"That these specifications for r_oad paving be accepted," Carried. A letter from Mr. Druery re~esting a lic€Jnce to operate a taxi in the Town of Aurora was read, NISBET: STODDART: "That this application for a taxi licence be turned over to the Police Committee." Mayor Murray stated that he felt this opinion was carrj_ed by each member of Council. A letter f~om the Consumers' Gas Company requesting approval to in:lltall a gas main on G~orge Street from Kennedy And Dodie Streets; 400ft.; and on Dodie St., from George St. to west 450ft. was read. CoUIJ.cillor Child stated that these streets did not belong to the Town and j_f we approve this gas main in a sense we would be accepting the streets also that a written agreement should ee received from the 0\'mer first, It was decided thE!t this matter be left over until New Business. A letter from Reycraft, MacDonald & Thompson re certaj_n lots in ·the Aurora Heights Subdivision that do not comply with the minimum area requirement was read. Councillor Child advised that the Planning Board ,were to make a survey of this area last Saturday but the meeting had been can- celled due to weather conditions. G, Ward appeared before Council . . on behalf of the Recreation Commi:!Jsj_on. Nfr. Glass apihlogj_!?.ed to Cou:ncil.for not notifying them previously of their visit this even- ing, Mr. Glass advised Council that tonight we are appearing before you on behalf of the Recreation Commi:B:Bion anCI. most particularly with playgrounds in. the Town of Aurora. Mr. Glass stated that for ma:ny years the Recrea~ion Commission had been able to build up play- grounds with the citizens support however since new playgrounds will be needed in Aurora Heights area and possibly Regency Acres"area financial assmstance from the Town was now req_uired, Mr. Glass stated there were two alternatives for financial assistance and"they were: 1, That the subdivider assist in the financing. 2, That a general levy of 1 mill be raised on the tax structure of the Town, for recreat~on purposes, f neputy Reeve Nisbet asked Mr. Glass how ma:ny playgrounCI.s were in exist- ance at· the present time and lVf.r. Glass advised that four playgrounds were in operation with the total registration of approximately 240. In answer to Deputy Reeve Nisbet's q_uestion lVJr, Glass advised that it cost approximately $700.00 to supervise and. ru..n the playground. Councillor Patr:Lck asked W!r. Glass how many recreational members go out at various tinies and check on these playgrounds. 1\ITr. Glass advised that Mr. Buchanan visits these playgrolinds freq_uently and the other members of the Commission visit them as often as possible, Councillor Stoddnrt asked j_f. we s-hould consider IJark 1 s and Recreation in one body and advised that in some Municipalities they are formed as one body. 1\lf:r, Glass advised that it has been previously assumed that the general maintenance of parks wa:s up to the Parks-Commission. Councillor Patrick mentioned-that· a very good plagground arrangement was in existence in Richmond Hill and Mr. Glass stated that it was hj_s feeling that the Town of Aurora program is much superj_or to that of Rj.chmo:nd Hil1. JJeput;r Reeve Nisbet asked if we might achieve more for our money if we were to hire a teacher for the summer only, Do we req_uire a Recreation Director all year. Councillor Chj_ld statetl. that it wpuld be very di.-fficul t to employ a person· for eie;ht months only and then be off the. balance·. of the .'year. Councillor Davidson that we are getting away ;from .the poj_nt WTr. Hammond appeared before Council as a representative for the Junior Chamber of Commerce regarCJ.ing fj_nancial aid for Retarded !Children: l'/Lr: Hammond asked if it was possible for the Town to donate to this fun?-and stated that Newmarket donate yearly to . ' the Retarcl.ed Childrens Fund, Deputy R('!eve Nisbet asked ]/fr. Hammond if there were a house to house canvas and Jl!fx, Hmmmond replied that there was. Deputy Reeve Nisbet stated that he felt that -j;he tax- payers would be contributing twice:.: if this were the case. M:r. Hammond stated that other Towns are folihowing this arrangement and that this fund is Province wide but they are hoping to provide a J ' school for 50 pupi1s in Newmarket to serve the Newmarket, Aurora and Sharon areas. Councillor Adair asked"M:r. Hammond if parents contribute to this cost, M:r. Hammond.stated that there is a ftmd raised "By families. Mayor munray stated that taxpayers of these children are paying local school tax however the children are not gding to our schools and that Provincial Legislation should be enacted to han.dle this situation. M:r. Oflllord advised that it has been the poillicy of the Puolic School Board to contribute the same amou.nt to the retarded school as would be obtaine,d froJIJ outside pupils coming into Aurora. Deputy Reeve Nisbet stated that we:·are losing a grant then in this case. !Vfx. Hammond stated the Retarded Childrens Fund drive clos_ed this Thursday. DAVIS: CORBETT: "That this matter be left in the hands of the Chairman of the Finance Committee." Carried, l'flr. Bell appeared before Covmilll reg_uesting financial assist.ance on behalf of a proposed Town Band, Cotmcil.lor Child asked Mr. Bell if he had an approximate. idea of the cost of such a banJ'i and Mr. Bell replied that it would cost.approximately $2,500.00 per year-after the initial expense of setting up the band had been met. f -L - 5 -De9ember 1 , ,:19 58 '~ 19 Mayor Murray advised that it was ,out of the q_uettion at the present "j;ime but the matter may be brought up at budget time in 1959 and suggested that Wx. Bell come back with his request at the beginning I of the new year. , Reeve Davis advised Council that at Council's request he attended a meeting held with respect to the To\'m baJJ.d and at that meeting he had not been aware that money was of prtme imporrt:a.11.ce at this time. Reeve Davis felt that they would app111oach Cou.ncil the first of the year,for a grant and felt that the band is very necessary to the Town an.d well wort:tJ:y of support, The matter was then left to be brought up again in the first portion of 1959. 1\lfr. Lee the Town Solicitor appeared before Council to obtain instructions regarding a court order of Chimney Su)ply Company to have the Town -~--.o.....S?J? .. Lee's request the following motion was passed: DAVIDSON: NISBET: 11 That the Mayor an.d Reeve be authorized to assist the Solicitor in this matter and bring in what- ®ver recommendation they may.11 ' Carried. REPORTS OF COMMITTEES Reeve Davis submitted to Council a letter in connection with the account for Fire Services rendered by members of the Aurorie: Fire Department for the year 1957-58.· Reeve Davis.stated.it_has been the policy other years ,to pay this account on the fj_rst meeting in December and requested that a cheque be allocated to the Fire Dept. in order that distribution could be made to the Fireman at their meeting in December. Mayor Murray asked if a cheq_ue had been made on the 117 calls answered during this period and Reeve Davis ana Councillor Pat:hkk stated that the Secretary of the Fire Department ·has in his~ possession a full :t>ecord rli'f all calls made during the year and that the Clerk is able to check all out of Town calls. It was stated that approximately 60% of the fire calls are out of Town. 240 ( ' DAVIS: CORBETT: - 6 - Decembwr 1, 1958 · "That the amount of ~6,925.00 be forwardeM to the Aurora Fire Department for Fire services rendered by members of the brigade for the year 1957-58 and the Seal of the Corporation be attached hereto."· Carried. Deputy Reeve Nisbet presented a verbal report to Council concerning the fact that the digester roof at the Sewage Disposal Plant has not proved satisfactory and that a meeting was held with Pearce Contractors and it was decided that the roof must be replaced. li'Ihis meeting had ascertained that ~ certain amovnt of the falll t mtght be charged to both, faulty design and construction and that /:Plans were being dra~ up to ,replace .thts roof. Deputy Reeve Nisbet stated he suggested that this be put tn writing to the Town and that a performance bond be posted for the cost of the whole digester. This work can not be done in the winter but must be done in the. '' I ~ • spring_ Councillor Patrtck presented to Cou_ncil a verbal report with regards -to tree cutting in the Town of Aurora. Councillor Patrick stated that last year we had paid over $~00.00 to the*hydro for assistance in cutting down. trees and that since that time a letter had been received from a tree cutting firm to outline costs of removing and trimmine; trees at a very substanl!Jial reduction to last years cost. UNFINISHED BUSTNEES i Councillor Child stated that on November 3, 1958 he was absent from _a Council meeting whtch approval was given to a purchase of a truck and snow plow. Councillor Child stated that in the min utes of this meeting he did not notice any direct mention of a Committee report in. which was stated the other tenders submi ttee for this tr:u,c,k and ~>Snow plow and that he had. been approached by two individuals regarding this matter. Councillor Patrick answered that all aspects of this truck had been. taken into consideration;, .other .municipalities have been approached in this matter and two Committees meetings were held in this .. General discussion took :place and it was stated that all tenders must be submitted in a Committee report il!llUI in the future. Mayor Murray stated that h.e a:t;:d Councill.or~' Patrick had been in touch Mr. ll'larres.e.in•connection with :plowing the streets of Aurora Heights Subdivision and l'lfr, Marrese instructed the Town to do this :plowing and to bill him for the cost of same. Tie:puty Reeve Nisbet felt that since we are obtaining :eaxes from the subdivision we should maintai.n snow:plowing of these roads ourselves. Councillor Adair mentioned that a complaint had been received regarding· .snow avalanching of the roof of the ar<?na and it was decided .. that Mr. J, Browning, Town Superintendant, would check into the. matter of a fence guard on the .ar.ea questioned. Tie:pittly Reeve Nisbet-. asked if any worM: had been received from the Tie:partment of Highways with regards to lowffining the grade on Yonge Street South. Mayor Murray advised that a l'lfr. McLean of the Tiepartment of Highways phoned him and it was hopeGi l;ly next Wednesday to have a definate reply on what they are able to do in this connection. Mayor Murray stated it wouitd appear that they are going to lower this grade but no details are available as yet, BY-LAWS A by-law to authorize the construction of a sanitary sewer and an A. C. Watermain on Industry Street and on Mary Street and to .authorize the opening, grading and gravelling of said Industry Street and Mary Street, all as shown on a proposed industrial :plan of subdivision of Lot 151 , Plan 246, Aurora, , , TIAVIS: "That the by-law now before the Council be read NISBET: a third-time this day." NEW BUS!NESS Councillor Patrick brought to Council's attention a situation exist- ing with regards to the installation of gas _lines i.n the Town of Aurora . and stated that the cost of the Town is increasing because ~e must dig part by hand in order not to di.sturb gas mains when diggine;. 2·t 2 I - 8 - December 1, 1958 Councillor Patrick asked Council if we are abtaining enough assessment for this extra work involved in digging, Mayor Murray advised that the assessment of gas pipe lines is laid down in the manual and the follwwing motion IDmXX:UXJfliXIDO}ii~Jl'il~~O!i~ was duJ.y moved: CHILD: NISBET: "That the assessor be instructed to obtain an assessment on gas pipes in the Town of Aurora:" Carried. Mayor Murray advised Council that the Municipal Act provides that the Mayor may from time to time brj_ng to' Council his opinion with regard to matters pertaining to finances and other general matters that may come to his attention. Mayor Murray stated that he is q'uj_te satisfied in that we are not geeting our assessments quickly enough and thereby losing monies. It was decided at Council that, a meeting be held Monday night with "Mr. W!IJ.eelock, the Assessor, at 8:30p.m. and that this time the assessor be requested for a progress report with respect to assessment, Mayor Murray reminded .Cou.ncil that there was a Board o:t: Trade meetine and.dinner on December 2nd, 1958. Mayor Murray further stated that a new, box had been placed. in the stop light at Yonge and Wellington Streets and the old stop light box would be repaired and used when required at a new location. Reeve Davis stated that in answer to Councillor Corbett's question of last Council meeting concerning water pressure on Catherine Avenue that several water tests were taken and all proved to be satisfactory, A request from the bank in the &own of Aurora·that Boxing Day and the day following New Years be declared as holidays was read by Mayor Murray.
