It was decided that this letter·be filed, A letter from the Chairman of the Aurora Boy Scouts Group Committee requesting permission to hold Boy Scout"s Apple Day was.read •. NISBET:· DAVIDSON: "That permission be·granted·the·Aurora Boy Scout Group Committee to hold Boy· Scout,• s Apple Day on Saturday, October 18th and to hold a tag on Friday Evening, October 17th~" · · Carried~· A letter from the Lion~s Club of Aurora inviting members of Council to attend Civic Night at the Lion.' s Club on Tuesday, October 14 at 6 P.M. was read. CoUncil made note that the attendance of ladies at Civic Night was requested to be approximately 7:20P.M.· and the letter was filed, A letter from Mr'~· L.C. Lee concerning local improvements on InGl:a.stry and Mary Streets was read. Councillor Child stated that since it had been brought to out attention that the plan of subdivision has. not. been registered that steps should be taken to see that it is ' registered.• This matter was left until the presentation of the by .. law. REPORTS OF COMMITTEES Deputy Reeve Nisbet presented a report of the Property Committee concerning ~ interim progress report pertaining to the Sewage Disposal Plant and Deputy Reeve Nisbet mentioned that a written report would issue from the Ontario Water Resources Commission for the next Council Meeting'..' . The C.ommi ttee respectfully submit the following: . A meeting was held on Tuesday, September 16th, 1958 at 2 p';.nt~ in connection with the Sewage Disposal Plan1;·;. The following were present: Mayor D.J. Murray, Deputy Reeve Nisbet. and Councillor Davidson represented the Town< MessJBs, L. Owers, P, Lonergon, and F. Veoge represmllted the Ontario Water Resources Commission• · Messrs. F. Wims'. S, Walker, 'and Ro Donovan represented Collis Leateer. Messrs. R.R. Parker and Prof, C.A. Owers•reported on the proceedures and operations which.were carried on at the Disposal Plant under his instructions during ~he period that the··plant was under the Supervision of the Ontario Water Resources Commission. I l!l3 He outlined .minor• operating changes which were instituted at the plan it·; The main findings were that the plant, being comparatively small, will not stand too much shock overloading. He stated.that.the.plant.operates fairly efficiently all the time but when periodic slugs of I):igh B.O.E. effluent enters the plant and disrupts the operation it necessitates a considerable recovery period. · · · · I With the Collis ."Leather not in the plant it was possible to pinpoilb.t .the· offender as Cousins Dairy· who have been dumping large· quantities of mil<l(into the1 Sewage System. Mr. Owers emphasized that this waste must be :eliminateed from the system and disposed of out of. Town. CHILD: "That this report be filed." CORBETT: Carried~ Deputy Reeve Nisbet brought to Council'·s attention :that it had been recommended 'that the puepase of oil from various oil dealers for use in the sewage disposal plant be changed in order that we may purchase from one dealer at a time . for a period of one year·~· Deputy Reeve Nisbet re·commended that from the tenders received that Cities Sertice Oil Company Limited b~ allowed to supply the plant for one year since their tender was the only firm price received'~' NISBET: PATRICK: '---. 11 That Cities Seri:ice Oil Co·';• Ltd'. '·s tender for fuel · oil requirements ·a.t the. Disposal Plant for a firm price of sixt'l;een cents (.16¢) per gallon be accepted for aperiod of one year'~'" · Carried~ Counci.llor Patrick presented a report of the Streets Committee in which the Comm~ ttee respectfully submit the following: The Committee has met and de_E;lms· it expedient due to the increasing population and expanding bOundaries of this Municipality that a snow plo:w;. be purcp.ased. . TP.E:l Commi t.tee. the,re.fore recommends that · a 4 ton truck' .. snow plow and }lecessa.:t'y equipment be purchased at a cost of ·$6,135';oo and not to exdeed the s.tated amount·. · General discus.sion followed this report in· .wh.ich Councillor Davidson stated·that this matter had been discussed for several years and was of the.opinion dlhat the· tiine.had now com4 for a snow plow and it would certainly help to pay ~or itself andthe truck will too during the year; Deputy Re;eve NTsbet stated that we must clear streets this year and believes that a large snow plow i~ definftely required and will eliminate the necessity of hiring a snow plow each year. Councillor Patrick state.d that althoUgh the main objective is snow- plowing and :!:his equipment might be 1.1,sed for emergency gravel hauling and since we have the man power at the present time we require the equipment too. o Councillor Corbett felt that the purchase <P.i the snow pi ow was in the right direction and that we should p'i.ln:chase a piece of equtJment each 19~ ~~ October 6, 1958 ·' The report of the Streets ,Committee was then ca.rried'~ Mayor Murray advise~ Council that he had visited with the Minister of the Department of Highways this day concerning the lowering of the grade on Yonge Street South and stated that the Minister ~f Highways is definitely interested in this matter. uNFINISHED BUSINESS , ' Councillor Adair mentioned that some time ago arrangements had been comtemplated to repair the fence adjoining o~ the property of Craddock:'s farms and noted that::D.oth!iilg had apparently been done to this date and the park!·;;; boa;rd were anxious to plant . trees along this fence<:·boundary;· MJ:l';• Browning advised that Mr. Craddock did not desire to go ~ong, with the Town;,•. proposition co;ncerning this fence and ill! apparently patching up the,old · fence himseff. · BY-LAWS CORBETT: CHILD: "That leave be given to introduce a by-law to authorize the borrowing of $115,000~00 on debentures for the purpose of erecting and equipping of a public school for Aurora and that the same be now read a first time'." tllarried~ The by-law was then ·read a: first time~ PATRICK: DAVIDSON: NISBET: CHIIiD: CORBETT: CHILD: NISBET: DAVIDSON: _DAVIDSON: PATRICK: "Tnat the by-law now before .the Council be re11d a second t;iJne and that the Council reso'l ve itself· into a. Carried. 196 i - 6 - October 6 i 1958 !'!]W lllSINESS Reeve Davis advised Council the Fire Chief had requested dihat the present fire alarm boxes be replaced with key boxes since too many false alarms are occurrin~• Deputy Reeve Nisbet and Councillor Child felt that a letter. _should be directed .. t0 9ouhcil by the Fire Chief in this connection. 0 Councillor Davidson felt ;t;hat_at this time congratulations were due the Fire Department on their display of last Saturday with regards to Fire Protection. Councillor Adair brought to Council<'.s at-tention that a complaint had been received from Mr. G. Keroff, 60 Centre Street concerning a p:}.ugged drain. Mr. Ker0ff apparently had called in the services of a plfunber ·and the bill. for. this service amounted to $5Jie51 and subsequently the plumber apprantly intimated that the plugged drain was on Town property~ It was decided that the C0mmittee investigate this matter and bring in a recommendation t0 Coumoil whether or not the difficuljly arose on Town property or on private property~· Councillor Patrick suggested that .cutting of trees in the Town are in reality hydro.hazards and felt that the T0wn should be compensated by the hydro for tree cutting~ CHILD: ADAIR: "That Counc.illor Patrick attends the hydro meeting on Wednesday at 9 A.M. regarding this matter~'" Carried!~ Councillor Adair brought to Council,~s attention that the Park;:rs Board have 37 trees on hand to be planted at the Sewage Disposal Plant area at the north fence line and .the Park,1 s Board requires the co-operation of the Town works. men with the planting;• Mr Browning advised Councillor Adair .this assistance would be arranged '• . Councillor Davidson suggested that it was time the Town of Aurora instituted a tree p-lanting program and suggested that every other tree might be taken out and replaced and in thi& manner a good looking line of trees:~ins.ti tuted • Dieputy Reeve Nisbet suggested that the Park''·s Board might be approached to offer assistance regarding , th_e type of trees and a proper.· planting system in this regard'~·.. C,ouncillor Davidson further felt· that. there was a need of b.igh growing trees around the Sewage Disposal Plant.,_ Councillor Adair felt that high grwwing trees were not satisfactory due to large quantities of falling leaves and the trouble caused by heavy roots. Councillor David:s:on felt that high trees would carry heavy smoke up into the air and· elaviate some of the smoke problem in the Town·.
