Campbell of 18 Dunning Avenue for a taxi licence was read. This application was referred to the Chairman of the Police Committee. A letter from Proctor & Redfern re Garden City (Aurora) Subdivision, oversize mains was read. CHILD: NISBET: I "!hat this letter be fil:ed·in the Regency Acres Subdivision file."' A letter from the Ontario Water Resources Commission extending an invitation to the Town of Aurora to attend the official opening of the Stratford Sewage Treatment Plant on August 28th, 1958 at 2:30 p.m. was read. NISBET: STODDART: "That this letter be filed.0 Carried~ A letter from Proctor and Redfern with regards to the lLocal.Improvement Report on paving Larmont Street including sidaalks on both sides and their es·timated costs was J:>ead. DAVIS: NISBET: . "That this letter be handed to the Chairman of the Streets Committee.for study and to bring in a further report· to Council. 11 .Carried. REPORTS OF COMMITTEES Reeve Davis presented a report of the Fire & Water Committee in which the Committee respectfully submit the following: That the Town Superintendent be instructed to obtain prices and explore the ~easability of using plastic pipe for piping Nisbet 1 s well into the gravity main flowing from Billing 1 s well to the reservoir. Also converting the pumps and motor at Nisbet's well. DAVIS: ADAIR: "That the report of the Fire and Water Committee be accepted." Carried. 170 - 6 -Monday. August 18. 195a aeeve Davis presented a report of the Fire and Water Committee con- cerning a permanent Fire Chief in which the Committee respectfully suom.it the following: The Fire & Water Committee met to discuss the hiring of' a permanent Fire Chief' f'or the Town of' Aurora. The Committee feels .. that .. at this time it is not warrented f'or the Town of Aurora to hire a permanent Fire Chief' and woul. so recommend that this matter be brought forward again in 1959. DAVIS: COaBETT: · 11 That the report of' the.Fire & Water Committee be accepted." Carried~ Deputy Reeve Nisbet presented a verbal report concerning the gravel- ling of' the Fire Hall parking lot and was .advised by Mayor Murray that the telephone pole in f'ront of the Fire ~all will be removed shortly and then gravel may be put on. Deputy Reeve Nisbet f'urther advised Council that the Fire Chief preferred .a .. sign for the Fire Hall from Andy 1's Signs. at a cost $55.00 and that this sign had been ordered. DAVIDSON: CORBETT: "That the Department of Highways be requested to re-allocate from construction account to maintenance account the .. amount of' $952.00 appearing. on by-law no. 1362 &nd which amount is not required f~~ construction purposes in 195$. 11 · Carried. Councillor Adair presented a verbal report to Council in conne9t~on with the War Memorial Board and advised that he had been working on this matter to obtain action but had been unsuccessful and considerable delay had therefore occurred. Councillor Adair ad- vised that 13 names including one name from King Township and one name f'epresenting Whitchurch Township were submited to Mf'. Under- hill but nothing had been done in appoihting a new board to-this date. It was his understanding that Mr. Underhill and Mr. Flett would set up a Committee on Mr. Flett 1 s_return from vacation. A discussion followed and ~t was generally felt by Council .t~t. CoUncillor Adair deserves credit for his work in this matter and th~t pressure should now be brought to bear in order to get action in-setting up a Committee to look after the War Memorial area. STODDART: NISBET: "That this matter be lef't. in the hands of' Councillor Adair until the next meeting of' Council." Carried. Councillor Child presented a verbal report in connec.tion with the meeting held ·the previous Friday night with the Town engineers in connection with the approval of certain services to be installed in Regency· Acres and as it pertain to certain changes the Town Engineer recommended. August 18. 1958 11 That Regency Acres (Aurora) be pe:r;omitted.to.use an open ditch in the easterly water shed from 171 Lee Gate northerly to conn.ect into the con"Servation open ditch, and that the residential side be fenced. Also, that the ditch be graded to permit at least a 29 1 openil'lg·;at the top. General discussion of this motion then took place in which each .member of'Council·gave his opinibns in this matter. Councillor Davidson stated that since this is a very serious matter he would request that. a oecorded vote be taken. ' The recorded vote was then taken with the following results: ,, Mayor Murray -Yes Reeve .. Davis · -Yes Deputy Reeve Nisbet -No Councillor Adair -No Councillor Child -Yes Councillor Corbett -No Councillor Davidson ~ No Counc~llor Stoddart -Yes Since .there was .a equality of votes the vote was negatived and it was decided that this matter would be brought forward tentktively at a S~ecial Council meeting next Monday evening when all members o:C. Council might be present. Councillor 9hild brought to Council's attention several requests of Mr. S.J. Kelner as it pertains to Sunnybr111ok Investments Limited S'l,lbdivision. These requests are as follows: 1. That a letter be submitted to the Ontario Municipal Board stating that the Town approves of the Plan of Subdivision as sub- mitted and the following motion was. the:r;oeby passed. .~ ··· DAVIS: STODDARJR: 11 'rhat the Town of Aurora approves of the Sunnybrook Investments Limited plan of Subdivision and further authorizes its approval by the Ontario Municipal Board." Carried. 2. Wlth regards to the watermain on Wellington Street fronting on th~s subdivision it was decided that this watermain be designed by Proctor & Redfern. · 3. With regards to outside services it was decided these outside services are to designed by Proctor & Redfern. 4. With regards to plans for all services being bro'l,lght to Council by Town Planning Engineers it was decided th~t .. this was satisfactory providing these plans had first been checked by Proctor & Redfern~ 172 - 8 - Monday, August 18. 1958 UNFINISHED BUSINESS Reeve Davis asked of Mr. ProJS:tor the progress being made in painting the elevated tank. Mr. Prootor advised that the inside painting had been started and the base aluminum coat is now on. Also that ttie bowl and riser will be completed by Tuesday or Wed.Besday of, this week and should be ready to fill with water this coming Friday night. Mr. Proctor then brought to Council's attention that a McAvity hydrant had been previously diSplayed to Council and whether Council would adopt the McAvity hydrant. for use in the Town of Aurora •. DAVIS: "That the McAvi ty Hydrant· ... •be accepted as 'an equal NISBET: to the Darling hydrant for use in the Town of Aurora and that all subdividers be so notifi.ed," . ~ .~ Carried. · .-· Mr. G·. U. Proctor discussed the p~oposed annexation .. with Choice Cut- Up Chi~n Ltd, Councillor Child felt that first an agreement should be drawn up between Choice Cut-Up and Aurora Heights in order to deter- mine responsibility assumed by each. ADAIR: DAVIS: CHILD: · STODDART: 11 That authority be given to Proctor & Redfern to to make necessarY' designs ·for .Aurora .Heights pumphouse and forcemaJm and sewer and matters pertaining thereto.11 Carried, IIThat Proc'\Jor & Redfern be authorized to give approval to Regency Acres engineering plans. as submitted subject to any minor ,changes, 0 Carried. Councillor Davidson stated that a Hillview Road hydrant hasn!t been flushed out since it was put in~ Reeve Davis stated that this will be flushed out~ Councillor Davidson mentioned that serious consideration must be given to drawing up an overall subdivider's agreement.
