DAVIS: NISBET: ''That this card be accepted and filed.'' Carried. A letter from the Aurora Horse Show requesting permission to use the Town Park for the purpose of holding their show on June 13th 1959 was read. NISBET: DAVIS: "That permission be granted the Aurora Horse Show to use the Town Park on June 13th, 1959." Carried. A letter from the Aurora Horse Show in connection with receiving their usual annual grant was read. ! DAVIS: CORBETT: ''That the usual grant be the Aurora Horse Show." Carried. / approved for payment for A letter from the office of the Ontario Fire Marshal concerning a regional fire school to be held in Aurora during the week of April 13th-17th was read. NISBET: DAVIS: "That authority be given ito the Fire Chief to attend this regional fire shcool along with an extra man to be chosen by the Fire Chi!§'f." Carried. A letter from the Town of Aurora Planning Board with respect to approving a change of land use of property owned by Mr. & Mrs. P.D. Lloyd on \.Jeel ington Street East Aurora was read. CHILD: STODDART: "That the Council approve the Aurora Planning Board's recommendation re the change of land use of the Lloyd property as required under Section 11 of the Planning Act.'' · Carried. REPORTS OF COMMITTEES Mr. J.S. Brown of J.L. Graham & Company submitted for Council's attention a report of the Finance Committee of a meeting held pre- viously in which it was recommended that bonds in an amount of · $217,500.00 be sold to J.L. Graham & Company and Bankers Bond Corp. Ltd. at 6% at par. Mr. Brown t;ldvised Council that their purchase of these bond in comparison to the purchase by the Ontario Muncipal Improvement Corporation would mean an overall savings to the Town of $8,981.00 over the period of the debentures. Mr. Brown further stated that this 'is not a firm bid and only require authorization this evening to proceed with the proposed selling of these bonds. ;( / \ i\ . Graham & Co. covering the issuance of debentures for $277,500.00 be accepted and approved and the Seal of the Corporation be attached hereto." Carried. Deputy Reeve Nisbet presented a report of the Finance Committee respecting salary increases for Municipal employees as follows: The Committee respectfu+ly submit the following: The following salary increases are hereby recommended for Municipal employees: Municipal Office-Clerk's Office-- Assessor's Office Mai.ntenance Public Works (Including Disposal Plant and Waterworks) Foreman and $1,020.00 160.00 260.00 $1,440.00 men ............ --$2,550.40 . The above increases are recommended rec,tro-active to January 1st, 1959. NISBET: STODDART: "That the report of the Finance Committee re salary increases be accepted and the Seal of the Corporation be attached hereto." Carried. Deputy Reeve Nisbet presented a report -of the Police Committee re 1959 requirements as follows: The Committee respectfully submit the following: The Police Committee met with the Police Department on January 22, 1959 at 7:00 p.m. add the following recommendations are approved by the Police Committee: ; ·· 1. Salaries -Each constable $200.00 tdcrease per year Sargeant -$50.00 per yea'r additional Pol ice Chief $250. 00 incr;ea se per year. 2. Two weeks extra pay allowed in liew,of overtime. 3. Eight statutory holidays paid annual•ly. 4. Car allowance $2.00.minimum or .10¢ per mile. 5. New set of uniforms for each man. 6. 2 only Pea Jackets 7. Gloves, shirts and boots for each ma,n. 8. 500 feet of cable for speed trap at $125.00. 9. 1 only Walkie-Talkie at $625.00. lO.Filing Cabinets. ll.A new constable will be hired effective April 1, 1959. 12. A stenographer supplied for Police Office duties. NISBET: DAVIDSON: "That the report of the Police Committee be· accepted re 1959 requirements and the Seal of the Corporation be attached hereto." Carried. Deputy Reeve Nisbet presented two reports of the Police Committee as follows: 1. Taxi Licensing That 4 Cab Operators Licenses be issued to John H. Tullock and ~larch 18, 1959 - 7 - 7TH REGULAR That l Cab Operators License be ;l::ssued1to Raymond Craig 11 1 " " " " " to Elmer Dreury Also that Cab Drivers Licenses be granted to John H. Tullock and John Healey. These permits are approved subject to the applicants meeting all ·the requirements of the Town of Aurora Taxi by-law. That the Police Chief be allowed to attend the training seminar for Chief Constables at McMaster university in Hamilton. The amount of $65.00 enrollment fees be authorized. That the Police Chief be authorized to attend the Chief Constables' Conference and the sum of $75.00 be allotted. 2. Uniform Traffic Ticketi Memb~rs of this Committee and the Mayor attended a meeting with Judge Hollindrake to disuuss the merits of using the Uniform Traffic Ticket. It was agreed upon the conclusion of this meeting that Aurora should adopt this system os issuing summons. for traffic offences. NISBET: CHILD: NISBET: CHILD\' "That the reports of the Police Committee be approved and the Seal of the Corporation be attached hereto.'' Carried. ~That the Fire Chief's remuneration be sat at $1,000.00 per annum." · Carried. Councillor Patrick presented a report of the Street Committee re- garding tree cutting in which the Committee respectfully submit the following: We the Committee recommend that Mr. Davies, Tree Expert, be paid .; the sum of $600.00 !Jor tree cutting the in Town of Aurora and also repair those trees that might be salvaged. PATRICK: NISBET: "That the liTorks .Committee report re tree cutting and repairs in the amount of $600.00 be approved and the Seal of the Corporation be attached hereto." ' Carried. Councillor Patrick presented a report of the Town Engineer regarding the Canadian National Railway's right of way-, as follows That the Town Engineer be authorized to approve and sign the plans submitted by the Canadian National Railways (Plan No. AL-138-A) with any changes that are found to be necessary. These plans outline the improvement of Centre Street in the vicinity of the \;j 7TH REGULAR 8 -March 18,1959 Canadian National Railway's right of way. The signing of approval to the plans will be subject the following conditions: (1) That the Board of Transport Commissioners of the Federal Govern- ment authorize payment of 80% of the cost of the improvement. (2) That the Canadian National Railway agrees':toccontribute 7% of the cost of the imppovement, and · (3) That the Department of Highways of the Province of Ontario will subsidize 50% of the remaining costs, oT the road. l The approximate cost to the Town will be $550.00. This estimate is to be revised to agree with final cost, estimate-figures presently being prepared by the Town Engineer. This ~mprovement is necessary to accommodate the proposed railway siding to the planrt':of Bradford Fertilizer & Chamical Company and to reduce the hazards to vehiclar traffic on Centre Street at this railway level crossing. The motion adopting this report was moved by Councillor Patrick and seconded by Deputy Reeve Nisbet and Carrreed. Councillor Stoddart presented a report concerning delivery of fuel oil to the Municipal BuHdings and the Committee respectfully submit the following: The followingc;are the prices submitted for fuiU oil delj_vered to the Municipal Bldg., Town of Aurora: Stiver Bros. Cities Service Oil Co. Ltd. 16.9 ¢ per gallon 16 ¢ per gallong It is recommended that the contract be awarded to Cities Service Oil Co. Ltd. at a price of sixteen cents (16¢) per gallon effective until Septemeer 9, 1959. STODDART: NISBET: "That the tender of Cities Service Oil Co. Ltd. for fuel oil at .16¢ per gallong effective until September 9, 1959 be accepted and the Seal of the Corporation be attached hereto." Carried. Councillor Patrick presented a report concerning the opening of tenders for tee construction of a road on Industry Street. The tenders were opended at this time and the following motion passed: NISBET: PATRICK: "That the tenders be referred to Canadian British Engineering firm for checking and that this firm bring back to Council their recommendations." Carried. Mr. S.C. King, Building Inspector, reported to Council that a Mr. Ross was present and requested permission to refer to Council for permission to_erect a serviqe station on Mr. Cdaddock's property at the north . . ' end of Town and Mr. Ross was then introduced to Council. Mr. Ross outlined a pricture together with a plan of the proposed service station and also outlined and anticipalted a shopping centre and motel planned for a future date in that same location . .. _ March 18,. l959 - 9 - Ma 7TH REGULAR c -~ 0 ~) Mr. Ross requested Council to consider favourably the proposed service station in this location at the present time. Discussion followed this remark in which Councillor Child mentioned that we must bear in mind that the sitefor the gas station is in a green belt area and it is up to the planning board to obtain sanction from the Department of Planning and Development if this location is feasable, also a check must be made of the location of the pvoposed funure shopping centre with respect to the existing creek. Councillor Child stated this is a conservation area and therefore contravenes the land use so it is a matter of the planning board to decide. Deputy Reeve Nisbet disagreed with this statement and suggested that is an engineering problem and felt that the Town must not turn down comme!r'cial enterprises. Deputy Reeve Nisbet suggested that application be make to the Department of Planning and Development to ascertain what could be done with regards to this proposal. Councillor ·Child stated that the Deputy Reeve arrears totally concerned W·ith rggards to assessment and that he, Councillor Child, had brought to Council's attention previously that assessment from gas stations is very small 1n comparison with other commercialcentities. Councillor Davidson stated that four or five years previous he had stated that an endeavour should be made to straighten out this creek and run it along Yonge Street. ·councillor Davidson felt that the Town should use all the land that is available and could possibly take this land out of conservation area and alow it to be build upon. '.)• Councillor Patrick stated he had planned to build there before this property had been sold and fe.lt that they would have enough clearance if he would move his proposal a little to the south. Councillor Patrick s ta.ted he would go along· with· the Deputy . Reeve's remarks. and agree that an additional assessment is required and felt that a. service station would be an asset and possibly bring in more businesses. Reeve Davis stated that he noticed flooding conditions across the highways in previous yearsand·wondered if this proposal was :feasible. Reeve Davis felt that the solution is to apply to the Department of Planning and Development and see exactly what they will go along with. Mr. Ross mention at this time that he does not intend to anything that would be detrimental to the Town of Aurora and any attempt to construct any type of business would be in accordance with all requirements of the Town and felt that such a proposal i_s 'definately.an asset. Councillor Stoddart stated he would ~<etil9. ll:e!'P an open mind on the sub'ject and did hope that this creek might be moved to a new location. The following Motion was then proposed. NISBET: PATRICK: "That we approve permission for this development subject to approval from the Department of Planning and Development. Discussion followed this motion i.n which Councillor Stoddart felt that we should have the whole picture before'us first. Councillor Child stated that this matter should be referred to the Planning Boa:bd for recommendation. Councillor Corbett stated that nothing would be gained . 7TH REGULAR f. 6 -10 -March 18, 1959 if it has to come back to the Planning Board and felt that Council should start with a recommendation to the Aurora Planning Board first. The following.amendment was then proposed: CORBETT: DAVIS: "That permission be granted fo:r this service station and a copy of this motion be forwarded to the Aurora Planning Board for ~:iflf~MMX consideration with the request that they forward their recommendation to the Department of Planning and Development. Carried. Mr. King, Building Inspector, brought to Council's attention an application from Gileany Construction had been make with regards to seven houses on Royal Road at an approximate cost of $14,000.00 each exclusive of the lot cost. It was decided that Mr. Cousins be advised that he meet with the Planning Committee with regards. to th~s application for the houses to be erected on Royal Road and particularly the matter of equalizaJtion of assessment of the formula basis. Mayor Murray introduced Mr. & Mrs.· Lewis to the Council and spoke briefly on the Ontario Municipal Board hearing heilid this morning in the Town office. Mayor Murray further advised Council of his recent visit to Ottawa with regards to the proposed radio station between Nelllffiarket and Aurora . Mayor Murray further stated that he would be leaving for two weeks holidays on tnis coming Sunday with the Clerk. Mayor Murray stated that tl'le Reeve might take over the responsibility or the Mayor during his absence. Councill.or Patrick pepor:ted that a test on water for tw.o hours and ten minutes was made .. in which 94,000 gals. of' water was used. Councillor Patrick stated that the telemetering appeared in order and the water is pumping steadily .. Councillor Adair stated that a large amount of rust in nis new pipe line had been occurring recently. Councillor Patrick felt that because of the heavu:· frost in tl;le mains must be· flushed out and when this flushing has been carried"out the water c.onditions should definately improve and the rust be done away with. Deputy Reeve Nisbet felt we should consider for a new well just as soon as possible and it was decided that the committee investigate this matter in the near future. UNFINISHED BUSINESS Councillor Davidson inquired if the library building had been included in the fuel oil contract passed previously in Council with Cities Service Oil Company and felt that this would help out the library board if the Town supplied oil for them. Councillor Davidson further felt that the Town is growing the library board are not obtaining sufficient books for their pur- poses. BY-LAWS DAVIS: PATRICK: "That J:eave be given to introduce a. by-law to provide for the 1959 e;xgenditures on road or street and the same be now read a first time" Carried. i I i L.~··- March 18, 1959 -11 -7TH REGULAR 1)'7 The by-law was then read a first time. PATRICK: "That the by-law now before the Council be read DAUDSON: a second time and that the Council resolve itself into a Committee of the Whole for that purpose." NISBET: DAVIS: CHILD: ADAIR: DAVIS: NISBET: Carried. "That the second reading of the by-ih.aw be taken as read." Carried. "That the by-law now before the Council be read a third time this day and that Rule 22 of By- law No. 862 be suspended for that purpose." Carried.
