"That the minutes of March 2nd, 9th, 12th, 18th, 24th and 31st, 1959·be·adopted as printed and circulated." · ·carried. A letter from Mr. L.C. Lee, Town Solicitor, regarding the cost of oversize sewers and watermains in the Regency Acres Subdivision -was read. --' (' ~) STODDART: CHILD: "That this letter be referred to a Council Committee of the Whole meeting at 7:30 p.m. on Friday, April lOth, 1959." Carried. A letter from the Canadian National Railways regarding termination '·' o_t their present water contract was read. NISBET: DAVIS: "That this letter be referred to Mr. L.C. Lee, Town Solicitor, in order to draw Up an agreement of termination, ·it being underst'Ood that the C.N.-R. · will disconnect their train hydrants and that the · three month 1 s notice of discontinuence of th±s agreement be observed." Carried. A letter from Mr. S.J. Kelner regarding D. Vanek's proposal with 'regards to Sunnybrook Subdivision was read. STODDART: ! · CHILD: "That this letter be referred to Mr. L.C. Lee, for study and advise." " Carried. A letter from Mr. D. Vanek regarding multiple family dwelling units in Sunnybrook Subdivision was read. This matter was· referred· to the Town Planning Committee meeting to be held at 7:30 p.m. on Monday, April 13th, 1959.XXX~ It was decided that· .Mr·. · D·. · Vanek· be· advised to attend this meeting at 83:30 p.m. A letter from the Provincial Secretary regarding the formation of the Aurora District Yacht Club was read. NISBET: CHILD: "That the Council advise the Provincial Secretar;jr';s, Department that there are no objection to the formation of this Yacht Club." Carried • •• 8TH REGULAR 76 - 2 - April 6th, 1959 JA letter from the Planning Board regarding Mr. D. Vanek's property was read and referred to the Special Meeting of the Planning Committee. REPORTS OF COMMITTEES ;',t• Councillor Patrick presented a report of the Public Works Committee in which the Committee respectfully submit the following: The following prices were submitted for.the supply and installation of float switch with twelve foot brass rod and ball to control operation of compressor motor in pump house with relation to water level in reservoir: Highland 011 Co. Ltd. Taylor Electric . ..... . . . . . . . . . . $86.70 $101.'50 The Committee recommend that the price submitted by Highland Oil Co. Ltd. be accepted. PATRICK: ADAIR: "That the report of the. Public ·works Committee re accepting the price of Highland Oil Co. Ltd. at $86.70 be accepted and the seal of 'the Corporation be attached hereto." Carried. April 6, 1959 - 3 - 8TH REGULAR 77 PATRICK: "That the report of the Public.Works Committee NISBET: re Waterworks stock requirements bo be purchased from Canadian Brass Ltd. at a total cost of $475.91 be accepted and the Seal of the Corporation be attached hereto." · · Carried • Councillor Patrick presented a report of the Public Works Committee in which the Corrnnittee respectfully submit the following: !Phat we start proceedings to drill a new 12" well (water) the same tobe located on the waterworks property (Gurnett St. Side) and the · ~Committee. be authorized to call in a well driller and negotil:i.te prices for same and report back to Council. NISBET: •AliDA. VIS : "That the report of thePublic Works Committee be approved re the searching for a new well and the Seal of the Corporation be attached hereto." IDUflf'XJ!7lX Discussion followed this motion·and it was decided that Council's approval for this proposal be given this evenin@ and the location of the well be left to the well driller upon his final recommendation. The motion was then Carried. Councillor Child presemteda report of the Planning Committee re application for seven building Permits on Ro~al Road by Gelleny Construction in which the Corrnnittee respectfully submit the following :: · · · · · · A meeting was held on March 25th with all members of the Committee present together with Reeve Davis, Councillors Adair, Davidson and Patrick and Messrs. R. Case and L; Cousins to discuss whether or not the granting of permits was possible due to lack of industrial or adequate assessment having been provided for the previously built homes. A summary of the assessment within the area was presented and after careful-perusal of same it was agreed by all members of tbe Committee and.other members of Council' present that permission be granted to Gelleny Construction to commence construction of·the sevenhouses. CHILD: STODDART: "That the report of the Planning Committee re _the application for 7 building permits on Royal Road by Gelleny Construction be accepted and the Seal of the Corporation be attached hereto." Carried. Councillor Child presented a report of the Planning Committee re the agreement between Aurora Heights li.td. and the Town relative to the second stage of their development in which the Committee respectfully submit the following: . . A meeting was held on March 25th with all members of th'e Committee present together with Reeve Davis, Councillors Adair, Davidson and Patrick to discuss and revise the agreement. It was recommended that this agreement be presented to the Town Solicitor for his comments and corrections, if any. On March 30th the Committee again met to go over the agreement as amended and corrected by the Town Solicitor. Marrese on March 31st to advise him that the agreement was now in its final'. form. · The Chairman and the Reeve met with Mr. Marrese on March 31st., . · at 1:00 p.m. at which time Mr. Marrese agreed, witifone minor change, to the terms of the agreement. Town relative to the second stage of their development be accepted and the Seal of the Corporation be attached hereto." Carried. :·If;/--,:: i UNFINISHED BUSINESS Deputy Reeve Nisbet brought up the matter for Council's attention about the construction of a pumphouse at the north end of Town and general discussion followed .in which the following motion was finally proposed. DAVIS: CHILD: DELEGATIONS "That the Town Engineer be instructed to make this project a No. 1 priority job and for our Engineer .. to .work :with the. otl].er. Engineers in this proposal and report back·to council regarding.progress. Should difficulties arise must report to Mayor Murray direct." Carried. Mr. Warner, Wenderley Drive, Lt. 25, appeared before Council with the request for permission to build a gara.ge on. his lot that only was 51' wide. The Building Inspector had advised Mr. Warner that there was not sufficient width at the si;!t .,back line in accordance wi tlh the Town. by-law. Discussion followed in this matter and. the following motion was proposed. · DAVIS: STODDART: "That this matter be turned over to the Planning Committee to investigate and report back to Council at the next regular meeting." Carried. UNFINISHED BUSINESS (CONT.) Deputy Reeve Nisbet brought to Council's attention the matter of the payment of accounts owing to the firm of Proctor & Redfern and the following motion was proposed: NISBET: CHILD: "With regard to the question of accounts owing·to the firm of Proct.or and Redfern that a meeting be held with Proctor and Redfern to finalize this matter." Carried. ·:1'1 o,;: r April 6, 1959 - 5 - 8TH REGULAR ?rl The Clerk was then instructed to contact Mr. D. Redfern with regards 'to a meeting in the near.future. Councillor Patrick brough~ forward a letter from Town Planning Consultants with regards to a trunk'sewe:f' at the south end and this ·letter referred to muddy water entering a 15" main and it was · decided that the Town Engineer would follow this matter up in order that proper control be maintained, It was suggested by the Town Engineer that the sewer be cleaned when finally inspected and that any damage occuring to the sewage,.·plant shall be chargable to the 1!ubdi vider. · : .· ''·'li\rhe Town Engineer then read a letter from Consumers 1 Gas with .. regards to a plan of underground utilities. The letter was the .. result·of the Town Engineer's request to Consumers' Gas for up ·. to date plans with ·regards to underground services. The Town ·:"'"':!!Engineer advised that the Consumers 1 Gas Company are unable at • 'this time to supply these plans and the Engineer requested permission to ref'use anymore gas installations until knowledge of existing gas mains are outlined by Consumers' Gas. The following motion was then proposed. · DAVIS: CHILD: "That no approval f'or any gas extension be allowed to Consumers' .Gas Company before plans outlining all existing services in the Town of Aurora up- to-·date is f'orthcoming to our Town Engineer." Carried, It was decided that a copy of the f'ore·going motion be f'orwarded to the Consumer:!~' Gas Co • Councillor Patrickbrought forward the matter of' the mess made of Cases Side Road at the south end of' Town and af'ter•considerable discussi-on it was decided that the road should be blocked f'rom traffic and nothing further done until the. road itself dries up. Deputy Reeve Nisbet brought to Council's attention the matter of' ~reet numbering in the new subdivisions in the Town of Aurora and advised that Civic Administration magazine have prints available with,regards to street numbering and it was suggested that a copy of this article be obtained. BY-LAWS DAVIS: ADAIR: "That leave be given to introduce a By'-law to authorize the borrowing of $94,500.00 re construction of' watermains etc. Stage 3 and that the same be now read a first time." Carried. The by-law was then· read . a first time. DJIVIDSON: PATRICK: NISBET: PATRICK: "That the by-law now bef'ore the Council be read a second time and that the Council resolve itself' into a committee of the whole for that purpose." Carried. "That the second reading of the by-law be taken as read." Carried. "That.the third reading of the by-law be taken as read." Carried. ... Mayor Murray stated that Roselawn Farms Dairy of Toronto had verbally requested permission to deliver and sell milk in Aurora and pursuant to Town By-law Council must approve the issuance of a license for this purpose •• " . OL Reeve Davis stated that ·prior to this matter that we have meeting with our Dairies. Councillor Child felt that Roselawn Farms Dairy should make formal application. Councillor Davidson stated that if we have enough dairies to satisfy the Town then we should turn them down. Councillor Patrick felt that we should only accept Dairies that . are willing to locate in the Town. DAVIS: "That the meeting now adjourn." The meeting then adjourned • .•
