A letter from the Aurora Agricultural Society concerning the change in the date of their anuual Horse Show from June 14th to June 28, l~S8 was read. ' .DAVIS: ''That this letter be :t'eferred to the Mayor and be brought. up at the same time as Bill 160." PATRICK: Carried. ' A.letter from the trustees of Aurora United Church regarding enlarging their lot was read. It was decided that this letter .be held over for delegations. DELEGATIONS Mr. N. Fisher appeared before Council with reference to ~e letter from the trustees of Aurora United Church enlarged on the increase of the lawn frontage on the United Church, the. resulting extension of beauty of the Church property ~d also with regard, to surfacing the parking lot. General discussion followed in which Councillor Child remarked that Imperial Oil might desire an extra allowance on Church property in this conne.ction. Mr. Fisher replied that Imperial Oil had nothing whatsoever to do with this req~est. Reeve Davis suggested that all members of Council and the· ChUnh Board visit this site and make a decision at that time. It was decided tha't 't]:J.e meeting be held at 5.15 PM. on Wednesday, March 19th, 1958. Mr. P.earce of the To~m of Barrie .. appeared before CoUitcil and presented a complete outline with regards to civil defens~ objectives regarding co-ordination of municipal services to save lives in emergency times. Mr. Pearce further illustrated Town dl'f Aurora•~ responsibility as it pertains to Civil Defense and this respon!Jibi:tity is shared by the three levels of government. Mr. Pearce further ~emarke~ of how possible evacuation from Met~opolitan Toronto might effect our Municipality and thaD it was up to Council to appoint a Civil Defense Control Committee with a co-ordinator responsible for tying in with neighboring municipalities. It was brought to Council's attention that a By-Law should be prepaired to particlb.patein finanaial arrangements amd set up a Civil Defense Organization •. ·· In this conneetion Mr. Pearce left for Council's perusal literature qoncerning this matter including a specim~n By-law. Council were advised that from April 1st, 1958 to Appil 1st, 1959 only $671.00 might be set aside for Civil Defense purposes in the Town of.Aurora and of this amount 25% is recoverable from the Province of Ontario and 50% recoverable from the Federal Government. ''') I -__ ) t 1"·-- ! / II I -7- REPORTS OF COMMITTEES Report of Property Committee ' Deputy Reeve Nisbet presented a report of the Property Committee regarding effluent from Collis Leather Company. The Committee respectfully submit the following: A meeting was held with the Ontario Water Resources Commission and Collis Leather Company Re: effluent from Collis Le?,ther Compa1;1y and the following members were present: Mr. Owers, Mr. Veoge (Q.W.R, Com.) Prof'. G,L. Rolick of' W'isconsin, Mr. Parker, Mr, Owram, Mr. Wal:ter, Mr. Wims, Mr. Donovan (Collis Leather Co.) Mr. L. Van L1,1ven (Canada Packers) Mr. Proctor and Mr. Dutton (Proctor & Redfern) Mayor Murray, Deputy Reeve Nisbet, Councillor Davidson. The meeting brought out that the odour from the Disposal Plant 1vas a Hydrogen Sulphide odour and that tests in the past had proven that Collis Leather was the only source of Hydrogen Sulphide to the sewage system, Prof. Rolick stated that his advice to Collis Lealther was that their plant survey be continued in an attem~to discover if it would.be possible to eliminate any especially obnoxious liquids., He was: suggesting that Collis Leather Company build a settling tank large enough to hold effluent for 25% of a day, this to be ahead of' the mechanically cleaned settling basins in order to give the town a cleaner effluent. This set up to be in duplicate so that in the event of' cleaning or any trouble the section causing the trouble could be shut off. This set up 1dll eliminate the present earthern holding tank. Chlorine is to be added in this tank. Mr. Owram stated that the construction 6f' this set up i>rould be proceeded with as soon as plans are available: Mr. Owers suggested that an interim solution might be to~eatly increase the amount of' the ch~orine being added at Collis Leather. J;ir. Owram agreed that this would be done. Deputy Reeve Nisbet brought to Councils attention the matter of a reques~ to extend the guarantee to five years on the di- gester. Dorr-Oliver-Long had stated in their letter that a three year guarantee only is feasible following their inspec- tion. It was decided that Mr. G.u. Proctor would confirm this matter by letter recommending the three year guarantee. Mayor Murray presented a report in connection with a site for the proposed swimming pool and enlarged on items to be considered in deciding on such a site. His Worship remarked that after considerable thought and deliberation the Committee recommended that the groungs between Remington Rand and the FireHall be set aside at once for·the proposed Swimming Pool. . ~ . 61 62 -8-- General discussion then took place and the following motion was passed. Stoddart look into this matter and report ba!)k to Council with an alt~rnative proposed site and if such a site is located then a special meeting be called." Carried. Councillor Adair report~d that the Town Superintendent had inquired concerning cleaning out sewers in Town and was advised that a $15.00 deposit was required~ore.the sewer clean out work was commenced. Councillor Adair reported that corrugated steel pipe~ 15 11 in diameter was laid at Aurora Heights Sub-division at an approx- mate of about 1,000 ft. and conneeted into the sewer • . Deputy Reeve Nisbet remarked that when the conneetion is maae it does not.appear to be waterproof • . Mr. Proctor advised that this typ~ of pipe was on the original plans and it is a standard type of pipe and runs on level grounp;. It,!'s life expentency is about 50 years 1¥1d the engineers are mnvestigating to see that the pipe will be waterproofed. ·~ Councillor Adair further advised Council that a sewer pipe at the end of Reuben Street across Kennedy wil+ require two man-holes to take care of this location. Mr. Proctor advised that the original plans were for one man-hole and since one house was approved for building that ensuing easement had to be swung to the east and thereby causing an additional.manhole. Councillor Child presented.a.report of the Permit Commit~ee in connection ~nth an application to build a semi-detached house on Machell Street close to the Sewage Disposal Plant. It was thought doubtful if National Housing would grant a motgage on this property. DAVIS: DAVIDSON: 11 That permission be granted to issue this permijr to build a semi-detached house.11 Carried~ ~~ :] I , i i ~- i [ ,, --9 - Councillor Child remarked on the proposed amendment to the Official Plan and read-a letter from the department of Planning and Development regarding this amendment. It was decided that this letter be turned over to the planning Board Chairman, Mr. Richardson. BY-LAWS CORBETT: CHILD: 11 That leave be given to introduce a By-Law to provide for the 1958 expenditures on Roads and Streets and that the same be now read a first time. n Carri_ed. The By-law wassthen read a first time. DAVIDSON: PATRICK: 11 That the By-law now before the Council be read a second time and that the Counoil resolve itself into a.committee of the whole for tha~ purpose.·" Carried. The By-Law was then read a second time and approved by Council. NEW BUSINESS Reeve Davis brought to 0 ouncil' s attention the fact that a cheque in payment of an outstandin~ water account was re- turned to Cousins Dairy because 20~ had been deducted by · Cousins Dairy from the gross amount of the bill. During general discussion it was decided that a deduction of 20% was not correct and that the full amount of the water bill should be paid. Councillor Child advised that a meeting to be held Wednesday evening at 8.~0 PM •. with the Planning Committee and members of Council and Mr. G.U.
