurora Hydro-Electric Commission to install lights on the above nam~d streets was rea~. CHILD: STODDART: ·"That authority be granted the Aurora Hydro-Electric Commission by the Town to install lights on Wenderley Drive and Ibre Court and Calwood Limited be charged ·in accordance with ,their subdivision agreement." . Mr. John Offord appeared before Council as Chairinan of the Finance Committee of the Aurora Reereation Comm~ssion and pr~sented the 1959 budget of the Recreation Commission to Council and outlined its contents, Mr. Offord then askeQ: Council's approval of this budget. In answer to Reeve Davis' question with regards to playgroundsMT. I . \ .. llB 12TH REGULAR - 2 -June 1, 1959 Offord stated playgrounds, ~ere oomtemplated for Aurora Heights and ' ' Regency Acres Subdivision arid also the Swimming Pool area. Mr. Offord stated that these playgrounds would not be as elaborate as the Town Park. Reeve Dav~s then thanked Mr. Offord for his report. Mr. Ray Hammond, President of the Aurora Heights Ratepayers Association, l ' ' ' appeared before Council on behalf of this association and thanked ' Gobeil for their action in the matter of placing in the Aurora Heights •• 0 Subdivision in good condition. Mr. Hammond stated that the roads with exception of Aurora Heights Drive which is still quite spongy are fine. ~ . . Mr. Hammond then i~quired when Mr. Marrese might start his curbing program. Councillor Patrick stated that in his &pinion the ~oad~.must first be properly shaped and understand that these curbs were to be _commenced this coming week. \ ' Mr. Hammond then brought to Council'.s attention that the radio program from CJRH to be held this Wednesday evening was in connection with the "Canditure fer Town Council" and requested that two members or' Council might attend this panel discussion this coming Wednesday evening. It . was decided that Reeve Davis and Councillor Child would attend on this evening. Reeve Davis then commended Mr. Hammond on his f~ne endeavour with regards to this panel which was creating interest throughout this area. Mr. Jphn Thompson, Town Assessor, presented to Council a progress report stating that as of May 3ls~, 1959 assessment pursuant to Section 51 of tb,.e Ass,essment Act amounted $509,094.00 peing an incr,ease of $158,320.00 since .April 20th. Mr. Thomp]Son stated that of .this amount $344,586.00 is industrial/commercial assessment and $164,508.00 is residential as.sessment. Mr. Thompson further outlined that field work had been completed in Wards 1, 2, 3 ~d 4 and Aurora Heights Subdivision was left to do in Ward 5. Mr. Thompson stated that the assessment· is now set up by polling subdivisions and the polling subdivisions would amount 1 in Ward 1, 2 in War.d 2, 3 in Ward 3, 4 in Ward 5 and 5 in Ward 4. Mr. Thompson stated that assessment wise we were watching Regency Acres very closely an~ spending about 1 week per month in this subd~vision and at the present· time· approximat,ely 70 home's wer'e com- pleted for assessment purposes. Mr. Thompson then asked Council's June 1~1 ~ 11959 -3 -12TH REGUL~ permission~ to move the graphotype machine from the basement to-the 2nd floor andCouneil suggested that they try this machine upstairs. Mr. Thompson then advised Council that he attended the convention of Assessors at Ottawa, had enjoyed it very much and thanked Council in this connection, REPORTS OF COMMITTEES I . Deputy Reeve Nisbet pr~sented a report of the Police and Fire Committee in which the Committee respectfully submit the following: I That the application re Gordon c. Todd be . "That the amount-of $821,35 be paid to Aurora Highlands Golf Ciliub and the Seal of the Corporationbe attached hereto," Deputy Reeve Nisbet stated that a<report-covering this payment had been distributed to each member of Council, The Motion was then Carried. NISBET: PATRICK: I "That the account of SherkConstruction being payment No. 5 (final progress) in the amount of $866,87 be hereby approved for payment and the Seal' of the Corporation be attached hereto." Carried, Councillor Patrick presented a report of the Streets Committee in which the Committee respectfully submit the following: That tl;le r<;lg_uirements of the Works Committ~e be approved af>per the attached list and the Seal_ of the Corporation be attached hereto and in addition that the tender of Miller Paving Company'be.accepted to supply, haul and apply D.H.O. asphalt prime on Town roads at a price of $0,252 per gallon. Mr~ Marrese appearedbefore Council on Council's approval to hear Mr. Marrese un~er Delegations and he presented a plan of his proposed neighborhood shopping centre called Aurora Heights Plaza for CouncilJs inspectidn. Mr. Marrese stated that a building permit for this plaza had been applied for this day and at the present time they were awaiting the results of soil tests taken in this location. Mr. Ma:uese fUrther statedthat 7,000 sq. ft~ was to be constructed within a 120 days in his industrial area and in addition it was hoped that an addit~onal 6,000 sq. ft. for Aurora Tank and Welding would be constructed shortly. Mr. Marrese then requested Council . . • I . . to obtain for him the Agreement between Aurora Heights and the Town in connection with Industry Street and the Clerk was advised to obtain this Agreement from L.C. Lee, Town Solicitor immediately. . . Mr. Marrese then brought to Council's attention the matter of the Aurora Heights pumping station and stated that a deadline was set for July.30th and it was his understanding that it would take two to three months to complete the ccmstruci;ion of this pumping station. General discussion took place in which the matter of location and size of this pumping station was thoroughly,discussed_and :itt was finally suggested by Councillor Child·. that the Town El:lgineer. and Mr. Marrese's El:lgineer should get together and if they prove that a larger pumphouse is not required than per~ission be granted to proceed, however, if the pumphquse prove not large enough then it should be redesigned satisfactory to our El:lgineer as to capacity and location. It was then decided that fur~ Marrese and the ToWn El:lgineer would leave the Council Chambers and plot ·the location of the pumphouse on a plan and return when this had been completed. BY:. A by-law to standardize subdivision agreements was presented to Council for its third reading. · CHILD: STODDART: "That the by-law now before the Council· be read a third time this day." Carried. Deputy Reeve Nisbet moved that the amendments to the by-laws ~ubsequent to its first and second readings be read only, The amendments to the by-law were then read. NISBET: PATRICK: • "That the third reading of bheby-law be approved." · C'arried. Council then approved the third reading of the by-law. UNFINISHED BUSINESS Deputy Reeve Nisbet stated that subsequent to Mr. Ray Hammond's request that an investigation be made of the situation of cars entering Yonge Street from Aurora Heights Drive during morning rush hours that such investigation had been made and it had been decided that the situation was not extreme and did not warrant further action. It was then decided that a further investigation with regards to this situation be made rather than depend on the one survey only. Councillor Adair requested of the Works Committee Chairman when they " may expect the oiling on streets to commence. Councillor Patrick stated that the Town men had been extremely busy on sewer and water matters ·-'· 12 ;June 1' 1959" - 6 -12Tlj: ~GULAR but it was hoped that the oiling would commence this· week. Counciller Davidson requested information concerning the progress of the new well and Councillor Patrick advised that the well was pro-\ ' . ceeding good\and a depth of 255 ft. had ~ow been reached. Councillor Patrick further stated that at the present time the well dri~ler was on holidays. NEW. 'BUSINESS The·letter of Consolidated Building Corporation with regards te the agreement to complete the balance ef the Regency Acres subdivision was then brought forward and Mr. Shankman appeared on behalf of this Corporation and stated that one month ago we appeared befere Ceuncil with regards to the release of 218 lots an<iL Council endorsed this release subject to an Agreement being·entered into. Mr. Shankman . stated that an Agreement had been drafted on a very simple bas.is and since this time a larger and different agreement had been re- ceived from the Town. Mr. Shankman stated that. there are many deviations in his opinion from the original agreement. . r, . . General discussion ;took·place and each member of Council spoke SJ.ong with Mr. Shankman and Mr. Zeldin and the consensus of opinion of Council decided to hold a.Committee meeting tomorrow evening at ~ -. ' 9:30 p.m. with Mr. Shankman and Mr. Zeldin in order to finalize this matter. It was thereby agreed upon to hold thi's Committee meeting Tuesday evening at 9:30p.m. . . Mr. Marrese then advised Council that the Town Engineer and himself . . had concurred on a site for the pumping station and the pumping station might be built in an area that was visible· from the Sewage Treatment Plant and .further that this pumphouse would be . designed to take in all Aurora Heights subdivision and Choice. Cut-Up Chicken Limited. A provision in this matter was then stated by the Town Engineer that the Town be advised how much per acre it will cost in order that other people who may ·desire to ut.ilize this pumphouse may be advised of the cost to .do so.
