A letter from Mr. L.C. Lee in which he enclosed a draft agreement and a copy of a by-law authorizing the signing of this agreement in connection with enlisting the services of a dog catcher was read. NISBET: STODDART: "That this matter be referred to the By-law Committee for study." Carried. A letter from Mr. Lee concerning a quit claim deed from the Town of strips of land on Biliock C in Aurora Heights Subdivision was read and this letter was referred to later in the meeting under by-laws. A letter from the Canadian National Railways with regards to the railway siding at the Bradford Fertilizer Co. was read. NISBET: STODDART: "That this letter be referred to the Streets Committee and Town Engineer to investigate:" Carried. A letter from Mr. & Mrs. P.D. Lloyd concerning their subdivision of land in the Town of Aurora was read. It was decided that a copy of this letter be forward to the Planning Board for their information. A letter from the Ontario Good Roads Association concerning the day set aside for urban Municipalities at the forthcoming convention was read. This letter was referred to the Deputy Reeve. A letter from the Aurora Hydro-Electric Com. inviting Council to attend a dinner meeting in St. Andrews Presbyterian Hall, on February 24th at 6:30 p.m. was read. · A letter from Dr. Boland concerning proposed enlargements to his office building was read. NISBET: STODDART: DELEGATIONS "That this letter. be referred to the Planning & Permits Committee for investigation and recommendation." Carried. Mr. John Offord, Chairman of the Aurora Public School Board appeared before Council and stated that at his last appearance the School Board were requested by Council to ascertain what could be done with regards to lowering the costs of bu.ilding the new proposed school at Regency Acres. Mr. Offord advised that a $20,000,00 reduction in the original proposed cost had been arrived at making the new request from the School Board in an amount of $370,000.00. Mr. Offord stated that the "'· ·-cr d., 5TH REGULAR ",, - 6 - February 16, 1959 Mr. Offord stated that the School Board felt that they were not out of line in asking for the $370,000.00 for the construction of a sixteen room school~ Reeve Davis asked if the reduction was due to construction changes and Mr. Offord replied yes; Mr. Offord further enlarged that this is only a tentative cost and may be possibly lower than $370,000.00 which of course would depend on the contractor whommight tender lower than this amount. Mr. Offord further stated that the longer this matter is postponed therunore it will cost. NISBET: CORBETT: "That the Town of Aurora make application· to the Ontario Municipal Board for approval of the Aurora Public School Board's requisition bo erect a sixteen room public school at Regency Acres Subdivision -Aurora at an estimated cost of $370,000.00." General Discussion followed this motion and in which Mayor Murray stated that in a matter of only 48 hours he would talking to Premier Frost and Members of his Cabinet and requested that a hasty decision be not made this night but be held over pending this meeting. Further discussion followed and the motion was then Carried. Mr. R. Hammond, President of Aurora Heights Ratepayer's Association, appeared before Council and inquired of the possibility of receiving road and street signs in·the Aurora Heights Subdivision. ~yor Murray advised Mr. Hammond that the signs will be made available to'him in. the very near future. · Mr. D. Campbell as~ed Council concerning application for a taxi license and the Deputy Reeve advised that this application will receivecl due consideration in the near future. REPORTS OF COMMITTEES Mayor Murray brought had agreed to employ started that morning NISBET: STODDART: to Council's attention that the Finance Committee an extra girl and advised that this girl had at the Aurora Police Office. "Move that the Committee's action with regard to hiring a stenographer for the Police Office be approved and that the Clerk make arrangements to hire a girl for the Town general office." Carried. Mayor Murray advised Council that he was preparing a statement and will bring in this report at a later date. Deputy Reeve Nisbet stated that a Police Committee meeting was required and it was decided to hold this meeting on Friday evening, February 20th at 7:QO p.m. Chief Langman was requested to ask the three constables to attend. February 16, 1959 - 7 - 5TH REGULAR BY-LAWS DAVIS: CHILD: "That leave be given to introduce a by-law to provide for the regulating and licensing of cabs in the Town of Aurora and that the same be now read a first time," Carried, The by-law was then read a first time, STODDART: NISBET: "That the by-law now before the Council be read a second time and Council resolve itself into a committe~ of t)'le whoJ:~ for that purpose." -· Carried. . ,- It was suggested by Deputy Reeve Nisbet that. rather than read the by-law a second time that Council discuss the various sections of this by-law as a committee of the whole. General discussion took place concerning the various aspects of this by-law and the second reading of the by-law was then approved and it was decided that numerous errors should be correctedprior to its third reading. DAVIS: CHILD: "That leave be given to introduce a by-law to authorize the conveyance to Aurora Heights Ltd. ·of a strip of land at the south of Lot 30 and a strip of land at the north of Lot 31, both forming part of Block "C" according to Plan 475 and that the same be now read a first time." Carried, The by-laa was then read a first time. NISBET: STODDART: CHILD: DAVIS: ADAIR: "That the by-law now before the Council be read a second time and Council resolve itself into a committee of the whole for that purpose." Carried, "That the second reading of the By-law be taken as read." Carried. ·t-3 PATRICK: "Trat the by-law now before the Council be read a third time this day and that Rule 22 of by-law 862 be suspended for that purpose," DAVIS: NISBET: NEW BUSINESS Carried. "That the third !'eading of the by-law be taken as read." Carried, It was decided that an application made by Mr. John Hughes for appruval to operate a bus service outside of Town did not come under the Town• s ~---­ jurisdiction and that the application be referred back to him with ' · the suggestion that he apply to the Public Commercial Vehicle Branch of the Department of Transport. 5TH REGULAR 14 -8 -February 16, 1959 Councillor Davidson advised Council that a gentleman had been bitten by a Doberman Fincher dog and that this dogfu apparently still running at large. Mayor Murray advised Councillor Davidson that if this man will advise the'Police Department action will be taken immediately. Councillor Davidson brought to Council~ attention again-.: that the Town requires a standard type of by-law with regards to future subdividers in order that the Town might say to the subdivdder this is exactly what we want and then stick to these requirements as laid out~ Councillor Child felt that this type gf by-law must be a basic by-__ _ law. Deputy Reeve Nisbet said that we might outline the definite ' ] things we require as Councillor Davidson had stated. 1 -f NISBET: DAVIS: "That the by-laws and planning committee get together and draftaa brief that might be handed to any future subdivider." Carried. Councillor Adair asked if arrangements had been made with King and Whitchurch Townships concerning a joint meeting with regards to the Aurora War Memorial and it was decided that arrangement would be made for a night early in March. Councillor Corbett brought to Councils attention the matter of clearing out stumps and sand in the Tyler creek and stated that if a thaw occurred then flooding conditions will obtain. Mayor Murray produced before Council a Surety Bond covering employees in the Treasurer's Office in the Town of Aurora. DAVIS: NISBET: DAVIS: NISBET: "That the Surety Bond be maintained in the-Safety Box in the Town v_9.ult." Carried. "That this meeting now adjourn." The meeting then adjourned. J)
