CORRESPONDENCE
A letter from Proctor & Redfern, Engineers regarding the statis of
engineering services of Aurora and including accounts stated as
owing to the firm of Proctor & Redfern in an amount of $22,622.29
was read. Deputy Reeve Nisbet stated that a Special meeting would
be required in order that Council might go over every account and
if required a further meeting with Proctor & Redfern may be needed.

of Council be held between Christman and the New
Year."

Three letters from Town Planning Consultants concerning inspection
of sewers and watermains at the Regency Acres Subdivision was read.

"That a letter be forwarded to Town Planning
Consultants acknowledging receipt of these
letters dated December.l2, 1958 and stating
that Council agrees to the use of the services
eo mentioned."
Carried.
A letter from Mrs. Crysdale and Wm. S. Crysdale expressing their
thanks to Council for the Scholarship Award given by the Town recent-
ly.
STODDART: "That these letters be filed."
ADAIR: Carried.
A letter from the Rev. J.F.G. Morris, Minister of the United Church,
Aurora bringing to the attention of Council the emergency program
for winter work being supported by the Dominion and Provincial
Governments, was .read. Deputy Reeve Nisbet stated that this matter

had been previously discussed and Councillor Davidson felt that this
might be a good time to clean up the Town creek. Mayor Murray stated
that the situation must be investigated and each one think about it,
these works, and bring their recommendations forward at a Special
meeting to be held later this month.

Mr: Harry Jone, Fire Ch~ef, appeared before Council and presented
h$s annual report of the operation of the Aurora Fire Department
for the year 1957•1958. The Fire Chief gave a detailed breakdown
of calls answered including false alarms and also a statement of
fire loss in Aurora that amounted to $3,435.00. Ih closing the Fire
Chief thanked the Council for its co-operation in the past year. ·
Mayor Murray thanked Chief Jones and remarked that our property
damage this year was very low due to the extreme quickness of the
Fire Department to attend Fires.

be extended to the Aurora Fire Department oft

. Following this motion Fire Chief Jones brought to Council's attention
that eight false alarms turned in during the past year were due in·
a large part to faulty boxes and suggested that these boxes might
be removed. Fire Chief Jones stated that the boxes had accounted
.for approximately four calls in the past ten.years and Mr. A.
Giddy also stated the Town of Barrie had received approximately
three calls in the last thirteen years from fire boxes. It was
suggested that this matter be left over for investigation the
.first of next year.
REPORTS OF COMMITTEES
Deputy Reeve Nisbet presented a report of the Police Committee dated
December 15, 1958 in which the Committee respectfully submit the
following:
The Police Committee met on Friday afternoon December 12 at
1:30. Present were Mayor Murray, Deputy Reeve Nisbet, Councillor
Child, Chief Langman, Sgt. Krochter and Coastable Andrews and Coombes.
The work of the year was discussed and reviewed and it was
unanimou~ly agreed that the relationship between the Police Force and
the Council was never better.
The Police pointed out that a numbeP of the meters were needing
overhauling and they thought it would be a nice gesture on their
~
part if the meters were removed and repaired during the holiday season.
The Committee readily agreed with this. On Sunday the.meter heads
were removed and will not be returned till after the holidays. But
it must be pointed out that a 2 hour parking limit is still in force

Dep'uty Reeve Nisbet reported to Council on the exemption from Sales
Tax for the supply of chlorine in the Sewage Disposal Plant. Deputy
Reeve Nisbet stated that Sales Tax Exemption on.the cost of chlorine
had been turned down previously and on taking this matter up with
Mr. Cathers it had been furthered but the final outcome was that
there was no hope for exemption from Sales Tax in this matter.

the Court of Revision on November 18, 1958 in an

Couriillor Stoddart advised that Section 236 -(1) of the Assessment
Act author±zes. the Treasurer where he ascertains that certain taxes
are uncollectable to recommend to the Court of Revision that such
outstanding taxes be struck off the roll and the Council upon the
recommendation of the Court may direct the Treasurer to strike such
taxes off the roll. The Motion was hhen Carrmed.
Deputy Reeve Nisbet felt that consideration should be given to holding
up any applicable tax sales in the ensuing year and it was decided that
a list of any tax sales that may be appropriate ~e brought in for the
first meeting in January, 1959. ·

all town employees and that the same be purchased
from Knowles Butchers providing that each turkey
does not exceed 20 lbs. and that the price is
competitive and the Seal of the Corporation be

. councillor Stoddart brought to Council's attention the matter of
Group Insurance for employees of the Townrand stated he had a
quot.ation from the Crown Life Insurance Company and also one from
the Great West Life Insurance Company. Councillor Stoddart stated
that since these brochures had only been received that an extension
of time be requested and this matter be held over pending a Special
meeting to be held before the end of December , 1958.

Councillor Child presented a verbal report to Council concerning two
architects plans regarding Mr. Vanek's submission and stated that the
Planning Committee were recommending the alternative be revamped to place
the most easterly apartment houses to the west and then it would not
be necessary to make any amendments to our Land Use by-law. Councillor
Child further stated that the Lloyd property will be looked after shortly
and then this matter will be passed on to Council for approval.
Deputy Reeve Nisbet brought to Councils attenfion that great concern had
been entertained over the narrowness of the two bridges on Wellington St.
W. and he had been advised that the Toronto and York Roads Commission
have now called for tenders to widen these two br~dges.
Mr. Jack Browning, Town Superintendent, reported on the pump at Nisbet's
well and said tha.t a test of the water today was satisfactory and pressure
was at 110 lbs. General discussion took place on water and Mr. Browning
further reported on the pump at the ~ew well and stated that it was
producing appcoximately 600 Imperial Gals. per minute and that the Town
might attempt to go on high pressure this week. In summing up Deputy
Reeve Nisbet felt that the waterworks should be instructed to draw out
of the reservoir certain amount of water every week in order that the
water does not become stagnant.
UNFINISHED BUSINESS
Mayor Murray brought to Council's attention that subsequent to several
meetings with the Department of Highways it was definitely established
that there was no doubt that something will happen to the lowering of
the road on Yonge Street South however the Department has not actually
stipulated exactly what they comtemplate doing. In addition a check
is being taken:at Murray Drive and at present we are waiting for a report

with regards to a traffic light.
Mayor Murray stated that at the last meeting of Council the Striking
Committee for 1959 had been referred to and now ask Council what are
their wishes in this connection.

"That the Mayor, Reeve and Deputy Reeve bring in
the rpport of the Striking Committee in 1959."
Carried.
~ayor Murray requested instruction of Council if they wish to remain
nine committees or five committees. Councillor Stoddart felt that
five committees would be too difficult to work out and felt that one
man would not be in a position to operate five committees.

Councillor Davidson felt that in this instance that a five man
committee may be in a position to bring in a report to Council and
i~ they were all in favour it would automaticly be approved. Deputy
Reeve Nisbet felt that if five men of Counmil might agree on one
matter then it certainly must be all right.
Mayor Murray brought to Coumcil's attention the need for a grant for
the Ontario Association for Retarded Children and suggested that the
Council make a donation or this matter be referred to the incoming
Council at budget time in 1959.

these ch!ldren. Mayor Murray advised that as far as he was aware
a1··Bill to this effect wa:s being presented at tne next sitting of
the Legislature. Councillor Stoddart then withdrew the ~orgoing
motion and the following amending motion was set forth:

Further to this motion Deputy Reeve Nisbet stated that Mrs. Barker had
stepped into the position requiring a hard and fast pace set by her
predecessor and that Mrs. Barker must be commended for her ability and
for the awards that she had ach~eved.
Mayor Murray brought to Council's attention the matter of acquiring a
resident engineer forthe Town of Aurora.

Mayor Murray stated that we are coming to the end of the first year of a
two year term and inquired if council sould give a report to the public
on the qperations of the Town during the past year. Mayor Muraay stated
that this report might be given in two methods:
1. By a press release.
2. By a meeting in which each Councillor might give his own remarks.
