PRESENT: MAYOR: REEVE: DEPUTY REEVE: COUNCILLORS: DAVIS: STODDART: CORRESPONDENCE D.J. MURRAY (IN THE CHAIR) C.F. DAVIS: C • K. NISBET ADAIR, CHILD, CORBETT, DAVIDSON,. PATRICK AND STODDART. • "That.the minutes of January 5th, 12th and 19th, 1959 be adopted as printed and circulated." Carried. A letter from a Mr. M.W.S. Gunaratee, a Colombo Plan Trainee thanking the Town of Aurora for the time alloted to him during his visit to the Town to study Municipal Affairs under the Colombo Plan was read. NISBET: "That this l.etter be filed." DAVIS: Carried. A letter from the Aurora Re.creation Commission containing a request for an increased grant of$5,750.00 over and above the present funds the Recreation Commission receives from the Town of Aurora was read. CHILD: DAVIS: "That this letter be turned over to the Finance Committee for study and recommendation." · Carried. Letters from Mr. Ken Robinson, Lake Wilcox, and a Mr. Donald Campbell, Aurora, requesting permission to operate a taxi in the To1~ of Aurora was read. DAVIS: STODDART: "That these letters be referred to the Police Committee for investigatJ!:on." Carried • . A letter from ~tr. J. Hughes requesting permtssion of Council to operate a motor vehicle to hire to undertake pre-arranged local and out- of-town trips was read •• DAVIS: STODDART: "That j;his letter be referred to the Police Committee for investigation and recommendation." Carried. A letter from the Ontario Department of H~hways regarding the lowering of a grade on Yonge Street South was read. NISBET: PATRICK: "That a request be made of the Town Planning Board to alter the Land-Use Plan in order that the Town may issue a Building Permit to Regency Subdivision and in addition to Mr. Cossar with regards to.Shopping Centres." Councillor Child advised Council that on Wednesday night, February 4thi• ''!;'lanning Board is holding a meeting of committee to handle shopping centre applications only, Councillor Child stated that a Mr. Roberts ;I i 4TH MEETING 28 - 2 - February 2nd, 1959 of Planning and Development will .attend to point out the pros and cons of where shopping may or may not be located. Councillor Child further stated that the general opinion seems to be that all shopping centres be allowed a permit but this would appear to be an easy way out of the situation and in ad~ition.Councillor Child advised Mayor Murray that any future trips the .Mayor may make to Toronto that it be ascertained ahead of time that he have the full support of Council. . if Deputy Re~ve Nisbet stated that/we have no objection to the location we should definitely say O.K. and that the letter from the Department of Highways intimates that the entrance will be satisfactory. Reeve Davis stated that since the Planning Board are holding a meeting Wednesday night he felt that all members who can attend should attend this meeting and clear the air and serve a usefull purpose to straighten out this matter. peputy Reeve Nisbet agreed it is O.K. to meet with the Planning Board but feel that Council knows as much about the Town of Aurora as an outsider coming in for a nights lecture. STODDART: CHILD: "An amendment to the forgoing motionthat a copy of the letter from the Department of H~ghways be sent to the Planning Board and ask for their recommendation for reconsideration in this matter." Discussion of this amendment took place and Councillor Patrick stated that these spopping centres are going into industrial or commercial areas and we are prolonging it too long since we need commerc1al assessment very desperately and therefore we should get these shopping, centres under way. Further general discussion took place and the amendment was Carried. A letter from the Lions Club of Aurora, Inc. requesting a grant in connection with the Ontario Crippled Children's Centre was read. DAVIS: STODDART: "That this letter be referred to the Finance Committee for consideration." Carried •. ·. A letter from the Ontario School Trustees' and Ratepayers' Association requesting Council to become ~ member in the County and Muhicipal Councils Section of this association was read. DAVIS: "That this letter be filed." ADAIR: Carried. A letter from the Chairman.of the Aurora Junior Band requesting condideration to a grant of $500~00 to pay the instruction cost of the Aurora Junior Band instruction during the year 1959 was read. NISBET: DAVIS: "That this letter be referred to the Finance Committee for consideration." Carried. l .. J [ l. - I r: Jf~bruary 2, 1959 - 3 - 4TH MEETING 29 Two letters of general information from the Secretary, Aurora Planning Board, one in connection with a plan of subdivision submitted by Mr. James Crossland and the other concerning the pr9gress of applications of a shopping centre by Consolidated Building Corporation and by Mr. Cassar were read. It was stated that these matters'would be brought forward at Wednesday's nights Planning Board meeting. ' A letter from Mr. P. Barwick concerning an increase in salary for the year 1959 was read. · NISBET: CHILD: "That this letter be-referred to the Works Committee for recommendation to the Finance Committee.;,· · Carried. REPORTS OF COMMITTEES :i ,;. - Reeve Davis presented a report of the Services ··Committee in which the Committee respectfully submit the following: Services Committee . ' That the Aurora Minor Hockey Association request re appointment of a member on Aurora Arena Board be not recommended at this time. The reason being that the by-law establishing 'an Arena Board does not allow for such an appointment. Carried. Deputy Reeve Nisbe presented .a report of the .·Police and Fire Committ-ee in which the Committee respectfully submit the . .following: Police and Fire Committee At a meeting of this Committee hel<iC. January 26th, ··1959 at 7:30 p.m. at which all members of Courici:l'·'',qere -present, the Chairman stated that he had received a fetter from the Fire Dept. containing their requirements for the coming. year. Among the · requirements was the request for a chain saw, two-way radio., the ' . appointment of a permanent Chief· and a new pumper and 65• Estensior).· ·· ladder truck. They also requested that the Fire-Call rate be in-· creased to $4.00, that a complete set of tires be purchased for the Ford truck and that a set of compartments be made for the Inter- national truck at an appro%:imate cost of $350.00. After discussing the above items it was recommended that approval be given to purchase the hose, pinch bars and maintenance items, together with the installation of the compartments on the International truck. It was'felt that a set of six tires should be obtained for the Ford truck. It was agreed that the fire-call rate be raised $1.00 across the board. The.matter of-the chain-saw, two-way radio and the appointment of a permanent fire chief and the new truck were left to be discussed at a later date. The committee agreed that the Chief be allowed $150.00 convention expenses. This committee further recommends that a joint mmeting between this Council and the Councils of the two adjoining mund:.li:ipalities be held to discuss the fire agreements. ·' NISBET: QHILD: ' "That the report of· the Police and Fire Committee be accepted and that six tires and tubes be purchased for the 1942 ford truck, cost to be $440.00 and the tender of Western Tire be accepted and the Seal of the Corporation be attached hereto." Carried. ® v •4;. * .:•' . .,ltf'H MEETING - 4 -February 2, 1959 " Deputy Reeve Nisbet ad:lrised Council the Fire Marshall's Office were attempting to arrange a Fire School for this area and it will be held here if suitable:1quarters are available. The school would last for a" five day period. · Councillor Child·presented a report of the Planning & Permits Committee in whicl!!:: the Committee respectfully submit the following: Planning &'"Permits Committee' At a meeting of this Committee held January 26th, 1959 at 7:15 p.m., at which all members of Council were present, the letter f'rom Dr. C. Rose requesting·permission to extend his clinic to within two feet of the 'present retaining wall was read. After a general discussion it was agreed that in view of the fact that it would extend beyond the present set-back 1ine that we ~nquire whether or not it would be possible for him to m~ke the extension in some other direction rather than to the street. ~~ . Councillor Patrick presented a report ofthe Property Committee in which the Committee respectfully submit the following: Property Committee That the prices submitted by Thompson's Furniture, Aurora for furnishings including floor covering, drapes, chairs, table etc. be accepted and the Seal of the Corporation be attached herelbb. The price to amount lbo $800.00~ Other prices obtained were from the T. Eaton Co. in the amoun:t of $2, 006. 65. · · ADAIR: PATRICK: UNFINISHED BUSINESS ·"That prices from Thompson's Furniture, Aurora, be accepted and the Seal of the Corporation be attacaed hereto." · Carried. Councillor Corbett stated that a recommendation from the Fire Chief to take out the Fire Alarm boxes had been made last year and it was deferred at that time and nothing had been done in this matter since. Deputy Reeve Nisbet advised that the Fire Chief was to optain a letter from the Underwriters regardings insurance rates and so far this letter had not been forthcoming. at Councillor Davidson stated/the last meeting of 1958 asmotion was passed that we give the Retarded Chiiedren's fund a gra,nt and this matter· was to be brought·up at the first meeting of 1959. It was decided that this matter would be brought up when the budget is contemplated for this year. Carried, • The by-law was then read a first time, PATRICK: DAVIDSON: NISBET: PATRICK: ADAIR: CHILD: DAVIS: STODDART: DAVIS: CORBETT: "That the by-law now before the Council be read a second time and that the Council resolve itself into a committee of the whole for that purpose." Carried._ " "That the second reading of the by-law be taken as read," - Carried. "That the by-law now before the Council be read a third time this day and that Rule 22 of By-law No. 862 be suspended for that purpose." Carried, "That the third reading of the by-law be taken as read," Carried. "That leave be given to introduce a by-law to provide for registration of dogs and prohibit dogs running at large and that the same be now read a first time." Carried, The by-law was then read a first time. -~ STODDART: NISBET: "That the by-law now before the Connell be read a second time and that the Councilrresolve itself into a committee of the whole for that purpose." Carried, Councillor Child 'asked why a fee of $5.00 was charged instead of $3.00 as in other Municipalities. Deputy Reeve Nisbet stated that the dog catcher had stated his figure and we had no alternative but to accept.
