' CORRESSPONDENCE Letters from Victor G. Bardawill, Canadian-British Engineering Consultants and Herbert L. Coons & Associates re: providing Engineering NISBET: DAVIS: services for the Town was read. "That references be requested in connection with these applications and that an engineers"file be set up." Carried. A card of appreciatmon from James Goulding & Family was read. A letter from Consolidated Building Corporation Limited concerning the various costs of lo~ering water connections and watermains in Regency Acres, Su,bdivision was read. NISBET: "That a copy of this letter and account be DAVIS: forwarded to the firm of Proctor & Redfern for clearance." Carried, A lette-r from Consolidated Building Corporation Limited offering to fix the roads at the Regency Acres Subdivision with a 2 11 asphalt paving was read. NISBET: STODDART: "That the offer of Consolidated Building Corp. (Aurora)' was read:. PATRICK: "That this letter be turned over to the Planning Committee." Carried. A letter from Mr. Murray Hodgkinson re emvloyment with the Town of Aurora was read. DAV.IS: NISBET: "That this letter be received and turned over to the Chairman of the Finance Committee." Carried. ' A letter from the Unemployment Insurance Commission, Newmarket regarding a meeting to'be held on November 6, 1958 at 8.00 P.M. with the object of forming a Citizen's '.employment Committee in this area was read. STODDART: NISBET: "That Mayor Murray attend this meeting," Carried • . A letter from the Canadian National Railways regarding a siding extension over Centre Street at Bradford Fertilizer and Chemical Company was read, CORBETT: DAVIS: · DELEGATIONS "That the :plans for Bradford Fertilizer and Chemical Company siding extension over Centre Street be approved and Council be authorj_zed to sign same." Carrie do Mr. A. Wheelock and Mrs. Fielding,, representing Mrs. f. Murray, appeared before Council regarding a survey of :property on Kennedy Street West. Mrs. Fielding :presen,ted a :plan of survey toCouncil for their :perusal and stated that the :plan was approved by the Planning Board• and there were to advise Council accordingly. Deputy Reeve Nisbet stated that Council must approve of a sub- division agreement first and that the :plan only form~ a :part of the subdivision -DAYIS: NISBET: agreement. "That we agree with the :plan and :principal and that this matter be turned over to the Planning Committee of Council for :processing." Carried. . .:'!! /--- - 3 - November 3, 1958 Mr, _Hamm~ll appeared before Council on behalf of Mr. Langdon and residents of Aurora Heights Subdivision to request a permit for a bus from Aurora Heights to George Street School. ~~. Hammill explained that this service would be paid for by individuals ~ " : themselves and that a p~rmit was required sine~ thi~ is a paying proposition. The bus was intended primarily for morning and evening students and if parents so desire the bus would be made --' available at noon hours. Mayor Murray advised that transportation ; ~ ~ ~ . of c~ildren is1a se~ious matter and should be handled by the Department CORBETT: STODDART: of Highways and the Police. Hodgkinson appeared before Council with the request for permission to hold the annual poppy day on Saturda~, November, • I . 8th, 1958 and that the Observance Service of Remembrance Day held on Sunday, November 9th, 1958. Mr. Hodgkinson also stated that Mayor Murray had been elected an honourar~ president of Aurora "• Memorial Parks Board. NISBET: DAVIS: Mr. Lorne behalf of "That the poppy day be held on Saturday, November 8th, 1958 and the Town assume the cost of the service." C~rried. Evans and Mr. H. Pringle appeared before Council on the Conservation Authority seeking the approval of Council to undertake an investigation of the creeks flowing through the Town. Mr. Evans & Mr. Pringle advised Council that a survey of stnams should be done to ascertain how much creeks may be enlarged. They stated that Newmarket and East Gwillimbury had been approached in this matter and also that development of areas the cost would be shared between the Government and the Town. Council gave their approval to proceed with this plan add were advised by Mr. Pringle that no letter was required from Council in this letter. 213 Mr .• J.A. Marrese appeared before Council on behalf of Aurora Heights to request a r.elease of more lots in the Aurora Heights Subdivision for building purposes. Mr. Marrese stated that in his opinion Aurora Heights have not created a burden on the Town that was origin- ally contemplated. Mr. Marrese statmd that there were another 170 odd house_s that Auror.a Heights would desire to build on and 21~ -4_-November 3, 1958 they would undertake to build two factories on speculation. Mr. " Marrese further stated he understood that Council has again made some progress with Industry Street and that Aurora Height con- templated building two 5,000 s~. ft. industrial buildings in this industrial area:. Mr. Marrese further:stated that Aurora Height will be willing to give this subdivided land to the Townjffiight sell for a $1.00 and induce.industry to this area. so that the Mr. L.C. Lee, Town.Solicitor, was re~uested·to attend at Council and this matter was held over in abeyance of Mr. Lee,1 s arrival. REPORTS OF OOlYilYIITTEES Town Reeve Davis'presented a F~re and Water Committee report concerning drilling a test hole in which the ~Committee respectfully submit the following: " One OCtober 24,(1958 the Fire and Water Committee met with Mayor Murray, Councillors Davidson, Patrick and Stoddart together with Mr. Huffman and it was recommended that approximately 325;feet of pipe at $7.00 per foot be supplied for a 6 inch test hole. It was further recommended that a submersible pump be installed on the well at the waterworks and a turbine ~u~p installed on the new well at the new pump house, the purpose being to investigate the possibility of increasing the flow on both wells. Disc~ion took place following this Committee report in which Reeve Davis explained that the test hole was to be located in an area 200 ft. to the north of the existing pump house at the north end of Town. Reeve Davis further stated that 'the same price ~uoted for the 6" test hole would apply to a 7" pipe'. Reeve Davis stated it was necessary we explore the possibility of more water and the added growth of the Town that was anticipatedit would be good economy to at least keep ahead of this growth. Mayor Murray stated that we are going ahead and drilling for a new wall however should we not wait and see how'the pumps on the old wells will do. DeputJT Reeve Nisbet disagreed with Mayor Murray's statement because this is a test hole and can be used as a source of water for a year or so. ColLncillor Davidson asked if this would effect the amount of water in the present · · wells and Deputy Reeve Nisbet stated that it might be necessary to pump the new well should a slow up occurr and we must be ready to pump the new well in the case of emergency. Councillor Davidson .l • ' n .~ 5 .~ No~~£. 3, 1358 asked if it would be feasible to put a pump on the present test hole, The Deputy Reeve stated that since there was no screen on this test hole it had become plugged with stone etc. Mayor M~r~ay stated that we have not invest~gated the situation fully enough. We haven't put p~ps on each well and we should 0 • ' • • • give this ma~ter more study and see how much water we have available. Deputy Reeve Nisbet stated that o/e cannot pump any -. . Deputy Reeve Nisbet stated that ke would liKe to see a test hole down and put a pump on and that .Collis Leather having a new·well can pump over 200 gallons per minute. Further discussion developed in connection with this Committee report and it was decided to delete the new test hole from the Committee Report and that an Engineer be consulted in this matter and that a meeting be held soon to further this proposal. Councillor Stoddart presented a report of the Fin~nce 'Committee regarding the insurance on the Town Public Works Buildi:dg in which the Committee respectfully tkR submit the ~ollowing: That insurance in the ~' amount of $15,000.00 for buildings and $10,000,00 for contents be placed on th.e .Public Works Building Wellington Stree~, West, Aurora. Macpherson Motors at a cost of $4,412,76 is 1 hereby 1eecommended. It is also recommended that a combination bddy at $895.00 and a one-way snow plow at $1,340.00 be purchased from Phil Wood Dis- tribut~r '• PATRICK: DAVIDSON: IEoronto. "That the report of the Streets Committee recommending thE! purchase of a truck and snow plow at a total cost of $6,647.76 be approved and the Seal of the Corporation be attached thereto·. 11 Carried. Co1mcillor Patli::ick presented a report of the Streets Committee regarding the purchase of sand & salt in which the Committee re- spectfully submit the following: It is recommended that 150 tons concrete or asphalt sand be purchased from Lee Sand & Gravel, R.R. # l!t Stouffville at $1.05 per ton delivered to Aurora. It is further recommendea that 10 tons of winsorock highway coarse rock salt in 100 lb. paper sacks be purchased from the Canadian Salt Co., 4195 Dundas Street West, Toronto at $19.00 per ton delivered to Aurora. PATRICK: DAVIDSON: "That the report of the Street Committee re ~ . '·-··-..' c. -7-November 3, 1958 The estimated cost (less labour cost of Town men laying sewer pipe and backfilling" trench) is-$1 1 050.00, PATRICK: DAVIDSON: "That the report of the Streets Committee re laying storm sewer on Wells Street be accepted and the Seal of the Corporation be attached hereto at a cost o~ $1,050,00.11 Councillor Patrick brought to Council's attention that this storm sewer wlilis· .required since a small lake formed every fall ~d spring . . in this are.a and only recently had the storm sewer been located and this installation would avoid this flooding in the future. Reeve Davis agreed that this installation was indeed necessary, Mayor Murray advised that he can't stand by and see the budget be overspent for this purpose however Mayo~ Mfirray stated it's up to Council to decide. Deputy Reeve Nisbet stated that it is impossible 217 to draw up a budget . . of each department. and forsee what growth of population will require Councillor Davidson stated that this matter has come forward over the past few years but we didn't know where to drain it and now that we know let's do it. Councillor Adair asked if this work might be undertaken in January.: The motion was then Carried. Mr. Lee appeared before Council and was requested by Mr. Marrese to claci.fy the position of the industrial subdivision at this time on Wellirtgton Street East. Mr. Lee stated that as yet we do not have a street. and that the plan of subdivision ~tm~ in this area has not been registered. Mr. Lee stated we should not incmrr the expense of servicing this street until we have a subdivision plan registered and that with the proper by-law it could be designated . ' . Deputy Reeve Nisbet asked Mr. Marrese if anything has been planned n ~ ~ j for the front portion of the subdivision. !Vf_r. Marrese stated that I .. -- su!lficient space was not available in the front for a shoppJng centre as a chain store required about 4 acres. !Vf_r. Marrese than_ submitted plans to Council concerning annexation of 50 acres in the Township of King. Council then made a study of these plans as proposed and ll'fro Marrese further stated that Aurora Heights would utilize approx- 1 imately 25 acres and the balance would be deeded to the Town of Aurora. 1 . Marrese;6oncerning the progress of the streeelll in the present subdivision and stated he was quite concerned with the conditions of the roads for this wintero ll'fro Marrese stated that they were working on these roads at the pre'sent time and that ' gravelling was being done at their own expense under the contract 1 of Rose Brothers Aurora. General discussion took plane concernin.g these proposed planso ~ Mr. Marrese stated that Aurora Heights would like to continue to builcl. housessand ·they are prepared to start to build and carry on as long as there are tenants to occupy. Mr. Marrese stated that when the subdivision agreement was orginally . signed the Town didn't realize then how much burden there was and if other subdividers are able to have their capital levy £or semi-detached houses reduced this must be an indication that the Town doesn't require equalization. Councillor Davidson stated that JliTr. Marrese was allowed permission to build $2 ,ooo,ooo.'oo worth of houses and yet not .10¢ of commercial or "industrial assessment has been obtained. Councillor Patrick felt that we shov~d assist Mr. Warrese as much as with this equalization. Mayor Murray stated 1 possible to get going that this hinges on ' Industry Street being completed and industries being located. "r· , Ca:aried, Mayor Murray advised that the Town·-Assessor required a meeting with all members of Co1mc~l and this meeting was scheduled for next Monday evening at 7.00 P.M. Mayor Murray brought, to Council.' s attention that the Town has applied to the ~epartment of Highways regarding a 30 M.P.H. sp~ed zone at the south end of Yonge Street.
