CORBETT:
PATRICK:
-9 -October 20, 1958
"That the Council resolve itself into a Committee
of the Whole with the Mayor in the Chair."·
Carried.
This motion was passed to enable a discussion with Consolidated
Building Corporation representatives with regard to the proposed
shopping centre site.
207
Mayor Murray brought to Council's attention~that Consolidated Building
Corporation have requested that the recommendation of the Planning
Board be re-considered. Councillor Stoddart read out:the four points
of the Planning Board and Mr. L. Shankman suggested he would like
to discuss each point as it was presented.
]!'Qint 1 stated that the shopping centre was already allocated within
the subdivision. Mr. Shankman advised that this site had now been
set aside for separate school and that as a result the only site
for the shopping centre was now lost.
Point 2-the shopping centre as proposed will create a traffic hazard.
gouncillor Corbett asked if the traffic at this iliocation will be any
di:fferent then traffic further dwwn Yonge Street for example at the
co~ner of Yonge and STeeles area. Mr. L. Shankman felt that whereever
it's located on Yonge STreet we will have a traffic problem. Mr.
Shankman felt that the controlled speed near shopping centres should
reduce the traffic hazard. Councillor Davidson intimated that heavy
summer traffic will certainly cause a tie up in this area. Mr.
Shankman stated that Consolidated Building Corp. have an obligation
to the Town and home owners to provide schools and a shopping centre
and also provide assessment on a commercial basis.
Mr. Richardson, Chairman of the Town Planning Board, stated ~hat
foot traffic from the subdivision must use Murray Drive excess out
to Yonge Street and then down to the shopping centre or in the back
gravel road. Also Mr. Richardson stated that the shopping centre is
}H· miles from some of the p<r.qposed homes. ll'fr. Richardson further felt
that a plum had been given to C.B.C. with regards to Sterling Drug
assessment. Mr. Zeldin, a representative of C.B.C., stated that they
would sell their shopping centre land at cost to anyone who wants to
come in and develop and with regards to the Sterling Drug plum this
was no plum any more than any other business deal. Mr. Zeldin stated
that we are in the house building business. Mayor Murray felt that
with regards to this traffic hazard Council wait and see what the
Depattment of Hgghways engineer reports to-morrow when they survey
highway 11 with regards to lowering of grade.
Point 3 -the shopping centre is located in an isolated area with
regards to the subdivision and also other parts of the Town.
Point 4-industrial land originally designed and O.K.1 d for annexation.
Plans for the proposed shopping centre were then presented for
inspection and it was recommended that this matter be :'.'held over for
further discussion. I _\
The Committee of the Whole then reverted back to CoUncil and the
following motion was passed. '
